Jamestown (CSi) The Jamestown City Council met in Regular Session, Monday afternoon at City Hall.\u00a0 Mayor Andersen was not present.\u00a0 The meeting was presided over by Council President, Ramone Gumke.<\/p>\n

A FIRST READING was introduced: <\/b>Concerning an ordinance to amend and re-enact Ordinance No 329 of the City Code by amending the District Map to change the zoning of the North 600 feet of Auditor\u2019s Lot 30- 2, within the NE \u00bc of Section 30, Township 140 North, Range 63 West, to the City of Jamestown, North Dakota, from R-1(One Family Residential) to R-2 (One to Six Family Residential). Property south of the airport, on newly annexed land.<\/p>\n

A SECOND READING of an <\/b>Ordinance to grant Otter Tail Power Company a continued franchise to maintain its system within the City for a 10 year period was tabled until the next meeting.<\/p>\n

A PUBLIC HEARING was held, <\/b>concerning an Ordinance to change the zoning of the proposed Lot 1, Block 1, Edgewood First Addition, within the NE \u00bc of the SW \u00bc of Section 2, Township 139 North, Range 64 West, from A-1 (Agricultural District) and C-1 (Local Commercial District) to C-1 (Local Commercial District). No one attended the Public Hearing.<\/p>\n

Following the Public Hearing the City Council approved the SECOND READING<\/b><\/p>\n

She added the Fraternal Order of Police will hold a meeting on May 18, 2015, at 4-p.m., in the lower level of the Law Enforcement Center in Jamestown, with a PERS presentation.<\/p>\n

Council Member Buchanan asked if legislative dollars earmarked for jobs development, with workforce training was approved.<\/p>\n

JSDC CEO Connie Ova said an upcoming meeting will be held address the updates.<\/p>\n

OTHER BUSINESS:<\/p>\n

Approved recognizing the Northern Plains Chapter Huntington Disease Society of America as an other public spirited organization and to authorize the issuance of a Raffle Permit on May 8, 2015, at the 1st Street East\/Warehouse Building\/70\u2019s Street First.<\/p>\n

Approved the request from Blazer Inc., d\/b\/a Shadys for a Class G alcoholic beverage license at the Hillcrest Golf Course and a Sunday Permit for the 2015 Concession Stand Agreement with Jamestown Parks & Recreation District.<\/p>\n

The City Council discussed the removal or relocation of the electrical panel adjacent to the Arts Park in the southwest corner. Council Member Kourajian said the electricity is used during downtown events, such as the Block Party, and Crazy Days, and is used for street light controls. Kourajian said he is opposed to removing it.<\/p>\n

The Arts Center representative, Dave Hillerud said an option is to spin the panel and moving it to the north.<\/p>\n

The City Council voted to approve the Arts Center to relocate the panel in the general area.<\/p>\n

Approved aa Resolution to authorize Payment No. 3 & Final to Scherbenske, Inc., for Storm Sewer Cleaning, in the amount of $33,100.00.<\/p>\n

Information was given relative to the Storm Sewer repairs on the “Burdick” storm sewer.<\/p>\n

City Engineer, Reed Schwartzkopf said a minimum of $139,000 will need to be expended, with a request for proposals sent out.<\/p>\n

Council member Brubakken said with the cost over $40,000 the city council needs to send out RFPs and then review the responses.<\/p>\n

Council Member Gumke moved to send the issue to committee for review and options on bidding the project, and paying for it.<\/p>\n

Traffic moving through the area has been re-directed.<\/p>\n

The City Council voted to table until the committee meeting.<\/p>\n

Schwartzkopf said grants will be applied for from the Department of Homeland Security to upgrade, and possibly added to the city\u2019s outdoor warning sirens.<\/p>\n

Jamestown (CSi) Funding for a new, permanent, Jamestown bus Depot is still be sought, for a prospective location.<\/p>\n

On Tuesday\u2019s Wayne Byers Show on CSi Cable 2, City Council Member, and spearhead for a new depot, Charlie Kourajian said, the undisclosed location in Jamestown would provide a building for those riding the Jefferson Bus Lines route in Jamestown.<\/p>\n

He added that anyone wishing to make a donation, or more information may contact Kourajian at 320-3015.<\/p>\n

The Jamestown City Council has not wished to support the project with funds.<\/p>\n

He added that grants are being sought, and he pointed out that during the first three months of this year ridership improved by 50 percent over the first three months of 2014.<\/p>\n

Jefferson Bus Lines has in the past indicated that they would not financially support a Jamestown Bus Station.<\/p>\n

Previously an enclosed shelter was proposed for the area near the former Eagles Club, however, building requirements for such a shelter, negated those plans.<\/p>\n

Jamestown (CSi) Thursday May 7, 2015, Jamestown Community Health Partnership will be hosting a session at the Law Enforcement Center lower level from 1-5 p.m.<\/p>\n

The primary goal is to educate the community on the progress of the community health assessment that was completed in 2012 and also roll-out the newest results from the 2015 community health assessment survey.<\/p>\n

Following the roll-out education, the community will be asked to help prioritize 4 top areas for the committee to focus on for the next 3 years.<\/p>\n

Jamestown (CSi) The long-awaited Jamestown Land Use and Transportation Plan is ready for presentations to the community.<\/p>\n

City Council Member, Charlie Kourajian says on Monday May 11, 2015, at 8-a.m., the plan will be present to the Jamestown City Planning Commission for approval.<\/p>\n

On Monday May 18th<\/sup> the plan will be presented at City Hall for public comments and review.<\/p>\n

On Tuesday May 19th<\/sup> the plant will be presented to the Jamestown City Council\u2019s Legal & Finance Committee for recommendation for approval.<\/p>\n

ZAP, N.D. (AP) – A 23-year-old man from Zap is facing the possibility of life in prison for allegedly sexually assaulting two teenage girls.
\n\u00a0
\nMichael Kost has been charged with gross sexual imposition and sexual assault.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Court documents say a 14-year-old girl and 17-year-old girl told the Mercer County Sheriff’s Department that they were at Kost’s home on the night of April 28. Both girls said Kost fondled them. The 14-year-old said Kost also sexually assaulted her.

\n\u00a0\u00a0\u00a0\u00a0 Both girls told police that they did not consent to Kost’s actions.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Kost is out of custody and awaiting a preliminary hearing. He is due back in court May 27.<\/p>\n

DICKINSON, N.D. (AP) – A new oil refinery has started operating in western North Dakota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Bismarck-based MDU Resources Group and Indianapolis-based Calumet Specialty Products Partners built the $430 million Dakota Prairie Refinery near Dickinson. Officials said Monday that it has begun producing diesel fuel and is expected to start selling it later this month.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Crews broke ground on the refinery in March 2013. Once it is fully operational, it will process 20,000 barrels of oil each day into diesel fuel and other products. A barrel is 42 gallons.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 About 80 people work at the plant.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The only other refinery producing fuel in North Dakota is the Tesoro Corp. plant at Mandan.<\/p>\n

ALEXANDER, N.D. (AP) – The Alexander High School Comets sports teams will once again be blazing their own way.

\n\u00a0\u00a0\u00a0\u00a0 The school board in the oil patch city has decided to bring back football, basketball and volleyball teams in the fall now that the school has enough students to field teams. Enrollment has more than tripled since the recent oil boom began, to about 180 students in pre-kindergarten through 12th grade.

\n\u00a0\u00a0\u00a0\u00a0 Alexander has dissolved an athletic cooperative agreement with Watford City so it can begin competing on its own. School board member Lashell Tjelde says restoring the athletics program is a point of community pride.

NEW YORK (AP) – A New York City police officer who was shot in the head over the weekend has died from his injuries. A senior official at City Hall says Brian Moore was pronounced dead Monday at a hospital in Queens. He was shot in an unmarked car while attempting to stop a man suspected of carrying a handgun Saturday. A suspect is in custody.

\n\u00a0\u00a0\u00a0\u00a0 BOSTON (AP) – Until now, Boston Marathon bomber Dzhokhar Tsarnaev (joh-HAHR’ tsahr-NEYE’-ehv) has carried a blank expression through his trial. But Monday, for the first time in court, he cried as his aunt sobbed on the witness stand. There’s been testimony Monday from several of his relatives, including a cousin who testified that he was a kind and warm child. As he was led out of the courtroom for the lunch recess, Tsarnaev blew a kiss at family members.

\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) – According to a new book, President Barack Obama ordered a barrage of drone strikes in Yemen in 2013 that killed the al-Qaida operatives behind the most serious plotting against American interests in years. The book is by former CIA official Michael Morell. The U.S. shut down 20 diplomatic facilities in the Middle East in August of 2013, in response to what were described as intercepted communications about a plot. Officials later said the threat had eased. Morell writes that it was because many of the key operatives in the plot were killed by U.S. air strikes.

His foreign minister announced today that he’s stepping down — and that his secular, nationalist party is joining the opposition. That is expected to leave Netanyahu with a slim majority of seats, meaning he’ll be under pressure from the demands of coalition partners.

He pleaded not guilty Monday after he was charged with taking part in the politically-motivated lane closures at the George Washington Bridge two years ago. Baroni was Gov. Chris Christie’s former top appointee at the Port Authority of New York and New Jersey. Also entering a not-guilty plea was Christie’s former deputy chief of staff, Bridget Kelly.
