Valley City (CSi) On Tuesday, the Oakes Public School Superintendent Josh Johnson was unanimously chosen as the seventh superintendent of the Valley City Public School District.<\/p>\n

Johnson has been the superintendent in Oakes for three years. Prior to that, he was a principal in the Devils Lake School district and he also served briefly as a principal for the Barnes County North School district.<\/p>\n

Under the agreement, Johnson accepted a three year contract with an annual salary of $148,000 in the first year, followed by a salary of $154,000 in the second year and his salary moves up to $162,000 in the third year.<\/p>\n

Johnson will succeed current Superintendent Dean Koppelman, on July 1st<\/sup> this year, when Koppleman retires.<\/p>\n

The Oakes Public School board will hold a special meeting today, to determine a search process for a new superintendent.<\/p>\n

Bismarck (CSi) Ten teams of students from seven North Dakota High Schools are competing today in the LifeSmarts state finals, at the Heritage Center on the state capital grounds in Bismarck, Competion begins at 9-a.m. and continues for much of the day.<\/p>\n

The teams compete in a series of elimination rounds to reach the final round, which is expected to begin about 2-p.m.. The public is invited to watch the competition.<\/p>\n

The LifeSmarts competition tests students in grades 9-12 about personal finance, health and safety, the environment, technology, and consumer rights and responsibilities. The Attorney General\u2019s Office hosts the annual event.<\/p>\n

High schools competing in the state competition are:<\/p>\n

Jamestown (2 teams) Central Cass, Northern Cass, Burke Central, Flasher (2 teams)Kindred (2 teams) and TGU Granville.<\/p>\n

The Consumer Protection Division organizes the annual state competition, supported by many North Dakota businesses, including Super Valu Warehouse, ND Securities Department, Capital Electric Cooperative, Inc., ND Association of Rural Electric Cooperatives, and Capital Trophy.<\/p>\n

\u3000\u00a0 The winning state team will advance to the national finals in Denver.<\/p>\n

Valley City (VCSU) Valley City State University has achieved record spring enrollment according to its official Spring Semester 2016 census figures released Tuesday, February 9, 2016.<\/p>\n

VCSU enrollment numbers for Spring 2016 show all-time highs for total student headcount (1,345) and full-time equivalent (FTE) students (977).<\/p>\n

These numbers represent the high point of an enrollment growth trend achieved at Valley City State in recent years. Since 2009, VCSU\u2019s spring headcount numbers have grown more than 40 percent (from 959 to 1,345), while FTE over the same period has increased 27 percent (from 767 to 977).<\/p>\n

VCSU President Tisa Mason, says,”Our spring enrollment figures are validating. The numbers indicate that more students and families are recognizing the value of a Valley City State education and making VCSU their college choice. The numbers also tell us that we\u2019re doing a better job of helping students succeed at VCSU. We had our largest graduating class ever in 2015; that we\u2019re seeing record numbers now on campus indicates that more students who start here are staying here, and that\u2019s good.”<\/p>\n

She adds, “I give credit to our faculty, staff and students. Their work in creating and maintaining a quality teaching and learning environment is what keeps us strong.”<\/p>\n

Valley City State University offers students more than 80 undergraduate, graduate and certificate programs. U.S. News and World Report<\/i> has ranked VCSU as the No. 1 Public Regional College in the Midwest for 2016 and a U.S. News<\/i> “Best College” for 18 consecutive years.<\/p>\n

Jamestown (CSi) An altercation on Sunday at a Northeast Jamestown residence, led to the arrest of a couple who allegedly assaulted each other with weapons. The report says a knife and a fireplace poker were allegedly used in the altercation.<\/p>\n

49 year old Rodney Dale Daulton, of 1003 5th Avenue Northeast apt number 4, was charged with four Class C felonies aggravated assault and three counts of terrorizing.<\/p>\n

39 year old Barbara Lynn Daulton, of the same address, was charged with aggravated assault, a Class C felony.<\/p>\n

They appeared in Southeast District Court before Judge John Greenwood Monday.<\/p>\n

They are being held in the Stutsman County Correctional Center after each did not post a $5,000 bond.<\/p>\n

The maximum penalty for a Class C felony is five years in prison and a $10,000 fine.<\/p>\n

 <\/p>\n

WASHINGTON (CSi) \u2013 Senator John Hoeven Tuesday announced that the U.S. Army Corps of Engineers will provide $3.9 million pursuant to a congressional appropriation to upgrade the LaMoure sanitary sewer system. The Corps included the LaMoure project in its Fiscal Year 2016 work plan, which it released today. Hoeven serves on the Energy and Water Appropriations Committee where he worked to include funding for projects like LaMoure.<\/p>\n

Hoeven says, “The City of LaMoure has been working hard to deal with the effects of an aging sanitary sewer system, and I have been working with the Corps to match their work with a federal commitment to upgrade the entire system. I\u2019m pleased that the Corps of Engineers will address the project in 2016. This project will provide a significant infrastructure upgrade that will last for years to come.”<\/p>\n

The City of LaMoure currently uses a sanitary sewer system that uses clay pipes that date to the 1930s and 1940s. High levels of ground water along the James River often force the city to bypass the system and pump sewage directly into the environment. The year-end appropriations bill for Fiscal Year 2016 included $55 million for sewer systems and other water development infrastructure projects, a $5 million increase over the 2015 budget. As a member of the Energy and Water Appropriations subcommittee, the senator worked to ensure that the Corps allocate some of this money for the LaMoure sanitary sewer system.<\/p>\n

Senator Heidi Heitkamp adds, “Across North Dakota, cities like LaMoure face undue water infrastructure challenges because they are working with outdated systems made worse by flood waters that spill into their sewage systems \u2013 but today, the LaMoure community is finally getting the investment it needs to make changes.\u00a0 For years I\u2019ve been pressing the Army Corps to provide LaMoure families and businesses with infrastructure support that\u2019s long overdue \u2013 and that persistence finally paid off.<\/p>\n

Jamestown (CSi) Stutsman Rural Water District plans to construct a second water tower this summer.<\/p>\n

The water tower will be located west of Rural Water\u2019s treatment plant located about 2 miles south of Spiritwood.<\/p>\n

The water District\u2019s Manager, Geneva Kaiser, says the district needs to increase water capacity to meet the needs of a growing customer base.<\/p>\n

The new water tower is one of several components of phase 5 of the district\u2019s current expansion project. Phase 5 has an engineer\u2019s estimate of $4.9 million and includes an expansion to a water storage tank near Fried and other capacity enhancements. Bids for the project will be let this spring with construction planned for this summer.<\/p>\n

The water district completed its first water tower near Titan Machinery last summer.<\/p>\n

\u00a0MINOT, N.D. (AP) – A 21-year-old Minot man accused of possessing child pornography has been arrested.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Minot Police Department says the man was arrested Tuesday on one count of promoting an obscene sexual performance by a minor and 10 counts of possession of prohibited materials.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The police department says it served a search warrant at an address in northeast Minot on Feb. 1. It says investigators seized several electronic devices on which they found “numerous” images of child pornography.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The man was arrested at Minot Air Force Base. It’s unclear if he’s an airman.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 He was transported to the Ward County Jail where he will be held until his initial appearance.<\/p>\n

\u00a0FARGO, N.D. (AP) – Backers of a Red River diversion project around the flood-prone Fargo area say they’re grateful that the U.S. Army Corps of Engineers is officially backing a plan that would combine public and private resources to build the channel.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The corps on Tuesday included the diversion among six projects slated to begin construction this year. It will receive $5 million that Congress appropriated for 2016, although it’s not clear how that money will be used.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The diversion was previously authorized by Congress, but federal funding needs to be approved each year. Supporters were worried the arrangement could delay the project for years without a public-private partnership.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 North Dakota Sens. Heidi Heitkamp and John Hoeven say Tuesday’s announcement is important, but the project still needs to satisfy worries of upstream residents.<\/p>\n

WILLISTON, N.D. (AP) – Voters in the district encompassing rural schools around Williston have once again rejected a proposed new school.<\/p>\n

The unofficial tally from Tuesday’s election shows about 63 percent of the 414 voters opposed to the proposed K-8 school.<\/p>\n

The result was similar to an election last year in which voters rejected a proposed K-12 school.<\/p>\n

Superintendent Rob Turner says he will consult with the school board about how to proceed.<\/p>\n

The district encompassing schools in Williston is working on a new high school that’s expected to be finished in the fall.<\/p>\n

MINOT, N.D. (AP) – An alumnus of Minot State University has donated what the school says is the largest gift in its history.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The MSU College of Business announced Tuesday the $2 million gift from Clint Severson and Conni Ahart.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Severson is chairman of the board and chief executive officer of Abaxis, a medical devices company based in northern California. He is also a 1973 graduate of the former Minot State College.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Severson previously donated $1 million to the school’s College of Business to help create the Severson Entrepreneurship Academy. In 2007, Forbes named him their entrepreneur of the year.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The school says the new gift will endow its entrepreneurship program. It also plans to apply for a $1 million matching grant from the North Dakota Higher Education Challenge Grant Program.<\/p>\n

WATFORD CITY, N.D. (AP) – North Dakota regulators are holding a public hearing in Watford City on a proposed oil pipeline in McKenzie County.

\n\u00a0\u00a0\u00a0\u00a0 Tesoro High Plains Pipeline Co. wants to build a 1.4-mile pipeline to carry up to 75,000 barrels of crude daily.

\n\u00a0\u00a0\u00a0\u00a0 The company says the $8.9 million Targa Antelope Lateral Pipeline Project would enable Tesoro to more fully utilize its existing pipeline system.

\u00a0BISMARCK, N.D. (AP) – North Dakota officials say action by the U.S. Supreme Court to halt new federal rules aimed at reducing carbon dioxide emissions is good news for the state.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Justices Tuesday put the rules on hold while a legal challenge proceeds. The White House issued a statement saying it disagreed with the decision.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 President Barack Obama last August unveiled rules designed to cut greenhouse gas emissions from power plants. Under the new standards, North Dakota must cut its emission rate by almost 45 percent by 2030.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 North Dakota and nearly 30 other states sued. Attorney General Wayne Stenehjem says North Dakota now need not comply with what he calls “this radical rule” until court action concludes.

BISMARCK, N.D. (AP) – The University of Mary has hired former Marauders and University of North Dakota head football coach Dale Lennon as its public affairs director.<\/p>\n

Lennon will work on marketing strategies and deal with community relations in his new role, which he will begin Feb. 22.<\/p>\n

Lennon was Mary’s head football coach from 1997-99, before moving on to UND. He left Grand Forks after 2007 to become head coach of Southern Illinois. He was fired after last season.<\/p>\n

Lennon in 2001 led UND to the NCAA Division II championship and was named coach of the year by the American Football Coaches Association.<\/p>\n

Enderlin (VCSU) Enderlin native Megan Johnson has signed a letter of intent to continue her academic and athletic career at Valley City State University next year as a two-sport athlete.<\/p>\n

Johnson \u2013 currently a sophomore at North Dakota State College of Science in Wahpeton will join the VCSU volleyball and track and field teams starting in the Fall of 2016, VCSU coaches Adam Longmore and Chris Johnson made the announcement Tuesday.<\/p>\n

The European Commission, in a report released today, says Greece’s response to the refugee emergency continues to be too slow and that it’s not sending enough migrants who don’t qualify for asylum back home. The report noted that almost 20,000 migrants have been deported since the beginning of last year but that’s not enough.

\n\u00a0\u00a0\u00a0\u00a0 PARIS (AP) – French rescuers have brought seven Spanish spelunkers to safety today after they were trapped overnight in a cave in the Pyrenees region. Officials say six men and one woman were “lifted out of a chasm” and are “tired but not injured.” They say that the Spaniards were part of a group of 15 explorers who began a descent yesterday afternoon and eventually got trapped.
