Courtenay (CSi) Wimbledon First Responders were called to a farm about three miles East of Courtenay, Sunday evening, at about 5:47 p.m., to the report of an accident involving a chemical cart and planter.<\/p>\n

Stutsman County Deputy Jason Falk, says first responders on scene discovered an 80 year-old male who was pronounced dead at the scene. Authorities say he died due to apparent injuries sustained from being run over by a chemical cart being pulled behind a planter.<\/p>\n

The tractor pulling the planter and car was operated by a 51 year-old male family member.<\/p>\n

No foul play is suspected.<\/p>\n

No names have been released as the investigation continues.<\/p>\n

Assisting at the scene were the North Dakota Highway Patrol, Barnes County Sheriff’s Office, Jamestown Ambulance and Wimbledon First Responders.<\/p>\n

Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. City Commissioner Magnuson was not present.<\/p>\n

NEW BUSINESS<\/p>\n

A Public Hearing was held, regarding Special Assessments confirmed by the Special Assessment Commission for Paving Improvement Districts No. 104 and 106. Auditor Richter said a prior public hearing was held and the special assessment was approved by the City Commission at 3.6% over 15 years, as Recommended by the Special Assessment Commission for the district.<\/p>\n

City Commissioners then approved a request to transfer funds to close 2013-14 Safe Routes to School project account.<\/p>\n

Commissioners approved the vinyl tile in the halls at the new armory: Total quote material and labor ; (4″ cove base): $7,289.25 (2 1\/2″ base ) : $7,259.25<\/p>\n

Approved the renewal of Site Authorizations for the Valley City Eagles Aerie 2192 to be at The Valley City Eagles Aerie 2192, Main Street Off Sale LLC Tavern 94, My Bar Valley City LLC, and Hi-Liner Hospitality LLC (City Lights) and The Labor Club.<\/p>\n

Approved an Amendment to Engineer-Owner Agreement, Amendment 1, with KLJ for Paving Improvement District #109 and Sanitary Sewer Improvement District #61.<\/p>\n

Considered a forestry contract with Willis Wagar for the 2015 summer season. City Administrator Schelkoph, noted that City Forester, Dave Dunham has retired.<\/p>\n

The City Commission approved the hiring of Wagar.<\/p>\n

The City Commission reviewed the 2014 Annual Police Department report presented Police Chief Thompson. He noted the new reporting system is working out, with some information still needed from dispatch. He said the newly hired officer is currently in training.<\/p>\n

Considered Precision Concrete Cutting for the 2015 sidewalk repair in the NW part of the city. City Administrator Schelkoph said following an inspection a report was issued indicating about 1,652 areas in that quadrant that needs to be repaired and or cut to comply with the Americans with Disabilities act. He asked the Commission to advertise for bids. He noted this firm is qualified to perform the work with estimates that would save the city about 21% of the overall costs.<\/p>\n

Considered a Cost Share Agreement between the ND State Water Commission and the City of Valley City for Permanent Flood Protection Project.<\/p>\n

KLJ along with city officials and the State Water Commissioner reviewed utility placement beneath dikes, which was clarified in the new language.<\/p>\n

The request is being reviewed by the State Water Commission, pending certification.<\/p>\n

The City Commission voted to approve the agreement including the new language.<\/p>\n

Considered replacing the Water Main on 3rd Avenue NE between 5th and 3rd Street. Near the Fiath Lutheran Church, new construction, in conjunction with water service there.<\/p>\n

The Commissioners voted to approved the project at $110,000, to be Special Assessed.<\/p>\n

Approved a Special Alcohol Beverage Event permit for VC Developers to serve liquor at the MBBA Bull Ride on May 9th, 7:00 p.m. at the Winter Show.<\/p>\n

Approved the Park Board Award Alternate #5 of the Valley City Wellness & Physical Education Facility in the amount of $89,470.<\/p>\n

CITY ADMINISTRATORS REPORT<\/p>\n

David Schelkoph said AMI data will be utilized to improve water usage in the city.<\/p>\n

New LED lights have be installed at the Katheryn Interchange, adding power consumption has been significantly reduced. More LED lights will be budgeted.<\/p>\n

New mosquito spraying equipment has been purchased that will adjust the amount of chemical used in relation to the speed of the towing unit.<\/p>\n

Next week is clean up week in Valley City, he noted items not being picked up.<\/p>\n

He added that yard waste grass clippings should be brought to the proper disposal sites.<\/p>\n

CITY UPDATE & COMMISSION REPORTS<\/p>\n

A reminder that all cats in the City must be licensed.<\/p>\n

Fire Chief Retterath said sirens are being test regularly during the summer months. He noted one siren failed the test, and is being repaired.<\/p>\n

Police Chief Thompson said the new Tahoe vehicle has been purchased, and new cameras are being stalled in police units.<\/p>\n

KLJ gave updates on the storm sewer project and areas affected. Viking Drive will reopen for the May 16th VCSU graduation.<\/p>\n

Commission Nielson will be attending a meeting with the governor, concerning how much water will be released by Devils Lake.<\/p>\n

Commissioner Luke pointed out that the water quality being released is well above the base line, for sulfates, and increased water released from Devils Lake will increase the poor water quality within Lake Ashtabula and the Sheyenne River..<\/p>\n

Mayor Werkhoven noted the lack of motorist using directional signals. Chief Thompson added that citations are being handed out regularly for \u2018distracted driving.\u2019<\/p>\n

Jamestown (CSi) A Teen Community Emergency Response Team (CERT) exercise will be held on Thursday at Jamestown High School.<\/p>\n

Jamestown High is in the fifth year of the CERT program a which is coming to a close with its final exercise.<\/p>\n

Approximately 97 students of the freshman class will be participating in the disaster exercise, with JHS Drama students will act as victims in a mock bleacher collapse scenario in the gym, and will require CERT students to act as responders.<\/p>\n

This year\u2019s class is so large, that there will be two separate exercises and graduation ceremonies.<\/p>\n

The first group will begin at 9:01 AM and the second will follow at 10:21 AM.<\/p>\n

Jamestown (CSi) The University of Jamestown will be presenting degrees to graduating seniors during the 109th Annual Commencement ceremony on Saturday, May 9th.<\/p>\n

Bart Holaday, a member of the University’s Board of Trustees, will be delivering the Commencement address. Mr. Holaday holds a bachelor’s and master’s degree in politics, philosophy, and economics from Oxford University.<\/p>\n

Speakers representing the Class of 2015 will be Kaitlyn Bollingberg, Grand Forks and James Rommelfanger, Titon Falls, N.J. and Dr. Mark Joy, Professor and History Department Chairman, will deliver the Baccalaureate address.<\/p>\n

The ceremony will be held at 2:30 P.M. Baccalaureate will be held at 10:30 A.M. at the Civic Center.<\/p>\n

\u00a0FARGO, N.D. (AP) – The North Dakota Highway Patrol is cracking down on motorists in the LaMoure<\/strong> and Hillsboro areas who create safety problems around school buses.

\n\u00a0\u00a0\u00a0\u00a0 “Trooper on a Bus” campaigns were scheduled Wednesday in the two areas. Troopers riding on buses will watch for any traffic violations that occur around the buses and radio the information to officers in squad cars who will make traffic stops.

\n\u00a0\u00a0\u00a0\u00a0 The goal is to increase safety for students.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Failing to stop for a school bus can result in a $100 fine for both the driver and the registered owner of a vehicle.<\/p>\n

NIAGARA, N.D. (AP) – Authorities have identified a 45-year-old Fargo man who died when the semitrailer he was driving crashed on U.S. Highway 2.

\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says Christopher Thorseth died Monday evening when his truck drifted into the median and rolled near Niagara.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Thorseth was alone in vehicle and pronounced dead at the scene.<\/p>\n

SAWYER, N.D. (AP) – The superintendent and high school principal in Sawyer is accused of felony sex crimes involving a 15-year-old boy.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Fifty-year-old Charles Soper is charged with human trafficking, corruption or solicitation of minors and luring minors by computer. He could face life in prison without parole if convicted.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Soper was arrested Tuesday at the school. Court documents don’t list an attorney for him, and a listed telephone number for him couldn’t be found.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Police allege Soper developed a sexual relationship with the boy last fall and that it continued into this spring, when the boy disclosed details to officers. Investigators seized computers from Soper’s home.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Soper is a Devils Lake native and University of North Dakota graduate. He has worked in schools in Walhalla, Fort Totten, Beach and in Colorado.<\/p>\n

WASHBURN, N.D. (AP) – A Fargo woman accused in a fatal all-terrain vehicle incident in McLean County has pleaded guilty to operating an ATV while drunk.<\/p>\n

If a judge agrees to the plea deal, Carla Keller will spend two years on probation and pay $525 in fines and fees. A 10-day jail sentence will be suspended. A sentencing date was not immediately set.<\/p>\n

Keller was accused of being drunk while operating an ATV that vaulted off an approach last August, throwing a passenger. Forty-nine-year-old Patrick Anderson, of Bismarck, later died of his injuries.<\/p>\n

The charge to which Keller pleaded guilty this week is a misdemeanor. She initially faced a felony negligent homicide charge that carried a maximum sentence of five years in priso<\/p>\n

FARGO, N.D. (AP) – A company that sold investments in housing development for workers in the North Dakota oil patch is accused of running a fraud scheme that bilked investors out of millions of dollars.

\n\u00a0\u00a0\u00a0\u00a0 The U.S. Securities and Exchange Commission on Tuesday filed a lawsuit against North Dakota Developments LLC and its owners, Robert Gavin and Daniel Hogan. North Dakota Securities Commissioner Karen Tyler also ordered the defendants to stop doing business.

\n\u00a0\u00a0\u00a0\u00a0 Court documents show there were 980 stakeholders from 66 countries who invested more than $62 million in the housing developments known as man camps. Investors were sold interests in six different camps in western North Dakota and eastern Montana.

\u00a0BISMARCK, N.D. (AP) – A federal jury in North Dakota is deciding the fate of a man accused in a Jamaican lottery scam that authorities say cost victims around the country millions of dollars. Twenty-five-year-old Sanjay Williams, of Montego Bay, Jamaica, is charged with conspiracy, wire fraud and money laundering. Authorities say the scam bilked mostly elderly and vulnerable citizens out of their savings.

\u00a0BISMARCK, N.D. (AP) – North Dakota motorists in dedicated left turn lanes will soon be seeing yellow instead of green.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The state Department of Transportation is replacing the current green ball traffic signal in left turn lanes with a flashing yellow arrow. The new signal means that left turns are permitted, but motorists must use caution and yield to pedestrians and oncoming traffic.

\n\u00a0\u00a0\u00a0\u00a0 Transportation officials say the flashing yellow arrow turn signals have shown to be safer, more efficient and more flexible than traditional signals.

BISMARCK, N.D. (AP) – State authorities say a saltwater spill northwest of Powers Lake has impacted a tributary to an area lake.

\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Department of Health says the exact size of the spill isn’t known at the time. But authorities do know that the spill has impacted am unnamed tributary of Smishek lake.

\n\u00a0\u00a0\u00a0\u00a0 Saltwater, or brine, is an unwanted byproduct of oil production and is considered an environmental hazard by the state. It is many times saltier than sea water and can easily kill vegetation exposed to it.

\n\u00a0\u00a0\u00a0\u00a0 Oasis Petroleum reported the spill to the state and is the responsible party.

\u00a0BISMARCK, N.D. (AP) – The number of lobbyists registered for North Dakota’s 64th legislative session was down significantly compared to the last three sessions. The drop came despite a record $14.4 billion budget passed in the session that ended last week. Data from the North Dakota Secretary of State’s office show 550 lobbyists this year. There were 574 registered lobbyists last session.<\/p>\n

French air accident investigators say Andreas Lubitz set the plane into descent mode repeatedly, then brought it back up on the previous flight that morning to Barcelona. The report says the crew and passengers might not have noticed any change. The report says the pilot appeared to have left the cockpit during that flight as well.
