Jamestown\u00a0 (CSi)\u00a0 The Bureau of Criminal Investigation’s\u00a0 case of looking\u00a0 into an incident involving the alleged illegal use of a Jet Ski by personnel from the Stutsman County Sheriff’s Office may be moving forward next week.<\/p>\n

Stutsman County sheriff, Chad Kaiser says,\u00a0 an investigator from the North Dakota BCI is scheduled to be in Jamestown next week to question those involved.
\nThe Stutsman County Sheriff’s Office and Jamestown Police Department asked BCI to look into whether individuals were attempting to intimidate law enforcement officers when an anonymous report was made to the KVLY news hotline alleging that a photograph showed a sheriff’s deputy and the son of the sheriff using a county-owned jet ski. The report aired by KVLY on November\u00a0 9, 2015, said the allegations of improper use of county property were false. Stutsman County does not own a jet ski and the photo was later proven to show the Jet Ski was owned by a relative of the sheriff.<\/p>\n

Valley City (CSi) A Valley City man died from injuries suffered in a December 14th rollover in Stutsman County.<\/p>\n

Jim Ziemba, passed away on December 24, 2015 at Sanford Health in Fargo.<\/p>\n

The driver and two other passengers were treated for non-life threatening injuries and released from a local hospital following the crash on December 14th.<\/p>\n

A funeral service for Jamestown Ziemba, will be held at 1:30 PM on Wednesday, December 30th at Our Savior\u2019s Lutheran Church in Valley City.<\/p>\n

Visitation will be held on Tuesday from 5:00 PM until 7:00 PM at Our Savior\u2019s Lutheran Church and one hour before the service on Wednesday afternoon.<\/p>\n

A prayer service will be held at 7:00 PM Tuesday evening at the church. Interment will be in Memory Gardens Cemetery near Valley City in the spring.<\/p>\n

\u00a0FARGO, N.D. (AP) – An Allegiant airplane flying from Florida to Wisconsin made a safe emergency landing in North Dakota after having mechanical issues.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The plane with 107 passengers and six crew members on board landed safely at Fargo’s Hector International Airport about 8:30 p.m. Monday.\u00a0 Emergency responders said the plane had a deicing problem.

\n\u00a0\u00a0\u00a0\u00a0 The plane was en route from Orlando, Florida, to Appleton, Wisconsin. Allegiant says passengers were put on a Tuesday morning flight from Fargo to Appleton and given $100 credit for future travel.

Jamestown\u00a0 (CSi)\u00a0 Jamestown Public Schools is offering a hands-on learning experience to help families prepare children to enter kindergarten.
\nParents register children for Gearing Up for Kindergarten at the same time they register to attend kindergarten from Jan. 4-22.<\/p>\n

Gearing Up for Kindergarten is a free, research-based program that was developed at North Dakota State University. The 10 sessions run from 6 to 7:30 p.m. on Thursdays from Jan. 28 through April 7 at Washington Elementary School, 705 4th Ave. NW.
\nEach session includes activities for parents and children to do together and with teachers. Information on guidance, discipline, the importance of sleep, nutrition, safety and nurturing social and emotional development are taught to parents as \u201cthe first educators\u201d and key to a child\u2019s success at school.

Bismarck (Forum News Service- CSi) New laws take effect on Friday January 1, 2016.<\/p>\n

One law will close a loophole that kept property owners from receiving notice of significant property tax increases in certain cases.<\/p>\n

The 2013 law required that property owners be notified if the assessed value of their property was going up by 10 percent and $3,000 over the prior year. It was part of an ongoing effort to boost transparency and truth in taxation, state Tax Commissioner Ryan Rauschenberger said.<\/p>\n

However, the notice requirement applied only when such an increase affected a specific parcel. So, if a city or county increased the assessment on an entire class of property, such as agricultural land or commercial land, those property owners didn’t receive a notice, Rauschenberger said.<\/p>\n

An attorney general’s opinion confirmed that they didn’t qualify for notice under the law, he said.<\/p>\n

Earlier this year, lawmakers passed House Bill 1057 to close the loophole.<\/p>\n

Those who would not have received notice under the old law can expect to see notices starting in early spring if their assessment increase meets the trigger point, he said.<\/p>\n

The vast majority of the 534 bills passed by state lawmakers earlier this year took effect in July or August.<\/p>\n

Among the seven other laws hitting the books Friday is a requirement that property tax levies requested by unelected governing bodies \u2014 such as airport authorities and weed control boards \u2014 are subject to adjustment by the elected bodies of the city or county. City and county leaders also can request financial information from the unelected bodies to make sure they need the taxing authority.<\/p>\n

Under a separate but somewhat related law, library boards and job development authorities must file a financial report for the preceding calendar year showing their ending fund balances if they seek approval of a property tax levy.<\/p>\n

Another new law requires the Department of Human Services to publish a quarterly report of all behavioral health services provided or supported by the department, including the number of clients served and the amount of state and federal funds budgeted and spent on each service.<\/p>\n

BISMARCK, N.D. (AP) – The flu season is off to a slow start in the Dakotas, but officials say that doesn’t mean people shouldn’t take precautions against the illness.<\/p>\n

Health officials tell The Bismarck Tribune that there have been 67 cases of lab-confirmed influenza in North Dakota, compared with 242 at the same time last year.<\/p>\n

In South Dakota there have been only seven confirmed cases, compared with 1,700 during the 2014 flu season.<\/p>\n

South Dakota State Epidemiologist Lon Kightlinger says the flu season peaks at different times each year. And North Dakota Influenza Surveillance Coordinator Jill Baber says a severe outbreak later this season is possible.<\/p>\n

Health officials recommend people get a flu vaccine, wash their hands frequently and stay away from public places if they become sick.<\/p>\n

BISMARCK, N.D. (AP) – Retail gasoline prices in the Dakotas continue to be lower than the national average.<\/p>\n

GasBuddy.com reports that the average price of a gallon of gas is about $1.92 in both North Dakota and South Dakota. The price is unchanged from the previous week in South Dakota and down about 1\u00a0 1\/2 cents in North Dakota.<\/p>\n

The national average is unchanged, at $2 a gallon. GasBuddy.com says a gas price hike in California due to refinery issues is inflating the national average.<\/p>\n

Prices are even lower in the Dakotas’ two largest cities – the average in Sioux Falls is $1.76 per gallon and in Fargo it’s $1.69.<\/p>\n

There’s a dark side to those delightfully low gas prices: Housing markets are slumping in communities that were recently flush from the U.S. shale oil fracking boom.<\/p>\n

Home sales are down sharply this year in North Dakota and the West Texas cities of Midland and Odessa. Home sales have also slowed in El Paso, and, more recently, in Houston.<\/p>\n

The drilling boom, driven by high oil prices and new discoveries, brought tens of thousands of workers to oil fields in several states to run drilling rigs and supply the equipment and services needed to produce crude.<\/p>\n

Then the price of oil tanked, plummeting by half in late 2014 and reaching levels this year not seen since the financial crisis. Oil companies abandoned drilling projects and began laying off workers.<\/p>\n

BISMARCK, N.D. (AP) – A Bismarck woman accused of striking a 2-year-old girl in the head with a beer bottle has pleaded not guilty to one count of felony child abuse.<\/p>\n

27-year-old Katie Letz entered her plea Monday at the South Central District Court.<\/p>\n

The charge against Letz stems from an incident on the night of Nov. 17, when authorities say Letz had been drinking and threw the bottle at a man, who was holding the toddler.<\/p>\n

Police say the girl suffered a 1-inch cut on her head that required five staples. Letz told police the man had thrown the bottle.<\/p>\n

Letz faces up to 10 years in prison if convicted. Her attorney did not immediately return a call from The Associated Press seeking comment on the case Monday.<\/p>\n

BISMARCK, N.D. (AP) – A Bismarck man accused of shooting two cats with arrows has pleaded not guilty to two counts of animal cruelty.<\/p>\n

36-year-old Kristofer Gilliam entered his pleas Monday.<\/p>\n

Gilliam lives in the same neighborhood as a woman who reported finding two cats shot with arrows in early November.<\/p>\n

An affidavit shows Gilliam contacted police on Nov. 10 “about accidentally shooting a cat with an arrow while target practicing in his backyard.” The document shows that responding officers noticed inside a car parked in Gilliam’s driveway an empty arrow box matching the brand of the arrows that were found in the cats.<\/p>\n

Defense attorney Kent Morrow on Monday in court said the arrow brand doesn’t prove intent, but South Central District Judge Bruce Haskell determined there’s probable cause to continue the case.<\/p>\n

BISMARCK, N.D. (AP) – The animal impound for Bismarck and Mandan is expecting an influx of dogs after New Year’s Day caused by one of the celebration’s staples: fireworks.<\/p>\n

Animal Control Warden Ed Woodcock\u00a0 says \u00a0some dogs are terrified of fireworks and tend to run and look for a place to hide. He says officers are usually busy during the three days after the celebration picking up dogs that escaped from their homes.<\/p>\n

Woodcock says officers usually pick up 10 to 15 dogs during those days. He adds that it’s typically easy to return the animals to their owners if they have a form of identification.<\/p>\n

Woodcock urges pet owners to keep their animals in a kennel or room if fireworks can be heard nearby.<\/p>\n

BISMARCK, N.D. (AP) – The New Year in North Dakota rings in a rule that allows elevated levels of oilfield radioactive waste to be dumped at some of the state’s landfills.<\/p>\n

Regulators and industry officials believe the new rule will help curb the illegal dumping of such waste. But environmental groups aren’t convinced and have threatened lawsuits. They say the public was not given enough input in crafting the rule.<\/p>\n

Environmental Health Chief Dave Glatt (glaht) says the elevated standard is still safe for humans and the environment.<\/p>\n

Glatt says the new rules require companies to keep “cradle-to-grave” records on oilfield waste.<\/p>\n

Michigan State, Kansas and Oklahoma are the top three teams for the third straight week in the men’s college basketball poll by The Associated Press.<\/p>\n

The Spartans have been No. 1 in the poll for four weeks. They were again a runaway choice, receiving all but one first-place vote Monday from the 65-member national media panel.<\/p>\n

Kansas drew the other No. 1 vote. Following Oklahoma are Maryland, Virginia, Xavier, North Carolina, Arizona, Butler and Kentucky. The top nine teams remained the same from last week. Kentucky beat Louisville on Saturday and replaced Providence, which dropped to 12th.<\/p>\n

No. 25 UCLA is the lone newcomer. The Bruins had been ranked for one week earlier this season. They replaced George Washington, which dropped out from No. 20 following a loss to DePaul.<\/p>\n

DETROIT (AP) – Minnesota quarterback Mitch Leidner ran 13 yards for a touchdown with 4:26 remaining as the Golden Gophers held on for a 21-14 win over Central Michigan in the Quick Lane Bowl on Monday night. Central Michigan took a 14-13 lead with 11:08 remaining on a 13-yard touchdown run by Romello Ross. Minnesota responded by driving 74 yards in 13 plays. Leidner ran for the go-ahead touchdown.<\/p>\n

UNDATED (AP) – Keenan Reynolds has wrapped up his record-setting college career at Navy by running for three touchdowns and throwing for another to lead a 44-28 win over Pittsburgh in the Military Bowl. Reynolds ran for 144 yards on 24 carries, completed 9 of 17 passes for 126 yards and had a reception for 47 yards on a trick play. He leaves school as the NCAA career leader with 88 touchdowns and 530 points, and his 4,559 yards rushing are the most by a quarterback in NCAA history.

DENVER (AP) – The Denver Broncos clinched a playoff berth while preventing the Cincinnati Bengals from earning a first-round bye in the AFC playoffs. Brandon McManus hit a 37-yard field goal to cap the first possession of overtime before DeMarcus Ware recovered AJ McCarron’s fumble to complete the Broncos’ 20-17 victory over the Bengals in Denver. The Broncos’ defense allowed just 294 total yards and held the Bengals to a field goal after Cincinnati built a 14-0 lead.<\/p>\n

NEW YORK (AP) – The New York Yankees have acquired another flame-thrower for their bullpen, getting All-Star closer Aroldis Chapman from the Reds for four minor leaguers. With Chapman, Andrew Miller and Dellin Betances (beh-TAN’-sehs), the Yanks have the top three relievers by strikeouts and strikeouts per nine innings in the majors. Chapman was 4-4 with 33 saves and a 1.63 ERA for Cincinnati last season.

\nNEW YORK (AP) – The NBA has suspended Memphis Grizzlies forward Matt Barnes two games without pay.<\/p>\n

The league says the punishment was for a “physical altercation” with Derek Fisher and for “threatening” the Knicks coach in October.<\/p>\n

A person with knowledge of the situation told The Associated Press in October that the incident occurred while Fisher attended a gathering at the home of Barnes’ estranged wife, Gloria Govan.<\/p>\n

PHOENIX (AP) – The Phoenix Suns have fired assistant coaches Mike Longabardi and Jerry Sichting (SEES’-ting) after a 5-15 slide.<\/p>\n

Nate Bjorkgren was promoted to take Longabardi’s job as defensive coordinator. Assistant Earl Watson also was promoted to a bench coach position.<\/p>\n

Known as the “clown prince” of the barnstorming basketball team, Lemon used a blend of hook shots and humor to entertain millions of people around the world.<\/p>\n

The showman was known as much for his confetti-in-the-water-bucket routine as his hook shot and no-look passes.<\/p>\n

(AP) – Media reports say two more people are in custody and charged with first-degree in the death of a 1-year-old girl shot in a Christmas Day drive-by in Chapel Hill, North Carolina. Local news outlets report 22-year-old Ramone Jamarr Alson and 23-year-old Pierre Je Bron Moore were arrested yesterday. The family says she was playing outside when she was hit by stray fire. Police initially arrested 22-year-old Shaquille Oneill Davis. He is expected in court today.<\/p>\n

DAKAR, Senegal (AP) – The West African country where the original Ebola chain of transmission began two years ago has been declared free of the disease. The outbreak in Guinea led to the largest Ebola epidemic in history. The World Health Organization is holding a ceremony in the capital today to mark the step forward.
