CHANCE OF PRECIPITATION 20 PERCENT.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City\u00a0 (CSi)\u00a0 The North Dakota Highway Patrol reports,\u00a0a semi, \u00a0car\u00a0accident, just after 7-am, Thursday.<\/p>\n<p>The accident occurred \u00a0in the westbound lane of I-\u00a094 just west of Valley City. The impact forced the car into the median were it rolled and landed on its top in the eastbound lane.<\/p>\n<p>No injuries were reported.<\/p>\n<p>The crash remains under investigation with the North Dakota Highway Patrol.<\/p>\n<p>Jamestown (CSi) The Stutsman County Sheriff\u2019s Office reports, a Jamestown man is facing charges after taking law enforcement on a foot chase Wednesday night.<\/p>\n<p>Deputy Matthew Thom says the man was stopped for a suspended license, just after 8-p.m. Wednesday.<\/p>\n<p>The male driver, whose name was not released stopped the vehicle and fled on foot.<\/p>\n<p>The man left his dog behind with its head stuck in the window of the vehicle.<\/p>\n<p>Thom says he chased the suspect for several blocks to 16th Street Northeast where the suspect disappeared between some houses.<\/p>\n<p>Sgt. Sid Mann, says Jamestown Police also responded at that point and apprehended the suspect in the area of Northland Estates at around 8:40 p.m.<\/p>\n<p>Thom returned to the vehicle after someone reported that a dog had its head stuck in the window of the suspect\u2019s vehicle. He said the suspect had rolled up the windows prior to fleeing and the pit bull\u2019s head became lodged in the window.<\/p>\n<p>Thom indicated that he broke the passenger side window of the vehicle and freed the choking dog, which authorities report is okay.<\/p>\n<p>The car was parked in front of the dog owner\u2019s home who came out to take control of the pit bull. It\u2019s not known if the suspect also lived at the residence.<\/p>\n<p>The driver was apprehended and will be charged with driving with a license under suspension, A second charge of fleeing an officer, a misdemeanor for a first offense, will also be filed.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) Valley City\u2019s Police Chief, who pulled his service revolver who on a father who was wielding what he thought was an automatic rifle, has told the man that he was lucky he complied with his instructions to drop the gun.<\/p>\n<p>Chief Fred Thompson later told the father, Ross Powell, who was playing with air guns with his sons, he would have fired to protect the children, whom the chief didn\u2019t realize were playing war games in their front yard.<\/p>\n<p>Powell told investigators that he reported the incident because Thompson apparently didn\u2019t call for backup, and if shots had been fired, it would have been his word against Thompson\u2019s.<\/p>\n<p>Thompson says he did not call in the incident because the situation called for an immediate response to protect the kids.<\/p>\n<p>The North Dakota Bureau of Criminal Investigation reviewed the incident after Powell complained about Thompson\u2019s actions in the October 10, 2015 episode. Authorities concluded that no crimes were committed and released their report.<\/p>\n<p>Thompson, says he was not interviewed for the report, and that he did not see the orange tip on the gun Powell was holding, a mark to distinguish the AR-15 look-alike from a real firearm, but saw the man pointing the rifle at children.<\/p>\n<p>Thompson reportedly acknowledged that he did stop by a few days later to apologize to Powell.<\/p>\n<p>&nbsp;<\/p>\n<p>WATFORD CITY, N.D. (AP) &#8211; A deputy serving under a county sheriff who&#8217;s accused of misusing a department credit card also is facing criminal charges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0 McKenzie County Detective Michael Schmitz is accused of lying to the state Bureau of Criminal Investigation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Schmitz faces two counts of giving false reports to law enforcement. He could face up to two years in prison if convicted. The Associated Press requested comment from his attorney, Jeff Nehring.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sheriff Gary Schwartzenberger is accused of racking up $980 in personal charges on the department&#8217;s credit card. He could face a year in jail if convicted of misdemeanor misapplication of entrusted property. He issued a statement earlier this month saying: &#8220;When the sheriff does his job, he doesn&#8217;t always make friends and the truth will always prevail.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2013 The suspect accused of killing a man and injuring a woman at a wedding dance in New Rockford is being sued by the woman and the man\u2019s family as he awaits a mid-December arraignment in his criminal case.<\/p>\n<p>David Troske is facing charges including murder and attempted murder in the Sept. 6, 2015 fatal shooting of Donald Perleberg, of Pingree, and the wounding of Mary Seiler, of New Rockford, at the Eagles.<\/p>\n<p>Court documents indicate Troske and Seiler had dated. But it\u2019s unclear whether jealousy is a possible motive. People involved in the case say Seiler and Perleberg weren\u2019t in a relationship, though they danced that night.<\/p>\n<p>Seiler and Perleberg\u2019s family have filed civil lawsuits against Troske seeking money damages. Troske denies allegations in both civil suits and asks that they be dismissed.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A man was taken to a hospital after falling 20 feet from a roof at a Fargo house party where police issued more than a dozen citations.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0The \u00a0man fell two stories and hit a fence early Wednesday. His injuries were not considered life-threatening.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officers who broke up the party cited 15 people for being minors in possession of alcohol or for violating a loud party ordinance. Another male was arrested for resisting.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BELFIELD, N.D. (AP) &#8211; Authorities have identified a teenage boy from Belfield who died when the motorcycle he was riding hit a pipeline in a field. The Highway Patrol says 16-year-old Colby Lofthouse died Monday evening when he struck the pipeline under construction about 12 miles northeast of Belfield and was thrown from the dirt bike.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; A 19-year-old Williston man faces more than 30 charges in connection with a string of break-ins and thefts from area vehicles, garages and apartments.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jayde Sundheim was arrested last week in a trailer where officers found a stolen pistol, tools, drugs, jewelry and various sets of keys.\u00a0 Police found a number of stolen guns, ammunition and drugs inside the bedroom Sundheim was sharing with his 15-year-old girlfriend.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents say officers also found a detailed list of stolen items and lists of cars to rob among his belongings.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sundheim is being held on a $250,000 bond at the Williams County Correctional Center. He&#8217;s scheduled to return to court Dec. 31.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 It wasn&#8217;t immediately known if he has an attorney.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A North Dakota woman is accused in the death of a man on the Standing Rock Indian Reservation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stacie Steele, of Fort Yates, is charged with voluntary manslaughter for the Oct. 27 death of Ricky Schnabel. She has pleaded not guilty.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents say Schnabel was killed &#8220;upon a sudden quarrel and heat of passion.&#8221; No further details were released.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Trial is scheduled for Jan. 12 in Bismarck. A federal public defender could not be reached for comment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The reservation straddles the North Dakota and South Dakota border.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; The triggerman in a fatal shooting in Grand Forks in 2014 who&#8217;s been sentenced to life in prison is suing a county correctional officer who used a stun gun on him.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The federal lawsuit filed by Delvin Shaw names as defendant Grand Forks County Correctional Center officer Shannon Shell.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Shaw alleges that the stun gun left him scars on his neck and stomach. He says his heart rate is now &#8220;much faster&#8221; and &#8220;muscles are jumping all over.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A jury in June convicted Shaw of murder and burglary in the June 2014 death of 24-year-old Jose Lopez. Authorities say Lopez was shot three times in his Grand Forks apartment. They say Lopez wasn&#8217;t the intended target, but that Shaw went to the wrong apartment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Grand Forks County Jail Administrator Bret Burkholder could not immediately be reached Wednesday evening.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; Police in Grand Forks say four people have been arrested following a report of possible vehicle break-ins. Police say officers received the report around 4:30 a.m. Wednesday, but by the time officers arrived to the scene, the suspects were gone. Police say 18-year-old Christopher Johnson, 25-year-old Jeramy Burger, 18-year-old Cody Stroh-Haugen and 19-year-old Tyler Littleghost, all of Grand Forks, have been arrested on charges of carrying a concealed weapon and possession of drug paraphernalia. The fifth suspect remains at large.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The state Tax Department says the number of North Dakotans reporting income of more than $1 million went up 7.5 percent last year.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The agency says 1,120 North Dakota taxpayers reported adjusted gross income of more than $1 million in 2014, compared with 1,041 North Dakotans in that category in 2013.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The number of North Dakotans reporting seven-figure incomes has more than doubled since 2010. The Tax Department says the increase is largely due to payments to mineral owners by oil companies.\u00a0\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Figures released to The Associated Press show the average adjusted gross income in the state increased from $71,538 in 2013 to a record $73,359 last year.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The number of returns rose from 466,256 in 2013 to 486,311 last year.\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; North Dakota farmers this year produced fewer potatoes but more sugar beets.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says in its latest crop production report that the state&#8217;s sugar beet crop is estimated at just under 5.8 million tons, 13 percent higher than last year. Potato production is pegged at 27.2 million hundredweight, down 5 percent from 2014.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota&#8217;s soybean production is forecast at 190 million bushels, down 6 percent, but the corn crop is estimated at 323 million bushels, up 3 percent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The dry pea and lentil crops in the state also increased in size this year.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; Architects designing a new hospital in Minot are planning for a 208-bed facility that will encompass half a million square feet on 72 acres of land in the south part of the city.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Trinity Health operates the only hospital in Minot, the state&#8217;s fourth-largest city. Trinity announced in June that it&#8217;s becoming part of Montana-based Billings Clinic RegionalCare &#8211; a partnership that will include a new medical campus.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Indiana-based architect company TEG is developing the project and expects to have the initial design finished early next year. Trinity Vice President Randy Schwan says site preparation could begin next year, with the hospital opening sometime in 2019.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The existing hospital was built in 1922. People with ties to UND can vote from noon Central time Thursday through 11:59 p.m. on Monday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 UND has been without a nickname for three years, since the state Board of Higher Education retired the school&#8217;s &#8220;Fighting Sioux&#8221; moniker that the NCAA deemed offensive.
