Jack Dalrymple Thursday extended a statewide fire emergency through May 8, 2015 to protect against fire outbreaks.<\/p>\n<p>Dalrymple said the state\u2019s county commissioners should assess their counties\u2019 fire threat and be prepared to authorize a county burn ban, if necessary, once the statewide fire emergency expires May 8.<\/p>\n<p>Dalrymple says, &#8220;I have extended the statewide fire emergency because of the significant threat of uncontrolled fire that still exists throughout the state. However, the state\u2019s county commissioners have authority to issue their own burn bans, and they should be prepared to manage their specific needs for any additional fire restrictions once the statewide fire emergency expires.&#8221;<\/p>\n<p>In his executive order, Dalrymple issued a burn ban for areas in the <i>North Dakota Fire Danger Rating<\/i> designated as &#8220;High,&#8221; &#8220;Very High,&#8221; or &#8220;Extreme,&#8221; and\/or when a Red Flag Warning has been issued for an area. Burning will be allowed in designated areas with a &#8220;Low&#8221; or &#8220;Moderate&#8221; Fire Danger Rating if approved by the local fire response authority that has jurisdiction over the area.<\/p>\n<p>Dalrymple has also activated the North Dakota State Emergency Operations Plan to make state assistance available to local and tribal officials in the event of a fire emergency. In addition, the governor has authorized the Adjutant General to activate and make available North Dakota National Guard resources in support of local and tribal governments.<\/p>\n<p>The Governor first issued a statewide fire emergency on April 1, in response to dry conditions, unseasonably high temperatures and high winds.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Jamestown Police has released the names of those involved in a motorcycle-car accident about 2:09 pm on Tuesday at the intersection of First Avenue North and Second Street North.<\/p>\n<p>Officer Justin Blinsky says the male motorcycle operator, 40 year old Shawn Durfee of Jamestown was taken by Jamestown Area Ambulance Service for treatment of a serious leg injury and later air lifted to a Fargo hospital .<\/p>\n<p>The motorcycle was southbound on First Avenue, when it was struck by a car proceeding west on Second Street, crossing the intersection.<\/p>\n<p>The female car driver, 91 year old, Helen Burleson of Jamestown was cited by police for failure to yield after stopping at the stop sign.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) Meeting in Special Session Friday, the Valley City Parks and Recreation board approved bids for the construction of the Valley City Health, Wellness and Physical Education Center.<\/p>\n<p>Seven contractors bids were approved.<\/p>\n<p>Parks and Recreation Board President Dick Gulmon says preliminary work will begin June 1, 2015.<\/p>\n<p>Valley City State University is slated to sign off on a 99 year land lease agreement between the state and the Valley City Park District, on Friday afternoon.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The 31st Last Annual Comedy Revue is set for 7:30 p.m. Friday and Saturday, May 1-2, at 7:30-p.m., each evening at the Arts Center.<\/p>\n<p>Tickets for the Comedy Revue are $10 for adults. College Students $5, those younger get in free.<\/p>\n<p>Thursday&#8217;s Wayne Byers Show on CSi Cable 2, Emcee, Bruce Berg, said the show brings back Dave McDowell, Tim Bratton, and Richie Wolf.<\/p>\n<p>McDowell, in his 20th year,does a musical duo.<\/p>\n<p>Bratton brings music and topical jokes, in addition to being an excellent musician.<\/p>\n<p>Also performing will be, Joel Lees, Nick Scherbenske, Dave Hillerud, Brooke Carroll, Nancy and Steve Kuykendall and North Dakota poet laureate, Larry Woiwode.<\/p>\n<p>Berg says, over 200 people have performed in the show during the run.<\/p>\n<p>He adds, the show will last 1 hour and 22 minutes, because it almost always does.<\/p>\n<p>Berg poined out that the Comedy Revue is a part of Jamestown Performing Arts, a nonprofit organization that he and Conrad Davidson started together in 1980, and its raised between $40,000 and $45,000 for charity over the years, going to the arts community, Jamestown High School or the Arts Center, for arts-related activities such as camps, trips or scholarships.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The University of Jamestown and Oakes High School are excited to announce a new partnership through which Oakes High School students will be able to take Introduction to the Humanities I &amp; II through the University starting in the fall of 2015. The course will expose students to some of the most important philosophers and writers throughout history, including Plato, Sophocles, Bronte, Fitzgerald, and Nagel. The course will also have a heavy emphasis on leadership and civic engagement.<\/p>\n<p>Joshua Johnson, Superintendent of Schools at Oakes, says, &#8220;Oakes Public Schools is very excited to partner with the University of Jamestown and offer a leadership-based dual credit course for senior students. It is becoming increasingly challenging in North Dakota rural K-12 schools to meet the upper level needs of advanced high school students and we are confident that the partnership with UJ will challenge our students to new levels. This pilot program at Oakes Public Schools will likely pave the way for other schools and students across rural North Dakota to achieve at upper levels.&#8221;<\/p>\n<p>As part of the course, students will participate in a variety of activities, including service projects in Oakes, the University of Jamestown\u2019s fall leadership workshop, and a near-peer mentoring program with juniors and seniors in UJ\u2019s Character in Leadership program.<\/p>\n<p>&#8220;I am thrilled to be working with Oakes High School and to be bringing university-level humanities, leadership development, and civic engagement into their school,&#8221; said Dr. Paul Olson, the academic dean at UJ. &#8220;To be able to provide a challenging dual-credit course for high achieving students is fantastic. The national theme for 2015 is \u201830 Years Strong\u2019. Locally the theme is &#8220;More Birthday\u2019s.&#8221;<\/p>\n<p>The American Cancer Society is seeking businesses, organizations, and families to get involved in the Relay for Life movement by displaying purple ribbons and other decorations from May 1, 2015 \u2013 June 5, 2015.<\/p>\n<p>She noted that the community can also help &#8220;Paint Our Town Purple&#8221; by doing other activities, including putting up purple-themed displays in storefronts, swapping out white light bulbs for purples ones, or selecting a day for everyone to wear purple at work or school.<\/p>\n<p>Also, at the pre-celebration event on May 1<sup>st<\/sup>, is the opportunity to purchase purple tablecloths to decorate trees with, purple headbands as well as purple wristbands that say: \u201930 Years Strong\u2019 as well as some other items.<\/p>\n<p>The proceeds raised will go to the 2015 Stutsman County Relay for Life event. There will be four certificates given out the night of the Relay for Life event on June 5<sup>th<\/sup>: Best Use of Purple, Most Original Purple Theme, Most Purple, and Best Purple Window Display.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The planned wind farm project at Courtenay has changed hands. The $300 million Courtenay Wind Farm will now be built by Xcel Energy.<\/p>\n<p>The Courtenay Wind Farm had been planned and developed by Geronimo Energy.<\/p>\n<p>Permits were issued by the North Dakota Public Service Commission and the Stutsman County Commission in 2013 however construction never was initiated.<\/p>\n<p>The sale must be approved by the North Dakota Public Service Commission and the Minnesota Public Utilities Commission before the deal is finalized. Those approvals are expected in August.<\/p>\n<p>North Dakota principal manager for Xcel Energy Mark Nisbet says, Xcel Energy had committed to purchase the electricity generated by the wind farm. It will now be responsible for the construction and operation of the wind farm.<\/p>\n<p>The project includes 100 turbines producing 200 megawatts of electricity over a 25,000-acre area near Courtenay.<\/p>\n<p>The project will employ about 200 people during the construction phase and 10 enployess when it becoms operationaal, and is estimated to pay about $850,000 per year in local taxes.<\/p>\n<p>&nbsp;<\/p>\n<p>GARNDER, N.D. (AP) &#8211; State authorities are reconstructing the scene of an all-terrain vehicle crash in Cass County to figure out how fast two men were driving when they fatally crashed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The sheriff&#8217;s office says a 49-year-old man and a 52-year-old man were killed in the crash on a farmstead near Gardner on Thursday morning.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The two men will not be identified until their families are notified.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The sheriff&#8217;s office is working with the state Highway Patrol.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A prominent Fargo defense attorney says he doesn&#8217;t believe there should be another trial for a West Fargo teacher accused of having a sexual relationship with a female student in 2009.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jury deliberations came to a halt Wednesday in the Aaron Knodel case after a juror became disoriented and was taken to the hospital. It was later learned she didn&#8217;t answer a question truthfully when she didn&#8217;t disclose that she had been the victim of sexual abuse. A judge says that same juror was only one on the panel who wanted to convict Knodel.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Attorney Bruce Quick tells KFGO radio that the end result should be acquittal on all counts and &#8220;in the interest of fairness,&#8221; the case should be over.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors have declined to respond to requests for comment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A jury has found a Bismarck man guilty of hitting a 15-year-old girl after she asked him for a ride to school in October.\u00a0<br \/>\n\u00a0<br \/>\nJason Christopher Burns was found guilty Tuesday of child abuse at the end of a one-day trial in South Central District Court.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He faces up to five years in prison. A sentencing date hasn&#8217;t been scheduled yet.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Burns was accused of repeatedly striking the teenager with his hands and a belt after she woke him up to ask for a lift to school. Bismarck police say the girl had bruises and marks on her body.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A top Jamaican law enforcement officer testifying in a North Dakota trial says his country is making progress in disrupting lottery scams, but many children still want to grow up to be fraudsters.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Corporal Kevin Watson testified in Bismarck on Thursday in the trial of fellow countryman Sanjay Williams. Williams is accused of participating in a wide-ranging lottery scam that victimized more than 70 people, including a North Dakota woman.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Watson founded a lottery task force in late 2012. He says a Jamaican law passed in 2013 has increased the number of successful prosecutions of scammers, but many fraudsters have now gone underground.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Watson says a Jamaican elementary school teacher asked him to speak to her class because 17 of the 35 students said they wanted to be lottery scammers.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The State Board of Higher Education has selected a new chancellor to oversee the state&#8217;s public universities. The board unanimously selected Mark Hagerott as the next chancellor of the North Dakota University System. Hagerott is a Mandan native and Rhodes scholar who became a leading cybersecurity expert and professor with the Navy in Annapolis, Maryland.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A year after white supremacist Craig Cobb was released from jail on probation, an effort is underway to remove the prosecutor some blame for setting him free.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Leith media relations coordinator Greg Bruce is leading a petition drive aimed at encouraging the Grant County Commission to fire State&#8217;s Attorney Todd Schwarz. Listed reasons include Schwarz&#8217;s handling of the Cobb case.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cobb unsuccessfully tried to turn Leith into an Aryan enclave. He was arrested for terrorizing and ended up on probation. Bruce and some city officials including the mayor wanted Cobb to serve prison time.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bruce acknowledges that the petition has no force of law but says he hopes it will convince the County Commission to fire Schwarz.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schwarz has defended his work in the Cobb case.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0OMAHA, Neb. (AP) &#8211; A new monthly survey report says April results suggest that slow economic growth remains ahead for nine Midwestern and Plains states. The survey report says the overall Mid-America Business Conditions Index rose to 52.7 from 51.4 in March. The survey results from supply managers are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests economic growth.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; Many of the birds at Minot&#8217;s Roosevelt Park Zoo won&#8217;t be available for viewing when the zoo opens for the season Saturday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials are taking precautions against the bird flu, a deadly virus that has rapidly spread among poultry in the Midwest.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0Visitors to the Minot zoo will be able to see birds in the zoo&#8217;s aviary. Other birds that are free-roaming, or considered endangered or very susceptible to disease won&#8217;t be available for viewing. That includes the zoo&#8217;s penguins.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Other zoos in the state also are taking precautions. Workers at Dakota Zoo in Bismarck have emptied water sources to try to eliminate the number of wild birds that flock to the zoo for food and shelter.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; The start of May marks the start of the annual paddlefish snagging season in northwestern North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The season runs through the month, though state wildlife officials can close it early if it appears too many fish will be caught.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Snagging is legal in all areas of the Yellowstone River in North Dakota, and in most of the Missouri River west of the U.S. Highway 85 bridge to the Montana border.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Paddlefish snagged on Tuesdays, Wednesdays, Fridays and Saturdays must be harvested.
