{"id":93439,"date":"2016-01-29T14:35:00","date_gmt":"2016-01-29T20:35:00","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=93439"},"modified":"2016-01-29T14:35:22","modified_gmt":"2016-01-29T20:35:22","slug":"flood-weather-outlook","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=93439","title":{"rendered":"Flood, weather outlook"},"content":{"rendered":"<p><a href=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-11547\" alt=\"NationalWeatherServicelogo\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo-300x201.png\" width=\"300\" height=\"201\" srcset=\"https:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo-300x201.png 300w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo-260x175.png 260w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo.png 447w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>Bismarck (CSi) The National Weather Service has issued its Flood and Water Resources Outlook&#8230;January 2016<\/p>\n<p>\u00a0This probablistic flood outlook is for the Missouri and <strong>James River <\/strong>basins of North Dakota and covers the period of late January through late April.<\/p>\n<p>The report points out that there is still a long time remaining in the traditional snow accumulation season and the exact weather conditions during the spring melt are too far out for detailed forecasts.<\/p>\n<p>That being said, the probabilities represent a well below normal risk<\/p>\n<p>of wide spread high water problems during the spring of 2016.<\/p>\n<p>Importantly, the published probabilities do not include risk<\/p>\n<p>of ice jam related high water. Ice jams have proven to be difficult to predict with any degree of mathematical certainty.<\/p>\n<p><strong>&#8230;Current Conditions&#8230;<\/strong><\/p>\n<p>Most rivers and streams tend to be low and iced over, which is<\/p>\n<p>normal for this time of year. Reservoirs are all within their<\/p>\n<p>seasonally normal range. Frost thickness in the Bismarck area<\/p>\n<p>is 28 inches, which is not extraordinary for this time of year.<\/p>\n<p>Snow cover and the water content of the snowpack is less than<\/p>\n<p>normal with around an inch of water equivalent near Jamestown, a<\/p>\n<p>quarter of an inch near Bismarck and even less with the recent<\/p>\n<p>warm weather as one goes west and north of Bismarck.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>&#8230;Weather Outlook&#8230;<\/strong><\/p>\n<p>Winter has thus far been very consistent with the earlier<\/p>\n<p>expectations associated with El Nino as November through late<\/p>\n<p>January has seen well above normal temperatures and normal<\/p>\n<p>to slightly below normal precipitation. This trend is<\/p>\n<p>expected to continue as the one-month and three-month climate<\/p>\n<p>outlooks portray a better than normal chance of below normal<\/p>\n<p>precipitation and above normal temperatures.
