HIGHS IN THE MID 40S.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) Jamestown Police wants to warn residents regarding a convicted sex offender who has changed addresses within city limits.<\/p>\n<p>David William Wilcox is currently residing at 442 2 Street SW apt.#1<\/p>\n<p>His vehicle is a Silver 2000 Oldsmobile Intrigue, with ND License plate: KOW 725<\/p>\n<p>Wilcox is a 44 year old white male, 5 feet 10 inches tall, weighing 190 pounds, with blue eyes and blonde hair.<\/p>\n<p>Wilcox has been assigned a high risk assessment by the North Dakot Risk Level Committee of the North Dakota Attorney General&#8217;s Office.<\/p>\n<p>Wilcox was convicted in January 2014 in Morton County, ND, District Court of sexual assault, involving a 14 year old female.<\/p>\n<p>Disposition was 5 years, 3 years probation.<\/p>\n<p>In January, 2014 Wilcox was convicted of indecent exposure in Morton County, ND District Court.<\/p>\n<p>Disposition was 1 year with 210 days credit.<\/p>\n<p>Wilcox is currently on probation with North Dakota Probation and Parole.<\/p>\n<p>He is on GPS monitoring.<\/p>\n<p>Wilcox is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n<p>This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender. (AP) &#8211; Members of North Dakota&#8217;s congressional delegation say President Barack Obama&#8217;s rejection of the Keystone XL pipeline is disappointing.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Obama says he&#8217;s rejecting the pipeline because he does not believe it serves the national interest.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Republican Sen. John Hoeven and Democratic Sen. Heidi Heitkamp both think the decision is political. Republican Rep. Kevin Cramer says Obama&#8217;s decision is &#8220;anti-growth, anti-American jobs.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Sierra Club spokesman Wayde Schafer applauded Obama&#8217;s move, saying it &#8220;sent a clear message that he is serious about addressing climate change.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 TransCanada Corp.&#8217;s proposed pipeline would carry more than 800,000 barrels of Canadian crude a day to refineries along the Gulf Coast. (AP) &#8211; North Dakota&#8217;s Health Department has scheduled four public meetings this month to discuss the preparation of a plan to reduce carbon dioxide emissions from coal-fired power plants.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 President Barack Obama in August unveiled new federal rules designed to cut greenhouse gas emissions from U.S. power plants. Under the new standards, North Dakota must cut its emission rate by almost 45 percent by 2030.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota is suing the Environmental Protection Agency, but in the meantime state health officials are working to develop an implementation plan for the new rules.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Public meetings are scheduled Monday in Williston, Thursday in Beulah, Nov. 16 in Bismarck and Nov. 18 in Fargo. (AP) &#8211; A federal jury has convicted a Spirit Lake man of aggravated sexual abuse of a child following a three-day trial.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. Attorney Christopher Myers says the jury found that 41-year-old Jay Littlewind Sr. of Tokyo knowingly engaged in a sexual act with a child younger than 12 in 2008 as she lay sleeping in her mother&#8217;s bed while her mother was at work.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 U.S. District Judge Ralph Erickson ordered that Littlewind remain in custody as a presentence investigation is completed. Sentencing is scheduled for Jan. 28 in Fargo.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Littlewind faces a mandatory minimum of 30 years in prison.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; A man accused of using a stolen gun to fire at least eight bullets into a vehicle in Minot as it was traveling on a residential road has pleaded not guilty to various charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The attorney for 33-year-old DeAlvis Harris says Harris was acting in self-defense after being stabbed in the Sept. 22 incident. Prosecutors say Harris&#8217; actions amount to retaliation, not self-defense.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Harris is charged with felony aggravated assault, reckless endangerment and possession of stolen property, along with a misdemeanor drug-related count. He could face up to 21 years in prison if convicted on all charges.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Parties involved in a federal lawsuit tied to a large hepatitis C outbreak in Minot are turning to mediation to try to reach a resolution.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The case has lingered in the courts for a year and a half. None of those involved are detailing their reasons for trying mediation now.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents show a mediation session is scheduled Tuesday, but they don&#8217;t provide specifics.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hepatitis C is a viral infection that can cause serious liver damage or even death. Since August 2013, 52 cases have been linked to the Minot outbreak &#8211; the largest such outbreak in the nation in 13 years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Two victims sued in federal court in April 2014. (AP) &#8211; The North Dakota Department of Health says it has been notified of a pipeline leak in McKenzie County four miles southwest of Watford City that spilled more than 9,000 gallons of crude oil.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The department says that the pipeline owned by American Midstream (Bakken) LLC leaked 9,450 gallons after it was struck by construction equipment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The information reported to the health department says that the spill was contained within the limits of the excavation, and that the oil and contaminated soil has been removed.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The department is investigating.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Democratic and Republican legislative leaders are pledging to review a state program aimed at recruiting and retaining employees for hard-to-fill state jobs.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The move comes after outgoing GOP Gov. Jack Dalrymple approved nearly $100,000 in retention bonuses for five staffers. It was the first time a governor has used the bonus program.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dalrymple announced in August that he won&#8217;t seek re-election in 2016. Officials say the efforts will focus on commercial flights bound for the United States from certain overseas airports in the region. They&#8217;re not saying which ones. The steps will be expanded screening of items put on planes. U.S. and British officials think the Russian plane may have been brought down by a bomb. Britain has suspended its flights to and from the Sinai Peninsula, and Russia is suspending all flights to Egypt.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; Ben Carson&#8217;s campaign says the Republican White House hopeful was not offered a formal scholarship to the United States Military Academy at West Point as he wrote in his autobiography. A campaign spokesman says Carson was an ROTC student in high school, and his supervisors told him they could help him get an appointment. He says Carson considered but ultimately did not seek admission to West Point.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 CLEVELAND (AP) &#8211; The 18-year-old high school student who recently discovered he had been living in Cleveland with his father under false identities is asking to be left alone. The father, Bobby Hernandez, allegedly took the teen from his mother in Alabama in 2002. Today, Julian Hernandez released a statement through the FBI in Cleveland, saying he just wants to be a normal 18-year-old. Meanwhile, a Cleveland attorney for the father says he knew he&#8217;d eventually be caught after giving himself and his son new identities.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NEW YORK (AP) &#8211; The head of the largest police union in the country is threatening a &#8220;surprise&#8221; for Quentin Tarantino because of the director&#8217;s comments about police brutality. Jim Pasco of the Fraternal Order of Police told the Hollywood Reporter that the union has something planned for Tarantino.
