A FEW STORMS MAY<br \/>\n\u00a0BE SEVERE WITH LARGE HAIL AND DAMAGING WINDS.<br \/>\n\u00a0<br \/>\n\u00a0THE CHANCE OF THUNDERSTORMS CONTINUES AREA WIDE THURSDAY THROUGH<br \/>\n\u00a0MONDAY.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Public School Board, Monday evening approved a Resolution calling for a special election for $19 million in general obligation school building bonds.<\/p>\n<p>The purpose is for school construction and renovations at public elementary and middle schools.<\/p>\n<p>The board agreed to request that the county call a special election for September 29, 2015.<\/p>\n<p>If approved, the Resolution would continue the 21.4 mills currently levied to help pay for building Jamestown High School and remodeling Jamestown Middle School that will expire this year and add another 3.71 mills.<\/p>\n<p>Jamestown Public Schools Superintendent Robert Lech said that based on the proposed 25.11-mill calculation, based on per $100,000 in property value there would be a roughly $19 a year property tax increase beyond what is currently levied.<\/p>\n<p>If the voters defeat the referendum, the current high school levy drops off when it\u2019s repaid in August and property owners would see an approximately $96 annual reduction in property taxes.<\/p>\n<p><strong>19th Ave NE:<\/strong> The school board also approved paying up to $149,000 for half the cost of building the 19th Avenue Northeast road to 13th Street Southeast between Jamestown High School and two apartment buildings of a proposed six-building, 800-unit complex by Skywatch Jamestown-Marjo LLC, in addition to $160,000 for an arterial road connecting with the avenue.<\/p>\n<p>The board voted 8-0 on a phased approach to renovating elementary schools based on reviews of three concept-facility assessments in June. The $19 million in general obligation funds includes an addition to Louis L\u2019Amour Elementary and upgrades to Gussner, Roosevelt and Lincoln elementary schools. It also &#8220;decommissions&#8221; Washington school.<\/p>\n<p>Lech said at this time the future of Washington School was not known, and\u00a0 would be dealt with as the project progresses.<\/p>\n<p>The plan also includes added or improved heating and air conditioning systems to Gussner, Roosevelt and Lincoln elementary schools and to Jamestown Middle School.<\/p>\n<p>A phased process allows a more complete renovation with additional classrooms added to Gussner in the future, as demographic trends dictate the need.\u00a0 \u00a0This phase one approach completes half of those goals.<\/p>\n<p>The preliminary concept triples Louis L\u2019Amour Elementary\u2019s building\u2019s capacity with a new academic wing and a services center. It replaces playground equipment and could possibly add more parking.<\/p>\n<p>A demographic study showed that Jamestown Public Schools would have 1,070 students in grades K-5 in five years. The phase one plan provides capacity for 1,080 students and meets the goals of the projected population, he said.<\/p>\n<p>The current K-12 Jamestown public school system enrollment is near 2,200 students. The elementary schools are exceeding capacity, while the middle school will reach it by the 2019-2020 school year.<\/p>\n<p>K-12 enrollment is expected to increase to 2,300 over five years, according to the demographic study. The largest growth in classes in the 2014-2015 academic year were in the lower grade school, while the slowest growth and drops in growth to the next grade were in middle and high school level.<\/p>\n<p>The meeting was recorded by CSi 10 THE REPLAY CHANNEL\u00a0 with replays starting Tuesday.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown City Planning Commission is recommending approval of a zoning change necessary for the construction of an assisted-living apartment building at Eventide Jamestown.<\/p>\n<p>The vote to approve the request Monday passed on a 5-2 vote with Commissioners Corey Bayer and Paulette Ritter voting against.<\/p>\n<p>The same request was denied by unanimous vote during the June Planning Commission meeting.<\/p>\n<p>The Eventide Jamestown property is zoned Public, Open Development and Conservation. The zoning requires the Planning Commission to review the plans for the project before approval. The process was originally completed in 2013, but changes in the project required it to be reconsidered.<\/p>\n<p>The current project contains a 46-unit assisted-living building with a 26-stall underground parking facility and 135 outdoor parking spots. The current project does not include the removal of the current skilled nursing home facility or construction of a new skilled nursing facility. If Eventide decides to proceed with replacement or renovation of the skilled nursing facility, the Planning Commission would have to approve it.<\/p>\n<p>Bayer is concerned that the new plan did not include the skilled nursing facility. He said the city ordinance requires the Planning Commission to review the entire plan rather than just portions of a larger project that could seek approval later.<\/p>\n<p>The review of the plan presented by SRF Consulting Planner, Cindy Gray, said the plan now included vegetative buffer areas between planned parking lots and neighboring property.<\/p>\n<p>Gray said construction could begin yet this year on the assisted-living building, but changes to the skilled nursing facility would require another approval.<\/p>\n<p>The zoning change goes before to the August 3<sup>rd<\/sup> Jamestown City Council meeting.<\/p>\n<p>The commission also approved the Verke Liechty Addition. The change splits the property where the Fairfield Inn &amp; Suites is under construction into three lots.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi)\u00a0 When 58 year old cyclist Eric McIntyre pedals into Fargo Tuesday afternoon, he will be 12 states into his 18-state solo bicycle ride and 23 days away from the completion of the Pancreatic Cancer Victory Tour in New Orleans, where it started on April 19.<\/p>\n<p>Tuesday&#8217;s ride from Jamestown to Fargo is 97.7 miles. He has not taken a rest day since July 1st.<\/p>\n<p>Eric&#8217;s set out on the bicycle odyssey to honor his wife Liz&#8217;s 33-month, ongoing cancer battle. He is also raising money for Lazarex Cancer Foundation, which connects advanced-stage cancer patients to clinical trials and covers travel costs for each patient and a companion. He just reached the $30,000 mark in this grassroots fundraising effort, enough funding to extend the lives of six cancer patients for an average of a year or more.<\/p>\n<p>Liz McIntyre was first diagnosed with pancreatic cancer in 2012. The clinical trial she enrolled in at the National Institute of Health in Washington, D.C. has currently slowed the progression of the disease. &#8220;We are optimistic, yet realistic about Liz\u2019s fight,&#8221; says Eric. &#8220;Since her courage is so very inspiring we are committed to calling this a Victory Tour!&#8221;<\/p>\n<p>Whenever possible, Liz will travel in the support vehicle to share this meaningful journey with Eric.<\/p>\n<p>The Lazarex Cancer Foundation, is a grassroots non-profit which has successfully supported over 1,000 end-stage cancer patients by connecting them to 399 FDA-approved clinical trials for 88 cancers and covering the cost of travel for each patient and a companion. Eric plans to underwrite the costs of the Tour to ensure that 100% of the donations directly benefit Lazarex patients. Jack Dalrymple says the state plans to run the two floodwater diversion outlets at Devils Lake as much as possible this summer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The governor says \u00a0outlets on the west and east ends of the lake have been running at capacity most of the time recently. He says downstream residents have gotten used to seeing the flows from Devils Lake in the Sheyenne River.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The two outlets are capable of running at a combined capacity of 600 cubic feet of water per second. They typically lower the level of Devils Lake about a foot during a full season of operation.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; A Kenmare woman accused of murder and neglect in the death of her 13-year-old son who weighed just 21 pounds wants any trial in the case held outside of Minot.<\/p>\n<p>Thirty-six-year-old Jessica Jensen had pleaded guilty in an agreement with prosecutors that called for her to spend 16 years in prison, but a judge last week rejected the deal.<\/p>\n<p>Jensen&#8217;s attorney has filed a motion asking for a change of venue, and also to suppress some evidence in the case. It&#8217;s not clear whether she will go to trial. She has the option of having her attorney renegotiate with the state.<\/p>\n<p>Jensen was charged last year after the state medical examiner concluded her son died from chronic starvation due to untreated juvenile appetite disorder. His death was ruled a homicide.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A jury has been seated in the trial of a Fargo man accused of killing his roommate a year ago.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-five-year-old Christopher Hampton is charged with murder in the shooting death of 28-year-old Randall Doehner in June 2014. The two were cousins.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hampton claims Doehner was trying to poison him and has pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0The trial could last up to two weeks. Hampton could face life in prison without parole if convicted.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A woman accused of visiting hundreds of medical facilities around the country to buy unnecessary prescription drugs with her Medicare card has been indicted in federal court in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lowie Norma Christie is charged with six counts of health care fraud. Authorities say she caused about 1,830 claims to be submitted to Medicare for prescription drugs worth more than $145,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Investigators say Christie would tell emergency doctors and nurses she had recently seen a doctor for shingles and ran out of pain medication. She allegedly told providers she was traveling out of town and could not see her regular doctor.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Christie is accused of buying drugs at four separate hospitals in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Federal court documents do not list an attorney for Christie.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A jury has found the owner and manager of a skate shop in Bismarck guilty of operating a business where synthetic drugs were sold.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jurors found Discontent owner Thomas Teply, of Moorhead, Minnesota, guilty of four counts related to the sale of synthetic drugs and paraphernalia. The jury convicted manager Steven Johnson, of Bismarck, three charges, including possession of synthetic cannabinoids with intent to deliver.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bismarck police busted the business in June 2012. (AP) &#8211; Authorities believe they&#8217;ve cracked the case of cattle mysteriously shot to death in western North Dakota on the Fourth of July three years ago, with the arrest of a Hensler man this week. But they&#8217;re still seeking to solve a similar cattle-shooting case in the eastern part of the state that same year. Thirteen cows and a calf were killed in David Kluge&#8217;s (KLOO&#8217;-gees) Richland County pasture about two months before the Oliver County case in which nine cattle owned by Miles and Marjorie Tomac and John and Kim Dixon were killed.<br \/>\n\u00a0<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Howard Wrigley, a Fargo businessman and father of North Dakota&#8217;s lieutenant governor, has died. He was 79.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Boulger Funeral Home says Wrigley died unexpectedly Saturday at a remote fly-in fishing lodge in northern Saskatchewan. The cause of death was not reported.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wrigley was the CEO of Wrigley Mechanical, a Fargo-based industrial contractor he started in 1978. The company&#8217;s website says he earned a mechanical engineering degree from the University of North Dakota in 1961.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wrigley served as chairman of the North Dakota Racing Commission but resigned in 2003 because his son, Lt. Gov. Drew Wrigley, was the U.S. attorney at the time and was overseeing a criminal investigation into a Fargo-based simulcast company.<br \/>\n\u00a0<\/p>\n<p>\u00a0In sports&#8230;<\/p>\n<p>Jamestown (CSi) The University of Jamestown is advertising for a hockey coach, as the University plans to add a club hockey team to begin play in the 2016-17 school year.<\/p>\n<p>After hiring the coach, UJ hopes to begin recruiting players for the 2016-17 season. Athletic director Sean Johnson was out of the country and unavailable for comment, and other school officials declined comment.<\/p>\n<p>The university plans to hold a press conference on the new hockey program.<\/p>\n<p>The team will play in the American College Hockey Association (ACHA) at the Division I level.<\/p>\n<p>Other ACHA Division I teams include Minot State and North Dakota State. Minot State, who could potentially serve as a travel partner for Jamestown, won the ACHA Division I national championship in 2012-13.<\/p>\n<p>Central Oklahoma is the reigning ACHA D-I national champ, beating Stony Brook University (N.Y.) in the championship game in March in Michigan. Arizona State was the 2014 champion.<\/p>\n<p>Other notable schools that complete at the ACHA Division I level include Iowa State, Oklahoma, Rhode Island, Illinois, Colorado, Colorado State, Syracuse, Arizona, and Navy among others.<\/p>\n<p>The ACHA, established in 1991, currently has three men&#8217;s and two women&#8217;s divisions and includes approximately 450 teams in the U.S. Club teams do not offer athletic scholarships.<\/p>\n<p>&nbsp;<\/p>\n<p>MLB&#8230;<\/p>\n<p>\u00a0CINCINNATI (AP) &#8211; Brian Dozier and Glen Perkins will represent the Minnesota Twins in Tuesday&#8217;s All-Star game. Dozier replaced injured Toronto outfielder Jose Bautista on the American League squad. Perkins is an All-Star for the third consecutive year.<\/p>\n<p>Reds third baseman Todd Frazier outhomered Dodgers rookie outfielder Joc Pederson 15-14 in the final at Cincinnati&#8217;s Great American Ballpark.
