Jamestown (CSi) The Two Rivers Activity Center\u2019s Board of Directors has heard from Jamestown Public Schools, Superintendent Rob Lech, who has presented a draft plan that outlines what services the school could expect in exchange for its donation of 7.75 acres of land for the proposed TRAC facility.<\/p>\n

TRAC Board Treasurer Amy Walters said the plan was not a signed agreement but rather the start of discussions about how the TRAC facility could be utilized by the school, if it is built.<\/p>\n

Lech said the document was developed in discussions with Walters and the athletic directors at Jamestown High School and Jamestown Middle School, adding that the draft use plan was an effort to project what uses the school might require from the TRAC facility.<\/p>\n

The TRAC facility would replace the existing James River Family Fitness Center, which is shared with the University of Jamestown, which owns the space where the Fitness Center is located.<\/p>\n

Voters will go to the polls on June 2 to decide on a 1 percent sales tax to pay for the construction of the planned $28 million community and activity center. An additional phase of construction could follow and be financed by donations.<\/p>\n

The next informational community forum on the proposed Two Rivers Activity Center will be\u00a0this evening…\u00a0May 15, 2015, at the North Dakota Farmers Union headquarters. The forum begins at 7 p.m.<\/p>\n

Valley City (CSi) Due to rain Thursday, deteriorating gravel road surfaces,<\/p>\n

the Barnes County Highway Department closed Barnes County Highway 32 some two miles west of County road Number 7 about two and a half miles east of the Stutsman County line for one.<\/p>\n

Motorists are advised to seek alternate routes and use caution while traveling on all county gravel roads during periods.<\/p>\n

\u3000<\/p>\n

Jamestown (CSi) Otter Tail Power Company reports a duck was in the Southwest Jamestown substation and caused a 15 minute power outage between aboutt 7:30 and 7:45 a.m., Thursday.<\/p>\n

Charles Krebbs says, the substation has a covering, however the duck and a squirrel on Monday morning entered the facility causing the two separate outages.<\/p>\n

About 11:35 a.m. Thursday a momentary bump caused an outage in Southwest Jamestown in the area of the post office.<\/p>\n

Krebbs also says a three second outage occurred about 10:30-a.m., on Wednesday, in Southeast Jamestown, with the cause not officially known, as the circuit reset itself.<\/p>\n

BISMARCK, N.D. \u2013 In accordance with a proclamation signed by President Barack Obama, Governor Jack Dalrymple has declared Friday, May 15, Peace Officers Memorial Day in the state and has directed all state government agencies to fly the American and North Dakota flags at half-staff from sunrise to sunset on that day. The flags will be lowered to honor law enforcement officials who have fallen in the line of duty.<\/p>\n

In addition, Dalrymple has declared this week, May 10-16, Police Week in the state to recognize the brave men and women who have dedicated their lives to law enforcement and to keeping North Dakota\u2019s citizens and communities safe.<\/p>\n

“This week, we salute our men and women in law enforcement who put their lives on the line every day to keep our communities and our citizens safe,” Dalrymple said. “They have dedicated their lives to serving and protecting others and we thank them for all they do to keep North Dakota one of the safest states in the nation. On this occasion, we also remember those who have laid down their lives for ours in the name of justice and pay tribute to them for their selfless acts of heroism.”<\/p>\n

Jamestown (CSi) The Jamestown Tourism Board is reviewing and updating its strategic plan.<\/p>\n

The board on Wednesday reviewed information that Searle Swedlund, Jamestown Tourism executive director, created to guide the board through the process, as it\u2019s been five years since the plan was updated.<\/p>\n

The document is designed to stimulate conversation for board members. Swedlund will meet with each board member individually and review the proposed goals and determine if any board members have more goals or ideas to add to the strategic plan.<\/p>\n

The goals in the board\u2019s proposed strategic plan are:<\/p>\n

Promote and market the Discover Jamestown brand<\/p>\n

Enhance and grow camping and outdoor recreation in Jamestown and the surrounding area<\/p>\n

Expand the stories of Jamestown and the surrounding area<\/p>\n

Promote Jamestown as a regional hub for tourism and recreation<\/p>\n

Be a source to local\/regional tourism entities for additional resources, training and operational assistance.<\/p>\n

The board discussed growing area camping and outdoor recreation activities and mapping horse-riding trails in the area.<\/p>\n

Board members also would like to see better signs or use of photographs to get travelers from I 94 to the Frontier Village\/National Buffalo Museum area.<\/p>\n

Valley City (CSi) The 34th annual North Dakota AMVETS Convention will be held May 15-17, 2015 at the Valley City Eagles Club.<\/p>\n

Willis W. Weber AMVETS Post 3, Commander Gary Schlagel and Post 3 Auxiliary President Edna Elsner welcome about 90 delegates representing post and auxiliaries across the state.<\/p>\n

A memorial service honoring deceased AMVETS and Auxiliary members will be held Friday evening.<\/p>\n

The joint opening session will start at 9a.m. Saturday followed by a noon luncheon to honor the state winners from the Americanism Poster, Essay contest.<\/p>\n

Also to be announced will be winners from the AMVETS wrestling tournament,<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Mandan Police Lt. Lori Flaten says the cause of death remains under investigation. She says there was no trauma to the body and police are awaiting toxicology results.

\u00a0BISMARCK, N.D. (AP) – A federal judge has changed his mind about disqualifying the U.S. attorney’s office in North Dakota from a sexual abuse case.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A jury in November found Donald Luger, of Fort Yates, guilty of aggravated sexual abuse by use of force. Authorities say the assault took place against a 12-year-old girl in 1997.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Luger had argued that former U.S. Attorney Timothy Purdon represented him in a 2009 criminal case and that gave the government an unfair advantage in the proceedings.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Ralph Erickson last month ruled in favor of Luger, but reversed the decision after receiving additional evidence.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Erickson says adequate screening procedures were in place to ensure that Purdon was not involved in the case and “there is no prejudice” to Luger.
\n\u00a0

\u00a0MINOT, N.D. (AP) – Ward County authorities say they’ve uncovered a 35-plant marijuana grow operation in a 41-year-old Douglas man’s trailer. Floyd Hyde has been charged with three crimes, including possession of marijuana and marijuana manufacturing. The Ward County Sheriff’s Department says deputies went to check on Hyde on Wednesday after his family said they were concerned about him.

\u00a0BENEDICT, N.D. (AP) – Attorney General Wayne Stenehjem says a city council in north central North Dakota violated open meetings law by asking the public to leave while it discussed a contentious issue.

\n\u00a0\u00a0\u00a0\u00a0 Stenehjem (STEN’-juhm) says the city council in Benedict violated the law when it asked the public to leave while it consulted with the city engineer about bids for a new city lift station.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The city says the lift station improvement project was controversial and wanted to avoid disruptive behavior.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Stenehjem says the public must have access to meetings of a governing body of a public entity but that it does not have the right to participate or speak at a public meeting.

BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem has banned a Florida company from doing business in the state. Annual Business Services sent fraudulent letters to businesses in North Dakota. Stenehjem says those letters implied companies were required by law to complete and file certain business forms each year and quoted prices for services.<\/p>\n

\u00a0BILLINGS, Mont. (AP) – A coalition of environmental groups has filed a court challenge to new federal rules aimed at preventing accidents involving trains carrying oil and other flammable fuels.

\n\u00a0\u00a0\u00a0\u00a0 The groups argue federal officials gave companies too much time to phase out railroad tank cars known to rupture during derailments. It also says the government has backtracked on earlier requirements for railroads to notify state officials about oil shipments.

\n\u00a0\u00a0\u00a0\u00a0 A petition to set aside portions of the rules was filed Thursday with the 9th U.S. Circuit Court of Appeals by Earthjustice, representing the Sierra Club and other groups.

\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Legislature two years ago included $100,000 in the society’s budget to buy the home. Earlier this year, lawmakers agreed to pay for maintenance and other costs at the home, to the tune of $50,000 annually.

(AP) – NFL Commissioner Roger Goodell will personally hear the suspension appeal of New England Patriots quarterback Tom Brady, who challenged the league’s punishment for his role in using deflated footballs during the AFC championship game. League spokesman Greg Aiello has confirmed that Goodell had rejected a request from the Players Association to have the appeal heard by a neutral arbitrator. Brady received a four-game suspension, and the Patriots were fined $1 million and stripped of two draft picks.<\/p>\n
