News Nov 14, 2012) &#8212; On Wednesday morning, Southeast District Judge Thomas Merrick sentenced 35 year old Leron Howard, of Jamestown to life in prison without parole.<\/p>\n<p>Howard was found guilty by a jury in Jamestown on August 23, 2012, and convicted of murder and criminal conspiracy, Class AA Felonies, punishable by life in prison without parole.<\/p>\n<p>Howard has been incarcerated in Jamestown.<\/p>\n<p>The charges stemmed from the April 2011 death of 18-year-old Abdi Ali Ahmed of Jamestown a Somali immigrant, who was found dead in a roadside ditch near Spiritwood, on April 30, 2011.<\/p>\n<p>His wounds consisted of blunt force trauma to the head and stab wounds to the abdomen.<\/p>\n<p>In February, 2012, a Jamestown Southeast District Court Jury found co-defendant Janelle Cave of Jamestown guilty of manslaughter, and criminal conspiracy in the same case, and she is now serving an 11 year prison term.<\/p>\n<p>Cave had appealed the conviction in the North Dakota Supreme Court, which was later withdrawn.<\/p>\n<p>An order of dismissal was issued by the court on Oct. 12, 2012.<\/p>\n<p>&nbsp;<\/p>\n<p>Update&#8230;Nov 13, 2012&#8230;.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; An investigation into the fire last Friday (Nov 9, 2012) morning have authorities theorizing that arson was the cause.<\/p>\n<p>The fire was reported at 6:49 a.m. at 616 Second Avenue, Northwest with the Jamestown City Fire Department on the scene until about 11:30-a.m.<\/p>\n<p>Three injuries were reported.<\/p>\n<p>A firefighter injured a knee, the other aggravated a previous shoulder injury and a police officer slipped on the ice.<\/p>\n<p>Officials believe the fire had about a two hour head start, before fire fighters arrived on the scene.<\/p>\n<p>The blaze flared up Friday afternoon, and evening and again early Saturday morning.<\/p>\n<p>Jamestown Police and the City Fire Department are investigating, with evidence pointing to arson.<\/p>\n<p>There is a person of interest in the case, but no arrests have yet been made.<\/p>\n<p>The house was unoccupied at the time of the fire, with the damage estimate to the structure and contents at about $140,000.<\/p>\n<p>Jamestown City Fire Chief Jim Reuther, Jamestown Police Chief Scott Edinger and Detective Tom Nagel are heading the investigation.<\/p>\n<p>&nbsp;<\/p>\n<p>Update&#8230;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Council will meet in Special Session, on Thursday November 15, 2012, to discuss the Stutsman Rural Water issue, at 3-p.m., at the Quality Inn &amp; Suites 507 25<sup>th<\/sup> Street, Southwest in Jamestown, in the meeting rooms.<\/p>\n<p>The Stutsman Rural Water District, board and staff have been invited to attend.<\/p>\n<p>The meeting is open to the public.<\/p>\n<p>The City of Jamestown also notifies the public that the City Council\u2019s Public Works, and Police &amp; Fire Committee meetings have been rescheduled to Tuesday, November 20, 2012 at 4-p.m., at City Hall.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Council\u2019s Finance &amp; Legal Committee, and Building Planning &amp; Zoning Committees met Tuesday (Nov 13, 2012) at City Hall. Council Member Brubakken was not present.<\/p>\n<p>&nbsp;<\/p>\n<p>With Finance &amp; Legal Committee business:<\/p>\n<p>The committee recommends the recommendation from the JSDC for Economic Development Funds in the amount of $45,312.00, with the City Share to be $36,250.00, and paid for from the City Sales Tax Fund, for the development of the following:<\/p>\n<p>Engaging SRF Consulting Group, Inc., to prepare a Growth Development Plan for the City of Jamestown and the E<\/p>\n<p>xtraterritorial Area at an estimated fee of $27,376.00;<\/p>\n<p>Engaging SRF Consulting Group, Inc., to prepare Strategic Master Plans for Three Strategic Growth Areas of Jamestown at an estimated cost of $7,936.00;<\/p>\n<p>Engaging SRF Consulting Group, Inc., to provide technical assistance associated with planning tasks associated with Current Development Proposals in an amount to not exceed $10,000.<\/p>\n<p>JSDC &#8220;pointman&#8221; for the project, and board member Jim Boyd said he met with SRF planner Cindy Gray, and came up with the proposal, initially, a 4-6 month start up effort.<\/p>\n<p>He added, up to three focus areas for growth will be looked at including commercial and residential growth, which will mesh with the city\u2019s goals for development.<\/p>\n<p>He said JSDC is the facilitator for the project.<\/p>\n<p>At Tuesday\u2019s City Planning Commission meeting, the Commission recommended supporting the JSDC recommendations.<\/p>\n<p>Council Member Gumke said he agrees with the recommendation from the JSDC.<\/p>\n<p>Mayor Andersen said she likes the fact that the JSDC is acting as the &#8220;middleman,&#8221; for the project.<\/p>\n<p>An SRF Consulting representative, Greg Greenquist from Bismarck, at the Finance and Legal Committee meeting said, the growth development areas to be assessed include existing conditions, regarding land uses, and zoning.<\/p>\n<p>Other areas will include future roadways. He said questions and comments from the community will be included in considering the future land use plan.<\/p>\n<p>SRF will review any plans with technical assistance.<\/p>\n<p>The committee then recommended approving entering into an Expedited Settlement Agreement with the EPA relative to violations at the Water Treatment Plant of the Clean Air Act.<\/p>\n<p>City Engineer, Reed Schwartzkopf said the health department regularly inspects with chlorine usage.<\/p>\n<p>Mayor Andersen asked if the city has a check list in place to jibe with EPA requirements.<\/p>\n<p>Schwartzkopf said the city will have one in place.<\/p>\n<p>The action will help bring the city into compliance with the State Health Department mandate.<\/p>\n<p>\u3000<\/p>\n<p>Informational: Monthly departmental and financial reports were presented<\/p>\n<p>\u3000<\/p>\n<p>Building, Planning and Zoning Committee business:<\/p>\n<p>The committee considered the plat of Berndt\u2019s Addition, a portion of Blocks 39, 40 &amp; 47 and a portion of vacated 18 <span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">th <\/span><\/span><span>Av<\/span><span>e. adjacent to Block 32 together with a portion of those unplatted lands within Government Lot 12 of Section 26, T140N, R64W referred back To the Planning Commission<\/span><span style=\"font-size: medium;\"><span style=\"font-size: medium;\">. <\/span><\/span><\/p>\n<p>At the November City Council meeting a spokesman for Interstate Engineer suggested returning the plat to the City Planning Commission.<\/p>\n<p>Mayor Andersen said she has concerns with the plat complying with the City Ordinance, including access relative to bringing the road to grade, public access, and water and sewer issues.<\/p>\n<p>The City Council voted to return the request to the Planning Commission.<\/p>\n<p>At Tuesday\u2019s City Planning Commission meeting, Greg Rich of Interstate Engineering spoke relative to the plat, and that he &amp; Mr. Berndt have decided to re-draw the plat and will present it at a later time as a Preliminary plat after approval by the City Engineer.<\/p>\n<p>At Tuesday\u2019s meeting, the Building, Planning and Zoning Committee no action was needed.<\/p>\n<p>&nbsp;<\/p>\n<p>The Building, Planning and Zoning Committee then recommended approving the final plat of Andersen\u2019s Country View Estates, a replat of the south half of Lot 5 and all of Lot 6 of Country View Subdivision together with part of the southeast quarter of Section 9, T139N, R63W, Fifth Principal Meridian, Stutsman County, North Dakota.<\/p>\n<p>The City Planning Commission has approved the plat as final, contingent upon the dedication of the right of way.<\/p>\n<p>\u3000<\/p>\n<p>Discussion then turned to the second draft ordinance amendment for Section 8, Appendix B, of the City Code as a result of the public input meeting previously held.<\/p>\n<p>At the November City Council meeting, the First Reading of an Ordinance, was discussed. concerning city planning.<\/p>\n<p>Some changes in the guidelines language draft was suggested to be made by City Attorney Ken Dalsted, and approved by the City Council.<\/p>\n<p>City Administrator Jeff Fuchs said at Tuesday\u2019s Planning Commission meeting that the revision is a general concept, and that the Planning Commission would still function as it is and that any issues of finances with the platting procedures would be handled by the City Council.<\/p>\n<p>Woodbury Township Supervisor, Duane Andersen said the four townships around Jamestown in the one mile extraterritorial limit be included with planning input.<\/p>\n<p>Mayor Andersen said that she is ready to move forward with the process.<\/p>\n<p>The city will hear the Second Reading of the Ordinance at the December meeting.<\/p>\n<p>On another topic, Mayor Andersen said the Stutsman Rural Water District has requested a meeting with the city, to discuss issues, with attorneys.<\/p>\n<p>Mayor Andersen will reply with the city\u2019s response, of an open meeting, at 3-p.m., on Thursday November 15, 2012 at the Quality Inn and Suites in Jamestown.<\/p>\n<p>Civic Center and promotion committee:<\/p>\n<p>No specific items at this time.<\/p>\n<p>Chairman Charlie Kourajian said the Buffalo City Tourism Foundation is questioning where the city is regarding the upcoming contract.<\/p>\n<p>Mayor Andersen said the city is developing a contract that does not require the city appointing board members.<\/p>\n<p>The Civic Center and Promotion Committee was recessed until the next set of city committee meetings next Tuesday November 20, 2012, where the contract issues will be further addressed.<\/p>\n<p>The city committee meeting was shown live on CSi 67, followed by replays.<\/p>\n<p>\u3000<\/p>\n<p>Valley City, ND KCSi-T.V. (AP) &#8211; North Dakota-based grocer Hugo&#8217;s is expanding<br \/>\nits chain of stores in the Upper Midwest.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hugo&#8217;s is buying J&amp;B Foods in Park Rapids, Minn., for an<br \/>\nundisclosed price. It is the chain&#8217;s fourth store in Minnesota and<br \/>\nthe 10th in the two states.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hugo&#8217;s also has stores in the Minnesota cities of East Grand<br \/>\nForks, Crookston and Thief River Falls, and the North Dakota cities<br \/>\nof Grafton, Jamestown and Grand Forks, where it is based and has<br \/>\nfour locations.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; Health officials have identified more<br \/>\npeople diagnosed with an outbreak of tuberculosis in Grand Forks.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say a second student at Phoenix Elementary School in<br \/>\nGrand Forks has been diagnosed with the potentially fatal lung<br \/>\ninfection. This brings the total number of active cases identified<br \/>\nfrom the outbreak to 10 &#8211; four children and six adults.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Health officials have linked the outbreak to homeless visitors<br \/>\nwho exposed a family who gave them shelter.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The defense attorney in the trial of a Fargo<br \/>\nsurgeon accused of drugging and raping his wife is questioning the<br \/>\ntiming of events in the case.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dr. Jon Norberg is accused of having sex with Dr. Alonna Norberg<br \/>\nwithout consent after giving her propofol, a powerful anesthetic.<br \/>\nHe says she made up the story to help her in a looming divorce and<br \/>\nchild custody case.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Defense attorney Robert Hoy continued his cross-examination of<br \/>\nAlonna Norberg Tuesday by pointing out she made several calls to an<br \/>\nattorney and met with the lawyer before the alleged assault.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Alonna Norberg, who is also a doctor, testified earlier she<br \/>\ndidn&#8217;t realize Jon Norberg was giving her propofol because he<br \/>\ncalled it by its brand name, Diprivan.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Alonna Norberg is scheduled to resume testimony Wednesday.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; An Arizona sheriff&#8217;s deputy facing a criminal<br \/>\ncharge in North Dakota after allegedly driving to West Fargo and<br \/>\nassaulting a man who had an affair with his wife has posted bond.<br \/>\nMaricopa County Deputy Timothy Abrahamson posted a $10,000 bond and was released from custody. Abrahamson was taken into custody last week in<br \/>\nArizona. He posted bond there and traveled to North Dakota for<br \/>\nTuesday&#8217;s hearing.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutor Ryan Younggren said he was worried Abrahamson&#8217;s<br \/>\nknowledge of the system could make it difficult to get him back to<br \/>\nNorth Dakota for future hearings.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 But Abrahamson&#8217;s attorney, Ross Brandborg, says his client would<br \/>\nwaive extradition. He says Abrahamson lives in Arizona with his<br \/>\nfamily and wasn&#8217;t going anywhere.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Abrahamson is on unpaid leave from his job.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; A Grafton man accused of leading police<br \/>\non three chases in August in Grand Forks and Fargo has pleaded not<br \/>\nguilty to numerous charges against him in eight separate cases.<\/p>\n<p>32-year-old Juan Robles faces 10 felony counts, including fleeing<br \/>\npolice, reckless endangerment and drug possession. Each count<br \/>\ncarries a maximum prison sentence of five years upon conviction. He<br \/>\nalso faces several misdemeanor counts.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors say Robles three times over five days led police on<br \/>\ndangerous chases, causing several accidents including two that<br \/>\ninvolved minor injuries. Authorities say he got away twice but was<br \/>\narrested after crashing his car in the third chase.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Defense attorney Ted Sandberg has said it&#8217;s not clear that<br \/>\nRobles was driving the cars police say he was.<\/p>\n<p>&nbsp;<\/p>\n<p>DICKINSON, N.D. (AP) &#8211; Federal education officials are slated to<br \/>\nvisit Dickinson State University this month.<br \/>\n\u00a0\u00a0\u00a0\u00a0 DSU President D.C. Coston says the visit by U.S. Department of<br \/>\nEducation officials is not due to the school&#8217;s problems with<br \/>\nenrollment reporting, grade inflation and tuition discounts.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Coston says the four-day audit beginning Nov. 26 will be a<br \/>\nroutine review of the school&#8217;s use of federal financial aid<br \/>\nprograms.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A state audit earlier this year showed Dickinson State had given<br \/>\ndiplomas to Chinese students who didn&#8217;t earn them. The audit says<br \/>\nDickinson State padded its enrollment figures by counting people<br \/>\nwho attended short training seminars as full-time students.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The school was also criticized for inconsistent policies in<br \/>\nproviding tuition discounts and financial aid.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MANDAN, N.D. (AP) &#8211; A co-owner of a Mandan smoke shop has been<br \/>\nsentenced to two years in prison for conspiring to sell synthetic<br \/>\nmarijuana.<br \/>\n\u00a0A judge sentenced 35-year-old Ryan Zueger Tuesday to five years in prison<br \/>\nwith all but two years suspended and five years of supervised<br \/>\nprobation.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The sentence will be stayed &#8211; meaning Zueger will be on<br \/>\nprobation but will not serve time in prison &#8211; until the case can be<br \/>\nappealed to the North Dakota Supreme Court.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A jury convicted Zueger and William Nickel, another co-owner of<br \/>\nBig Willies ATP, of felony conspiracy to deliver synthetic<br \/>\ncannabinoids in August. Charges against a third person were<br \/>\ndismissed.<br \/>\n\u00a0\u00a0\u00a0<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 BISMARCK, N.D. (AP) &#8211; A North Dakota man accused of killing his<br \/>\nmother and stealing her car has pleaded guilty to murder.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Forty-eight-year-old Dean Grenstiner pleaded guilty to the<br \/>\nmurder charge during a change of plea hearing Tuesday morning.<\/p>\n<p>Prosecutors will drop a theft charge related to Grenstiner stealing<br \/>\nhis mother&#8217;s car as part of a plea agreement.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Grenstiner was living with his mother,<br \/>\n83-year-old Ann Grenstiner, for several weeks before he beat her to<br \/>\ndeath in her Bismarck home last March.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A preliminary autopsy report said the cause of death was<br \/>\nmultiple blows to the head. Grenstiner was arrested in Moorhead,<br \/>\nMinn., the day after his mother&#8217;s body was discovered.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Grenstiner faces up to life in prison for murder charge. He will<br \/>\nbe sentenced after a presentence investigation is completed.<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 BISMARCK, N.D. (AP) &#8211; The sentencing of a Dickinson couple has<br \/>\nbeen delayed on charges that they stole almost $800,000.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Betty and Wally Kolling have pleaded guilty to conspiracy to<br \/>\ncommit bank fraud.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Kollings were scheduled to be sentenced in federal court in<br \/>\nBismarck on Tuesday. But the sentencing was postponed. It has not<br \/>\nyet been rescheduled.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A lawyer for Betty Kolling says the delay will give more time<br \/>\nfor the Kollings and prosecutors to work out a repayment agreement.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors say Betty Kolling stole the money from five clients<br \/>\nwhen she worked as a trust officer for the Bank of the West in<br \/>\nDickinson.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Betty Kolling says in court documents that she funneled the<br \/>\nmoney to her sister, Ann Loran of Richardton. Loran has also<br \/>\npleaded guilty in the case.<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\n\u00a0<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 BISMARCK, N.D. (AP) &#8211; North Dakota has set an oil production<br \/>\nrecord for the fifth consecutive year.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Department of Mineral Resources said Tuesday that<br \/>\ncrude production through September totaled more than 173.9 million<br \/>\nbarrels.
