(AP) &#8211; Smoke from Canadian forest fires is causing problems for some people in the Dakotas. Health officials are urging people to limit exposure to the smoke.<\/p>\n<p>The haze from wildfires in Saskatchewan has blanketed the region since last week. Napoleon, North Dakota couple David and Kelly Andrews both have asthma, and\u00a0 say the smoke is making it harder for them to breathe.<\/p>\n<p>Chuck Hyatt with the North Dakota Health Department&#8217;s air quality division says the smoke won&#8217;t affect most people but can be bad for those with asthma or allergies. And he says it&#8217;s a good idea for anyone to avoid strenuous outside activity.<\/p>\n<p>Mitchell, South Dakota, Fire Marshal Marius Laursen tells The Daily Republic that people sensitive to smoke should consider staying indoors or wearing a mask while outdoors.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi)\u00a0 The City Council Monday, approved the final draft of the Land Use and Transportation Plan.<\/p>\n<p>As part of the Public Hearing,\u00a0\u00a0Principal planner for RDG\u00a0\u00a0Planning and Design,\u00a0\u00a0 Martin Shukert\u00a0 highlighted the summary of the plan.<\/p>\n<p>Items highlighted included:<\/p>\n<p>The demographics and economics of Jamestown, indicating at 2040 population of 21,500.<\/p>\n<p>A Retail Analysis, and growth potential was noted.<\/p>\n<p>With land use, the area south of I-94 is targeted for greated growth, which now has poor connectivity with the rest of town.\u00a0 That area is projected\u00a0 to need about 800 aces each fore residential, commercial and industrial development.<\/p>\n<p>With transportation, an second railroad grade separation is needed, and the plan pointed out growth in Southwest Jamestown in the area of\u00a0 JRMC, along with, Northeast and Northwest Jamestown and the central city area.\u00a0 50-percent of the future growth is projected in Southwest Jamestown.<\/p>\n<p>Also addressed was traffic, in the areas of traffic light improvements, speeds and lanes of travel, and installing left turn only lanes.<\/p>\n<p>JRMC President K. C. DeBoer said a top priority is better connectivity to JRMC specifically, and the southwest area, generally.<\/p>\n<p>Mayor Andersen said funding mechanisms are being developed including a connecting road from the Wal-mart area to JRMC.<\/p>\n<p>In other business<\/p>\n<p>Stutsman County Chief Operating Officer, Casey Bradley, addressed the Council concerning Correctional Center finances.<\/p>\n<p>He said the number of paying inmates at $65 per day is decreasing, while the local inmate population has grown\u00a0 three and a half times in the past four years.<\/p>\n<p>As operational cost savings measures Bradley pointed out a reduction in staff along with hours, housing fees, and changes in work release.<\/p>\n<p>The City Council accepted Bradley\u2019s recommendations and an exploration committee will be formed to analyze options of expanding the current jail or constructing a new one.<\/p>\n<p>Representing the city on the committee will be Mayor Anderson and Council Member Gumke, who will join other committee members from Stutsman County and local law enforcement.<\/p>\n<p>&nbsp;<\/p>\n<p>The city Council approved the proposed project and the issuance of University Facilities Revenue Bonds under the Municipal Industrial Development Act of 1955, in order to finance the cost of a project for the University of Jamestown.<\/p>\n<p>And,\u00a0 approved and authorized the issuance of University Facilities Revenue Bonds (University of Jamestown Project) Series 2015, in an amount not exceeding 2,000,000.00, under the Municipal Industrial Development Act of 1955, Chapter 40-57, NDCC, to finance the acquisition of a building located at 4190 26th Avenue South, Fargo, ND, by the University of Jamestown, providing classrooms, library, conference room, offices and functionally related and subordinate facilities<\/p>\n<p>&nbsp;<\/p>\n<p>Also approved and authorized was entering into a Joint Powers Agreement with Cass County, North Dakota, relating to the $1,820,000 University Facilities Revenue Bonds (University of Jamestown Project), Series 2015A.<\/p>\n<p>&nbsp;<\/p>\n<p>Also approved in conjunction with UJ Fargo project is the Loan Agreement between the City of Jamestown and the University of Jamestown, relating to the $1,820,000 University Facilities Revenue Bonds<\/p>\n<p>The Assignment of Loan Agreement by the City of Jamestown, ND, to Bremer Bank,<\/p>\n<p>National Association for the University Facilities Revenue Series 2015A.<\/p>\n<p>&nbsp;<\/p>\n<p>ORDINANCES:<\/p>\n<p><b>FIRST READING: <\/b>Concerning an ordinance to enact Article V of Section 25.5 of the City Code pertaining to a City Sales Tax for the construction of the Two Rivers Activity Center.<\/p>\n<p>The meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) Valley City Police arrested aValley City man after he struck a parked pickup around on the 4th of July around\u00a02:30-a.m. Saturday in Valley City.<\/p>\n<p>Police say the driver left the scene but officers were able to find the suspect after his vehicle was heavily damaged and moving slowly in the 11-hundred block of North Central Avenue.<\/p>\n<p>The driver, 38 year old Lance Woodard faces several charges including Driving Under the Influence and Leaving the scene of an accident after striking an unattended motor vehicle.<\/p>\n<p>Woodard was takento the Barnes County Correctional Center. He posted bond and was released from jail on Monday.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) This year&#8217;s Stutsman County Fair&#8217;s attendance was off about five percent from a year ago.<\/p>\n<p>Last year\u2019s attendance was one of the best in 20 years, and was held when the fair and White Cloud\u2019s birthday celebration and Tatanka Festival were held on the same weekend.<\/p>\n<p>Officials say a rain shower early Saturday evening may have cut overall attendance figures for the Stutsman County Fair.<\/p>\n<p>Stutsman County Fair Board President Mike Williams says the rain postponed the feature at the race at Jamestown Speedway.<\/p>\n<p>The second day of the James River Rodeo was also taking place Saturday evening, when it rained.<\/p>\n<p>Williams said there was good attendance Thursday and Friday, with the numbers down slightly Wednesday and Saturday.&#8221;<\/p>\n<p>Williams said the final attendance figures will be known until later this week or next.<\/p>\n<p>Meanwhile Stutsman County Sheriff Chad Kaiser says there weren&#8217;t any problems with the fair this year.<\/p>\n<p>&nbsp;<\/p>\n<p>FORT YATES, N.D. (AP) &#8211; Funeral arrangements are pending for a Standing Rock Indian Reservation man who family members say died in a fireworks accident.<\/p>\n<p>Family members\u00a0say \u00a031-year-old Preston Village Center died on the Fourth of July after he was struck in the stomach by artillery shell-style fireworks.<\/p>\n<p>Aunt Gwen Village Center says her nephew was checking on fireworks that didn&#8217;t go off, and the firing tube toppled and fired a shell into his stomach.<\/p>\n<p>Mobridge, South Dakota-based Kesling Funeral Home is handling the funeral arrangements.<\/p>\n<p>&nbsp;<\/p>\n<p>CENTER, N.D. (AP) &#8211; A North Dakota man has been charged in connection with the July 2012 shooting of nine head of cattle.<\/p>\n<p>Court records show Dillon Gappert has been charged with felony criminal mischief. The Hensler&#8217;s man bond was set at $5,000 on Monday.<\/p>\n<p>The charge stems from a cattle shooting incident on July 4, 2012, off Highway 25 in Oliver County. Authorities accuse Gappert of shooting four cows, four calves and one yearling owned by John Dixon and Miles Tomac.<\/p>\n<p>The animals&#8217; value was estimated at $12,000.<\/p>\n<p>Shortly after the incident, a reward of about $18,000 was offered for information that could lead to the suspect. The North Dakota Stockmen&#8217;s Association at the time said it was the largest such reward in state history.<\/p>\n<p>Court records don&#8217;t list an attorney for Gappert.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Authorities say the vehicle and a prosthetic knee of a North Dakota woman who went missing almost four years ago have been found in Idaho.<\/p>\n<p>The Grand Forks County Sheriff&#8217;s Office says the prosthetic knee belonging to Florence Dumontet was found Wednesday by hikers in Idaho. Shoshone County, Idaho authorities then launched a helicopter crew which spotted Dumontet&#8217;s vehicle about 500 yards off Interstate 90.<\/p>\n<p>The 82-year-old woman from Ardoch vanished while driving to Washington state in October 2011. She was last seen on a security camera at a gas station in Missoula, Montana.<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Police in Bismarck say a 37-year-old man has been arrested after he invaded a home and tied up a female resident.<\/p>\n<p>Bismarck Police officer Pat Renz says officers responded to woman&#8217;s home around 4:30 a.m. Monday after a neighbor reported a possible domestic incident. Renz says officers saw the man &#8220;escorting&#8221; the woman to the back of the house when they arrived at the scene.<\/p>\n<p>At that point, an officer headed to the front door and another one to the rear. Renz says the man was arrested when he attempted to leave through the back after hearing a knock on the front door.<\/p>\n<p>Renz says officers untied the woman&#8217;s hands. She told police she doesn&#8217;t know the man who woke her up in the middle of the night.<\/p>\n<p>Charges against the Bismarck man are expected Monday afternoon.<br \/>\n&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; North Dakota&#8217;s unmanned aircraft business and technology park has landed a second major defense contractor.<\/p>\n<p>Sen. John Hoeven and Rep. Kevin Cramer say that General Atomics has reached a tentative agreement to establish an unmanned aerial systems training academy at Grand Sky, which is located on the Grand Forks Air Force Base.<\/p>\n<p>General Atomics is one of the world&#8217;s leading developers of high-technology systems, including the Predator and Reaper drones. Company officials toured the park on Monday.<\/p>\n<p>Northrop Grumman, which manufactures the Global Hawk drone, has already signed a lease agreement to be the first tenant at the park. Both General Atomics and Northrop Grumman sell aircraft overseas and expect to train international pilots in the United States.<\/p>\n<p>Hoeven calls the tentative agreement with General Atomics a &#8220;big step forward.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Wet weather and high humidity across North Dakota over the past week has delayed the hay harvest and spraying of newly planted crops.<\/p>\n<p>But the Agriculture Department says in its weekly crop report that the precipitation has been good for soil moisture and stock water supplies.<\/p>\n<p>Topsoil moisture supplies are rated 97 percent adequate to surplus, and subsoil moisture supplies are 95 percent in those categories.<\/p>\n<p>Stock water supplies in North Dakota are rated 96 percent adequate to surplus, and pasture and range conditions are 79 percent good to excellent.<\/p>\n<p>The condition of the state&#8217;s staple spring wheat crop is rated 80 percent good to excellent.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Grand Fork&#8217;s Grand Sky aerospace technology park will get $5.6 million in additional state funding to support the continued development of the facility.<\/p>\n<p>The complex for unmanned aircraft systems is under construction and will occupy more than 200 acres adjacent to Grand Forks Air Force Base. It is designated by the Federal Aviation Administration as one of six drone test sites in the nation.<\/p>\n<p>Gov. Jack Dalrymple says the state already has invested more than $30 million at Grand Sky, which recently added Northrop Grumman as a tenant.<\/p>\n<p>The 2015 Legislature appropriated another $4.4 million contingent upon Grand Sky&#8217;s further development.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Groundbreaking is set to take place on a long-sought veterans memorial in Grand Forks as supporters look to raise money for the project.<\/p>\n<p>A news release from the city of Grand Forks says the groundbreaking and fundraising kickoff for Veterans Memorial Park is scheduled Wednesday afternoon. The 6-acre site for the planned park is northwest of Columbia Mall, and the ceremony is open to the public.<\/p>\n<p>The concept for the memorial calls for a 40-foot-long, 6-foot-tall wall made of black granite and engraved with pictures from wars and conflicts. The memorial would also include black granite obelisks with names of military branches and services.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Department of Public Instruction&#8217;s second Indian Education Summit is slated at the state Capitol in Bismarck.<\/p>\n<p>The two-day event begins Tuesday.<\/p>\n<p>Superintendent Kirsten Baesler says the summit will feature students from a Lakota language immersion class and keynote speeches from top federal Indian education officials.<\/p>\n<p>A group of high school and college students from Bismarck, Selfridge and Fort Yates in North Dakota and McLaughlin and Little Eagle in South Dakota will hold a panel discussion on Tuesday.<br \/>\nBISMARCK, N.D. (AP) &#8211; Agriculture Commissioner Doug Goehring is asking North Dakota gardeners to once again donate surplus fruits and vegetables to a program that helps feed the hungry around the state.<\/p>\n<p>The Hunger Free ND Garden Project is in its sixth year. Goehring says this year&#8217;s goal is 1 million servings of fresh produce distributed to food pantries, shelters and charitable feeding groups.<\/p>\n<p>Goehring says the need is great.
