HIGHS IN THE LOWER 60S.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi)\u00a0 VCSU reports that Tisa Mason, Ed.D., will be inaugurated as Valley City State University\u2019s 13th president on Thursday, Oct. 1, 2015, at 3 p.m. in the W.E. Osmon Fieldhouse on the VCSU campus.<\/p>\n<p>A 4:30 p.m. reception at Epworth United Methodist Church, adjacent to the fieldhouse, will follow the inauguration ceremony.<\/p>\n<p>A tree-planting ceremony in honor of President Mason will take place in front of McFarland Hall on the VCSU campus on Friday, Oct. 2, at 1:30 p.m.<\/p>\n<p>The inauguration events are open to the public free of charge.<\/p>\n<p>Mason was appointed VCSU president by the North Dakota State Board of Higher Education at its meeting on the VCSU campus Oct. 30, 2014, and she began her work at VCSU on Dec. 15, 2014. She succeeded Steven Shirley, now president of Minot State University.<\/p>\n<p>Mason came to Valley City from Hays, Kan., where she served as vice president for student affairs at Fort Hays State University. She previously served as dean of student life at the University of Wisconsin\u2013Whitewater in Whitewater, Wis.; executive director of the Sigma Kappa Sorority and Foundation in Indianapolis, Ind.; director of student life and assistant professor at Christopher Newport University, Newport News, Va.; and assistant dean of students, Hanover College, Hanover, Ind.<\/p>\n<p>A frequent speaker on leadership, student involvement, adult learners, and fraternities and sororities on college campuses, she is a member of the National Association of Student Personnel Administrators and former president, treasurer and board member of the Center for the Study of the College Fraternity.<\/p>\n<p>In 2013, Mason received the Robert H. Shaffer Award from the Association of Fraternity\/Sorority Advisors for her long-term commitment to fostering positive change in fraternities and sororities. She received the Excellence in Service to Students Award from the National Society of Leadership and Success in the same year.<\/p>\n<p>Her academic credentials include a Doctor of Education degree in higher education from the College of William and Mary in Williamsburg, Va.; a Master of Science degree in education from Eastern Illinois University in Charleston, Ill., and a Bachelor of Arts degree in sociology\/anthropology from Transylvania University in Lexington, Ky. Her dissertation at William and Mary was \u201cThe Commuters\u2019 Alma Mater: Profiles of College Student Experiences at a Commuter Institution.\u201d She has also earned the professional credential of Certified Association Executive (CAE).<\/p>\n<p>She and her husband, Bill Mason, make their home in Valley City.<\/p>\n<p>President Mason\u2019s inauguration is part of VCSU\u2019s homecoming week and 125th anniversary celebration. (AP) \u2013 The North Dakota Bureau of Criminal Investigation is hiring nine new agents this fall, including Jamestown, and stationing many of them in the western oil patch, where crime is increasing.<\/p>\n<p>Attorney General Wayne Stenehjem says two of the new agents will be based in Williston, working cases involving Internet crimes against children.<\/p>\n<p>Three of the agents will be based in Bismarck, two at a new field office to open in Watford City and one apiece in <strong>Jamestown and Dickinson.<\/strong><\/p>\n<p>Five of the new agents are tentatively scheduled to begin work Nov. 16, with the other four starting Dec. 1. BCI Director Dallas Carlson says they\u2019ll boost the 43 agents on staff, 39 of which are engaged in investigative work.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) Floor plans have been released as James River Family Fitness\u2019 Learning Center, will move to the Two Rivers Activity Center.<\/p>\n<p>On Wednesday\u2019s Wayne Byers Show on CSi Cable 2, teacher Torrey Herrington said the Learning Center at the TRAC facility should be ready for occupancy in September of 2017, and will include four classrooms and a larger After School Program room.<\/p>\n<p>She said, presently the Learning Center is looking for two additional teachers so the program can expand to four classrooms. At this time there is a waiting list for new students.<\/p>\n<p>The program currently has 15 Pre-Kindergarten students and 25 Afterschool students.<\/p>\n<p>The Learning Center is open from 6-a.m., to 6-p.m., with the Afterschool program from 3-p.m., to 6-p.m.<\/p>\n<p>She pointed out that the Pre-K program teaches children how to interact with other children, and prepares them for a classroom setting when they start school.<\/p>\n<p>More information by calling the Learning Center\u2019s Director at James River Family Fitness at 701-253-4101.<\/p>\n<p>Ms. Herrington added that the JRFF Halloween Party will be on<strong> Friday October 30, 2015,<\/strong> with the hours to be announced.<\/p>\n<p>Jamestown (CSi)\u00a0 Sanford Health Jamestown clinics have undergone many changes recently from clinic expansions and renovations to the addition of new providers. To better serve the growing community, the Sanford Health Jamestown 2nd Ave. Clinic has expanded by 6,000 square feet to now span 33,000 square feet. It features 55 exam rooms and four procedure rooms.<\/p>\n<p>A ribbon cutting and open house will be held Oct. 7 for the Sanford Health Jamestown 2nd Ave. Clinic to showcase its expansion and renovations. The Jamestown Area Chamber of Commerce will hold the ribbon cutting at 4:30 p.m., with the open house following from 5 to 7 p.m.<\/p>\n<p>For the convenience of patients, the 2nd Ave. Clinic will house all family and internal medicine providers and services. Additionally, dialysis, behavioral health and surgery services will be at this location. The open house will also offer the public a chance to meet new Sanford providers.<\/p>\n<p>Open house highlights include the updated reception area, expanded exam and procedure rooms, new radiology area, outpatient mental health, cardiac rehabilitation and the walk-in waiting room.<\/p>\n<p>The $4.3 million expansion and renovations are part of a total project cost for all Jamestown clinic updates. She\u2019s definitely a difference maker in the community and very deserving of this award.&#8221;<\/p>\n<p>The university\u2019s highest honor, the VCSU Distinguished Service Award is given at the discretion of the president in recognition of exceptional contribution toward the university\u2019s vision. The honor has been bestowed on a total of 23 individuals and organizations, including Bjornson, since its 1975 inception.<\/p>\n<p>A senior business banker at Dacotah Bank in Valley City, Bjornson serves on the VCSU Business Advisory Board and is president of the Valley Development Group Board of Directors. (AP) &#8211; Authorities are searching for a woman suspected of robbing a Grand Forks bank with a box cutter knife.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The holdup early Wednesday afternoon at a Bremer Bank prompted three schools in the area to go into lockdown status as precaution.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police Lt. Derik Zimmel says there were no customers in the bank at the time of the robbery. No employees were injured.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The robber fled on foot with an undisclosed amount of cash.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A 48-year-old man who authorities accuse of robbing two convenience stores in North Dakota has been arrested.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police in Fargo say Rodney Anderson has been arrested on two counts of robbery. Authorities say the Fargo man was arrested Wednesday in connection with the robberies at a Casey&#8217;s General Store on Sept. 20 and a Holiday Stationstore on Sept. 23.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Anderson is being held at the Cass County Jail. It wasn&#8217;t immediately clear whether he has an attorney who could comment on his case.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WEST FARGO, N.D. (AP) &#8211; Two workers in eastern North Dakota have been rescued from a collapsed clay trench.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 West Fargo Fire Chief Dan Fuller says the workers were in a trench about 15 feet deep when it collapsed around 10:40 a.m. One man was trapped in clay up to his waist, while the other man had clay up to his knees.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fuller says emergency personnel first rescued the worker who had clay up to his knees. They then used tools to free the other worker, who was also pinned by a concrete form under the collapse.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fuller says crews took about 34 minutes to free the workers, who were then transported to a local hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The conditions of the workers are unknown.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; A Kenmare woman accused in the starvation death of her 13-year-old son is scheduled to change her plea Friday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-six-year-old Jessica Jensen last year pleaded not guilty to murder and other charges in the death of Aidan Bossingham, who authorities said weighed just 21 pounds when he died. The murder charge carries a maximum sentence of life in prison without parole.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jensen reached a plea deal with prosecutors in July that called for her to spend 16 years in prison. Judge Gary Lee rejected it, saying he couldn&#8217;t agree to the terms given the evidence in the case &#8220;and the severity of the charges.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Neither defense attorney Tyler Morrow nor prosecutor Kelly Dillon would comment on whether there is a new plea deal in the works with a harsher sentence.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; A woman who authorities say was found in possession of hundreds of painkillers has been charged in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court records show that 29-year-old Precious Bailey, of Minot, has been charged with one count of intent to deliver a controlled substance.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says Bailey was arrested Saturday in Minot for an outstanding warrant and driving under suspension. Law enforcement officers then found her in possession of 430 oxycodone pills, which authorities say have an estimated street value of more than $25,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bailey&#8217;s court records do not list an attorney who could comment on the charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 She is being held at the Ward County Jail. A preliminary hearing has been scheduled for Nov. 5.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A now-former corrections officer in North Dakota accused of helping a federal prisoner escape has been sentenced to over three years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Acting U.S. Attorney Christopher Myers says 27-year-old Rachel Chepulis was sentenced Wednesday. The Devils Lake woman earlier pleaded guilty to obstruction of justice and assisting an escape from custody.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Chepulis helped inmate Wesley Brown III escape from the Lake Region Law Enforcement Center in Devils Lake in mid-March. About two weeks later, they were captured at a Bi-Mart store in Oregon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Before escaping with the help of Chepulis, Brown was awaiting sentencing after he had pleaded guilty to charges of possession of a firearm by a convicted felon and escape.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Ralph Erickson also ordered Chepulis to spend three years on supervised release.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0DICKINSON, N.D. (AP) &#8211; Thomas Mitzel has been named president of Dickinson State University.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 48-year-old native of Aberdeen, South Dakota, has spent the last two years as vice president and faculty dean at Trinity College in Connecticut. He became the lone finalist for the DSU position after Peru State College President Daniel Hanson withdrew from consideration.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Board of Higher Education conducted a formal interview with Mitzel on Wednesday morning before offering him the job. (AP) &#8211; The North Dakota Board of Higher Education has voted to reduce the projected increase in student fees at Williston State College by 50 percent beginning in the spring of 2016.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The college raised its overall cost of tuition, room, board and fees by nearly $15,000 this school year due in part to the higher cost of doing business in the oil patch. The college says it&#8217;s also trying to maintain its bond rating.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0OMAHA, Neb. (AP) &#8211; A second straight monthly survey of nine Midwest and Plains states suggests a slowdown in the region&#8217;s economy. The overall Mid-American Business Conditions Index dropped to 47.7 last month. Survey organizers say any score above 50 suggests economic growth. A score below that suggests decline. The survey covers North Dakota and eight other states.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A group that represents water interests in several North Dakota counties is holding a meeting to talk about the threat of drought in the Red River Valley.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials with the Garrison Diversion Conservancy District cite studies showing that eastern North Dakota will likely experience a major drought by 2050. Such an event would leave the Red River Valley short on drinking water for its residents.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Garrison Diversion is currently working on the Red River Valley Water Supply Project, which would provide a reliable water source during extreme dry conditions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The conference is scheduled from 9 a.m. to 3:15 p.m. Thursday at the Rama Plaza Suites. It is free and open to the public.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Department of Career and Technical Education is getting a share of $8.4 million in federal grant funding to reduce mining accidents and injuries and for training programs.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The grants from the U.S. Department of Labor&#8217;s Mine Safety and Health Administration are aimed at providing miners with federally mandated training. Career and Technical Education is in line for $90,524 in funding.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The government says the grants cover training of miners working at surface and underground coal and metal and nonmetal mines, including sand and gravel mines.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The funding announced this week is headed to 47 states and the Navajo Nation. States first received funding to provide this kind of training in 1971.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D.
