News) \u2014 The Jamestown City Council met in Special Session, on Thursday November 15, 2012, at 3-p.m. at the Quality Inn &amp; Suites in Jamestown, to discuss the Stutsman Rural Water issue.<\/p>\n<p>The meeting was open to the public.<\/p>\n<p>The Stutsman Rural Water District, board and staff were invited to attend.<\/p>\n<p>However the Rural Water District representatives did not participate in the open meeting.<\/p>\n<p>The water district\u2019s representation was on hand elsewhere at the motel and available, if the city council made a formal motion for action, which it did not.<\/p>\n<p>The City Council has met three times closed Executive Session, for the purpose of consulting with the City Attorney concerning territorial service claims by Stutsman Rural Water District.<\/p>\n<p>At issue is a claim by Stutsman Rural Water that Jamestown was expanding its water service into territory Stutsman Rural Water has rights to serve, in the area of the Titan Machinery facility under construction near Jamestown Regional Medical Center.<\/p>\n<p>The area is in the one mile extraterritorial limits of the City of Jamestown.<\/p>\n<p>At Thursday\u2019s meeting, in lieu of a joint meeting between the city and Stutsman Rural Water District.<\/p>\n<p>Jamestown Mayor, Katie Andersen gave a presentation on the district including, the establishment, the legal agreement between the City of Jamestown, and Stutsman Rural Water District, public testimony, letters of condition, and correspondence between the city and the rural water district.<\/p>\n<p>About 18 individuals from the public appeared to speak at the meeting, with concerns on the issue.<\/p>\n<p>There were no comments from the legal council from either the city or the rural water district at the meeting, relative to specifics of the current contract, or items at issue.<\/p>\n<p>The city did not indicate any future meeting plans.<\/p>\n<p>A contract between The City of Jamestown, and Stutsman Rural Water District in 2010 contained language including city expansion issues.<\/p>\n<p>But when the city announced it would award bids for water and sewer service to the Titan Project, the Rural Water System District threatened a court injunction to prevent the city from servicing Titan with city water.<\/p>\n<p>Thursday\u2019s City Council, open meeting was attended by about 20 individuals, who expressed concerns about negative effects of the controversy relative to future development in Jamestown.<\/p>\n<p>Andersen said the city is seeking resolution and compromise, but has thus far only been able to communicate through letters between legal council for the two entities.<\/p>\n<p>\u00a0The meeting was recorded by CSi\u00a0TV and is showing, starting Thursday evening.\u00a0 On Friday, viewers can find the replay on CSi TV 67, the channel for Jamestown City Government.\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>JAMESTOWN, N.D. (AP) &#8211; The federal Environmental Protection Agency has fined Jamestown $2,080 for improper handling of chlorine at the city&#8217;s water treatment plant.<\/p>\n<p>City Engineer Reed Schwartzkopf says the fine initially was $5,000 but the EPA reduced it.<\/p>\n<p>\u00a0Schwartzkopf says the infractions uncovered in a spring audit dealt mostly with administrative procedures, and that no chemicals spilled.<\/p>\n<p>Meanwhile, Jamestown&#8217;s water treatment plant needs to come into compliance with the North Dakota Department of Health regulations.<\/p>\n<p>Water is accumulating in the holding ponds located south of the water plant.<\/p>\n<p>City Engine Reed Schwartzkopf told a City Council Committee that it&#8217;s estimated those ponds will overflow around Christmas if a solution is not found.<\/p>\n<p>The water contains a high concentration of the lime used in treatment, and it would require processing before it could be discharged into a river.<\/p>\n<p>The Jamestown City Council approved $15,000 for engineering work to begin planning these solutions.<\/p>\n<p>Engineers\u2019 plans are anticipated within two weeks. At that time, any construction required could be contracted with an expedited work schedule.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown Salvation Army kicks off the 2012 Kettle Campaign on Friday (Nov 16, 2012).<\/p>\n<p>It will run through December 24, 2012.<\/p>\n<p>This year\u2019s goal is $146,000, up from $118,000 in 2011.<\/p>\n<p>The Kettle Campaign is the Salvation Army\u2019s biggest fundraiser of the year.<\/p>\n<p>Money raised in the various kettles around town will go to cover programs throughout the year.<\/p>\n<p>At last report, more than 1,300 bell ringing hours are still available.<\/p>\n<p>Organizations that have already committed to donate their time include,<\/p>\n<p>The Lions, Rotary and Kiwanis clubs, RSVP+, St. John\u2019s Lutheran Church, along with Ave Maria.<\/p>\n<p>To sign up to ring bells, call the Jamestown Salvation Army or online visit: www.salvationarmynorth. org\/jamestown.<\/p>\n<p>Businesses, and organizations or individuals may match donations, per kettle, per day or for a time period.<\/p>\n<p>Donors can be anonymous, or can have a sign showing their matching donations.<\/p>\n<p>The Salvation Army is also looking for businesses that will allow miniature kettles, or counter kettles, with 30 of those available.<\/p>\n<p>Kettles sites are at Kmart, Coborn\u2019s and Sears. On Nov. 23 there will be two kettles at Walmart and one at JCPenney.<\/p>\n<p>The Salvation Army is also accepting applicants for the Angel Tree program through December 7, 2012, to buy gifts for children newborn to 17 years old,who are in school and residents of Stutsman County.<\/p>\n<p>Last year 127 families applied for the Angel Tree program.<\/p>\n<p>To apply for gifts a parent must come to the Salvation Army, on First Avenue, North in Jamestown, between 10 a.m. and noon or 1 to 3 p.m. Monday, Tuesday, Wednesday and Friday., and provide a valid form of identification for themselves and their child.<\/p>\n<p>Families may now apply for holiday food baskets.<\/p>\n<p>People do not need to apply for the Angel Tree to receive a food basket.<\/p>\n<p>Cargill and the Salvation Army hope to supply baskets for 110 families and 40 individuals.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; Two co-workers of a Fargo surgeon accused of<br \/>\ndrugging and sexually assaulting his wife say he was a<br \/>\nconscientious and compassionate doctor who kept current on new<br \/>\nsurgical procedures and equipment.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Doctor Jon Norberg is being tried on charges of gross sexual<br \/>\nimposition and reckless endangerment. Prosecutors say he took<br \/>\ndangerous risks by injecting Doctor Alonna Norberg with the<br \/>\npowerful anesthetic propofol.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A surgical assistant and registered nurse who worked with Jon<br \/>\nNorberg testified Thursday afternoon for the defense. Judge H. Patrick Weir<br \/>\nordered Webster to undergo a mental health assessment before<br \/>\nsentencing.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Webster was charged with three felonies after the March 10<br \/>\nincident: gross sexual imposition, burglary and interference with<br \/>\nan emergency telephone call.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A North Dakota woman has been charged with<br \/>\nsecond degree murder for the death of her boyfriend on the Standing<br \/>\nRock Indian Reservation.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Alisha Crow Ghost stabbed Cole Harrison after a<br \/>\nnight of drinking at a residence in Cannonball. (AP) &#8211; A Mandan man accused of threatening a man<br \/>\nwith a gun at an Oliver County home has pleaded not guilty.<br \/>\n65-year-old Charles Thorson pleaded not guilty to felony<br \/>\nterrorizing and simple assault.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Oliver County Sheriff&#8217;s Deputy Kenny Rude wrote in court papers<br \/>\nthat he was dispatched to an Oliver County home in October for a<br \/>\nreport that Thorson had threatened to kill a man staying at the<br \/>\nhome.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thorson was released from jail after posting a $10,000 cash<br \/>\nbond.
