The meeting was conducted by Commission Vice President Pedersen.<\/p>\n<p>The City Commissioners discussed the permissibility of the grievances filed against Mayor Werkhoven, and how the employee manual and code of conduct apply to the process going forward.<\/p>\n<p>The city commission had requested the Barnes County State\u2019s Attorney to determine the status of the grievances. Under review is rights of four city employees in the city employee personal policy and procedure manual.<\/p>\n<p>At Thursday\u2019s meeting, Pedersen said State\u2019s Attorney Carl Martineck said it was not within his scope to provide the information.<\/p>\n<p>The Commission voted unanimously to hire Vogel Law Firm to make a determination on the permissibility and how the process pertains to the city\u2019s Code of Conduct and Employee Manuel, with a fee cap of $7,500.<\/p>\n<p>Next the City Commissioners considered retaining an attorney for the limited purpose of investigating the grievances filed against Mayor Werkhoven and advising the City Commission during the Grievance procedures.<\/p>\n<p>The City Commission voted unanimously to potentially engage attorney Pat Monson as a mediator, if Vogel determines that mediation is the approach.<\/p>\n<p>A fee cap is to be determined.<\/p>\n<p>\u3000<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A team from Jamestown has won the state finals of the annual LifeSmarts competition.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Ten teams of students representing seven North Dakota high schools competed in the annual LifeSmarts competition this week in Bismarck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 LifeSmarts tests students about personal finance, health and safety, the environment, technology, and consumer rights and responsibilities.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Jamestown team will represent North Dakota at nationals in Denver, Colorado in April.<\/p>\n<p>JHS team Number two \u00a0is coached by\u00a0Jamestown High School \u00a0social studies teacher Marchel Krieger and consists of team captain Courtnay Kiecker and members Colton Carson, Cris Dupre, Leo Fremgen and Julia Shirley. The team prevailed through elimination rounds in a field of 10 teams and defeated Flasher High School team Number two\u00a0 in the finals at the Heritage Center in Bismarck.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO (AP) \u2013 Police have identified the man suspected of shooting a Fargo police officer as <a href=\"http:\/\/www.wday.com\/news\/3945762-update-suspect-identified-fatal-standoff-north-fargo\">49-year-old Marcus Schumacher<\/a><span> (SHOO\u2019-maw-kur).<\/span><\/p>\n<p>Authorities say Schumacher held police at bay for about 11 hours, Wednsday night through Thursday morning, \u00a0firing numerous rounds at law enforcement, \u00a0when police responded to a domestic violence report.<\/p>\n<p><span>The injured officer, Jason Moszer died Thursday afternoon about 12:45, according to Fargo Deputy Police Chief Joe Anderson.<\/span><br \/>\n\u00a0Court records show Schumacher was sentenced in 1989 on charges of manslaughter and reckless endangerment for the death in downtown Grand Forks of 17-year-old Maynard Clauthier. The North Dakota Supreme Court ordered a new trial the following year and Schumacher was convicted of negligent homicide and sentenced to five years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Separate court documents show that Schumacher was convicted of disorderly conduct in January 2013. He served a year of probation.\u00a0\u00a0\u00a0<br \/>\n\u00a0<br \/>\nPolice Chief David Todd says a SWAT team entered the Fargo home shortly before dawn Thursday and found his body. Todd says he doesn\u2019t know if the suspect was hit in an earlier exchange of gunfire with a SWAT officer or if he shot himself.\u00a0Continuing \u00a0updates at <a href=\"http:\/\/www.wday.com\/news\/north-dakota\/3945296-suspected-gunman-officer-involved-shooting-standoff-dead\">WDAY<\/a><span>.<\/span><\/p>\n<p>The six-year veteran of the force with a wife and two children is just the second Fargo officer to die in the line of duty and the first in more than a century.<\/p>\n<p>An account has been set up at Bell State Bank &amp; Trust for the behalf of the family of Officer Jason Moszer.<\/p>\n<p>Moszer was the officer shot during Wednesday night\u2019s standoff in North Fargo.<\/p>\n<p>Donations can be dropped off at any Bell State Bank locations for the &#8220;Moszer Family Benefit Account.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Officials around North Dakota are expressing grief and condolences in the wake of an incident in Fargo that left a police officer dead.<\/p>\n<p>Fargo Mayor Tim Mahoney said in a statement the city was &#8220;profoundly saddened&#8221; by the death of Moszer, who won a Silver Star commendation after he and another officer were credited with risking their lives in 2011 to rescue two children from an apartment fire.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0Late Thursday, hundreds gathered for a candlelight vigil in his honor.<\/p>\n<p>\u00a0Gov. Jack Dalrymple issued a statement offering prayers for Moszer&#8217;s family, Fargo police and the city itself. He said he will direct flags to be flown at half-staff statewide to honor Moszer on the day of his funeral.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Members of North Dakota&#8217;s congressional delegation also issued statements expressing condolences. Grand Forks Mayor Michael Brown said that nearby city&#8217;s police department stands ready to help Fargo police if needed.<\/p>\n<p>\u3000<\/p>\n<p>\u00a0NEW ROCKFORD, N.D. (AP) &#8211; Authorities have identified a body recovered from the Sheyenne River as a 36 year-old Halstad, Minnesota, woman who disappeared last fall.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eddy County Sheriff Paul Lies says the medical examiner identified the woman as Amanda Engst. A dive rescue team from Jamestown recovered her body from the river on Tuesday afternoon.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A cause of death was not released, although foul play is suspected. Lies says a car owned by Engst was used by two people linked to burglaries and robberies in Minnesota and North Dakota.<\/p>\n<p>\u00a0Update&#8230;<\/p>\n<p>Jamestown (CSi) The Jamestown Rural Fire Department spent about six hours at the scene of a truck fire\u00a0Wednesday night into early Thursday morning.<\/p>\n<p>Rural Fire Chief Ben Maulding, says nine rural firefighters and three units responded to the call of a semi on fire on the U.S. Highway 281 bypass west of Jamestown about 7:30 p.m. The van trailer of the rig was hauling dry pasta.<\/p>\n<p>The fire started in the tractor of the semi and had spread to the trailer and load by the time units arrived.<\/p>\n<p>Firefighters put out the exterior fire in less than an hour during which time traffic on the bypass was blocked.<\/p>\n<p>They had to unload pallets of pasta to get at the fire inside the trailer, taking several hours.<\/p>\n<p>The cause of the fire is listed as electrical or mechanical in the tractor of the rig.<\/p>\n<p>The semi tractor, trailer and contents were all total losses.\u00a0 No injures reported.<\/p>\n<p>&nbsp;<\/p>\n<p>Washington (CSi) North Dakota Senators John Hoeven and Heid Heitkamp have announced that the North Dakota Housing and Urban Development has awarded 15 grants totaling $2.1 million to several housing authorities in the state.<\/p>\n<p>The Barnes County Housing Authority will receive $53,893.<\/p>\n<p>The funds were made available through HUD\u2019s Capital Fund program and supports management improvements and modernization of public housing.<\/p>\n<p>Others receiving funding included:<\/p>\n<p>\u00b7 Fargo Housing and Redevelopment Authority: $681,359<\/p>\n<p>\u00b7 Burleigh County Housing Authority: $408,305<\/p>\n<p>\u00b7 Minot Housing Authority: $331,569<\/p>\n<p>\u00b7 Housing Authority of Cass County: $167,673<\/p>\n<p>\u00b7 Housing Authority of the City of Williston: $129,094<\/p>\n<p>\u00b7 Ramsey County Housing Authority: $83,190<\/p>\n<p>\u00b7 Rolette County Housing Authority: $69,344<\/p>\n<p>\u00b7 Mercer County Housing Authority: $40,234<\/p>\n<p>\u00b7 Traill County Housing Authority: $33,410<\/p>\n<p>\u00b7 Nelson County Housing Authority: $32,039<\/p>\n<p>\u00b7 Towner County Housing Authority: $23,977<\/p>\n<p>\u00b7 Benson County Housing Authority: $18,545<\/p>\n<p>\u00b7 Emmons County Housing Authority: $17,989<\/p>\n<p>\u00b7 McIntosh County Housing Authority: $8,446<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. Joel Vettel says the suspect walked into the Petro Serve USA station shortly before 3:30 a.m. Friday, pointed a handgun at a customer and demanded money from the store&#8217;s clerk.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 No one was hurt. A police dog unsuccessfully tried to track the suspect.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Parks and Recreation Department is funding 13 projects through the state&#8217;s Outdoor Community Grant Program.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Legislature last year approved half a million dollars for the program for the two-year budget cycle. Grants are in two categories &#8211; outdoor recreation facilities and recreation leadership grants.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The program received 19 applications totaling more than $1 million.
