News Nov 14, 2012) &#8212; On Wednesday morning, Southeast District Judge Thomas Merrick sentenced 35 year old Leron Howard, of Jamestown to life in prison without parole.<\/p>\n<p>Merrick said Howard\u2019s criminal history brought out in the pre-sentence investigation was a key factor in his decision.<\/p>\n<p>Howard had 23 prior criminal convictions including five felonies.<\/p>\n<p>Howard&#8217;s court appointed attorney, Steve Mottinger, suggested 20 years of incarceration, while prosecutor, Stutsman County State\u2019s Attorney Fritz Fremgen recommended life, without parole.<\/p>\n<p>Howard was found guilty by a jury in Jamestown on August 23, 2012, and convicted of murder and criminal conspiracy, Class AA Felonies, punishable by life in prison without parole.<\/p>\n<p>Howard has been incarcerated in Jamestown.<\/p>\n<p>Mottinger said Howard directed him to file a notice of appeal in the case.<\/p>\n<p>The charges stemmed from the April 2011 death of 18-year-old Abdi Ali Ahmed of Jamestown a Somali immigrant, who was found dead in a roadside ditch near Spiritwood, on April 30, 2011.<\/p>\n<p>His wounds consisted of blunt force trauma to the head and stab wounds to the abdomen.<\/p>\n<p>In February, 2012, a Jamestown Southeast District Court Jury found co-defendant Janelle Cave of Jamestown guilty of manslaughter, and criminal conspiracy in the same case, and she is now serving an 11 year prison term.<\/p>\n<p>Cave had appealed the conviction in the North Dakota Supreme Court, which was later withdrawn.<\/p>\n<p>An order of dismissal was issued by the court on Oct. 12, 2012.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Fire Department\u2019s Ready Squad was called out to the Jamestown Middle School, about 11:15 a.m., on Wednesday (Nov 14, 2012).<\/p>\n<p>There was no fire, as the fire alarm had a ground fault in the system, that triggered the activation.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Council will meet in Special Session, todoay (November 15, 2012), to discuss the Stutsman Rural Water issue, at 3-p.m., at the Quality Inn &amp; Suites 507 25<sup>th<\/sup> Street, Southwest in Jamestown, in the meeting rooms.<\/p>\n<p>The Stutsman Rural Water District, board and staff have been invited to attend.<\/p>\n<p>The meeting is open to the public.<\/p>\n<p>\u3000<\/p>\n<p>The City Council has met three times closed Executive Session, for the purpose of consulting with the City Attorney concerning territorial service claims by Stutsman Rural Water District.<\/p>\n<p>At issue is a claim by Stutsman Rural Water that Jamestown was expanding its water service into territory Stutsman Rural Water has rights to serve, in the area of the Titan Machinery facility under construction near Jamestown Regional Medical Center.<\/p>\n<p>The area is in the one mile extraterritorial limits of the City of Jamestown.<\/p>\n<p>\u3000<\/p>\n<p>Also\u2026.<\/p>\n<p>The City of Jamestown also notifies the public that the City Council\u2019s Public Works, and Police &amp; Fire Committee meetings have been rescheduled to Tuesday, November 20, 2012 at 4-p.m., at City Hall.<\/p>\n<p>\u3000<\/p>\n<p>From Charlie Kourajian, Main Street Association.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Nov 15, 2012) &#8212; The participants in the 2012 Holiday Dazzle Parade are asked to stop in at Babb&#8217;s Coffee House on Monday, November 19, 2012 to get their final instructions for the parade.<\/p>\n<p>Also at the gathering, parade officials will be handing out position numbers for the floats.<\/p>\n<p>All entries who have not handed in the description of their floats, are asked to do this at this time.<\/p>\n<p>The narratives are important, so the announcers along the parade route can identify the floats and give credit to the builders.<\/p>\n<p>All entries are asked to be at the south end of McElroy Park by 6:15 p.m. Friday, November 23 for the parade lineup.<\/p>\n<p>This year&#8217;s judges, Chris Rathjen, Jessica Haak and Alex Looysen will be viewing and judging the floats at 6:30 p.m.<\/p>\n<p>This year the Main Street Downtown Association, parade sponsor, will be awarding cash prizes for the floats, first prize being $500, second $250 and third $100.<\/p>\n<p>\u3000<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The father-in-law of a Fargo surgeon accused<br \/>\nof drugging and raping his wife says his son-in-law tried to cut a<br \/>\ndeal with him a week before trial.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dr. Jon Norberg has pleaded not guilty to charges he had sex<br \/>\nwith Dr. Alonna Norberg without consent after giving her an<br \/>\nanesthetic.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Alonna Norberg&#8217;s father, Robert Knorr, testified Wednesday that<br \/>\nNorberg suggested to him that Alonna Norberg recant her story to<br \/>\nhelp the families.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Knorr said Jon Norberg told him he wanted a &#8220;global<br \/>\nsettlement&#8221; on the criminal matter, the couple&#8217;s divorce and a<br \/>\ncivil case Knorr filed against Jon Norberg in a dispute over<br \/>\nKnorr&#8217;s house.<br \/>\n\u00a0\u00a0Defense attorney Robert Hoy told the court it was an effort by his client to resolve all pending court cases.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BELFIELD, N.D. (AP) &#8211; Officials say a drill rig collapsed near<br \/>\nBelfield in western North Dakota this week but no one was hurt.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Nabors Drilling officials tell The Bismarck Tribune that no<br \/>\nfluids spilled when the rig&#8217;s tall derrick collapsed. The company<br \/>\nis looking into what happened.<br \/>\n\u00a0\u00a0\u00a0\u00a0 State Mineral Resources spokeswoman Alison Rittersays \u00a0incident happened while crews were preparing to move the rig to a new site.<br \/>\n\u00a0It&#8217;s unclear whether the collapse happened Tuesday or Wednesday.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Attorney General Wayne Stenehjem has<br \/>\nordered a Mandan shop to quit selling synthetic drugs that are<br \/>\nmarketed as bath salts.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem said Wednesday he also plans to ask the state pharmacy<br \/>\nboard to approve an emergency rule that would outlaw the synthetic<br \/>\ndrugs.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem had planned to take the issue to the North Dakota<br \/>\nLegislature in January. He says Wednesday&#8217;s action should help<br \/>\nremedy the problem until lawmakers can act.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The drugs are chemical substances that are marketed as legal<br \/>\nalternatives to marijuana and other mind-altering drugs. Stenehjem<br \/>\nsays the drugs can make users paranoid and violent.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The owners of the Big Willies shop in Mandan have been sentenced<br \/>\nto prison on convictions for conspiring to sell synthetic<br \/>\nmarijuana.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A North Dakota man originally sentenced in<br \/>\nfederal court to life in prison on a crack cocaine charge now must<br \/>\nserve 25 years instead.<br \/>\n\u00a0\u00a0\u00a0\u00a0 An appeals court overturned Marcus Royston&#8217;s sentence because of<br \/>\na new law that increased the quantities of crack cocaine needed to<br \/>\ntrigger statutory minimum sentences. The change was made<br \/>\nretroactive to the original sentencing date.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Royston, of Bismarck, was among eight people accused of<br \/>\ndistributing crack cocaine in North Dakota, South Dakota and<br \/>\nMinnesota. A jury found him guilty in May 2010 on two counts,<br \/>\nincluding conspiracy.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors recommended Wednesday that Royston be re-sentenced<br \/>\nto 30 years in prison. Royston&#8217;s lawyer asked for 20 years.<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Ralph Erickson said Royston&#8217;s criminal<br \/>\nhistory and his role in the conspiracy make 25 years an appropriate<br \/>\nsentence.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Two residents in Bismarck are recovering<br \/>\nat a local hospital following carbon monoxide poisoning at their<br \/>\nhome.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Fire Department says firefighters were dispatched<br \/>\nto a Bismarck home about 2:30 a.m. Wednesday following a report<br \/>\nthat two residents had become sick from carbon monoxide.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Firefighters treated the two residents before they were<br \/>\ntransported to a local hospital.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say the carbon monoxide was coming from the boiler for<br \/>\nthe hot water heater. The boiler had not been burning or venting<br \/>\nproperly.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The fire department is recommending that building owners have a<br \/>\nlicensed contractor inspect heating systems regularly.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; A study has concluded that Minot has $1<br \/>\nbillion in unmet needs as it continues to recover from historic<br \/>\nSouris River flooding in 2011.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Minot City Council spent $125,000 of federal grant money to<br \/>\ncommission the study. The city will use the results when requesting<br \/>\nadditional federal and state aid.<br \/>\n\u00a0\u00a0\u00a0\u00a0 An unmet need is defined as any need for funding that remains<br \/>\nafter officials have tapped the Federal Emergency Management<br \/>\nAgency, the U.S. Small Business Administration, insurance and<br \/>\nnonprofit agencies.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The study concluded that based on Minot&#8217;s current budget, it<br \/>\nwould take the city about 45 years to pay off the unmet needs on<br \/>\nits own.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Souris River flooded more than 4,000 homes and businesses in<br \/>\nMinot in the summer of 2011.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; A North Dakota church that received<br \/>\nfinancial help from a New Jersey congregation after a devastating<br \/>\nflood 15 years ago is sending money east to help in the wake of<br \/>\nSuperstorm Sandy.<\/p>\n<p>The Reverend Gerard Braun says that St. Michael&#8217;s<br \/>\nCatholic Church in Grand Forks has collected about $15,600 and<br \/>\ndonations are still coming in.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MEDORA, N.D. (AP) &#8211; The National Park Service has thinned about<br \/>\ntwo dozen antlerless elk from the South Unit of Theodore Roosevelt<br \/>\nNational Park in the past few weeks to help keep the population at<br \/>\na manageable level.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The western North Dakota park is in the maintenance phase of an<br \/>\nelk management plan that included large reduction efforts in 2010<br \/>\nand 2011. The herd had grown to more than 1,200 animals, too many<br \/>\nfor the park to sustain, so nearly 870 of the animals were killed.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Superintendent Valerie Naylor says a small number of elk need to<br \/>\nbe thinned this year to keep the herd within the population<br \/>\nobjective of 100-400 animals. Park spokeswoman Eileen Andes says a<br \/>\nmaximum of 80 elk will be removed by early December. The meat is<br \/>\ndonated to charity.<\/p>\n<p>&nbsp;<\/p>\n<p>ORONO, Minn. (AP) \u2014 Pianist Lorie Line is facing foreclosure on her Lake Minnetonka mansion.<\/p>\n<p>The 9,100-square-foot house in Orono was listed for sale last month at $3.9 million.<\/p>\n<p>Documents filed in Hennepin County show Line and her husband, Tim, owe more than $2 million on the property.<\/p>\n<p>The foreclosure filing comes as Line kicks off her holiday tour on Thursday. Tim Line tells the Star Tribune the economy has been tough on family finances. He says &#8220;there aren&#8217;t a lot of extra entertainment dollars out there.&#8221;<\/p>\n<p>Tim Line says the couple is restructuring their business and working with their lender to avoid a sheriff&#8217;s sale.
