HIGHS AROUND 40.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK (AP) \u2014 North Dakota Republican U.S. Senate candidate Rick Berg pulled fewer votes than other Republicans at the top of the state\u2019s ticket.<\/p>\n<p>A University of North Dakota political science professor said Democratic candidate Heidi Heitkamp did a better job getting supporters to the polls.<\/p>\n<p>Mark Jendrysik said Heitkamp had a more charismatic campaign style and better television advertising than Berg.<\/p>\n<p>He said Heitkamp appeared to enjoy campaigning more.<\/p>\n<p>Heitkamp beat Berg by about 3,000 votes. Berg got about 30,000 fewer votes than Republican presidential candidate Mitt Romney.<\/p>\n<p>Berg lost his home county, Cass County, by 10,000 votes.<\/p>\n<p>Berg said he can\u2019t speculate on why he didn\u2019t do as well as other Republicans. He said former President Bill Clinton\u2019s last-minute campaign visit to Fargo probably helped Heitkamp.<\/p>\n<p>In Stutsman County 105 voting ballots were reviewed during the November 6, 2012 election canvass.<\/p>\n<p>33 absentee ballots were rejected, 72 ballots were added.<\/p>\n<p>The absentee ballots were rejected because they were postmarked November 6<sup>th<\/sup>, the day of the election, or later. or with signature.<\/p>\n<p>To be counted after the election date, the absentee ballots must be postmarked no later than the day before the elections, but they can be received after that date.<\/p>\n<p>Some were rejected becuase they had signature irregularities, such as the signature on the voter affidavit on the envelope containing the ballot did not match the signature on the application for an absentee ballot.<\/p>\n<p>Also, some voters printed on one form and signed the other, or, the signature on the voter affidavit was omitted.<\/p>\n<p>The official results did not affect the outcome of any of the races, or measures on the ballot.<\/p>\n<p>The 2012 General Elections in Stutsman County have been declared official.<\/p>\n<p>The results are forwarded to the North Dakota Secretary of State\u2019s Office.<\/p>\n<p>The state canvassing board meets on November Tuesday November 13, 2012.<\/p>\n<p>\u3000<\/p>\n<p>DAWSON, N.D. (AP) &#8211; Twenty-one steers were killed when a<br \/>\nsemitrailer bound from Canada to South Dakota crashed during a<br \/>\nfreezing rain storm in North Dakota.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says the semi rolled on its side in a ditch<br \/>\nFriday afternoon off an icy highway near the south central town of<br \/>\nDawson. Fifty-three steers survived.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 24-year-old driver of the semitrailer was not hurt.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0 FARGO, N.D. (AP) &#8211; A homeless man who was struck by a train in<br \/>\nFargo last week has died.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say 30-year-old Robert Brown died on Sunday. He had been<br \/>\nhospitalized since last Thursday.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say Brown had no permanent address. Authorities say he<br \/>\nwas lying across the tracks when he was hit.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; An architect&#8217;s report says renovating<br \/>\nthe 40-year-old Grand Forks Public Library would cost about $14<br \/>\nmillion.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 figure compares with the $21 million cost of building a new library &#8211; a<br \/>\nproposal that voters rejected last year.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A large part of the cost is getting the library in compliance<br \/>\nwith the Americans with Disabilities Act.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The library is an independent organization that receives funding<br \/>\nfrom the city and Grand Forks County. Library Director Wendy Wendt<br \/>\nsays the library board will meet and discuss its options.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Reproduction of mule deer in North Dakota<br \/>\nappears to be mired at record-low levels.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Game and Fish Department says biologists who took part<br \/>\nin an aerial survey in October counted 1,224 mule deer, a slight<br \/>\nincrease from 1,055 last year. The fawn-to-doe ratio of 0.59<br \/>\nequaled the lowest ratio since the survey began in 1954. The<br \/>\nlong-term average is 0.92 fawns per doe.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Big Game Supervisor Bruce Stillings says mule deer densities in<br \/>\nthe Badlands haven&#8217;t been this low since 1996. He says the three<br \/>\nconsecutive harsh winters beginning in 2008 were devastating to the<br \/>\npopulation.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Last winter was one of the mildest on record, but Stillings says<br \/>\nit&#8217;s likely that the reproductive condition of the surviving<br \/>\nfemales was still poor because of the previous three winters.<\/p>\n<p>&nbsp;<\/p>\n<p>In Local Sports\u2026<\/p>\n<p>BISMARCK, N.D. Georgetown of Kentucky<br \/>\nis the top-ranked team.<\/p>\n<p>The 16-team NAIA playoffs begin Nov. 17.<\/p>\n<p>\u3000<\/p>\n<p>In world and national news&#8230;<\/p>\n<p>WASHINGTON (AP) &#8211; The CIA is denying a claim made by David<br \/>\nPetraeus&#8217; biographer and girlfriend that the agency held militants<br \/>\nin Libya before the attack on the U.S. consulate two months ago.<br \/>\nSpeaking last month at the University of Denver, Paula Broadwell<br \/>\nsaid the CIA had detained people at a secret facility in Benghazi,<br \/>\nand the attack on the U.S. consulate there was an effort to free<br \/>\nthose prisoners.<\/p>\n<p>President Barack Obama issued an executive order<br \/>\nin January of 2009 stripping the CIA of its authority to take<br \/>\nprisoners.<\/p>\n<p>The move means the CIA can no longer operate secret<br \/>\njails across the globe as it had done under the administration of<br \/>\nPresident George W. Bush.<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; Although some key lawmakers say they didn&#8217;t<br \/>\nknow about David Petraeus&#8217; affair until the story broke on Friday,<br \/>\nHouse Majority Leader Eric Cantor apparently caught wind of it<br \/>\nnearly two weeks earlier.<\/p>\n<p>An aide says Cantor heard about it from an FBI source he didn&#8217;t know, and his office was in touch with the FBI a few days later. The FBI wouldn&#8217;t confirm or deny that there was an investigation, but assured Cantor&#8217;s office that it was<br \/>\nacting to protect national security.<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 INDIANAPOLIS (AP) &#8211; The owner of one of the homes that exploded<br \/>\nSaturday night in Indianapolis says he thinks he knows what may<br \/>\nhave caused the blast.<\/p>\n<p>It killed two people and damaged dozens of homes so badly that they will have to be demolished. John Shirley says his daughter, who lived in the home, sent him a text last week complaining that the furnace had gone out.<\/p>\n<p>She had gone with her mother and the mother&#8217;s boyfriend to stay at a hotel.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 HOUSTON (AP) &#8211; Jurors in Houston are deliberating whether to<br \/>\nconvict a woman of felony murder after a fire last year at her home<br \/>\nday care killed four children who had been left alone.<\/p>\n<p>Jessica Tata (TAH&#8217;-tah) faces up to life in prison on one of four counts of<br \/>\nfelony murder.<\/p>\n<p>Prosecutors say Tata left the children home alone and with oil cooking on a stove burner while she went shopping.<br \/>\nThree children were also hurt in the blaze.<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NEW YORK (AP) &#8211; The producers of &#8220;Sesame Street&#8221; say the<br \/>\npuppeteer who performs as &#8220;Elmo&#8221; has been given a leave of<br \/>\nabsence so he can &#8220;protect his reputation.&#8221;<\/p>\n<p>\u00a0Kevin Clash is fighting allegations that he had a relationship with a 16-year-old boy.<\/p>\n<p>The charges were first made in June by the alleged partner,<br \/>\nwho by then was 23.
