\"CityHallVC\"<\/a>Valley City CSi The Valley City Commission met in Regular Session Tuesday evening at City Hall.\u00a0 All members were present.\u00a0 Mayor Werkhoven\u00a0swore in\u00a0 a police officer, Eric Triebold.<\/p>\n

APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:<\/p>\n

Approving Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant, Monthly Bills for the City and Public Works in the Amount of $ 2,888,047.50.<\/p>\n

Also approved was a Bingo Permit for Barnes County Senior Citizens council, Inc., a Tree Trimming Permit for David Singleton, a Parade application and Blocking off Street application for VCHS Homecoming Parade on October 2, 4 p.m. and a new Plumbing License for TNT Plumbing.<\/p>\n

ORDINANCES \u2026<\/p>\n

City Commissioners approved the first reading of an Ordinance rezoning property from I-2 to R-1,described as: <\/span><\/span><\/p>\n

Section 1. That Section 2A of Ordinance No. 572 be amended to change the zoning of the following described real property, set forth below, from I-2, Heavy Industrial, to R-1, Single Family, legally described as a tract of land situated in Auditor\u2019s Lot 1 in the Southeast Quarter of Section 30, in Township 140 North, Range 58 West of the 5th Principal Meridian, Barnes County, North Dakota, more particularly described as follows:<\/span><\/p>\n

Commencing at the Southeast corner of said Southeast Quarter; thence N89\u00ba02\u201911″W along the south line of Southeast quarter a distance of 1076.31 feet to the southwesterly corner of said Auditor\u2019s Lot 1, the point of beginning; thence N42\u00ba20\u201944″W along the westerly boundary of said Auditor\u2019s Lot 1 a distance of 225.68 feet; thence S89\u00ba02\u201911″E parallel with said south line of Southeast Quarter a distance of 370.69 feet; thence S00\u00ba57\u201949″W a distance of 164.17 feet to said south line of the Southeast Quarter and Auditor\u2019s Lot 1; thence N89\u00ba02\u201911″W along said south line a distance of 215.93 feet to the point of beginning. Said tract of land contains 1.11 acres more or less and is subject to any easements, restrictions or reservations, existing or of record.<\/p>\n

City Attorney Myhre said planning and zoning has approved and recommends approval by the City Commission. The property is located southwest of Valley City, owned by Adam Paul, who plans to build a house on the property.<\/p>\n

The City Commission approved the first reading of an Ordinance amending and reenacting Section 26-51.10of Article II, Chapter 26 of the revised ordinances of Valley City, ND, 1963 relating to Dedication of Tax Proceeds.<\/p>\n

NEW BUSINESS<\/p>\n

The City Commission\u00a0approved awarding bid for a bucket truck for the electric department to Terex Hi-Ranger in the amount of $126,958. It\u2019s a nine percent higher bid than the only other bid.<\/p>\n

Administrator Schelkoph said the unit is better suited for its application. He said the cost is $45,000 under the projected cost.<\/p>\n

Commissioners approved the updated Employee Policy and Procedure Manual.<\/p>\n

The City Commission discussed a section of the Valley City Vehicular Driving Codes. Police Chief Thompson, asked that patrol vehicles use sirens along with emergency lights at all times.<\/p>\n

Commissioners indicated a limited use of sirens, during times when traffic is light, such as between midnight and 6-a.m.<\/p>\n

City Attorney Myhre said he favors minimizing liability to the city.<\/p>\n

The Commission voted 4-1 to follow the North Dakota Century Code, allowing sirens to be sounded early in the morning,\u00a0with commissioner Luke voting in opposition.<\/p>\n

City Commissioners approved deeding the Water Treatment Plant lime pit to the Park District.\u00a0 Commissioner Luke voted in opposition.<\/p>\n

CITY ADMINISTRATORS REPORT<\/p>\n

With the Energy Efficient Campaign the city has purchased energy efficient LED light bulbs. The city in October will establish an educational campaign for residents to use energy efficient LED lights.<\/p>\n

He said the plan by Barnes County Rural Water for modifications concerning lines is not opposed by the city.<\/p>\n

CITY UPDATE & COMMISSION REPORTS<\/p>\n

KLJ updated project reports, noting that \u00a0VCSU students and staff have shown understanding in changes in the parking lot, and additional walking required with the construction of the permanent flood control walls in that area.<\/p>\n
