HIGHS<br \/>\nIN THE MID 70S.<\/p>\n<p>THERE IS A CHANCE OF THUNDERSTORMS NORTHWEST AND NORTH CENTRAL<br \/>\n\u00a0THURSDAY NIGHT&#8230;THEN ACROSS ALL OF WESTERN AND CENTRAL NORTH<br \/>\n\u00a0DAKOTA FRIDAY THROUGH MONDAY.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Jamestown Police is warning Jamestown residents of a convicted sex offender who has changed addresses in Jamestown.<\/p>\n<p>Matthew Jacob Lee Graham is a 27 year old white male, 5&#8217;11&#8221; tall weighing 192 pounds with blue eyes and brown hair.<\/p>\n<p>He currently has no vehicle.<\/p>\n<p>He now resides at 402 2nd Avenue, Northwest, Jamestown, ND Apt #305<\/p>\n<p>He has been assigned a high risk assessment by the North Dakot Risk Level Committee, of the North Dakota Attorney General\u2019s Office.<\/p>\n<p>His offense is listed as indecent exposure, stemming from exposing himself to a five year old male family friend.<\/p>\n<p>He was convicted in April of 2004 in Kidder Count.<\/p>\n<p>Disposition: remanded to the Mesabi Academy treatment facility.<\/p>\n<p>Graham is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n<p>This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender. Attempts to harass, intimidate or threaten these offenders or their families, landlords, or employers will be turned over for prosecution.<\/p>\n<p>Printed handouts of the demographics of Graham are available at the Jamestown Police Department.<\/p>\n<p>More information on registered offenders is available on the Attorney General\u2019s web site www.sexoffender.nd.gov<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Jamestown Public School Superintendent, Rob Lech says, CHS\u2019s plans not to construct the fertilizer plant near Jamestown, does not alter plans for the proposed elementary and middle schools.<\/p>\n<p>On Monday\u2019s Wayne Byers Show on CSi Cable 2, Lech said the study that indicates a seven percent enrollment growth a Jamestown Public Schools was conducted prior to the CHS plans to build the facility.<\/p>\n<p>He added that construction workers seldom brings families to the work location and so the school enrollment was not expected to be impacted in that way.<\/p>\n<p>He pointed out that if the plant had been constructed, the impact of workers with school age children would be felt in five years.<\/p>\n<p>He reminds the community that the next public meeting on the $19-million school bond referendum is on Thursday September 17, 2015, at 7-p.m., at Jamestown Middle School\u2019s Thompson Community Room.<\/p>\n<p>The vote is on September 29, 2015 at Thompson Auditorium.<\/p>\n<p>Absentee balloting is currently available and Early Voting is September 15-28<sup>th<\/sup>, at the Stutsman County Courthouse.<\/p>\n<p>He said a 60-percent majority of &#8220;yes&#8221; votes is required to pass.<\/p>\n<p>He said a 60-percent majority of &#8220;yes&#8221; votes is required to pass.<\/p>\n<p>He added that if the voters approve the bond issue, property taxes on a $100,000 home would be less that $17, annually, or about $1.39 per month.<\/p>\n<p>The 20 year bond levy is 25.11 mills.<\/p>\n<p>If the vote fails the property tax would drop by $113 annually.<\/p>\n<p>Under the proposal Louis L\u2019Amoure Elementary School would be expanded from housing 125 students to 360 students, and Washington Elementary Schools would be decommissioned, because it is no longer effective as an educational setting, due the age of the building, small classrooms, and an expansion would be cost prohibitive. The closing would not impact the use of Ernie Gates Field behind Washington.<\/p>\n<p>Phase One includes Roosevelt, Gussner and Lincoln Elementary Schools receiving a $1 million renovation budget and they along with Jamestown Middle School would be getting enhancements that allow for air conditioning.<\/p>\n<p>The Second Phase is approximately $13 million dollars and and would include expansion to Gussner to accommodate 360 students with additional renovations to Roosevelt and Lincoln Schools. (AP) &#8211; A Denver man facing weapons and explosives charges in North Dakota&#8217;s oil patch has pleaded guilty to one offense in exchange for having another dismissed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say 30-year-old Dustin Swartz was arrested in Watford City in January with several guns, hundreds of rounds of ammunition, a bulletproof vest and two pipe bombs. Concerned residents of a recreational vehicle park alerted authorities.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Swartz has been working as an electrician in the oil patch for the past five years.\u00a0 On Monday he pleaded guilty in federal court to unlawful possession of an unregistered explosive device. Prosecutors dropped a charge of being a felon in possession of a firearm.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Swartz could face nearly five years in prison when he&#8217;s sentenced Nov. 30.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; A judge says a Grand Forks man who has pleaded guilty in a case involving numerous drug overdoses cannot spend time with his family before sentencing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ryan Jensen is charged in federal court to five counts, including distributing a controlled substance resulting in injury and death, and money laundering. He is one of a handful of people charged in the case that centers on the powerful synthetic drug powdered fentanyl.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jensen asked to be released to his parents before his Oct. 26 sentencing. U.S. Magistrate Judge Alice Senechal says that while Jensen has strong family support, it is not &#8220;clear and convincing evidence&#8221; to grant his release.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jensen faces a maximum sentence of life in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Defense attorney Tyler Morrow declined to comment.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Public Service Commission is mulling a rate increase for natural gas used by customers of Montana-Dakota Utilities Co.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A two-day public hearing on the proposed rate increase began Monday in Bismarck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 MDU is seeking a 2 percent overall rate increase, which would raise $2.6 million a year more than current rates. The Bismarck-based utility originally sought a 3.4 percent overall rate increase, which would have raised $4.3 million a year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The request would raise a typical residential customer&#8217;s natural gas bill by about $2.04 a month.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The utility says it needs the increase to cover the cost of increased investment in natural gas facilities. MDU&#8217;s natural gas investment in the state is projected to be $212 million by the end of the year.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The state Health Department says a well blowout spewed more than 23,000 gallons of oil and 4,600 gallons of briny wastewater in Dunn County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Environmental scientist Bill Suess says the blowout occurred Saturday morning at a well owned by XTO Energy Inc., about 18 miles southeast of Watford City. Suess says the company reported the spill to health officials on Sunday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Suess says no one was injured and a state inspector is on site. He says no waterways or drinking water was affected.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say most of the oil and brine had been recovered by Monday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Suess says the impacted area appears to be about 15 acres, or an area the size of 15 football fields. He says the state is working with the company on a remediation plan.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The U.S. Army Corps of Engineers says opponents of a Red River diversion project should not prevail on allegations that the agency failed to follow federal law when it analyzed the upstream effects of the proposed channel around the Fargo metropolitan area.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A group representing upstream residents in North Dakota and Minnesota filed a lawsuit in August 2013 opposing the diversion. The group filed a motion in June asking a judge to rule in their favor on the issue of whether or not the corps violated federal environmental law.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The ruling could affect the timeline of the project.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In its response filed Friday, the corps says it fulfilled federal requirements by evaluating other diversion alternatives and working with state and federal agencies on an environmental impact study and other suggestions.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A federal judge in North Dakota is allowing arguments over the scope of his injunction blocking a new rule that would give the federal government jurisdiction over some smaller waterways.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Ralph Erickson in Fargo last week issued a temporary injunction requested by North Dakota and 12 other states to stop the U.S. Environmental Protection Agency and the Army Corps of Engineers from regulating some small waterways under the Clean Water Act.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The EPA said the injunction applied only to the 13 states that sued. But North Dakota Attorney General Wayne Stenehjem, who filed the injunction request, says his reading of the ruling was that it applied to all 50 states.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The judge gave attorneys until Tuesday afternoon to file briefs on the issue.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The city of Fargo is taking over management of the Fargodome.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0The \u00a0City Commission on Monday night voted to end its contract with Spectra by Comcast Spectacor. The city will assume management of the entertainment venue on Jan. 1.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Fargo Dome Authority had recommended the move, saying it would give the city more flexibility.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The city owns the dome. (AP) &#8211; A government survey has found that there are 19.6 million acres of farmland rented out by landlords in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Agricultural Statistics Service on Monday reported the data, which come from its first survey of landowners since 1999.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Tenure, Ownership and Transition of Agricultural Land survey was conducted last year. It found that there are 50,641 farmland landlords in North Dakota. But only 11,790 of those were actually farmers, the majority of them are non-farming landlords.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cropland made up 68 percent of all farmland rented, while 30 percent was rented for pastures.
