Valley City (CSi) he Barnes County Commission has declared a fire emergency and burn ban effective immediately\u2026. whenever the North Dakota Fire Danger rating is “very high” or “extreme” or if a red flag warning has been issued for Barnes County.
\nThe commissioners will decide at their October 20, 2015 meeting the ban\u2019s duration.<\/p>\n

Violating the burn ban is a Class B misdemeanor, punishable by up to 30 days in jail and a $1,000 fine.<\/p>\n

\"FrontierVillageStageCoachClose\"<\/a>Jamestown (CSi) The Frontier Village Association Board of Directors has voted to wait for insurance reports before determining whether to negotiate with a contractor’s demand for more money to cover additional labor to fix the roof on Mary’s Place at the village.<\/p>\n

Board member, Tina Busche said, Quality Roofing & More won the bid to replace the roof but another licensed contractor reportedly sublet the job. The FVA board members were under the impression the individual was a foreman belonging to Quality Roofing & More.<\/p>\n

The original Quality Roofing & More bid was for $2,700 for materials and $3,210 for labor. The contractor that assumed the work from Quality Roofing & More wanted an additional $10,926 for labor and for adjusted sizes and amounts in materials costs.<\/p>\n

The board also heard from FVA Manager Nichole Mosolf saying that maintenance work was done at the depot.<\/p>\n

Karen George, pony ride operator, reported that there were 2,398 stagecoach rides and 921 pony rides this season.<\/p>\n

The board postponed nominations for board officers positions for 2016 until its November meeting.<\/p>\n

The Frontier Village’s annual Halloween Treat Night for children would be from 5 to 7 p.m. Oct. 31. It is free to children.<\/p>\n

and, the Haunted Village, organized by the Wild West Players at Frontier Village, will be from 8 p.m. to midnight Oct. 30-31. The cost is $5 and a nonperishable item.<\/p>\n

Jamestown (CSi) The Jamestown Arts Center invites the community to view the current exhibit, and to a classical music presentation.<\/p>\n

On Thursday\u2019s Wayne Byers Show on CSi Cable 2 Arts Center Advertising and Public Relations Director, Angela Martini said, artist Deane Colin Fay returns to the gallery with a solo exhibition of his newest work. Fay\u2019s paintings and sculptures portray a prairie landscape constructed of bold fields of color punctuated with a vocabulary of images and forms variously referred to as “icons”. Fay has created a series of very popular monochromatic landscapes. The exhibit runs through November 7th<\/sup>.<\/p>\n

Classes include Family Pottery on Saturdays, October 17 and 24, with Bill Nybo.<\/p>\n

Adult photography classes with Troy Gunderson will be held, and a two day presentation of Infuse your walls.<\/p>\n

Angela pointed out the downtown Jamestown Hansen Arts Park continues with improvements.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

The park has been named in memory of generous benefactors, Gordon and Charlotte Hansen. The amount of the donation can not be revealed at this time.<\/p>\n

Jo-Ida Hansen, daughter of the late Charlotte and Gordon Hansen, wanted the memory of two very active community members to live on with the park.<\/p>\n

The park will have custom-built bike racks, mosaic benches, electrical and data ports and ongoing art displays.<\/p>\n

Currently the Hansen Arts Park work consists of installing concrete pathways, and pavers. Grass seeding will also be done before it snows, and tree planting will start in the spring.<\/p>\n

Plans are for a snowman-building and ornament-making contests around the time of the Holiday Dazzle Parade.<\/p>\n

The process for securing artist\/designers to create the pavilion and the signature sculpture is underway. The artists are working on their designs and the finalist for each component will be selected in the upcoming weeks. If all goes as planned, the Park will have its grand opening next September.<\/p>\n

Continued construction on the artistic and performance space of the park will start in the spring of 2016 and will be ongoing throughout next summer. A national search resulted in three finalists, all from the Twin Cities area, that will now bid for the architect design work.<\/p>\n

The design\/architectural firm finalists include Futures North of Minneapolis, PLAAD of Stillwater, Minnesota, and an ad-hoc group being led by Charles Stewart, a Jamestown native now working for Kimley-Horn in St. Paul.<\/p>\n

Representatives of the three finalists have visited Jamestown to meet with Hansen Arts Park Board members and to tour the city.<\/p>\n

The full proposals are due October 30, 2015.<\/p>\n

The Jamestown Fine Arts Association was one of 38 organizations nationwide to receive a $240,000 ArtPlace America grant for the Arts Park in July.<\/p>\n

The city of Jamestown provided some additional capital funding for the mosaic benches to help defray costs.<\/p>\n

The remaining fundraising is about two-thirds completed.<\/p>\n

This fall crews working at the Park are from Scott’s Electric, Ld Concrete and Hebron Brick & Block Supply. Electrical and data conduit work was installed prior to the sidewalk.<\/p>\n

Jamestown (CSi) City-County Health in Valley City will host an open house, on Tuesday October 20, 2015, from 3-p.m., to 6-p.m.<\/p>\n

As part of the event, the public is invited to view North Dakota\u2019s new Mobile Medical Unit.<\/p>\n

It will be set up in the city parking lot located between City-County Health and the post office.<\/p>\n

The unit is a retrofitted semi-trailer with eight fully functional emergency stations and the capacity for up to 16 patients.<\/p>\n

Displays will be set up and visitors may opt to receive flu or other immunizations during this time.<\/p>\n

Also during the open house there will free colorectal cancer screening test kits are being offered to people ages 50-75 who have not had a colonoscopy in the past 10 years or a fecal\/occult screening in the past year.<\/p>\n

Also available will be free blood pressure checks for all ages and free Hepatitis C screenings for baby boomers (born 1946-64). Visitors can complete the tour with food demonstrations and a healthy snack. A drawing will be held for several prizes.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Bond has been set at $250,000 cash for a man who barricaded himself for 15 hours inside a Bismarck home and allegedly fired shots at police.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Thirty-six-year-old Brandon Lyon could face up to 35 years in prison if convicted of attempted murder of a law officer, terrorizing and weapons counts.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Lyon made his initial court appearance on Thursday, during which prosecutor Julie Lawyer said Lyon has an extensive criminal history in both North Dakota and South Dakota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Lyon did not comment on the bond. He requested a court-appointed attorney.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The standoff began Monday night, when police say Lyon threatened a man and woman in the home. He was arrested Tuesday after police used tear gas.\u00a0 Authorities say that at one point during the standoff, Lyon fired a gun at officers.<\/p>\n

\u00a0GRAND FORKS, N.D. (AP) – Formal charges are pending against a Grand Forks man who authorities say led police on a chase with a 3-year-old child in his vehicle.

\n\u00a0\u00a0\u00a0\u00a0 Authorities allege the 28-year-old man was driving erratically early Friday and fled from an officer who tried to stop him because he was wanted on a warrant for a parole violation.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Police say that after a 15-minute, low-speed chase, the man drove into an alley and was arrested. Officers say they discovered a 3-year-old boy in his vehicle.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The man was arrested on several charges including fleeing and child neglect.<\/p>\n

MINOT, N.D. (AP) – A Minot woman accused of killing her 3-month-old daughter has pleaded not guilty to a reduced charge of manslaughter.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The charge against 46-year-old Pauline Stewart has been downgraded from the initial count of murder, after a psychiatric evaluation determined she lacked the mental capacity to be held responsible.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Stewart on Thursday pleaded not guilty by reason of lack of criminal responsibility. She will be sent to the State Hospital in Jamestown for another mental evaluation to determine if she is a danger to herself or to society. The court will then determine how to proceed.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say Stewart admitted that she placed her hands around her baby’s neck and strangled her until she died in mid-March.<\/p>\n

\u00a0MINOT, N.D. (AP) – Bond has been reduced for a Las Vegas woman accused of bringing a 14-year-old girl to North Dakota for prostitution.

\n\u00a0\u00a0\u00a0\u00a0 Twenty-year-old Tayari Meadows was arrested in a sting operation at a Minot hotel in April but told investigators she thought she was rescuing the girl from her mother. The girl’s mother contacted police in Minot and told them she had seen prostitution messages that included her daughter on a website.

\n\u00a0\u00a0 Bond was trimmed from $500,000 to $100,000.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Meadows is scheduled back in court on Nov. 3 to argue for suppressing some of the evidence collected in the case.<\/p>\n

BISMARCK, N.D. (AP) – North Dakota regulators have approved a pipeline that would move up to 100,000 barrels of oil a day from the state’s oil patch.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 state Public Service Commission approved the NST Express Pipeline on Wednesday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The pipeline is part of Texas-based NorthStar Midstream. The 23-mile-long pipeline is designed to move crude from a hub near Alexander to a terminal in East Fairview where it will interconnect to other pipelines that supply oil to refineries across the country.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The project cost is pegged at more than $60 million and is expected to be completed late next year.<\/p>\n

\u00a0OMAHA, Neb. (AP) – A third consecutive overall index drop in a monthly rural bankers survey suggests an economic slowdown is ahead for rural parts of Minnesota and the Dakotas. Creighton University economist Ernie Goss oversees the survey from Omaha, Nebraska. He says the overall index reflects “weakness stemming from lower agriculture and energy commodity prices and from downturns in manufacturing exports.”<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A new federal study says many grassland birds are being displaced by drilling activity in western North Dakota’s oil patch.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The three-year study completed in 2014 was done by scientists with the U.S. Geological Survey and the federal Fish and Wildlife Service.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Researchers studied several oil well sites and nearby gravel roads and found some grassland birds avoided those areas by more than a quarter mile. The study says at least two species of grassland birds “were tolerant of oil-related infrastructure.”
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The study says combining numerous wells in a single area and putting them near existing roads could help minimize the impact on the birds.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 North Dakota Petroleum Council Vice President Kari Cutting says the state already requires that to be done.<\/p>\n

GRAND FORKS, N.D. (AP) – The Greater Grand Forks Community Theatre will help bring history alive next month by performing the words of U.S. veterans.

\n\u00a0\u00a0\u00a0\u00a0 “Warrior Words” began as a writing workshop in five North Dakota five in 2014 and 2015. Forty-four veterans from different generations representing World War II up through the current war in Afghanistan shared their stories on paper.

\n\u00a0\u00a0\u00a0\u00a0 The workshop was funded by the North Dakota Humanities Council. The theater group then commissioned North Dakota writers to adapt the essays into stage monologues. Nine of those veterans’ works will be performed and during a three-city tour in November.

\n\u00a0\u00a0\u00a0\u00a0 The tour begins at 7 p.m. Nov. 6 in Minot. Other dates include Nov. 7 in Bismarck and Nov. 8 in Dickinson.<\/p>\n
