News) \u2014 The Jamestown City Council met in Special Session, on Thursday November 15, 2012, at 3-p.m. at the Quality Inn &amp; Suites in Jamestown, to discuss the Stutsman Rural Water issue.<\/p>\n<p>The meeting was open to the public.<\/p>\n<p>The Stutsman Rural Water District, board and staff were invited to attend.<\/p>\n<p>However the Rural Water District representatives did not participate in the open meeting.<\/p>\n<p>The water district\u2019s representation was on hand elsewhere at the motel and available, if the city council made a formal motion for action, which it did not.<\/p>\n<p>The City Council has met three times closed Executive Session, for the purpose of consulting with the City Attorney concerning territorial service claims by Stutsman Rural Water District.<\/p>\n<p>At issue is a claim by Stutsman Rural Water that Jamestown was expanding its water service into territory Stutsman Rural Water has rights to serve, in the area of the Titan Machinery facility under construction near Jamestown Regional Medical Center.<\/p>\n<p>The area is in the one mile extraterritorial limits of the City of Jamestown.<\/p>\n<p>At Thursday\u2019s meeting, in lieu of a joint meeting between the city and Stutsman Rural Water District, Jamestown Mayor, Katie Andersen gave a presentation on the district including, the establishment, the legal agreement between the City of Jamestown, and Stutsman Rural Water District, public testimony, letters of condition, and correspondence between the city and the rural water district.<\/p>\n<p>There were no comments from the legal council from either the city or the rural water district at the meeting, relative to specifics of the current contract, or items at issue.<\/p>\n<p>The city did not indicate any future meeting plans.<\/p>\n<p>A contract between The City of Jamestown, and Stutsman\u00a0 Rural Water District\u00a0 in 2010 contained language including\u00a0 city expansion issues.<\/p>\n<p>\u00a0But when the city announced it would award bids for water and sewer service to the Titan Project, the\u00a0 Rural Water System District\u00a0 threatened a court injunction to prevent the city from servicing Titan with city water.<\/p>\n<p>Thursday\u2019s City Council, open meeting was attended by about 20 individuals, who expressed concerns about negative effects of the controversy relative to future development in Jamestown.\u00a0<\/p>\n<p>\u00a0Andersen said the city is seeking resolution and compromise, but has thus far only been able to communicate through letters between legal council for the two entities.<\/p>\n<p>\u00a0The meeting was recorded by CSi\u00a0TV and is showing, starting Thursday evening.\u00a0 On Friday, viewers can find the replay on CSi TV 67, the channel for Jamestown City Government.\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Nov 15, 2012) &#8212; The Jamestown Christmas tree has made its way from the donor\u2019s location, to the Jamestown Civic Center.<\/p>\n<p>The tree was transported Thursday morning and placed at it\u2019s outdoor location on the west side of the Civic Center.<\/p>\n<p>Jamestown City Forester, Vern Quam says, the tree was donated by Ryan Schlafman at 840 5<sup>th<\/sup> Street, Southeast.<\/p>\n<p>It\u2019s a 73 year old tree.<\/p>\n<p>It is 53 feet tall and 5 feet 6 inches around, 21.2 inches in diameter and weighs about 8,000 pounds.<\/p>\n<p>When lowered in the hole, the tree will stand about 43 feet high.<\/p>\n<p>The lights will be put on with the assistance of the Jamestown City Fire Department bucket truck.<\/p>\n<p>The tree\u2019s transportation and crane were donated by Schebenske and Sons of Jamestown.<\/p>\n<p>The Jamestown Street Department was erecting the tree at the Civic Center.<\/p>\n<p>The tree lighting ceremony is planned for Wednesday November 21, 2012, with more information coming later.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Nov 15, 2012) &#8212; The Jamestown High School Theater production of &#8220;Turn Back the Clock,&#8221; is Friday November 16, and Saturday the 17<sup>th<\/sup>, 2012, at the high school theater.<\/p>\n<p>On Thursday\u2019s (Nov 15, 2012) Wayne Byers Show on CSi Cable 2, student actors,<\/p>\n<p>Tom Mortenson, Jana Lynch, and Libby Kruse said, the comedy, by Joseph and<\/p>\n<p>Marrijane Hayes, with permission from Samuel French, is about, &#8220;The universal truth that all generations are more or less alike, after all. It\u2019s all laughter, heart warming tenderness and surprises.&#8221;<\/p>\n<p>The comedy is in three acts, and will last about 2- 2 and half hours.<\/p>\n<p>Tickets at the door are $5 for adults and $3 for both students and senior citizens.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown Salvation Army kicks off the 2012 Kettle Campaign on Friday (Nov 16, 2012).<\/p>\n<p>It will run through December 24, 2012.<\/p>\n<p>This year\u2019s goal is $146,000, up from $118,000 in 2011.<\/p>\n<p>The Kettle Campaign is the Salvation Army\u2019s biggest fundraiser of the year.<\/p>\n<p>Money raised in the various kettles around town will go to cover programs throughout the year.<\/p>\n<p>At last report, more than 1,300 bell ringing hours are still available.<\/p>\n<p>Organizations that have already committed to donate their time include,<\/p>\n<p>The Lions, Rotary and Kiwanis clubs, RSVP+, St. John\u2019s Lutheran Church, along with Ave Maria.<\/p>\n<p>To sign up to ring bells, call the Jamestown Salvation Army or online visit: www.salvationarmynorth. org\/jamestown.<\/p>\n<p>Businesses, and organizations or individuals may match donations, per kettle, per day or for a time period.<\/p>\n<p>Donors can be anonymous, or can have a sign showing their matching donations.<\/p>\n<p>The Salvation Army is also looking for businesses that will allow miniature kettles, or counter kettles, with 30 of those available.<\/p>\n<p>Kettles sites are at Kmart, Coborn\u2019s and Sears. On Nov. 23 there will be two kettles at Walmart and one at JCPenney.<\/p>\n<p>The Salvation Army is also accepting applicants for the Angel Tree program through December 7, 2012, to buy gifts for children newborn to 17 years old,who are in school and residents of Stutsman County.<\/p>\n<p>Last year 127 families applied for the Angel Tree program.<\/p>\n<p>To apply for gifts a parent must come to the Salvation Army, on First Avenue, North in Jamestown, between 10 a.m. and noon or 1 to 3 p.m. Monday, Tuesday, Wednesday and Friday., and provide a valid form of identification for themselves and their child.<\/p>\n<p>Families may now apply for holiday food baskets.<\/p>\n<p>People do not need to apply for the Angel Tree to receive a food basket.<\/p>\n<p>Cargill and the Salvation Army hope to supply baskets for 110 families and 40 individuals.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0FARGO, N.D. (AP) &#8211; Two co-workers of a Fargo surgeon accused of<br \/>\ndrugging and sexually assaulting his wife say he was a<br \/>\nconscientious and compassionate doctor who kept current on new<br \/>\nsurgical procedures and equipment.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dr. Jon Norberg is being tried on charges of gross sexual<br \/>\nimposition and reckless endangerment. Prosecutors say he took<br \/>\ndangerous risks by injecting Dr. Alonna Norberg with the powerful<br \/>\nanesthetic propofol.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A surgical assistant and registered nurse who worked with Jon<br \/>\nNorberg testified Thursday afternoon for the defense. They say<br \/>\nNorberg managed the administration of sedatives, but did not<br \/>\nperform the injections himself.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jon Norberg says he gave Alonna Norberg propofol to help manage<br \/>\nher chronic pain. Prosecutors say he gave her the drug to have sex<br \/>\nwith her against her will.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The prosecution rested its case Thursday morning.<\/p>\n<p>\u3000BISMARCK, N.D. (AP) &#8211; A new study has found that North Dakota&#8217;s<br \/>\ndiabetes rate has nearly doubled since 1995.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Centers for Disease Control and Prevention study found that<br \/>\nthe rate in North Dakota jumped 91.7 percent by 2010. Some 6.9<br \/>\npercent of North Dakotans say they have diabetes, just slightly<br \/>\nbelow the national average of 7 percent.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Diabetes is a disease in which the body has trouble processing<br \/>\nsugar.<br \/>\n\u00a0\u00a0\u00a0\u00a0 It&#8217;s the nation&#8217;s seventh leading cause of death, and<br \/>\ncomplications include poor circulation, heart and kidney problems<br \/>\nand nerve damage.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The disease exploded in the United States in the last 50 years,<br \/>\nwith the vast majority from obesity-related Type 2 diabetes. In<br \/>\n1958, fewer than 1 in 100 Americans had been diagnosed with<br \/>\ndiabetes. In 2010, it was about 1 in 14.<\/p>\n<p>\u3000<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s House Republican majority<br \/>\nleader says the Legislature may take another look at whether the<br \/>\nstate should help run a new health insurance marketplace.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The health &#8220;exchanges&#8221; are a key part of the new federal<br \/>\nhealth care law. Fargo Rep. Al Carlson says in the wake of last<br \/>\nweek&#8217;s elections, the law isn&#8217;t likely to be changed.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A year ago the Legislature turned down a proposal to have the<br \/>\nstate run its own health insurance exchange &#8211; instead of letting<br \/>\nthe federal government do it.<br \/>\n\u00a0\u00a0\u00a0\u00a0 There&#8217;s another option called a &#8220;state partnership exchange.&#8221;<br \/>\nIt would allow North Dakota officials to run some parts of the<br \/>\nexchange. (AP) &#8211; Three people accused of pimping a<br \/>\n17-year-old girl in Grand Forks in 2011 have pleaded not guilty.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Grand Forks Herald reports (<a href=\"http:\/\/bit.ly\/SXNxHA\">http:\/\/bit.ly\/SXNxHA<\/a>) that<br \/>\n22-year-old Amanda Stewart, 27-year-old Joshua Harry and<br \/>\n29-year-old Travis Johnson all could face life in prison if<br \/>\nconvicted.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Johnson also is charged with felony corruption of a minor for<br \/>\nallegedly having sex with the teenage girl.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The girl who is now 19 says she was taken to a handful of<br \/>\napartments, houses and motel rooms in Grand Forks.<\/p>\n<p>\u00a0Only one person has been charged as being a customer. (AP) &#8211; A federal prosecutor from North Dakota has<br \/>\nbeen cited for his work on drug trafficking cases.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Assistant U.S. Attorney Chris Myers will receive the 2012<br \/>\nOutstanding Prosecutor Award from the Midwest High Intensity Drug<br \/>\nTrafficking Area.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The program provides assistance to law enforcement agencies to<br \/>\nfight crime in critical drug trafficking regions of the United<br \/>\nStates.
