\u00a0Jamestown (CSi) James River Family Fitness in Jamestown has announced that a decision by the University of Jamestown will close the swimming pool area in the facility beginning July 1, 2015.<\/p>\n

JRFF Executive Director Frank Conlon, says, the growth of the University\u2019s athletic teams has caused the need for more space, and pool area will be converted to a Wrestling Room for the men\u2019s and women\u2019s wrestling programs, slated for the fall of 2015.<\/p>\n

It\u2019s been noted by the university that space at UJ\u2019s Hansen Center can no longer accommodate the student-athletes.<\/p>\n

Conlon adds, the Two River Activities Center (TRAC) June 2, 2015, vote for a one percent city sales tax for the initial funding to build the facility, if approved, would rectify the absence of a pool, if approved by voters.<\/p>\n

James River Family Fitness would dissolve and re-locate to the TRAC facility, becoming a part of the Jamestown Parks and Recreation Department.<\/p>\n

Conlon reminds everyone about the good relationship JRFF and prior to that the James River Family YMCA, has had with the college\/university over the years as tenants.<\/p>\n

University of Jamestown President, Robert Badal and other UJ officials have outlined plans for a $50 million capital campaign that includes building and renovating athletic and academic facilities.<\/p>\n

The work at the Larson Center is the first step and will start as soon as possible after the spring semester ends on May 8, 2015.<\/p>\n

The work includes Hansen Center, Lyngstad Center, Nafus Student Center and at the Liechty Center\/Taber Hall. Work will also start on installing a turf practice field southeast of the Larsen Center.<\/p>\n

The $16 million project, involves existing space and new spaces.<\/p>\n

 <\/p>\n

Jamestown (CSi) Last week, Governor Dalrymple declared a statewide fire emergency in response to abnormally dry conditions, unseasonable temperatures and high winds. In his executive order, Dalrymple issued a burn ban for any county jurisdiction whose daily North Dakota Fire Danger Rating is designated as HIGH, VERY HIGH, or EXTREME, and\/or when a Red Flag Warning has been issued by the National Weather Service. Burning is allowed only when the Fire Danger Rating is either in the LOW or MODERATE categories. The Governor’s declaration\/burn ban encompasses all open burning and includes all of the counties of the state and their incorporated cities.<\/p>\n

In a news release Stutsman County Emergency Manager, Jerry Bergquist says, unlike burn bans in the past that were declared by the Stutsman County Commission, the Governor’s burn ban prohibits all open burning with no exceptions. It also includes the HIGH category of the Fire Danger Rating system which leaves only the LOW and MODERATE categories that out-door burning can legally take place. And, the Governor’s declaration\/burn ban packs a punch. Any individual who willfully violates the burn ban is guilty of a Class B misdemeanor (NDCC 37-17.1-10.1) punishable by a fine of up to $1000.00 and 30 days in jail.<\/p>\n

The Stutsman County Sheriff’s Department is authorized to issue citations to violators. The Governor’s declaration\/burn ban is in effect through April 15, 2015, unless rescinded or extended.<\/p>\n

Since the burn ban started on April 1st, Stutsman County has experienced three separate grass fires on three separate days. All of them occurred on days where the Fire Danger Rating was MODERATE, meaning that burning on those particular days was allowable. A wait and see position will need to be taken as to whether or not the Governor’s declaration\/burn ban will be rescinded early, expire on April 15, or be extended. If the burn ban is rescinded or expires, Stutsman County Emergency Management will be polling the area fire chiefs to find out whether or not a burn ban should be declared by the County Commission in place of the Governor’s burn ban.<\/p>\n

If the Governor’s more restrictive burn ban is extended, it will supersede any burn ban that may be approved by the Stutsman County Commission. The fire danger rating is revised each morning and can be found by googling “ND fire danger rating” or by going to Stutsman County’s website at<\/p>\n

Jamestown\u00a0 (CSi)\u00a0 The Two Rivers Activity Center Board of Directors has approved a schedule for three community forums\/ workshops prior to the June 2, 2015 \u00a0special election on a one percent city sales tax to fund\u00a0 the project.<\/p>\n

The forums are scheduled for April 21 at the Gladstone Inn & Suites, April 27 at the Jamestown Middle School\u2019s Thompson Community Room and May 15 at the North Dakota Farmers Union headquarters. \u00a0All forums begin at 7 p.m.<\/p>\n

Approved the second and final reading of an Ordinance creating a restrictive covenant for structures to be removed in accordance with the State Water Commission. Attorney Myhre, said following the flood buyouts, the properties are not able to be built on again, with the permanent flood protection.<\/p>\n

Approved the first reading of an Ordinance rezoning 28 \u2013 3 Part of SE \u00bc NE \u00bc Metes and Bounds, consisting of 3.44 Acres to the City of Valley City, Barnes County, North Dakota. Development Corporation. The area will be re-zoned from industrial, to contain a 40 unit apartment complex, south of Winter Show Drive.<\/p>\n

Approved the second and final reading of an Ordinance recodifying the Garbage and Rubbish Ordinance. Attorney Myhre said the recodification contains the present policy and alllows more flexibility to establish rates, through resolution, rather than ordinance.<\/p>\n

RESOLUTIONS<\/p>\n

Approved a Resolution calling for approval of final replat for Block 5 Granger Hill Addition.<\/p>\n

Commissioner Pedersen abstained from voting.<\/p>\n

Approved a Resolution Authorizing the Issuance of Improvement Warrants and Exchanging them for $4,545,000 Refunding Improvement Bonds of 2015, for the street, sewer and water district. Nine bids were received, and awarded to Piper, Jaffrey. Moodys gave Valley City an A-1 bond rating.<\/p>\n

Approved a Resolution awarding construction contract for Water Main Improvement Districts No. 96B and 97 to Quam Construction in the amount of $725,283.<\/p>\n

NEW BUSINESS<\/p>\n

Approved the bid from Keith\u2019s Air Conditioning, Refrigeration and Heating in the amount of $7,033 for the National Guard Building digital controls. Three bids were received. The National Guard agreed to pay half the costs.<\/p>\n

An Open Public Hearing was held regarding Special Assessments confirmed by the Special Assessment Commission for Paving Improvement District No. 105, Storm Sewer Improvement District No. 49 and Consolidated Sewer and Water Improvement No. 58. The properties will pay through property taxes, within the guidelines of Tax Increment Financing.<\/p>\n

Following the hearing the City Commission approved the Special Assessments.<\/p>\n

Approved a Retail Image Enhancement Grant for the VCBC Public Library in the amount of $7,500. The exterior of the library will receive a new color within repainting. The overall cost is estimated at $20,000.<\/p>\n

Approved the new Assistant Fire Chief \u2013 Ron Burchill. Fire Chief Retterath said Burchill has been with the department for 30 years, and is involved with training new recruits.<\/p>\n

Considered a request from Bridge City Cruisers to put a 20\u2019 x 26\u2019 concrete slab in Rosebud Parking Lot, for a burnout event, during Rally in the Valley. Commissioner Magnuson said the slab may break up the present asphalt surface.<\/p>\n

The east side existing parking lot area was suggested where concrete exists.<\/p>\n

The City Commission will act on the issue at the next Commission meeting, pending a meeting with interested parties including the City Engineer\u2019s Office.<\/p>\n

Approved a Special Alcohol Event Permit for the Nubar during Rally in the Valley.<\/p>\n

Approved a 2015 Capital Budget for Public Works. City Administrator Schelkoph said the budget is in the amount for $926,501,with $452,000 in carry over funds.<\/p>\n

Commissioner Madeline Luke led a discussion with considering the use of the lime pit as a garden\/orchard.<\/p>\n

Under the proposal, about 3.5 acres of land where the former lime pit is located along 5th Avenue Northeast, near schools and the hospital, would be filled and made into a wild rose garden and orchard. The orchard would provide fruit and nuts.<\/p>\n

The preliminary plan calls for providing a green space which will educate, engage and give pleasure to the whole community while providing habitat for butterflies, bees, birds and other wildlife. She indicated the area could be a tourist attraction as well. She pointed out that grant dollars will be sought for the project, including hiring an architect from Fargo who will produce a comprehensive garden plan at an estimated cost of $5,000. $2,500 would be submitted in grant request to the North Dakota, Forest Service with a $2,500 local donated match.<\/p>\n

She moved that the city approve using the lime pit for those purposes.<\/p>\n

She later withdrew the motion.<\/p>\n

Dick Gulmon pointed out that another vision includes locating the site near Hi-line Park, for use of a girl\u2019s fast-pitch softball field and youth baseball. One diamond will be taken out for the permanent flood protection.<\/p>\n

The Valley City Public School Board may take up the issue of possible bee stings concerning a pollinator.<\/p>\n

The City Commission Tuesday, took no action. Commissioner Luke added that if others have options they should come forward with presentations.<\/p>\n

City Assessor Sandy Hansen the City Board of Equalization meets April 14th.<\/p>\n

Mayor Werkhoven reported that the repairs on the hole at Tolna Dam should be completed within about four weeks. When repairs are completed the water release from Stump Lake should be at the regular rate.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Authorities say the man walked into a Papa Murphy’s Pizza about 8:45 p.m. Tuesday, showed a knife to an employee and demanded money. No one was hurt

\n\u00a0\u00a0\u00a0\u00a0\u00a0A police dog later found the trail of cash on a street near the store. The dog followed a scent trail for a few blocks before losing it.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Authorities are investigating the cause of a fire in Bismarck that\u00a0 damaged a parking garage at an apartment building.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Tuesday morning blaze burned three of the garage’s seven parking units and caused a portion of the roof to collapse. Four other units also suffered some damage.

\n\u00a0\u00a0\u00a0\u00a0 No one was hurt, but residents of the apartment building were evacuated for a time.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The former fiance of North Dakota Superintendent of Public Instruction Kirsten Baesler was placed on administrative leave for the day and escorted from a Bismarck school where he teaches after making a phone call to a radio talk show during work hours.

\n\u00a0\u00a0\u00a0\u00a0 A statement from Bismarck Public Schools says Todd Tschosik violated district policy with the call Tuesday. His attorney did not immediately respond to an Associated Press request for comment.

\n\u00a0\u00a0\u00a0\u00a0 Tschosik appeared on a KFGO radio show to present his side of a domestic dispute with Baesler in March. Baesler initially had faced an assault charge but it was later dismissed.

\n\u00a0\u00a0\u00a0\u00a0 The state’s teacher licensing board earlier this month decided to take no action against either Baesler or Tschosik.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Ryan Every was arrested Monday after police received an anonymous tip. The tip was submitted after Minot police published surveillance video from inside Our Redeemer’s Church showing a man who walks into the frame, stops and looks up at the camera.

\n\u00a0\u00a0\u00a0\u00a0 Every is charged with burglary, theft of services, possession of marijuana and possession of drug paraphernalia.

BISMARCK, N.D. (AP) – Three people charged after what authorities say is one of the largest methamphetamine busts in state history will be tried in federal court.

\n\u00a0\u00a0\u00a0\u00a0 Arizona residents Rocky Mayfield and Oscar Delgado and Williston resident Tina Ganley were arrested near Berthold in February. Investigators say they found more than 10 pounds of meth they valued at nearly a million dollars. They also found two guns.

\n\u00a0\u00a0 State charges were dropped against the three Monday as they made their initial appearances in federal court in Bismarck.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Mayfield and Delgado are each charged with felony drug offenses and being a felon in possession of a firearm. U.S. District Judge Daniel Hovland ordered court-appointed attorneys for the two.

\n\u00a0\u00a0\u00a0\u00a0 The bill approved by the Senate on Tuesday is part of a package of sweeping pro-gun legislation.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The measure contains parts of a trio of bills generated in the House but the Senate added several amendments to the legislation. It now goes back to the House for consideration of the Senate’s amendments.

\n\u00a0\u00a0\u00a0\u00a0 Grand Forks Democratic Sen. Connie Triplett says she was concerned about removing the concealed-carry permit requirement for those carrying stun guns. She says they can cause injury or death.

But his death is raising questions about the use of young, low-level drug offenders as confidential informants. Sadek had been working for a regional drug task force before he died.
