Jamestown (CSi) The Stutsman County Sheriff\u2019s Office is notifying the public regarding a convicted sex offender changing addresses to Stutsman County.<\/p>\n

26 year-old Michael Allan Nelson was convicted of Corruption of a Minor in Barnes County in 2009. He has recently moved to 3351 Highway 281 Southeast #16. He has been assigned a high risk level by the assessment committee.<\/p>\n

He is not wanted at this time. This notification is meant for public safety. Any attempts to harass, intimidate or threaten these offenders will result in prosecution.<\/p>\n

ORDINANCES<\/p>\n

Then the City Commission approved the first reading of an Ordinance adopting the 2016 City Budget.<\/p>\n

The City Commission then approved the second and final reading of an Ordinance rezoning property from I-2, Heavy Industrial, to R-1, Single Family, a tract of land situated in Auditor\u2019s Lot 1 in the Southeast Quarter of Section 30, in Township 140 North, Range 58 West of the 5th Principal Meridian, Barnes County, North Dakota. Said tract of land contains 1.11 acres more or less and is subject to any easements, restrictions or reservations, existing or of record.\u00a0\u00a0 \u00a0City Attorney Myhre said the property is in Southwest Valley City as the property owner plans to build a house there, and has been approved by the City Planning & Zoning Commission.<\/span><\/p>\n

The City Commissioners approved second and final reading of an Ordinance amending and reenacting a Section of the revised ordinances relating to Dedication of Tax Proceeds.<\/p>\n

Approved a Resolution for a Special Alcohol Beverage Event Permit for Market Place Liquors and Dakota Silver to serve wine at the Barnes County Museum on October 27, 2015. Requested by the Rotary Club.<\/p>\n

Approved the 2016 Blue Cross Blue Shield Contract. Auditor Richter said the plan is a 1.7% overall increase, with the Stop Loss increasing at 5%.<\/p>\n

CITY ADMINISTRATORS REPORT<\/p>\n

David Schelkoph said October is energy efficient month, and the city is encouraging residents to look into using energy efficient light bulbs and other energy efficient products.<\/p>\n

The city will sell LED bulbs at half price from $6 to $3 per bulb.<\/p>\n

City Fire Chief Retterath said the city is recruiting new fire fighters, being short about 10.<\/p>\n

Valley City (CSi) the North Dakota Winter Show in 2016 will be expanded to an eight day show, in its 79th year.<\/p>\n

NDWS Manager, Dawn Riley says the show will start Saturday, March 5th and end Saturday, March 12 in 2016.<\/p>\n

Riley adds that the concert will be on Saturday, March 5th with on Rodeo on Friday March 11th and two Rodeos on Saturday March 12th.<\/p>\n

Jamestown (CSi) The University of Jamestown reports that enrollment increased \u00a0from 963 students in 2014 to 1,005 students this fall.<\/p>\n

The increase is due to an additional 297 full-time students, and UJ\u2019s enrollment is up 5 percent over the previous four years.<\/p>\n

The university has opened a new Master of Fine Arts in Leadership program beginning this fall at the Jamestown campus and will open the same program in Fargo in January. Students in the programs will be led by Lonnie Pederson.<\/p>\n

The university plans to open two additional programs next fall, including a mechanical engineering program and a hockey program. The university has hired a former NFL player and professional coach Dean Stork to recruit and lead the future of the hockey program and Bruce Chehroudi to guide the development and execution of the engineering program.<\/p>\n

Valley City (CSi) Barnes County Emergency Manager and 9-1-1 coordinator Kim Franklin has stepped down, accepting an employment offer elseswhere.<\/p>\n

Barnes County Commissioner Bill Carlblom says the search process to find a replacement has started.<\/p>\n

Carlblom adds, the county recently approved of hiring an assistant 9-1-1 coordinator.<\/p>\n

He said right now the Public Service Answering Point has 6 full-time dispatchers and two in training.<\/p>\n

Jamestown (CSi) The Two Rivers Activity Center Board of Directors and bylaws will be dissolved, becoming part of the Jamestown Parks and Recreation Commission.<\/p>\n

The TRAC Board approved filing a notice of intent with the North Dakota Office of Attorney General to dissolve the board and its bylaws.<\/p>\n

The TRAC Board has also approved transferring the balance of funds in its treasury, which had $4,134.13 to Jamestown Parks and Recreation Foundation. The TRAC funds will be a separate line in the budget of the Jamestown Parks and Recreation Commission, the governing body that will oversee TRAC once it is built.<\/p>\n

The TRAC Board became an entity when it adopted its own bylaws and articles of incorporation in December 2009. Doug Hogan, Jamestown Parks and Recreation director, said TRAC later became a 501(c)(3) nonprofit.<\/p>\n

Board President, Rachel Liechty, says the board will continue to meet on an as-needed basis as an advisory committee of the Jamestown Parks and Recreation Commission. <\/span><\/p>\n

Construction is expected to start on the TRAC facility in the spring. The first phase of TRAC is expected to be completed in December 2017.<\/p>\n

\u00a0STANLEY, N.D. (AP) – The Highway Patrol has identified a 1-year-old girl who died after being struck by a pickup truck in the driveway of a private residence southeast of Stanley.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say McKinley Craft died in a Stanley hospital after the incident Monday afternoon.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 No charges were filed against the woman driving the pickup. The patrol says the woman and girl were “distant relatives.”
\n\u00a0<\/p>\n

\u00a0MINOT, N.D. (AP) – A 29-year-old man is charged with terrorizing following an incident Monday night in which shots were reportedly fired at a home in Minot.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Kenny Javar is charged with terrorizing and preventing arrest. Both charges are class C felonies.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Minot police officers were dispatched to a home in the 2800 block of Grey Eagle Pass around 9 p.m. for a report of a domestic dispute. Authorities say Javar fled the scene as officers arrived and couldn’t be found.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Officers were called back to the home about an hour later and said the suspect fled again. Officers were able to find him and said he resisted arrest but was eventually taken into custody.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 An attorney is not listed for Javar. His arraignment is scheduled for Oct. 22.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A flight attendant accused of fabricating a story that prompted an emergency landing in North Dakota has been released from custody without bond, but a judge is not allowing him to fly without court approval until his case is resolved.

\n\u00a0\u00a0\u00a0\u00a0 Justin Cox-Sever is charged in federal court with interfering with the operation of an aircraft and communicating false information.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities allege he stuffed a bag with towels and reported it as a suspicious package making beeping noises during a Sept. 9 flight from Minneapolis to Dickinson. The Dickinson airport was temporarily shut down after the plane landed.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 FBI Special Agent Daniel Genck says in court documents that Cox-Sever also admitted to fabricating a bomb threat on an East Coast flight earlier this summer. Cox-Sever hasn’t been charged in that case.<\/p>\n

\u00a0ALEXANDER, N.D. (AP) – The Highway Patrol has identified two people who died in a weekend crash in the western North Dakota oil patch.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say 30-year-old Micah Martinez, of Farmington, New Mexico, was driving a pickup truck that failed to stop at a U.S. Highway 85 intersection near Alexander shortly before 10 p.m. Sunday and collided with a semitrailer.

\n\u00a0\u00a0\u00a0\u00a0 Martinez was killed, along with 26-year-old passenger Darrell Donahue, of Reno, Nevada.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Two other passengers in the pickup, from New Mexico and Texas, suffered undisclosed injuries. The Colorado man driving the semi was not hurt.
\n\u00a0<\/p>\n

\u00a0BISMARCK, N.D. (AP) – For the second time in a week, firefighters have had to put out a fire at a steamboat replica in Bismarck.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Bismarck police were called to Steamboat Park along the Missouri River shortly after 3 a.m. on Tuesday. The north and east sides of the park’s steamboat replica were on fire when an officer arrived.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Fire Department eventually contained the fire. Authorities say there was a strong smell of gasoline around the boat.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities were called to the park on Friday for a fire at the steamboat. In total, the fires caused about $8,000 worth of damage to the structure.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The boat is a 60-foot-long replica of the steamboat “Yellowstone,” which traveled Missouri River in the 1800s.

\n\u00a0\u00a0\u00a0\u00a0 Superintendent Leslie Bieber says repairs to the gym could take a month, though a portion of the gym might be reopened sooner.

\n\u00a0\u00a0\u00a0\u00a0 Bieber says work on the gym should not affect the planned fall 2016 completion of the $17.4 million expansion project. It will include new classrooms, a second gym and a fitness center.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Jim Poolman, of Bismarck, and Rep. Pamela Anderson, of Fargo, were selected this month by the Capitol Grounds Planning Commission.

\n\u00a0\u00a0\u00a0\u00a0 Poolman says he and Anderson plan to meet in Bismarck this week to begin the process of appointing a 12-member bipartisan panel to begin volunteer fundraising efforts.

Valley City (CSi) The Valley City State University football team moved up one spot in the first regular season edition of the NAIA Football Top 25 Coaches\u2019 Poll released on Monday.<\/p>\n

Despite a 28-14 loss on Saturday to then number 20 Robert Morris University, the Vikings were able to move up one spot to number 17 in the preseason poll.<\/p>\n

VCSU is now 2-1 overall. The Vikings received 120 poll points in Monday\u2019s poll. The Vikings begin conference play this Saturday with a 1 p.m. road game at Waldorf College.<\/p>\n

Robert Morris, 2-0 moves up to number 11 in the nation. Marian (Ind.) is the top-ranked team in the poll and will face Robert Morris this Saturday.<\/p>\n

Marian is followed by Morningside (Iowa), Lindsey Wilson (Ky.), Southern Oregon (1-1) and Faulkner (Ala.) to round out the top five.<\/p>\n

Four teams that ranked ahead of VCSU in the preseason poll were dropped out of the poll this week.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota’s pheasant population has increased by nearly one-third over the past year, thanks to a pleasant winter and favorable weather during the spring nesting season.

\n\u00a0\u00a0\u00a0\u00a0 The estimated 30 percent increase in birds over 2014 mirrors increases in nearby states including South Dakota, where the pheasant population is up about 42 percent. North Dakota Game and Fish Wildlife Chief Jeb Williams says that could spread out hunting pressure, raising the prospects for an even more successful hunt this fall.

\n\u00a0\u00a0\u00a0\u00a0 North Dakota’s regular pheasant season opens Oct. 10 and continues through next Jan. 3.
