Valley City\u00a0 (CSi)\u00a0 A petition to disband the Valley City police Department has been\u00a0 submitted to the City of Valley City for approval.<\/p>\n

The petition asks the voters to approve setting up an ordinance to disband the Police Department and have all law enforcement responsibility under the Barnes County Sheriff\u2019s office.<\/p>\n

One of the sponsoring committee members Bob Drake says the city would save money by eliminating the police department.<\/p>\n

City Attorney Russ Myhre says according to the Home Rule Charter,\u00a0 the City Auditor has ten days after receipt to\u00a0 approve or disapprove the Petition for circulation to the committee of petitioners.<\/p>\n

The City Auditor then\u00a0 has to submit a response by December 18 to the committee made up of Tony Drake, Lloyd Nelson and Bob Drake.<\/p>\n

Prior to the petition submittal,\u00a0 Valley City Administrator David Schlelkoph said the city stopped the search process for a new police chief due to the unknown outcome of the proposed city petition and possible vote by the people.<\/p>\n

The current police chief Fred Thompson tendered his resignation earlier this year and will step down in mid-January.<\/p>\n

Jamestown (CSi) The U.S. Army Corps of Engineers reports, releases from the Jamestown and Pipestem dams have been temporarily stopped.<\/p>\n

Pipestem Dam, Manager Bob Martin says, up to December 1, 2015, Jamestown Dam had been releasing 12 cfs.<\/p>\n

He estimates that releases of between 5 and 10 cfs could be started from Pipestem Dam in the next two weeks. Those releases will come from the bottom of the lake and are meant to improve water quality in the reservoir.<\/p>\n

The end of releases from Pipestem and Jamestown Dams, along with the start of releases from the Ice House Dam in southwest Jamestown, has resulted in reduced river levels.<\/p>\n

The reservoir behind Pipestem Dam froze over on November 27, 2015.<\/p>\n

Martin points out that the ice is thin with open areas of water.<\/p>\n

The water near the island at Jamestown Reservior is still open due to activity of geese swimming there.<\/p>\n

Martin adds that “With the warmer temperatures we\u2019ve had, it is definitely not safe on the ice out there.”<\/p>\n

\u00a0DICKINSON, N.D. (AP) – A Wishek man is dead after a rollover crash on Interstate 94 in southwestern North Dakota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says the 53-year-old man was driving a pickup truck that went out of control about 10 miles west of Dickinson and rolled in the ditch.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The driver was thrown from the vehicle and died at the scene shortly after midnight Tuesday. Authorities did not immediately identify him. He was alone in the pickup.<\/p>\n

BISMARCK, N.D. (AP) – A state lawmaker from Bismarck who’s running for governor says he plans to introduce a bill in the 2017 Legislature to better protect confidential drug informants.

\n\u00a0\u00a0\u00a0\u00a0 Republican Rep. Rick Becker tells The Associated Press he’s working with Tammy Sadek, whose son Andrew was working as an informant when he turned up dead in June 2014.

\n\u00a0\u00a0\u00a0\u00a0 Andrew Sadek, a 20-year-old student at State College of Science, was working for a regional drug task force.
\n\u00a0

\u00a0MINOT, N.D. (AP) – Three people have been charged in connection with a Minot man’s drug overdose death.

\n\u00a0\u00a0\u00a0\u00a0 The Ward County Sheriff’s Department says 19-year-old Aidan Vanderhoef was found dead inside a home in July. An autopsy determined he died of drug poisoning from methamphetamine and heroin but could’ve survived if he had been taken to an emergency room.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0\u00a0The \u00a0sheriff’s office announced the charges in connection with Vanderhoef’s death on Tuesday.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Twenty-one-year-old Aaron Bruce faces three felony charges, including manslaughter, and two misdemeanor charges. Eighteen-year-old Tyler Desilets and 21-year-old Jacob Lagge are both charged with a felony count of hindering law enforcement and a misdemeanor charge.

\n\u00a0\u00a0\u00a0\u00a0 Fire officials say the business suffered an estimated $90,000 in damage in the early Monday fire that was “incendiary and suspicious in nature.”

\n\u00a0\u00a0\u00a0\u00a0 It happened just three days after vandals spray-painted an offensive symbol on the business along with the words “go home,” though it’s not yet known if the two incidents are connected.

\u00a0MINOT, N.D. (AP) – The city of Minot and a city attorney fired more than 1\u00a0 1\/2 years ago are preparing for a court battle.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Former City Attorney Colleen Auer filed a retaliation and whistleblower complaint with the state Department of Labor and Human Rights after her firing for insubordination in May 2014. The department took no action after the city declined mediation.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Auer then went to the federal Equal Employment Opportunity Commission, which found reasonable cause to suspect that the city had erred and opened the door for Auer to seek a court remedy.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 A\u00a0 federal jury trial is tentatively set for May 2017, barring any agreement at a settlement conference next September.

BISMARCK, N.D. (AP) – The North Dakota Supreme Court has rejected another appeal by a Manvel man accused of beating his brother to death in 2010.

\n\u00a0\u00a0\u00a0\u00a0 Rodney Chisholm was seeking a new trial, claiming in part that his attorney in his initial trial was ineffective. Supreme Court justices disagreed and upheld a district court decision to deny Chisholm post-conviction relief.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Chisholm in 2011 was convicted of murder in the death of his brother, Donald Chisholm, who authorities say was hit with an iron pipe and had a hose clamp put around his neck.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Rodney Chisholm at his trial said his brother had been threatening to shoot him over a property dispute.<\/p>\n

BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem (STEHN’-juhm) says $1.5 million is available for groups providing services relating to human trafficking.

\n\u00a0\u00a0\u00a0\u00a0 The money was authorized by the 2015 Legislature as part of a comprehensive package of bills to address human trafficking in North Dakota.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 In addition to organizations already providing prevention and treatment services to victims, the grants are available to entities seeking to expand into North Dakota, and to criminal justice agencies for training and enforcement efforts and prosecution of traffickers.

\n\u00a0\u00a0\u00a0\u00a0 The grants will be awarded through a competitive process beginning in January.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Law enforcement officers issued more than 650 citations for seat belt violations across North Dakota last month.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The state Highway Patrol says extra safety patrols from nearly 40 agencies in November as part of an effort to crack down on seat belt violations resulted in more than 2,000 citations. Of those, 653 were for failure to use a proper safety restraint and 891 were for speeding.

\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says the traffic stops also resulted in one felony violation, 29 drug arrests and seven DUIs.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The agency says seat belt use is crucial in preventing injuries and fatalities during crashes. Sixty-nine percent of those who died in passenger vehicle crashes in North Dakota in 2014 were not using a seat belt.<\/p>\n

NASHVILLE, Tenn. (AP) – The Diamondbacks have finalized their six-year, $206.5 million deal with free agent pitcher Zack Greinke (GREHN’-kee). The deal is worth a major league-record $34.4 million a season, topping the previous mark of $31 million set just last week when David Price agreed to a deal with Boston. Greinke was the major league ERA leader and runner-up for the National League Cy Young Award.<\/p>\n
