HIGHS AROUND 80.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8212; The Jamestown City Engineer\u2019s Office informs the public that, the Ice House Dam Gates will remain in their current position until approximately July 25<sup>th<\/sup> or 26<sup>th<\/sup> to facilitate cleanout of silt and some minor pipe reconstruction at about a dozen storm sewer outfall locations along the James River.<\/p>\n<p>If this work can be accomplished quicker than anticipated, the gates will be re-set accordingly.<\/p>\n<p>The City has now received approval from the U.S. Army Corps of Engineers to perform this work in the channel areas.<\/p>\n<p>This work is necessary to meet the conditions set forth in the City\u2019s MS4 Permit with the ND State Department of Health as well as the obligations established by the ND State Water Commission.<\/p>\n<p>A map of these work locations will be posted on the City\u2019s website as soon as possible:<\/p>\n<p>\u00a0<a href=\"http:\/\/www.jamestownnd.org\/\"><strong><span style=\"font-family: Calibri,Calibri;\">www.jamestownnd.org<\/span><\/strong><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; A man who was dressed more for golf than<br \/>\ncrime held up a Williston bank.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the man was wearing a polo shirt and a flat cap when<br \/>\nhe walked into Williston&#8217;s Gate City Bank on Wednesday.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the man had a gun, but he didn&#8217;t point it at anyone<br \/>\ninside the bank. He was described as being in his 50s, with gray<br \/>\nhair and a beard.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The man took an undetermined amount of money.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; An arson suspect is on the hot seat in Bismarck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say someone set a Spiffy Biff portable toilet on fire near a construction zone shortly before noon on Wednesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Firefighters put out the blaze, which melted the plastic and caused an estimated $950 in damage.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Tribune reports (<a href=\"http:\/\/bit.ly\/P8LGNr\">http:\/\/bit.ly\/P8LGNr<\/a>) that police believe the fire was started intentionally, because there was nothing in the area that would have ignited the plastic.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; A judge has refused to throw out a<br \/>\nlawsuit against the state of North Dakota over who owns the right<br \/>\nto make money from oil exploration beneath the Missouri River.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The dispute is focused on a 50-mile area of the Missouri between<br \/>\nthe North Dakota and Montana border and Williston.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lawyers are arguing about the boundaries of land ownership along<br \/>\nthe river. The plaintiffs in the lawsuit are seeking to represent a<br \/>\nlarger group of mineral rights owners in the area.<br \/>\n\u00a0Northwest District Judge David Nelson is handling the case.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Nelson ruled that some key legal questions have to be decided,<br \/>\nand he denied the state&#8217;s request to dismiss the lawsuit.<\/p>\n<p>&nbsp;<\/p>\n<p>DICKINSON, N.D. (AP) &#8211; Dickinson&#8217;s planning board is delaying a<br \/>\nproposed 93-acre housing project because some of its potential<br \/>\nneighbors weren&#8217;t told about a public hearing.<\/p>\n<p>\u00a0City planner Ed Courton says some residents who should have been<br \/>\nnotified about a public rezoning hearing were not told, because a<br \/>\nlist of nearby property owners wasn&#8217;t complete.<\/p>\n<p>The proposed development would be at the corner of 20th Street<br \/>\nSouthwest and Highway 22, a half-mile south of Dickinson. It would<br \/>\nhave 207 building lots.<\/p>\n<p>\u00a0The Dickinson Planning and Zoning Commission on Wednesday voted<br \/>\nto table requests to rezone the land and approve a land-use plan<br \/>\nuntil the correct notices are given.<\/p>\n<p>Courton says, most of the affected residents knew about the hearing anyway and some of them showed up.<\/p>\n<p>&nbsp;<\/p>\n<p>BUFFALO, S.D. (AP) &#8211; Despite\u00a0 widespread hope that North Dakota&#8217;s oil rush will spread across the border, some say it&#8217;s doubtful South Dakota will experience much of it.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 South Dakota state geologist Derric Iles (EYE&#8217;-uhlz) says drillers are virtually assured of a profitable well in North Dakota. He says they have little time to bother with unknown prospects across the border.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Iles believes South Dakota is underexplored and may hold untapped reserves that could be exploited using know-how gained from North Dakota&#8217;s Bakken formation. The formation is not present in South Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 State and industry officials say dry holes are a rarity for drillers in the Bakken.
