News Nov 16, 2012) \u2014 The Buffalo City Tourism Foundation, Executive Board met in monthly session, on Friday, and reviewed issues concerning the soon to expire contract with the City of Jamestown.<\/p>\n<p>Board representatives will attend Tuesday\u2019s (Nov 20, 2012) Jamestown City Council Civic Center and Promotion Committee meeting, where the committee will discuss with the board, the upcoming contract, any recommend any changes in a new contract.<\/p>\n<p>City Attorney Ken Dalsted is drafting language in the proposed agreement.<\/p>\n<p>At Friday\u2019s BCTF Executive Board meeting, the panel reviewed the existing contract, and received information from Jamestown City Attorney Ken Dalsted, from Jamestown Mayor Katie Andersen.<\/p>\n<p>In his opinion, Dalsted recommends the city not appoint Foundation Board members, as a requirement in a new contract.<\/p>\n<p>The opinion stated in part that, &#8220;If a city does not have a specific power granted to it by the legislature, that power does not exist.&#8221;<\/p>\n<p>Research of opinions by the North Dakota Attorney General and case law from other jurisdictions suggests that it is not appropriate for a city to do indirectly what it may not be able to do directly \u2013 control a corporation through the control of the appointment of its board of directors.<\/p>\n<p>Dalsted\u2019s opinion is, that because Buffalo City Tourism is an independent corportation, it is recommended that the entity be allowed to elect its own directors, as provided by law.<\/p>\n<p>The BCTF may, under the city\u2019s Enterprise Ordinance, make application to the city, making a request to perform services on behalf of the city.<\/p>\n<p>Under the Ordinance the city can provide funding to independent entities that essentially perform certain services that would otherwise be appropriate for a city to perform.<\/p>\n<p>The proposed changes are a way to make the BCTF a independent entity run on tax dollars.<\/p>\n<p>The major proposed change would eliminate the $75,000 the Jamestown Stutsman Development Corp. pays annually and replacing with funds from city lodging and restaurant taxes.<\/p>\n<p>BCTF could still apply to JSDC for the funds on an annual basis if the proposed changes take place.<\/p>\n<p>Currently BCTF receives 100 percent of the city\u2019s motel tax, 40 percent of the net city restaurant tax and nearly $200,000 annually in combined JSDC operating revenue and grant funds.<\/p>\n<p>\u3000<\/p>\n<p>In other business, the BCTF Grant Advisory Board met and received funding requests.<\/p>\n<p>Jamestown College Athletic Director, Lawrie Paulson requested $10,000 in tourism funds to support the college hosting the National All Men\u2019s and Women\u2019s Basketball Tournament in Jamestown, February 21,25, 2013, in connection with A.I.I basketball conference.<\/p>\n<p>The event is expected to bring ten teams to play at the Jamestown Civic Center, with travel parties of 15-20 individuals plus fans, with teams requiring 6-10 motel rooms per night.<\/p>\n<p>Paulson said, projected expenses are almost $25,000, with the projected revenue, from gate receipts sponsorships and booklet sales at $15,600.<\/p>\n<p>Jamestown College has pledged $8,000.<\/p>\n<p>Following the presentation, the Grant Advisory Board voted unanimously to authorize up to $10,000 to pay the cost of officials and advertising.<\/p>\n<p>The Jamestown Rural Fire Department requested $3,000 to hold a fishing derby early in 2013. Other funding sources would come from raffle sales.<\/p>\n<p>Representative Travis Lemieux said the dollars would be used to advertise the event with billboards in Fargo and Devils Lake, along with advertisements in on line and print publications along with local media.<\/p>\n<p>The board voted to table the request, until it has more information including an itemized list of expenditures.<\/p>\n<p>The panel also reviewed the Stutsman County Memorial Museum 2012 season, visitor count.<\/p>\n<p>The total for the year was 1,861, with 1,266 visitors from Jamestown, with a total North Dakota count of 1,459. Visitors came from 36 states.<\/p>\n<p>Internationally there were 11 visitors from Canada, 2 from Denmark, 1 from Australia, 1 from Bosnia, and one from Thailand.<\/p>\n<p>The total amounted to 1,758 visitors.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Nov 16, 2012) &#8212; The Jamestown Arts Center is in the process of tidying-up, the Arts Park, in downtown Jamestown.<\/p>\n<p>Arts Center, Director, Taylor Barnes says a crew from Humes Landscaping in Jamestown is performing the work, including pulling about five feet of rubble from the adjacent building\u2019s wall, cleaning the edge of the property, and leveling that area of the park.<\/p>\n<p>She says as funds become available the area is planned for a performing arts space.<\/p>\n<p>Ms. Barnes added, that juniper trees will be planted along the edge of park at the alley.<\/p>\n<p>She anticipates this work will be finished by Thanksgiving.<\/p>\n<p>\u3000<\/p>\n<p>From Charlie Kourajian, Main Street Association.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Nov 15, 2012) \u2014 The participants in the 2012 Holiday Dazzle Parade are asked to stop in at Babb\u2019s Coffee House today (Monday, November 19, 2012) to get their final instructions for the parade.<\/p>\n<p>Also at the gathering, parade officials will be handing out position numbers for the floats.<\/p>\n<p>All entries who have not handed in the description of their floats, are asked to do this at this time.<\/p>\n<p>The narratives are important, so the announcers along the parade route can identify the floats and give credit to the builders.<\/p>\n<p>All entries are asked to be at the south end of McElroy Park by 6:15 p.m. Friday, November 23 for the parade lineup.<\/p>\n<p>This year\u2019s judges, Chris Rathjen, Jessica Haak and Alex Looysen will be viewing and judging the floats at 6:30 p.m.<\/p>\n<p>This year the Main Street Downtown Association, parade sponsor, will be awarding cash prizes for the floats, first prize being $500, second $250 and third $100.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi.T.V. (AP) \u2013 Four people face burglary and theft<br \/>\ncharges after a two-month investigation in Barnes County.<br \/>\nSheriff Randy McClaflin says the group allegedly<br \/>\nburglarized a number of farmsteads, homes and a Valley City<br \/>\nbusiness this fall. He says about $8,500 worth of property has been<br \/>\nrecovered so far.<br \/>\nThe suspects are from the Valley City and Rochester, Minn.,<br \/>\nareas, and also face possession of stolen property charges in the<br \/>\nRochester and Moorhead, Minn., areas. They range in age from 25 to<br \/>\n32, and face a total of 50 felony counts.<\/p>\n<p>\u3000<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A North Dakota House candidate who lost by<br \/>\n50 votes says she won&#8217;t ask for a recount.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Democrat Sharon Buhr finished third in the election in District<br \/>\n24 in southeastern North Dakota. The district includes Barnes<br \/>\nCounty and parts of Cass and Ransom counties.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Democrat Naomi Muscha and Republican Dwight Kiefert were the top<br \/>\ntwo finishers and won the district&#8217;s two House seats. She says she enjoyed the House campaign.<br \/>\n\u00a0\u00a0\u00a0\u00a0<br \/>\nNorth Dakota&#8217;s Canvassing Board took less than an hour Friday to<br \/>\ncertify the final election results.<br \/>\nThe closest statewide race was for the U.S. Senate. News) \u2013 The Norht Dakota Highway Ptrol reports, a Hurdsfield, woman was killed in a crash between a minivan and a semi-truck Friday afternoon (Nov.16, 2012) about 4:30-p.m., in Wells County.<\/p>\n<p>The report says, 26 year old, Joshua Denaeyer, of Holyoke, Colorado, was driving a 2001 Freightliner pulling an empty flatbed trailer northbound on N.D. Highway 3 en route to Bottineau, from Valentine, Neb.<\/p>\n<p>The rig came over a hilltop at about two miles south of Hurdsfield and saw 52 year old Kathy WhiteWoll, of Hurdsfield, ahead of him in a 2005 Pontiac Montana minivan.<\/p>\n<p>WhiteWoll had just made a slow U-turn to go northbound after retrieving her mail from a mailbox on the other side of the road.<\/p>\n<p>Denaeyer moved into the left-hand lane to go around the slower-moving Pontiac, but WhiteWoll turned left in front of him to go west on a gravel road that leads to her residence.<\/p>\n<p>The semi hit the minivan, which came to rest ditch facing south, while the semi jack-knifed and came to rest blocking both lanes.<\/p>\n<p>WhiteWoll was not wearing a seat belt and was pronounced dead at the scene. Denaeyer was wearing his seat belt.<\/p>\n<p>The Pontiac was totaled in the crash and the Freightliner sustained moderate damage.<\/p>\n<p>The crash remains under investigation, by the NDHP.<\/p>\n<p>&nbsp;<\/p>\n<p>\u3000\u00a0NEW TOWN, N.D. (AP) &#8211; A woman and her three grandchildren have<br \/>\nbeen shot and killed in New Town. Authorities are investigating<br \/>\nwhether a man&#8217;s death in Parshall is connected.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Mountrail County Sheriff Ken Halvorsonsays the New Town incident happened about 3 p.m. Sunday, and the death in Parshall about 8:30 p.m. The five bodies are being brought to Bismarck for autopsies.<br \/>\n\u00a0New Town School Superintendent Marc Bluestone called off classes Monday because of what he called &#8220;the tragedy in our community.&#8221;<br \/>\n\u00a0\u00a0\u00a0\u00a0 Halvorson and FBI spokesman Kyle Loven (LOH&#8217;-vuhn) did not<br \/>\nimmediately return telephone calls to The Associated Press early<br \/>\ntoday.<br \/>\n\u00a0\u00a0\u00a0\u00a0 New Town is on the Fort Berthold Indian Reservation in<br \/>\nnorthwestern North Dakota. (AP) &#8211; Defense testimony is set to resume in the<br \/>\ntrial of a Fargo surgeon accused of drugging and sexually<br \/>\nassaulting his wife.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dr. Jon Norberg has pleaded not guilty to gross sexual<br \/>\nimposition and reckless endangerment. Trial began on Nov. 5 with<br \/>\njury selection.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Norberg injected Dr. Alonna Norberg with the<br \/>\nanesthetic propofol and had sex with her against her will. Jon<br \/>\nNorberg says the couple agreed to use the drug to treat her chronic<br \/>\npain.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Propofol gained notoriety in the investigation into the death of<br \/>\nMichael Jackson.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Monday will be the eighth day of testimony. (AP) &#8211; The president of the North Dakota Farm<br \/>\nBureau says he&#8217;s worried about the possibility of a large increase<br \/>\nin the federal estate tax.<\/p>\n<p>Farm Bureau President Doyle Johannes says the estate tax rate could jump from 35 percent to 55 percent, and estates worth more than $1 million could be taxed.<\/p>\n<p>\u00a0Right now estates aren&#8217;t taxed unless they&#8217;re worth more than $5 million.<br \/>\nJohannes says that could lead to the breakup of family farms.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota University System says<br \/>\nits impact on the state&#8217;s economy was worth $4.4 billion in fiscal<br \/>\n2011.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The university system&#8217;s economic study says that&#8217;s up from $3.7<br \/>\nbillion in fiscal 2009.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The study estimated that the 11 state colleges and universities<br \/>\ncontributed $1.6 billion into local economies in fiscal 2011. The<br \/>\nstudy says that money multiplies when cycled through the state&#8217;s<br \/>\neconomy.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The system includes six four-year universities and five two-year<br \/>\ncolleges with an enrollment of about 48,000 students and more than<br \/>\n11,000 employees.<br \/>\n\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; A study set to be released this week<br \/>\nshows that the number of homeless people on the streets in North<br \/>\nDakota has exceeded the number of homeless people in the state&#8217;s<br \/>\nemergency shelters.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Coalition for Homeless People report says the<br \/>\nnumber of unsheltered people as of July 2011 was 966, and the<br \/>\nshelters were at full capacity with 807 people.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The study cites an increasing number of people who have been<br \/>\ndrawn to the state&#8217;s oil patch.
