Jamestown (CSi) Otter Tail Power Company reports that a power outage occurred in Jamestown Tuesday afternoon starting at 3:15 \u2013p.m. for about 28 minutes.<\/p>\n

Customer Service Manager, Jeff Hoff at the Jamestown Otter Tail Power Company office says, a squirrel got into the Substation located across from City Hall, and tripped the circuit affecting about 2,300 customers in the downtown area, plus parts of Southeast Jamestown and Northeast Jamestown including the University of Jamestown campus, areas fed from the substation.<\/p>\n

 <\/p>\n

Jamestown (CSi) The North Dakota Aeronautic Commission reports that Jamestown boardings for September 2015 increased significantly, compared to September 2014 as did the year to date boardings, compared to last year at this time.<\/p>\n

In September this year Jamestown boardings were 643 compared to 488 in September of 2014, and 253 in September of 2013.<\/p>\n

Through September this year Jamestown boardings were 6,101, compared to 1940 in the first nine months of 2014, a 214.48% increase, and 1,988 through September of 2013.<\/p>\n

Jamestown was without air service from March to most of June 2014, when Great Lakes Airlines stopped serving Jamestown and UnitedExpress\/SkyWest started service.<\/p>\n

Jamestown (CSi) The Jamestown Tourism Board has approved having Talking Trails, a Mandan-based company, perform an assessment of the community.<\/p>\n

The recent assessment will determine which stories about Jamestown and the community would be compelling to visitors and the best way to get those stories told.<\/p>\n

On Tuesday\u2019s Wayne Byers Show on CSi Cable 2, Jamestown Tourism Director Searle Swedlund said the project is still in the development stage, as the board will be discussing the possibilities. Swedlund said the effort is a part of Jamestown Tourism\u2019s goal of telling the story of Jamestown.<\/p>\n

He added that a representative from Talking Trails visited Jamestown last week to view various locations, including a tour of Historic Franklin School in downtown Jamestown, now the home for CSi Cable, and CSi Computers.<\/p>\n

Talking Trails will review the sites, and then indicate where the locations should be included in the program.<\/p>\n

Swedlund pointed out that Historic Franklin School and Jack Brown Stadium in Jamestown are good examples of stories that can be told about venues in Jamestown that are tourist attractions.<\/p>\n

Swedlund says when a site is established, a sign is placed at the location, including a cell phone number that will be available 24\/7, day and night where a recording will tell of the historical significance of the site.<\/p>\n

The cost for this assessment is $5,000, and the cost of placing a sign denoting a historic or notable place is $600.<\/p>\n

Tourism Board President Mitzi Hager previously said, the board is just having the assessment done for now and no decisions have been made about how many stops would be on any route using the Talking Trails system.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Police say a man who barricaded himself for 15 hours at a Bismarck home has been arrested after tear gas was shot into his hiding place.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 They say Brandon Lyon surrendered Tuesday morning. The hourslong standoff began Monday night when police say Lyon threatened to kill another man in the home.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A record from the Burleigh County Detention Center shows the 36-year-old Lyon is in custody on an attempted murder charge and two parole violations. It’s not clear if he has an attorney who could comment on this case.

\n\u00a0\u00a0\u00a0\u00a0 Bismarck police officer Pat Renz says the man who was threatened and a woman managed to flee the house shortly after 9 p.m. Monday and reported the incident to police.

COLEHARBOR, N.D. (AP) – A Michigan man working in the western North Dakota oil patch suffered no serious injuries when he was stranded overnight on a lake island.<\/p>\n

Thirty-four-year-old Eric Gauthier was fishing on Lake Audubon on Sunday when winds gusting up to 60 mph tipped his canoe. He swam 200 yards to the island – barely making it through waves 4-5 feet high.<\/p>\n

Gauthier’s fiancee in Michigan called police when she became worried because she hadn’t heard from him. Local, state and federal officials searched for him with help from the Civil Air Patrol. Officials narrowed the search area with help from a cellphone signal and spotted Gauthier from the air Monday afternoon.<\/p>\n

Gauthier was rescued, taken to a hospital in Garrison to be checked out, and released.<\/p>\n

FARGO, N.D. (AP) – Some North Dakota business leaders say the state’s university system needs to become more aggressive to meet workforce demands, but lawmakers and higher education officials don’t necessarily agree on ways to help solve the problem.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Steve Burian, CEO of a Grand Forks-based engineering consulting firm, told an audience at the governor’s economic summit last week that there’s too much infighting in higher education and the universities should be growing at a faster rate. That came on the same day that North Dakota State University President Dean Bresciani (bruh-SHAW’-nee) said that NDSU needs to increase its enrollment by 3,500 students in the next five years.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Supporters of expanding the system say the state should do more to attract out-of-state college students. Some legislators say it’s more important to cultivate homegrown talent.<\/p>\n

BISMARCK, N.D. (AP) – North Dakota’s oil production slipped slightly in August but still remains at a near-record pace despite depressed crude prices. The Department of Mineral Resources says the state produced an average of 1.1 million barrels of oil daily in August. That’s down about 20,000 barrels from July. Oil production numbers typically lag at least two months.

BISMARCK, N.D. (AP) – The design for a new $5 million North Dakota governor’s residence places it north of the existing home, allowing the governor and first lady to remain on site when construction begins.

\n\u00a0\u00a0\u00a0\u00a0 The Bismarck Tribune reports the Capitol Grounds Planning Commission recently approved a layout that puts the public entrance of the home on the east side, facing the Capitol, and the private entrance on the west side. Chris Hawley Architects of Fargo has prepared one-story and two-story designs for consideration.

\n\u00a0\u00a0\u00a0\u00a0 Lawmakers earlier this year authorized $4 million in state money and $1 million from private donations to build the new residence. Construction won’t begin until at least $500,000 in donations are collected.

\u00a0BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem says North Dakota will sue over new federal rules designed to cut greenhouse gas emissions from U.S. power plants.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 North Dakota is among 16 states that will have to reduce carbon dioxide emissions the most under Environmental Protection Agency rules unveiled in August by President Barack Obama. Under the new standards, North Dakota must cut its emission rate almost 45 percent by 2030.<\/p>\n

\u00a0\u00a0 State officials have been considering a legal fight.\u00a0 \u00a0Stenehjem made it official on Tuesday, saying the lawsuit will come as soon as the new rules are published in the Federal Register.

\n\u00a0\u00a0\u00a0\u00a0 Stenehjem says North Dakota will not join with other states in a lawsuit, because North Dakota’s coal industry faces unique circumstances.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Department of Justice officials say that Chris Myers has been appointed the state’s interim U.S. attorney. He will serve in that position until the search for the next U.S. attorney is completed.

BISMARCK, N.D. (AP) – North Dakota Agriculture Commissioner Doug Goehring has awarded 27 grants totaling more than $2.4 million to promote specialty crops in the state.

\n\u00a0\u00a0\u00a0\u00a0 North Dakota gets money from the federal government to dole out as grants to boost the production and processing of crops such as dry peas, lentils, honey and confection sunflowers. The state already is among the nation’s leaders in the production of those crops.

\n\u00a0\u00a0\u00a0\u00a0 Goehring says the grants are distributed based on a formula that takes into account specialty crop acreage and production value.
\n\u00a0

\u00a0BISMARCK, N.D. (AP) – A new study has identified a need for about 13,000 housing units over the next 15 years in the Bismarck-Mandan area.

\n\u00a0\u00a0\u00a0\u00a0 The study released Tuesday indicates a housing target demand of nearly 9,100 housing units in Bismarck and more than 3,900 housing units in Mandan. It recommends the two cities implement a joint housing development initiative to encourage both private owner and rental properties and to monitor vacant lots for housing in the area.

\n\u00a0\u00a0\u00a0\u00a0 The study also suggests the cities create a housing assistance program that would encourage major employers to assist their employees with finding affordable housing options.

\n\u00a0\u00a0\u00a0\u00a0 The agency says members of the public may bring in possible fossils to be identified by paleontologists and geologists. Children also have the opportunity to make a plaster cast of a fossil to take home.

Baez belted a three-run shot in the second to put Chicago ahead 4-2, but the Redbirds knotted the score before Rizzo’s solo blast in the sixth. It’s the first time the Cubs have clinched a postseason series at home.

Eighteen seconds were incorrectly run off the clock late in the fourth quarter of the Pittsburgh Steelers’ 24-20 victory at the San Diego Chargers, and none of the game officials noticed the gaffe and corrected it. After the Chargers hit a go-ahead field goal with 2:56 remaining, the ensuing kickoff went for a touchback, but the clock rolled down to 2:38 instead of remaining at 2:56.
