\u00a0BISMARCK, N.D. \u2013 Gov. Jack Dalrymple Monday said that he and First Lady Betsy Dalrymple have decided not to seek re-election in 2016. Gov. Dalrymple said he and the First Lady look forward to serving the people of North Dakota through Dec. 15, 2016, then plan to spend more time with family, including their five grandchildren.<\/p>\n

\u201cIt continues to be my great privilege to serve my state, service that includes 16 years as a state representative, 10 years as lieutenant governor and last five-plus years as governor,\u201d Dalrymple said. \u201cNorth Dakota has made incredible progress and I feel so blessed to have been part of leading our state, especially in the years since 2000, truly a golden period for North Dakota. Beginning Monday, August 24, 2015 \u2013 5th Ave NE, the southbound lane (west side) will be closed from 5th<\/sup> St NE to 4th<\/sup> St NE. There will be no parking on 5th<\/sup> St NE from 4th<\/sup> Ave NE to 5th<\/sup> Ave NE, and 4th<\/sup> Ave NE from 4th<\/sup> St NE to 5th<\/sup> St NE, and 4th<\/sup> St NE from 3rd<\/sup> Ave NE to 4th<\/sup> Ave NE. There will be lane restrictions on 5th<\/sup> Ave NE, 5th<\/sup> St NE, 4th<\/sup> Ave NE, and 4th<\/sup> St NE in these same areas. It is anticipated the work will be completed within 5 \u2013 7 business days.<\/p>\n

Also beginning Monday, August 24, 2015 \u2013southbound traffic on 1st<\/sup> Ave will be occasionally restricted to one lane from 2nd<\/sup> St N to 3rd<\/sup> St N. It is anticipated the work will be completed by September 14th.<\/p>\n

The road work and anticipated street closure schedules are contingent upon weather conditions.<\/p>\n

Motorists and other traffic should use extreme caution when entering road construction areas. The public should consider alternate routes if possible.<\/p>\n

Jamestown (CSi) The Jamestown Tourism Grant\/Executive Advisory, at Friday\u2019s meeting at Historic Franklin School, tabled action on setting a meeting between Tourism and the Frontier Village Association Board.<\/p>\n

At the Tourism meeting, members decided to set a potential meeting date with the FVA board, to be agreed upon by the full tourism board, at their board meeting set for this Monday (August 24, 2015).<\/p>\n

Tourism Executive Director Searle Swedlund said a meeting between tourism and the Frontier Village should address concerns expressed by the FVA board at their meeting on August 13th<\/sup>, that specifically concerned Pioneer Days event flyers were not poster size, and said he wanted to withhold funding for them, along with other concerns.<\/p>\n

At Friday\u2019s meeting, Swedlund told the tourism board that he has concerns of whether to “invest” in the Frontier Village, with grant dollars that amounts to 35% of tourism\u2019s annual grant funding, adding that the “historical approach,” with the Frontier Village will no longer work.<\/p>\n

The Tourism Executive Advisory Board, Friday, also decided to bring to the full Tourism Board meeting, discussion concerning setting the date for the 2016 community fireworks display, that tourism in recent years has funding the majority of the costs.<\/p>\n

Swedlund also said that JSDC has approved the Tourism request for $75,000 to for renewal of matching funds for Tourism Grant funding for 2016.<\/p>\n

In other business, the Tourism Grant\/Executive Advisory Board approved the request from the Jamestown Fine Arts Association (Jamestown Arts Center) in the amount of $2,750, or half the amount, for a study of the economic impact of the arts and culture on Jamestown.<\/p>\n

The balance of the funds will come from the Americans for the Arts program.<\/p>\n

Arts Center Director Cyndi Wish said the North Dakota Council on the Arts is working with Americans for the Arts to do an economic Impact Study for North Dakota, which Jamestown\u2019s will be a part of, separately. She said the Jamestown Arts Center will be cooperating the organizations on the Jamestown Study.<\/p>\n

Materials she supplied to tourism, said the study will assist the Jamestown Arts Center, with accurate data when making a case to local and state legislators in understanding how the arts drive tourism, support economic development, help attract and retain new residents, and provide jobs.<\/p>\n

She added that understanding the impact of the arts in Jamestown could be very helpful in lobbying to get the Jamestown Arts Center\u2019s City budget allocation increased, allowing for expanded programming which will continue to support Jamestown\u2019s tourism.<\/p>\n

Americans for the Arts will facilitate an evaluation process for the study.<\/p>\n

The last study was done in 2007, and she said is outdated.<\/p>\n

Jamestown (CSi)\u00a0 The Jamestown Area Chamber of Commerce and US Bank will hold informational training sessions,\u00a0 August 27,<\/strong>\u00a0 on the upcoming credit card liability shift for businesses accepting credit cards.<\/p>\n

On Friday\u2019s Wayne Byers Show on CSi Cable 2, the Chamber\u2019s Executive, Becky Thatcher-Keller said, on October\u00a0 1, 2015, credit card liability will shift to either\u00a0the business or the financial institution.\u00a0 US Bank staff will provide information and review the type of equipment a business will need to adopt.<\/p>\n

Two training sessions for businesses will be at the Chamber office at the Center for Economic Development, downtown,\u00a0 starting at 7:30-a.m., and another at noon, last for about an hour each. \u00a0 There is no charge and everyone is invited to attend.<\/p>\n

Update…<\/p>\n

Jamestown (CSi) The Jamestown Rural Fire Department was called to a semi pulling a trailer with an excavator, \u00a0on fire about 3:35 Thursday afternoon.<\/p>\n

The rig\u00a0 pulled off at I-94 eastbound at the Exit 248 off ramp, near Eldridge.<\/p>\n

The fire\u00a0 created a large amount of black smoke, and spread to a patch of grass on the side of the highway.\u00a0\u00a0A Stutsman County Sheriff\u2019s Deputy closed the ramp\u00a0entrance and traffic was allowed, on the interstate.<\/p>\n

The driver indicated to authorities that a tire on the unit blew out and started the fire.<\/p>\n

The driver was able to disconnect the trailer from the truck and remove the excavator\u00a0on the trailer.<\/p>\n

Damage reported to the trailer and some damage to the excavator. \u00a0The truck, owned by Bohlman\u00a0 Trenching Service from Thompson, North Dakota, \u00a0did not receive damage.<\/p>\n

\u00a0FARGO, N.D. (AP) – A man struck by a vehicle in a Fargo parking lot has died.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Police say 84-year-old Donald Beyer, of Breckenridge, Minnesota, was walking on Friday when he was hit by a vehicle that was backing up. He was knocked to the ground and suffered a head injury.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Beyer was taken to a hospital and died Sunday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 No charges were immediately filed against the 72-year-old woman who was driving the vehicle.<\/p>\n

\u00a0MINOT, N.D. (AP) – Minot police are investigating an incident in which shots were fired at a restaurant.

\n\u00a0\u00a0\u00a0\u00a0 Capt. John Klug says a shot was fired into the ceiling of an Applebee’s during an altercation about 5 p.m. Sunday. The people at that table then went into the parking lot, where more shots were fired.

\n\u00a0\u00a0\u00a0\u00a0 No injuries were reported.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Two bullets hit a vehicle belonging to a patron of the restaurant. Other customers who were there at the time are being asked to check their vehicles for bullet holes.

\n\u00a0\u00a0\u00a0\u00a0 Lacy Jost was dining at the time and says the shooting happened after an argument at another table. She says she and others “kind of freaked out” and fled the building.

\u00a0FARGO, N.D. (AP) – A Texas man accused of selling synthetic drugs to customers in every state and distributing the chemicals that resulted in the overdose deaths of two teens in North Dakota is appealing his sentence.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Charles Carlton, of Katy, Texas, was sentenced a year ago to 20 years in prison for selling that drugs authorities say led to the June 2012 deaths of 18-year-old Christian Bjerk, of Grand Forks, and 17-year-old Elijah Stai, of Park Rapids, Minnesota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Carlton his lawyer did a poor job of representing him and lists seven reasons why the sentence should be thrown out or reduced. He says the fatal doses of the substances were prepared by others and another man who stole the drugs is responsible for the deaths.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Federal prosecutors could not be reached for comment.<\/p>\n

FAIRMOUNT, N.D. (AP) – A southeastern North Dakota family has marked the five-year anniversary of a powerful tornado that leveled everything on their farmstead but their home.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 EF-4 tornado struck the rural Fairmount farmstead of Dave and Kathy Langenwalter on August 7th, 2010. She was away from home at the time, but he and their son, Joseph, waited out the tornado in their basement.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Dave Langenwalter says a neighbor had called the family’s home that day to tell them there was a tornado west of their house.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The house was seriously damaged and had to be demolished, but they built a new home on their property. Nine other buildings were leveled.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The couple says it took a year to clean up, but many volunteers came to help.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Farm real estate value is a measurement of all land and buildings on farms. The Agriculture Department says the value in North Dakota averages $1,920 per acre, up $100 per acre from last year.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Cropland value averages $2,140 per acre, up $90 from last year. Pastureland is up $100, to $850 per acre on average.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Cash rent is mixed compared to last year. Irrigated cropland rent averages $161 per acre, down $5. Non-irrigated cropland averages $68 per acre, up $1. Pasture land averages $18 per acre, up $2.<\/p>\n

FARGO, N.D. (AP) – North Dakota’s unmanned aircraft test site is set to fly high, both day and night. The Federal Aviation Administration recently approved a plan that allows drones to be flown up to 1,200 feet above the entire state and permits flights at night, a combination that makes North Dakota unique. The other five test sites throughout the country are currently limited to a 200-foot blanket and daylight hours.

\u00a0BISMARCK, N.D. (AP) – A new information system for Medicaid in North Dakota is set to go online this fall after years of delays and rising costs.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Tribune reports the state’s new Medicaid Management Information System is tentatively scheduled to go live on October 5th. The date was announced in a letter to Medicaid providers last month.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The project missed a federal deadline of October 1st last year, and Department of Human Services executive director Maggie Anderson says officials don’t expect any other delays.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Costs for the project have risen from more than $62 million to nearly $98 million. Federal funds account for more than $85 million.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The new system replaces one that was put in place more than 35 years ago.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A planned $6.5 million apartment complex aims to help alleviate a housing shortage in downtown Bismarck.

\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Renaissance Authority is planning the 30-unit complex for people age 55 and older. It’s to be built on an empty lot in the heart of downtown where a car dealership once stood.

\n\u00a0\u00a0\u00a0\u00a0 Planners are seeking local property tax and state income tax breaks for the project. Construction is begin next spring.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 City Commissioner Josh Askvig\u00a0 says the city wants to see more housing downtown. He says people want to live near restaurants, businesses and hospitals.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The federal government has given the University of North Dakota $400,000 to study coal conversion and utilization technologies.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 U.S. Sen. Heidi Heitkamp says UND is one of six universities nationwide to receive funding through a coal research effort from the Department of Energy’s National Energy Technology Laboratory.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Heitkamp says the grant will allow UND researchers to take a closer look at more efficient fossil energy-based power generation. Researchers at the Grand Forks school are expected to collaborate in this project with the University of Utah.

\n\u00a0\u00a0\u00a0\u00a0 This funding follows the recent announcement of a more than $3 million grant for clean coal research at UND.
\n\u00a0

\u00a0DUNSEITH, N.D. (AP) – A six-foot stainless steel sculpture is the newest addition to North Dakota’s International Peace Garden.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0\u00a0The \u00a0sculpture will be placed above a pool this spring.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The 77-year-old Art Norby began working on sculpture “Hands of Piece” in 2014. He created the piece out of 300 pounds of clay.

\n\u00a0\u00a0\u00a0\u00a0 The sculpture is being donated to the garden by the Wally Byam Caravan Club. The club has raised money to pay Norby for the piece, but it still owes him about $20,000.

\n\u00a0\u00a0\u00a0\u00a0 The new sculpture will replace the artwork that the group contributed to the garden in 1975.<\/p>\n

\u00a0MANDAN, N.D. (AP) – A single-sort curbside recycling program with a $76 annual fee will be debuting in Mandan next year.

\n\u00a0\u00a0\u00a0\u00a0 The program has been approved as part of the city’s preliminary 2016 budget.

\n\u00a0\u00a0\u00a0\u00a0 Mandan commissioners favored the curbside recycling program over placing four voluntary recycling bins throughout the city.

\n\u00a0\u00a0\u00a0\u00a0 City Finance Director Greg Welch says the more than $500,000 annual cost of the program would be paid for by the extra fee each household will pay. Estimates from a low bid put the price of the service at $6.35 per month for each household.

\n\u00a0\u00a0\u00a0\u00a0 Under the new program, multiple items that can be recycled would be collected twice a month from a 96-gallon container just as Bismarck does in its curbside program.
