\u00a0SIOUX FALLS, S.D. (AP) – Parts of the Dakotas are in for a snowy weekend.
\n\u00a0\u00a0\u00a0\u00a0 The weather service says accumulating snow and blowing snow is possible in western and central North Dakota this weekend, and wind chills in the region could plummet to as low as 30 degrees below zero.<\/p>\n

 <\/p>\n

Jamestown, ND (KCSi-T.V. News Dec 6, 2012) — The Jamestown City Council met in Special Session Thursday afternoon at City Hall.<\/p>\n

The Council entered into closed Executive Session, to consult with the City Attorney concerning the territorial service claims by the Stutsman Rural Water District.<\/p>\n

Those attending the closed Executive Session were Mayor Andersen and all City Council Members, in addition to, City Administrator Jeff Fuchs, City Attorney Ken Dalsted, City Fire Chief Jim Reuther, and Jamestown City Engineer Reed Schwartzkopf.<\/p>\n

Following Thursday\u2019s Executive Session, the City Council reconvened into open session.<\/p>\n

At that time, Mayor Andersen noted those in attendance,\u00a0 at the meeting\u00a0 and a motion to adjourn the meeting was approved.<\/p>\n

The open portion of the meeting was shown live on CSi 67.<\/p>\n

At issue is a claim by Stutsman Rural Water that Jamestown was expanding its water service into territory Stutsman Rural Water has rights to serve, in the area of the Titan Machinery facility under construction near Jamestown Regional Medical Center,\u00a0 which utility has the right to serve the area, which is in the one mile extraterritorial limits of the City of Jamestown.<\/p>\n

Presently JRMC does not have a backup supply of water and the Titan Machinery building now under construction west of the JRMC and \u00a0has no water service installed at this time<\/p>\n

The city has awarded bids on the project, and a $1 million construction contract to bring city water and sewer lines to the Titan Machinery location is on hold pending the resolution of the conflict.<\/p>\n

On the December 3, 2012 Wayne Byers Show, on CSi Cable 2, Mayor Andersen said December 14, 2012 is the deadline to start plans for installing water and sewer lines at the Titan site.<\/p>\n

She said the city must take action in the issue by that time in order for the installation to proceed in a timely fashion.<\/p>\n

Jamestown, ND (KCSi-T.V. News Dec 6, 2012) \u2013 Officials report an\u00a0 adult female orange and white tabby cat, in Jamestown has tested positive at the State Lab in Bismarck, for rabies.<\/p>\n

The long-haired breed was found near a Jamestown gas station.<\/p>\n

The State Board of Animal Health is requesting public for assistance to identify individuals in Jamestown who may have been exposed to the saliva, or bitten by the cat.<\/p>\n

Those individuals should contact a clinic, or their physician, immediately, and the State Health Department, in Bismarck, at 1-800-472-2180.<\/p>\n

Contact a veterinarian or the North Dakota State Veterinarian\u2019s Office, in Bismarck, at 701-328-2655, with any information about the rabid cat.<\/p>\n

Also, the office should by contacted by pet owners who believe one of their pets may have been exposed to the rabid cat.<\/p>\n

Again, contact the North Dakota of Health at 1-800-472-2180 or the State Veterinarian\u2019s Office at 701-328-2655.<\/p>\n

Jamestown, ND (KCSi-T.V. News Dec 6, 2012) \u2013 Southeast District Court Judge, John T. Paulson, has awarded a judgment of $528.68 to Aron Williams, the defendant in a small claims court lawsuit brought against the James River Humane Society.<\/p>\n

Damages amount to $200 per kitten and the costs of the proceeding.<\/p>\n

Judge Paulson also wrote that an additional $100 was awarded because the defendant, James River Humane Society, failed to appear at the initial hearing.<\/p>\n

The remaining $28.68 was awarded to cover the costs of the filing documents and mailing fees.<\/p>\n

Williams sued the James River Humane Society for $10,000 after two of his kittens were taken there in September.<\/p>\n

One was adopted, after he was told the shelter did not have the cats.<\/p>\n

The entire judgment amount was donated by a Humane Society supporter, who wishes to remain anonymous.<\/p>\n

Williams will donate the money to a veterinary clinic.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — Jamestown Regional Airport Manager, Mathew Leitner says, Great Lakes Airlines has modified the Jamestown-Minneapolis schedule.<\/p>\n

On Thursday\u2019s Wayne Byers Show on CSi Cable 2, Leitner said the afternoon departure and arrival, Monday through Friday was changed, effective December 1, 2012.<\/p>\n

He pointed out that the flight leaves Minneapolis at 2:55 p.m., and arrives in Jamestown at 4:20-p.m.<\/p>\n

The return flight to Minneapolis leaves Jamestown at 4:36 p.m., and arrives in Minneapolis at 5:55-p.m.<\/p>\n

He added anyone that made flight arrangements for the afternoon flight prior to December 1, 2012 should double check with the airline to make sure proper arrangements have been made.<\/p>\n

Leitner added that reservations with Great Lakes and to check for flight schedules can go on line to flyjamestown.net.<\/p>\n

Also flyers may call Great Lakes Airlines, Delta, or their travel agent with that information also listed on the web site.<\/p>\n

He said the November Jamestown boardings were 251, and on Wednesday Jamestown Regional Airport boarded 20 passengers.<\/p>\n

He said the boarding numbers are improving over the past few months, after Great Lakes began serving Jamestown.<\/p>\n

On another topic, Leitner said that he and the city and the State DOT are working to install signage, giving directions to the airport, in town and along the major highways leading to Jamestown, along with Highway 20.<\/p>\n

BISMARCK, ND (KCSi-T.V. News) \u2013 Gov. Jack Dalrymple Thursday directedall state government agencies and encouraged all North Dakotans to fly the United States and North Dakota flags at half-staff on Friday, December 7 in honor of those who lost their lives serving this nation at Pearl Harbor.<\/p>\n

The Governor\u2019s directive is in accordance with the U.S. flag code and a proclamation issued by the President designating December 7 as National Pearl Harbor Remembrance Day.<\/p>\n

“As we mark the anniversary of the attack on Pearl Harbor, we honor the more than 3,500 Americans who were killed or wounded on that solemn day, and recognize the veterans who, with courage and perseverance, changed the course of history during World War II,” Dalrymple said. “When it mattered most, an entire generation of patriots stepped forward to defend our homeland and our way of life, driven by the heroism and resolve that defined that fateful day at Pearl Harbor.”<\/p>\n

BISMARCK, N.D. (AP) – An Idaho kidnapping suspect who was
\narrested in Bismarck now faces four charges in North Dakota.
\n\u00a0\u00a0\u00a0\u00a0 Fifty-seven-year-old Mitchell Walck appeared in court Thursday
\non felony charges of terrorizing, unlawful entry to a motor
\nvehicle, possession of stolen property and being a felon in
\npossession of a firearm. Judge Sonna Anderson ordered him held
\nwithout bond. He requested a public defender.
\n\u00a0\u00a0\u00a0\u00a0 Walck was arrested on Wednesday after authorities say he pulled
\na gun on a truck driver whose sleeper cab he had entered and then
\nfled. Officer who chased him found him hiding under a tree.
\n\u00a0\u00a0\u00a0\u00a0 Walck is a suspect in a case in which a Rathdrum, Idaho, woman
\nwas kidnapped from her home at gunpoint on Saturday and released
\nunharmed a day later in Glendive, Mont.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The presidents of North Dakota’s two
\nlargest universities say they’re backing a new way to distribute
\nstate aid to public colleges. The formula is part of Governor Jack
\nDalrymple (DAHL’-rimp-ul)’s budget recommendations to the
\nLegislature. It includes information on the number of classes that
\nstudents finish, the types of courses they take and the building
\nspace on each campus.<\/p>\n

\u00a0MANDAN, N.D. (AP) – North Dakota’s newly elected superintendent of public instruction says she will finish serving her term on the Mandan School Board but will resign as its president.

\n\u00a0\u00a0\u00a0\u00a0 Kirsten Baesler (KEER’-stun BAYZ’-lur)says she will step down as school board president in early January. Baesler says she will continue as a board member for the next six months.

\n\u00a0\u00a0\u00a0\u00a0 Baesler also is assistant director of the state School Boards Association. She says she will resign that position on Dec. 28.

\nthe company is still willing to negotiate with workers who have
\nbeen locked out of their jobs for more than 16 months.

\nworkers and community members showed up at the cooperative’s annual
\nmeeting of shareholders and pleaded with the company to end the
\nlockout.

\nif a federal mediator calls for more negotiations.<\/p>\n

\nwere not allowed into the shareholders’ meeting.

BISMARCK, N.D. (AP) – Enbridge Corp. says it will proceed with a
\n$6.2 billion program to increase pipeline capacity to open North
\nDakota and western Canada light oil production to expanded markets.
\n\u00a0\u00a0\u00a0\u00a0 The company says its Light Oil Market Access Program will
\nprovide access from the Enbridge system to refinery markets in
\nOntario, Quebec, and the U.S. Midwest for an additional 400,000
\nbarrels per day.
\n\u00a0\u00a0\u00a0\u00a0 The project involves increasing pipeline capacity on Enbridge’s
\nNorth Dakota regional system, expanding capacity on the U.S.
\nmainline system and enhancing Canadian mainline terminal

\nNorth Dakota has grown from 200,000 barrels per day to 700,000

(AP) – The U.S. attorney for North Dakota says his participation in a recent White House conference shows the progress his office has made in trying to lower crime on the state’s reservations. Purdon says he was selected because of the work of his assistants in trying to increase safety.<\/p>\n

PHILADELPHIA (AP) – The Minnesota Twins have traded outfielder Ben Revere to the Philadelphia Phillies for pitchers Vance Worley and Trevor May. Revere batted .294 with 40 stolen bases last season with the Twins. Worley was 6-9 with a 4.20 ERA last year after going 11-3 with a 3.01 ERA as a rookie in 2011.

(AP) – Linebacker Manti Te’O (MAN’-ty TAY’-ow) of Notre Dame won the Walter Camp national player of the year award and the Maxwell Award given the nation’s most outstanding player. On Saturday night, Te’O will try to become the first defense-only player to win the Heisman Trophy, going up against a couple of quarterbacks in Texas A&M’s Johnny Manziel and Kansas State’s Collin Klein.

Barry Alvarez is headed back to the Wisconsin sidelines. For one game, at least. WASHINGTON (AP) – A new poll finds President Barack Obama with his highest approval ratings since the killing of Osama bin Laden. Still, those surveyed were about evenly split over whether Obama has been an above average or below average president.

\n\u00a0\u00a0\u00a0\u00a0 TOKYO (AP) – Japan’s Meteorological Agency has lifted a tsunami warning after a powerful earthquake struck off the country’s northeastern coast. There have been no reports of serious damage from the magnitude 7.3 quake, but several people are reported to have been hurt. The earthquake was centered in the same area as last year’s magnitude-9.0 quake.

\n\u00a0\u00a0\u00a0\u00a0 BEIRUT (AP) – Syrian rebels say the Damascus International Airport is a “legitimate target.” The announcement is being seen as a stern warning both to President Bashar Assad’s regime and other travelers. Two fighters say the rebels are trying to lay siege to the airport and cut military supplies to the regime.

\n\u00a0\u00a0\u00a0\u00a0 GAZA CITY, Gaza Strip (AP) – Hamas chief Khaled Mashaal (HAH’-led MAH’-shahl) has arrived in the Gaza Strip for his first-ever visit. Gaza officials are portraying the landmark visit as a celebration of what they call Hamas’ victory in last month’s eight-day conflict between Israel and Gaza. Mashaal led the Hamas delegation that accepted a truce to end the fighting.
