Jamestown (CSi) Otter Tail Power Company reports a duck was in the Southwest Jamestown substation and caused a 15 minute power outage between aboutt 7:30 and 7:45 a.m., Thursday.<\/p>\n

Charles Krebbs says, the substation has a covering, however the duck and a squirrel on Monday morning entered the facility causing the two separate outages.<\/p>\n

Krebbs also says a three second outage occurred about 10:30-a.m., on Wednesday, in Southeast Jamestown, with the cause not officially known, as the circuit reset itself.<\/p>\n

Jamestown (CSi) The identity of fatal rollover victim has been released.<\/p>\n

The Stutsman County Sheriff\u2019s Office reported\u00a0the accident that occurred Wednesday May 6, 2015 about 11:30-p.m. about two miles west of Medina, that claimed the life of the lone occupant of the vehicle.<\/p>\n

Deputy Damian Hoyt, reported that 37 year-old Jonathan F. Jones of Bismarck was eastbound on I- 94 when the vehicle entered the median and rolled, coming to rest in the westbound driving lane on its top.<\/p>\n

He was pronounced dead at the scene.<\/p>\n

The Sheriff\u2019s Department was assisted by the Jamestown Police Department, Jamestown Ambulance, and Jamestown City Fire Department.<\/p>\n

 <\/p>\n

Jamestown (CSi) The Jamestown\/Stutsman Development Corporation (JSDC) Board of Directors was given an update on the water supply projects for the planned CHS nitrogen fertilizer plant and enlarged the parcel of land set aside for a crew camp.<\/p>\n

On Wednesday\u2019s Wayne Byers Show on CSi Cable 2, JSDC, Vice President of Economic Development, Holly Miller said at the meeting, Stutsman Rural Water District, Manager, Geneva Kaiser discussed the Spiritwood Regional Water Reuse Facility Project.<\/p>\n

The planned water reuse plant has enough capacity for about 300 gallons per minute above the needs of the CHS plant.<\/p>\n

A water reuse plant would use wastewater from Great River Energy, Cargill Malt and Dakota Spirit AgEnergy in combination with water from the Jamestown and Spiritwood aquifers to supply the 3,800 gallons per minute of water required by the planned CHS nitrogen plant.<\/p>\n

The North Dakota Legislature provided a $10 million grant and a $40 million low-interest loan for the $144 million project. The rest of the funds would be borrowed and repaid through the sale of water to CHS or other industrial water users.<\/p>\n

In other business, the JSDC Board approved an increase in the acreage it will make available for a possible future crew camp to house construction workers for the planned CHS project.<\/p>\n

The approval increases the land available for a crew camp from 40 acres to 80 acres at an annual rent of $600 per acre.<\/p>\n

The JSDC land being made available for the crew camp is located southeast of Spiritwood and about 5 miles from the planned location of the CHS plant.<\/p>\n

JSDC, CEO, Connie Ova has said developers have shown interest in starting businesses such as service stations, truck stops and restaurants in the area of the crew camp.<\/p>\n

At the meeting the JSDC Board approved a revised version of its policies and procedures manual.<\/p>\n

The revised policy and procedure manual now goes to the Jamestown City Council and Stutsman County Commission for approval.<\/p>\n

Holly also said the JSDC\u2019s Annual Meeting was recently held, including the Annual Report being presented.<\/p>\n

She added that a JSDC news letter is returning to the web site,<\/p>\n

Data show North Dakota’s taxable sales and purchases rose 11 percent in 2014 to a record $28.2 billion.<\/p>\n

Taxable sales and purchases have doubled since 2010 and have risen 250 percent in the past decade with North Dakota’s oil wealth.<\/p>\n

Jamestown (CSi) This summer, Jamestown youth wearing a helmet during appropriate activities could find themselves being treated to a free Dairy Queen ice cream cone by the Jamestown Police Department, implementing the “I Got Caught,” safety program, locally.<\/p>\n

During the summer months, children in Jamestown and across the state will be rewarded with a free Dairy Queen ice cream cone when spotted wearing a helmet while riding a bike, skateboard, scooter or wearing inline skates.<\/p>\n

When “caught” with a helmet, officers will “cite” the child with a mock ticket that will be redeemable at participating DQ\u2019s, including the Jamestown location on Business Loop West.<\/p>\n

Chief, Scott Edinger says, “The Jamestown Police Department is looking forward to \u2018catching\u2019 your child wearing a helmet. Have a safe and enjoyable summer.”<\/p>\n

AAA is partnering with Dairy Queen, the North Dakota Sheriff\u2019s and Deputies Association, the North Dakota Chiefs of Police Association, Safe Kids Fargo Moorhead and Safe Kids Grand Forks, and implemented locally by Jamestown Police, to create the “I Got Caught,” program.<\/p>\n

BISMARCK, N.D. (AP) – Police in Mandan are working to identify the body of a man found by maintenance workers in water in the Lakewood area. The\u00a0 body was found around 10 a.m. yesterday.<\/p>\n

\u00a0FARGO, N.D. (AP) – Prosecutors have asked for a mistrial in the case of a West Fargo teacher accused of a having a sexual relationship with a 17-year-old female student in 2009.

\nProsecutors filed a request Wednesday for a mistrial to be declared for 36-year-old Aaron Knodel (kah-NOH’-dehl). He has pleaded not guilty to five counts of felony corruption or solicitation of a minor.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Before the allegations surfaced, Knodel was named North Dakota teacher of the year in 2014.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The presiding judge dismissed the jury last month last month following one juror’s medical emergency while they were deliberating. The judge said that the juror failed to disclose during jury selection that she had been a victim of sexual abuse.

\n\u00a0\u00a0\u00a0\u00a0 Prosecutors first have to seek a mistrial if they want a new trial.<\/p>\n

BISMARCK, N.D. (AP) – A woman accused of leaving her 2- and 4-year-old daughters to die in a remote area of northwestern North Dakota will face trial.
\n\u00a0
\nCourt documents in the case against 25-year-old Michelle Wounded Face show that a mental health examination found her competent to stand trial. She pleaded not guilty to child abuse and neglect on Wednesday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Wounded Face is a member of the Rosebud Sioux Tribe in South Dakota. She’s accused of abandoning her daughters in a car for more than three hours on Jan. 3, in bitter cold weather. They survived.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Daniel Hovland ordered the examination in February. She was evaluated at a federal medical center in Texas, where a psychologist determined that she can understand the charges against her.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 She is in custody in Jamestown.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – An Underwood man is accused of sexually assaulting a woman he knew and threatening her with a gun.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Brady Blotske is charged with gross sexual imposition, felonious restraint and terrorizing. He could face life in prison if convicted. His defense attorney was in a trial on Wednesday and not immediately available for comment.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The woman involved in the case previously was in a relationship with Blotske and shares custody of a child with him.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Blotske allegedly became angry about relationship issues on April 30th. The woman told police that he punched and sexually assaulted her, then held a pistol to her head and threatened to kill her and himself.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Blotske is due in court June 3rd and could enter pleas at that time.<\/p>\n

GRAND FORKS, N.D. (AP) – A North Dakota man is facing a minimum of seven years in prison after a federal jury found him guilty in a methamphetamine conspiracy trial.

\n\u00a0\u00a0\u00a0\u00a0 The jury returned the verdict against 37-year-old Jos\u00e9 Louise Delacruz on Wednesday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Grand Forks man was charged with conspiracy to possess with intent to distribute and distribution of methamphetamine, as well as brandishing a firearm during the commission of drug trafficking.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities allege Delacruz and co-conspirators moved over 500 grams of a mixture containing meth in the Grand Forks area.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Prosecutors also say Delacruz played a role in pistol-whipping a co-conspirator whom he believed was cooperating with authorities.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Delacruz faces a mandatory seven-year sentence for the firearm charge and up to life in prison for the drug charge. His attorney couldn’t immediately be reached.<\/p>\n

FARGO, N.D. (AP) – A federal judge has ordered the Fargo-Moorhead Diversion Authority to halt construction on a ring levee south of Fargo until an environmental review is completed.

\n\u00a0\u00a0\u00a0\u00a0 Opponents of the planned $2 billion Red River diversion filed a lawsuit against the dike project, which is meant to protect structures in the Oxbow, Hickson and Bakke areas that would be flooded by a staging area in times of high water.

\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge John Tunheim of Minnesota says in a ruling released Wednesday that the law requires all federal and state environmental reviews be completed before construction.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Tunheim says the delay may result in higher construction costs and uncertainty for homeowners in the area, but that the environmental studies should be completed soon and the delay “need not be a lengthy one.”<\/p>\n

BISMARCK, N.D. (AP) – North Dakota’s biggest farm group says it’s making progress to put a constitutional amendment on the ballot to overturn the Legislature’s decision to loosen the state’s Depression-era ban against corporate farming.<\/p>\n

North Dakota Farmers Union President Mark Watne says he’s confident enough signatures will be obtained to get the measure on the June 2016 ballot.<\/p>\n

Supporters must gather 13,452 valid signatures by June 18.<\/p>\n

Gov. Jack Dalrymple signed the legislation in March that exempts ailing pork and dairy operations from the state’s anti-corporate farming law.<\/p>\n

Supporters say the so-called ham-and-cheese legislation is intended to revitalize dairy and swine farms after years of decline. Opponents believe a ban on corporate farming blocks unfair competition.<\/p>\n

\u00a0FARGO, N.D. (AP) – A lawyer for one of the organizations representing a number of Fargo high school students says the school district has taken back its original decision to deny the pupils the permission to form anti-abortion clubs.

\n\u00a0\u00a0\u00a0\u00a0 Jocelyn Floyd is an attorney with the Chicago-based Thomas More Society. She says the Fargo school district is now allowing the students to start the clubs at North and Davies high schools.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The organization Floyd represents sent a letter to the district in early April arguing that the refusal of school officials to recognize the groups was a violation of the students’ First Amendment rights.

\n\u00a0\u00a0\u00a0\u00a0 State facilities management director John Boyle says he would like to see the house completed by Thanksgiving 2017. To meet that deadline, construction would have to begin in spring 2016.

\n\u00a0\u00a0\u00a0\u00a0 Lawmakers last month approved the project, which will use $4 million of state funds and $1 million from private donations. Construction would not begin until donors pledge at least $500,000.

PHILADELPHIA (AP) – Cranes and heavy equipment are working to right the overturned cars from an Amtrak train that crashed in Philadelphia Tuesday night, killing at least seven people. Investigators have determined the train was traveling at 106 mph before it ran off the rails along a sharp curve where the speed limit drops to just 50 mph. The National Transportation Safety Board says the engineer applied the emergency brakes moments before the crash but slowed the train to only 102 mph.
