He asked if the city is &#8220;getting what it\u2019s paying for.&#8221;<\/p>\n<p>The question stemmed from the presentation given at the November 24, 2015 committee meeting.<\/p>\n<p>He specifically pointed out the recycling study, which is 50 percent complete.<\/p>\n<p>Mayor Andersen said the technical memo has not yet been provided to the city.<\/p>\n<p>Joan Morris with the City Beautification Committee indicated confusion with the report, regarding recycling budgeting, and the amount of poundage that would be collected, for curbside collections.<\/p>\n<p>Mayor Andersen said the draft will be provided to the City Beautification Committee.<\/p>\n<p>The Council voted 4-1 to approved the Resolution, with Buchanan voting in opposition.<\/p>\n<p>&nbsp;<\/p>\n<p>ORDINANCES:<\/p>\n<ul>\n<li>FIRST READING:<\/li>\n<\/ul>\n<ol type=\"A\">Concerning an Ordinance to amend and re-enact A Section 10 of of the City Code pertaining to notice to adjoining property owners when a variance is requested. The City Attorney will amend the Ordinance before the Second Reading.<\/ol>\n<p>HEARING FROM THE AUDIENCE: Joan Morris requested the Council provide the City Beautification Committee with a draft of the recycling study draft, the request will be sent to the city.<\/p>\n<p>APPOINTMENTS:<\/p>\n<p>The City Council approved the appointment Darrell Losing to serve as a member of the Board of Adjustment for a term to expire January 2019.<\/p>\n<p>MAYOR AND COUNCIL MEMBER&#8217;S REPORT: No report was given.<\/p>\n<p>OTHER BUSINESS:<\/p>\n<p>Approved recognizing the Employee Promotion Committee (EPC) at the State Hospital as an other public spirited organization and to authorize the issuance of a raffle permit on February 12, 2016, at the Gladstone Inn &amp; Suites.<\/p>\n<p>The City Council discussed the draft submittal of the 2016 City of Jamestown Project Submittal List to the NDDOT to meet the December 31, 2015 deadline. (This Project Submittal may be changed in 2016 following further consideration by the City Planning Commission and the City Council once the final draft of the Land Use and Transportation Plan is received.) Jack Dalrymple has announced that the Valley City High School Concert Band and the Mott-Regent High School Choir have been selected to serve as the 2015-2016 Governor\u2019s Official State Band and Chorus.<\/p>\n<p>Dalrymple states, &#8220;Congratulations to the Valley City High School Concert Band and the Mott-Regent High School Choir for being named this year\u2019s Governor\u2019s Official Band and Chorus and for proudly representing their school, community and added, these are two very impressive and accomplished organizations and I am confident they will serve North Dakota with pride and enthusiasm. They exemplify the outstanding musical talent that exists in schools and communities across our state.&#8221;<\/p>\n<p>The Valley City High School Concert Band is directed by Tom Kjelland and is comprised of 75 students from grades 9-12. In addition to concert band, members perform in a variety of ensembles, including pep band, jazz band and marching band. The groups perform for high school, elementary school, Valley City State University, community and private activities such as sporting events, community parades, North Dakota Special Olympics opening ceremonies and seasonal events. The band also performed at the Heritage Festival in New York City, where they competed with schools from the U.S. and Canada and received several gold and silver ratings.<\/p>\n<p>Mott-Regent High School Choir, under the direction of Heather Hertz, is comprised of 52 members, representing just under 70 percent of the total high school enrollment. The choir has been named the First Place Concert Choir in the Region X Music Festival for the past four years, and each year, students perform at the North Dakota High School Activities Association\u2019s State Music Contest, the North Dakota Music Educators Association\u2019s All-State Festival and Dickinson State University\u2019s Northern Plains Music Festival. The choir presents the annual Caf\u00e9 Concert, a 52-year tradition that includes singing, dancing, and skits, and performs for several sporting events, parades and community activities.<\/p>\n<p>The Governor\u2019s Band and Chorus were selected from applications submitted by school and civic groups from across the state based on musical talent, achievement and community involvement. The band and chorus may be invited to perform at official state functions held throughout the year.<\/p>\n<p>&nbsp;<\/p>\n<p>Sheyenne, ND Four separate fire departments were called to the community of Sheyenne, N.D. to battle a fire that had consumed the 115 year-old Sheyenne School this past weekend.<\/p>\n<p>At 11 am on Saturday, December 5th, crews were called to a report of smoke coming out of the abandoned building. Sheyenne, Carrington, New Rockford and Devils Lake fire departments were called to the scene. Crews helped to transport water to conserve the town\u2019s water supply.<\/p>\n<p>The school is considered a total loss, with the roof caved in and most of the building\u2019s belongings gone. The cause of the fire is unknown and no injuries were reported.<\/p>\n<p>\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 FARGO, N.D. (AP) &#8211; A Fargo man accused of sexually assaulting an employee of a Mapleton convenience store made his first appearance in court, after refusing to leave the Cass County Jail for a hearing last week.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Thirty-five-year-old Abdulrahman Ali (ab-duel-RAH&#8217;-man AH&#8217;-lee) is charged with five felonies, including gross sexual imposition, aggravated assault and terrorizing. He faces life in prison without parole.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the woman was punched and kicked during the Wednesday morning attack in a restroom at Gordy&#8217;s Travel Plaza in Mapleton, west of the Fargo metropolitan area. The victim was treated and released from a hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ali was not asked to enter a plea Monday and does not have a lawyer. An interpreter read the charges in Arabic, after which family members asked prosecutors to have further proceedings translated to Somali.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A Nebraska woman accused of visiting hundreds of medical facilities around the country to obtain unnecessary prescription drugs with her Medicare benefits has pleaded guilty to fraud.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lowie Norma Christie entered the plea in federal court in Fargo on Monday. She faces up to 10 years in prison and also has agreed to pay more than $107,000 in restitution.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In exchange for her guilty plea, prosecutors dropped five other counts against her. She&#8217;s to be sentenced on March 23.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say Christie caused about 1,830 claims to be submitted to Medicare for prescription drugs between January 2007 and July 2013. She was accused of obtaining prescriptions at four hospitals in North Dakota.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A North Dakota program aimed at helping resolve disputes over pipeline reclamation has fielded about two dozen complaints so far.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Legislature earlier this year created the pipeline restoration and reclamation oversight pilot program. It&#8217;s meant to help resolve disputes between pipeline companies and landowners or tenants.<br \/>\n\u00a0<br \/>\n\u00a0\u00a023 complaints had been filed as of the end of October. Williams County had the most, with five.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says there are more than 20,000 miles of pipeline already crossing North Dakota and thousands more miles being added in coming years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ken Junkert with the department says the pilot program has been receiving positive feedback. Whether it&#8217;s extended in the next biennium will be up to the governor when he crafts his proposed 2017-19 budget.<br \/>\n\u00a0\u00a0<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; Minot&#8217;s Planning Commission is recommending that a permit for home day cares be required only for the largest operations.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The city passed a zoning ordinance change in 2013 to require home day cares with more than 14 children to obtain a $250 permit and pay up to $1,250 in city costs.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ward County Social Services began notifying day care providers this fall during their license renewals. Surprised providers took their concerns to the City Council, and Mayor Chuck Barney appointed a committee to study the matter.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 Planning Commission recently accepted the committee&#8217;s recommendation that the city require the permits only for home day cares with more than 18 children.
