AROUND AN INCH OF SNOW MAY ACCUMULATE IN SOME<br \/>\nAREAS&#8230;WITH A LOCALLY HIGHER AMOUNT NEAR TWO INCHES POSSIBLE.<\/p>\n<p>.A WARMING TREND IS STILL ON TRACK BY LATE THIS WEEK<\/p>\n<p>AND ESPECIALLY BY THE WEEKEND<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) A Valley City man died from injuries suffered in a December 14th rollover in Stutsman County.<\/p>\n<p>Jim Ziemba, passed away on December 24, 2015 at Sanford Health in Fargo.<\/p>\n<p>The driver and two other passengers were treated for non-life threatening injuries and released from a local hospital following the crash on December 14th.<\/p>\n<p>A funeral service for Jamestown Ziemba, will be held at 1:30 PM on Wednesday, December 30th at Our Savior\u2019s Lutheran Church in Valley City.<\/p>\n<p>Visitation will be held on Tuesday from 5:00 PM until 7:00 PM at Our Savior\u2019s Lutheran Church and one hour before the service on Wednesday afternoon.<\/p>\n<p>A prayer service will be held at 7:00 PM Tuesday evening at the church. Interment will be in Memory Gardens Cemetery near Valley City in the spring.<\/p>\n<p>Bismarck (Forum News Service- CSi) New laws take effect on Friday January 1, 2016.<\/p>\n<p>One law will close a loophole that kept property owners from receiving notice of significant property tax increases in certain cases.<\/p>\n<p>The 2013 law required that property owners be notified if the assessed value of their property was going up by 10 percent and $3,000 over the prior year. It was part of an ongoing effort to boost transparency and truth in taxation, state Tax Commissioner Ryan Rauschenberger said.<\/p>\n<p>However, the notice requirement applied only when such an increase affected a specific parcel. So, if a city or county increased the assessment on an entire class of property, such as agricultural land or commercial land, those property owners didn&#8217;t receive a notice, Rauschenberger said.<\/p>\n<p>An attorney general&#8217;s opinion confirmed that they didn&#8217;t qualify for notice under the law, he said.<\/p>\n<p>Earlier this year, lawmakers passed House Bill 1057 to close the loophole.<\/p>\n<p>Those who would not have received notice under the old law can expect to see notices starting in early spring if their assessment increase meets the trigger point, he said.<\/p>\n<p>The vast majority of the 534 bills passed by state lawmakers earlier this year took effect in July or August.<\/p>\n<p>Among the seven other laws hitting the books Friday is a requirement that property tax levies requested by unelected governing bodies \u2014 such as airport authorities and weed control boards \u2014 are subject to adjustment by the elected bodies of the city or county. City and county leaders also can request financial information from the unelected bodies to make sure they need the taxing authority.<\/p>\n<p>Under a separate but somewhat related law, library boards and job development authorities must file a financial report for the preceding calendar year showing their ending fund balances if they seek approval of a property tax levy.<\/p>\n<p>Another new law requires the Department of Human Services to publish a quarterly report of all behavioral health services provided or supported by the department, including the number of clients served and the amount of state and federal funds budgeted and spent on each service.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A Bismarck woman accused of striking a 2-year-old girl in the head with a beer bottle has pleaded not guilty to one count of felony child abuse.<\/p>\n<p>27-year-old Katie Letz entered her plea Monday at the South Central District Court.<\/p>\n<p>The charge against Letz stems from an incident on the night of Nov. 17, when authorities say Letz had been drinking and threw the bottle at a man, who was holding the toddler.<\/p>\n<p>Police say the girl suffered a 1-inch cut on her head that required five staples. Letz told police the man had thrown the bottle.<\/p>\n<p>Letz faces up to 10 years in prison if convicted. Her attorney did not immediately return a call from The Associated Press seeking comment on the case Monday.<br \/>\nMINOT, N.D. (AP) &#8211; The longtime director of the North Dakota State University research center at Minot is retiring at the end of the year.<\/p>\n<p>A \u00a0retirement party for Jay Fisher was held earlier this month at the North Central Research Extension Center.<\/p>\n<p>Fisher began working at the center in 1978 as the area extension agronomist. In 1990 he became northwest district director for the NDSU Extension Service. In 1994 he also was named center director.<\/p>\n<p>Fisher says agriculture is his passion, and he&#8217;s seen a lot of changes through the years. Research at the center has helped farmers in the wheat-dominant region expand into other crops like sunflowers and canola. Fisher also helped in the development of a port facility in Minot to move farm and other products to market.<\/p>\n<p>&nbsp;<\/p>\n<p>UNDATED (AP) &#8211; There&#8217;s a dark side to those delightfully low gas prices: Housing markets are slumping in communities that were recently flush from the U.S. shale oil fracking boom.<\/p>\n<p>Home sales are down sharply this year in North Dakota and the West Texas cities of Midland and Odessa. Home sales have also slowed in El Paso, and, more recently, in Houston.<\/p>\n<p>The drilling boom, driven by high oil prices and new discoveries, brought tens of thousands of workers to oil fields in several states to run drilling rigs and supply the equipment and services needed to produce crude.<\/p>\n<p>Then the price of oil tanked, plummeting by half in late 2014 and reaching levels this year not seen since the financial crisis. Oil companies abandoned drilling projects and began laying off workers.<br \/>\nIn sports&#8230;<\/p>\n<p>Michigan State, Kansas and Oklahoma are the top three teams for the third straight week in the men&#8217;s college basketball poll by The Associated Press.<\/p>\n<p>The Spartans have been No. 1 in the poll for four weeks. They replaced George Washington, which dropped out from No. 20 following a loss to DePaul.<\/p>\n<p>&nbsp;<\/p>\n<p>In world and national news&#8230;<\/p>\n<p>CLEVELAND (AP) &#8211; A grand jury has declined to indict a rookie Cleveland police officer or his partner for their roles in the fatal shooting of 12-year-old Tamir Rice, a black youngster who was holding what turned out to be a pellet gun. The decision comes after a lengthy investigation by the sheriff&#8217;s office and county prosecutors and a grand jury presentation that began in late October. A video of the shooting captured by a surveillance camera provoked outrage nationally and made Tamir a central figure in a protest movement over police killings.<\/p>\n<p>CLEVELAND (AP) &#8211; The prosecutor in Cleveland says the mother of 12-year-old Tamir Rice was &#8220;broken up&#8221; when she learned that two officers wouldn&#8217;t be charged for their roles in his shooting death. Tim McGinty says &#8220;it was a tough conversation&#8221; with Tamir&#8217;s mother. The boy&#8217;s family had pushed for charges against the officers. McGinty also says that the community should begin the healing process now that the grand jury has made its decision. He says lessons have been learned from the shooting, and the city has taken steps to ensure something similar doesn&#8217;t happen again.<\/p>\n<p>UNDATED (AP) &#8211; More than 1,400 flights have been canceled across the U.S. today and 2,600 have been delayed due to the large storm system moving through the middle part of the country. Flight-tracking service FlightAware showed that nearly half of the cancellations were at Chicago&#8217;s two main airports. Another large chunk came from Dallas-Fort Worth International Airport.<\/p>\n<p>DALLAS (AP) &#8211; Officials have identified seven of the eight people who died when a tornado hit the Dallas suburb of Garland, including a 1-year-old.\u00a0 The National Weather Service has said an EF-4 tornado, which is the second-most powerful with winds up to more than 200 miles an hour, hit the community Saturday. At least 11 died when tornadoes swept through the Dallas area. Three people died in Collin County.<\/p>\n<p>WASHINGTON (AP) &#8211; The Obama administration says it&#8217;s giving employers who need more time a limited extension for critical reporting requirements next year under the federal health care law. The Treasury Department says it acted after many employers complained they might not be able to get information processed in time.
