LOWS 5 TO 10 ABOVE.<br \/>\nHIGHS IN THE LOWER 20S.<\/p>\n<p>\u00a0Officials have lifted a statewide travel alert that was in place for North Dakota.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Department of Transportation said in a news<br \/>\nrelease that conditions have improved following early blowing and<br \/>\ndrifting snow.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Officials cautioned there were still areas of scattered ice and<br \/>\nsnow on state highways.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service reported Bismarck had received 2<br \/>\ninches of snow, Jamestown had 3 inches and Glen Ullin had 3.8<br \/>\ninches.<\/p>\n<p>\u00a0South Dakota transportation officials have reopened all stretches of Interstate 90 that were closed due to a weekend snow storm, but a large stretch of Interstate 29 in the eastern part of the state remains closed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0<span style=\"color: #ff0000;\">Update&#8230;.\u00a0<\/span>South Dakota transportation officials<br \/>\nhave reopened all stretches of Interstates 90 and 29 that were<br \/>\nclosed due to a weekend snow storm.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The last closed stretch, on I-29 between Watertown and Sioux<br \/>\nFalls, reopened Monday morning.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The storm dumped more than a foot of snow on parts of South Dakota. Transportation officials are urging drivers to use caution because many roads remain icy.<\/p>\n<p>\u00a0A slow-moving storm has dumped at least 16 inches of snow on parts of Minnesota, blanketing the Twin Cities, making some rural roads impassable and leading to at least one fatal crash.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The heaviest snowfall the Twin Cities has experienced in two years led to the cancellation of dozens of flights at Minneapolis-St. Paul International Airport Sunday and caused hundreds of traffic accidents around the state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Blizzard conditions, blowing and drifting snow made visibility so poor that the state Department of Transportation pulled snowplows off the highways Sunday afternoon in southwest and west Minnesota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Minnesota State Patrol reported nearly 600 crashes by Sunday night. The patrol says one person was killed in a crash involving a semi on Highway 61 near Red Wing.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Fire Department was called out Sunday evening about 10:50-p.m., to 17-06 Western Park Village.<\/p>\n<p>Lt. Sheldon Mohr says damage to the mobile home was limited to an electrical outlet.<\/p>\n<p>No injuries reports, with four units and 26 city fire fighters on the scene about a half hour.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. News) &#8212; On Friday (Dec 7, 2012) another flood buyout, house was being moved along Chatauqua Boulevard in Valley City.<\/p>\n<p>This photo was taken on 6<sup>th<\/sup> Avenue, Northeast.<\/p>\n<p>This was the second of three structures being removed, in that area with another waiting for removal.<\/p>\n<p>This home belonging to Larry and Margaret Doyle, and was being moved east of town.<\/p>\n<p>In other instances, flood buyout structures are being demolished.<\/p>\n<p>On Monday this week, (Dec 3, 2012) an incident occurred when a trackhoe tipped over sideways and into the empty basement of a building being demolished, one of the Valley City flood buyout properties.<\/p>\n<p>No one was injured in accident.<\/p>\n<p>The trackhoe is owned Paul Diegel, of Six-D\u2019s Construction.<\/p>\n<p>The property is located on Main Street, near the Sheyenne River.<\/p>\n<p>\u3000<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Funeral services have been scheduled for one of the two North Dakota National Guard soldiers killed in Afghanistan last week.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fulkerson Funeral Home says services for Sgt. 1st Class Darren Linde, of Devils Lake, will be at 1 p.m. Mountain time Tuesday at the Richland County Event Center in Sidney, Mont.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Funeral arrangements are pending for Spc. Tyler Orgaard. Eastgate Funeral Service in Bismarck is handling those arrangements.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The two men died in a roadside bomb attack a week ago. Linde&#8217;s remains were flown into Sidney on Sunday and turned over to his family. Orgaard&#8217;s remains were being flown into Bismarck on Monday afternoon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Spc. Ian Placek of Bismarck was wounded in the attack. He&#8217;s being transferred from a hospital in Germany to one at Fort Riley, Kan.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Game and Fish Department is cautioning winter anglers about early ice.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say ice on lakes might not be safe this time of year for a number of reasons, including daily temperature swings that affect ice strength and significant variations in ice thickness even in small areas.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A couple of ice fishing houses fell through the ice on Lake Ashtabula last week.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Anglers are encouraged to take precautions such as wearing a lifejacket and carrying a cellphone.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Attorney General Wayne Stenehjem says a so-called phishing scam is circulating around North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem says the Consumer Protection Division has received several reports about recorded telephone messages on supposed problems with a person&#8217;s bank account or credit card. The scam artist then asks for financial information.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem says people should never give out personal or financial information over the telephone in response to unsolicited calls.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; North Dakota&#8217;s largest city is planning to offer buyouts to residents of 56 homes next year as part of a flood protection plan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fargo officials say the buyouts will likely cost about $24 million. The program is voluntary.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Homeowners are being offered 110 percent of the assessed value of the property, plus a $5,000 moving allowance.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The home on the current list with the highest assessed value is about $900,000, with the average value of all 56 homes at about $370,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ann and Todd Haggart, who are 26-year residents of their home on River Drive South,\u00a0say \u00a0they will miss their property, but no longer have to live in limbo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Fargo area battled three straight major floods along the Red River from 2009 to 2011.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; A longtime 8th U.S. Circuit Court of Appeals<br \/>\njudge from North Dakota has been honored with a humanitarian<br \/>\nachievement award.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Judge Myron Bright, of Fargo, received the Robert Feder<br \/>\nHumanitarian of the Year award for his &#8220;lifelong advocacy of<br \/>\nfairness, tolerance and equal rights.&#8221;<br \/>\n\u00a0\u00a0\u00a0\u00a0 The award is given annually by Temple Beth El.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 93-year-old Bright has been a federal judge since he was<br \/>\nappointed by President Lyndon Johnson in 1968.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bright has been a teacher at the University of North Dakota,<br \/>\nUniversity of Minnesota, St. Louis University and the University of<br \/>\nHawaii law schools.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bright\u00a0says \u00a0he has received other awards but is proud of this one because it shows recognition from the community.<\/p>\n<p>&nbsp;<\/p>\n<p>RICHARDTON, N.D. (AP) &#8211; A small town in southwestern North Dakota is getting something back that it lost seven years ago. It&#8217;s a grocery store.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The nearest supermarket for Richardton, a town of 529 residents, is 15 miles away in Hebron. The largest city, Dickinson, is 23 miles away.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eighty-three-year-old Richardton resident Clara Hauck\u00a0says \u00a0the store is especially important for older citizens who want to avoid the heavy traffic in the oil patch region.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hauck says Richardton has had a grocery store off and on throughout the years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The town is paying for the store through a Bank of North Dakota loan program that allows communities to buy down interest on loans.<\/p>\n<p>&nbsp;<\/p>\n<p>RAPID CITY, S.D. (AP) &#8211; Former North Dakota Governor Ed Schafer<br \/>\nwill be the keynote speaker at a one-day conference in Rapid City,<br \/>\nSouth Dakota this week about the Bakken oil boom and opportunities<br \/>\nfor western South Dakota businesses.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schafer will speak at 8 a.m. on Tuesday at the conference, which<br \/>\nis sponsored by Hegg Companies Incorporated of Sioux Falls and the<br \/>\nLaw Bulletin Publishing Company of Chicago, Illinois.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schafer was governor of North Dakota from 1992 to 2000. He<br \/>\nserved in 2008 as the U.S. Secretary of Agriculture. (AP) &#8211; A private Catholic school and a public<br \/>\nuniversity are teaming up to enhance education programs in western<br \/>\nNorth Dakota.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The University of Mary in Bismarck is partnering with Dickinson<br \/>\nState University to offer master&#8217;s degree programs in education,<br \/>\nbusiness, nursing and counseling, starting in March. People in<br \/>\nwestern North Dakota can earn a master&#8217;s degree from Mary, a<br \/>\nprivate Catholic school, through the public Dickinson State.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The schools also are exploring the idea of a program in which<br \/>\nstudents who earn four-year undergraduate degrees at Dickinson<br \/>\nState could enter into a fifth year with Mary to complete a<br \/>\nmaster&#8217;s degree.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The DSU collaboration is Mary&#8217;s fourth such initiative within<br \/>\nthe past year.
