The January totals for 2015 were nearly 101,000.<\/p>\n<p>The airports in Devils Lake and Jamestown were the only two commercial service airports in the state to see an increase last month over 2015.<\/p>\n<p>In the oil boomtown of Williston, boardings dropped from over 10,600 to about 5,800, reflecting the slump in the oil industry. Attorney Myhre explained the Ordinance brings the city in compliance with the North Dakota Century Code, in regard to offenses of domestic violence.<\/p>\n<p>Approved the first reading of Ordinance 1002, an ordinance amending Title 9, Zoning.\u00a0 City Attorney Myhre said the changes and clarifications are being worked, as requested by the city zoning board.<\/p>\n<p>NEW BUSINESS<\/p>\n<p>City Commissioners approved the Renaissance Zone application for Jerry and Edith Schmidt for a 5 year property tax exemption, limited and capped at a $250,000 property valuation and 5 year income tax exemption for a new residential purchase, and designate it as VC-100. RZ Authority Board approved. The area is in Northwest Valley City.<\/p>\n<p>The City Commission approved the Memorandum Of Understanding for Hi-Line Orchard and Garden. Casey Williams, Beautification Committee noted the project includes the planting of trees and other vegetation.<\/p>\n<p>The City Commission approved a Project, the 9th St NE Shared-Use Path for final acceptance.<\/p>\n<p>Then the Commissioners approved an Amendment to the Engineering Agreement with KLJ for the Main Street Shared Use Path in an amount not to exceed $22,000.<\/p>\n<p>CITY ADMINISTRATORS REPORT \u2026no report was given..<\/p>\n<p>CITY UPDATE &amp; COMMISSION REPORTS<\/p>\n<p>City Building and Fire Inspector Dave Andersen said that he has presented the City Commission with documentation, noting the city has over 700 acres in the 100 year flood plain.<\/p>\n<p>Andersen told the city commission that FEMA flood insurance rates for homeowners are expected to increase this year.<\/p>\n<p>He pointed out that a national program called Community Rating System explains the criteria and how the city can earn credits to help lower those flood insurance rates.<\/p>\n<p>Andersen is working on the CRS plan for the city.<\/p>\n<p>He says the city commission would have to approve the plan before implementing it.<\/p>\n<p>Mayor Werkhoven reminded drivers of snow piles that are blocking the line of site a some corners.<\/p>\n<p>And, Mayor Werkhoven apologized for any statements he may have made in the past, that may have offended any City Commission member, or anyone in the public.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) The Valley City High School Spring Concert is set for March 8, 2016,\u00a0 at 7:30-p.m.,\u00a0at the Hi-Liner Activity Center in Valley City.<\/p>\n<p>There will be a presentation of the North Dakota Governor\u2019s Band award to the Valley City<\/p>\n<p>High School Concert Band by Governor Jack Dalrymple and First Lady Betsy Dalrymple.<\/p>\n<p>The public is encouraged to attend this fun evening featuring a number of other bands performing on Tuesday, March 8th at 7:30pm in the Hi-Liner Activity Center.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; A benefit fund has been set up for the family of a man suspected in the shooting death of a Fargo police officer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officer Jason Moszer died Thursday of a single gunshot wound during a standoff at a house near downtown Fargo. The suspect, Marcus Schumacher, was found dead in the house but police have not said whether he died of a police bullet or shot himself.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officers were initially sent to the scene after Schumacher&#8217;s son called dispatchers and said Schumacher had fired a gun at his mother, Schumacher&#8217;s wife.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A group coordinating the fundraising effort says it&#8217;s also accepting donations of gift cards and non-perishable food items.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fargo Police Chief Dave Todd has urged community members to reach out the Schumachers, saying it&#8217;s &#8220;the right thing to do.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Hundreds of blue light bulbs that Fargo police offered to residents who want to honor an officer killed on the job were snatched up in half an hour.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The department had a supply of about 500 bulbs.\u00a0 Lines formed outside police headquarters on Tuesday morning as people showed up to pick up a bulb and drop off a donation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The effort is to honor Officer Jason Moszer, who died Thursday of a gunshot wound during a standoff with a suspect at a house near downtown Fargo. (AP) &#8211; Prosecutors say law officers who handled the case of a man accused in a drug-fueled slaying on the Fort Berthold Indian Reservation did not trample on the suspect&#8217;s rights.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Assistant U.S. Attorney Rick Volk has asked a federal judge to throw out a defense request to bar key evidence at Marcel Chase&#8217;s trial in May.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Chase is accused of killing Toby Young Bear with his bare hands during a meth-fueled fight in December 2014, then stashing the body in the trunk of his mother&#8217;s car. He could face up to life in prison if convicted of second-degree murder.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Defense attorney Paul Myerchin contends police violated Chase&#8217;s rights in gathering evidence and questioning him without an attorney present. (AP) &#8211; North Dakota regulators are proposing new rules aimed at the oil industry.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A slate of proposed rules were unveiled Tuesday, including a requirement that would require bonding for all crude and saltwater pipelines. Another new rule would require berms of at least a foot high to be built around a well site.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Department of Mineral Resources Director Lynn Helms says public hearings on the proposals will be done in several cities in April. He says October is the earliest the rules could be in place.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Petroleum Council President Ron Ness says his group has not had a chance to study the proposals. He says subjecting the oil industry to more rules adds costs to companies that already are dealing with depressed crude prices.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota regulators will allow owners of some low-volume oil wells to suspend production for up to a year, while awaiting a rebound in crude prices.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Industrial Commission approved the waivers for so-called marginal wells on Tuesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Companies are supposed to plug and reclaim a well when there is no more oil being pumped. State Mineral Resources Director Lynn Helms says some of the low-producing oil wells aren&#8217;t economically feasible to operate with depressed crude prices.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Marginal wells also are called stripper wells. Data show there are about 3,100 of them in the state. They are broadly defined in North Dakota as those that produce fewer than 40 barrels of crude daily.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0 BISMARCK, N.D. (AP) &#8211; Public housing authorities in North Dakota are getting $2.1 million in federal funding to improve their properties.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The U.S. Department of Housing and Urban Development says the money is going to 15 housing authorities across the state, including in Fargo, Williston, Minot, Cass County and Burleigh County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The money is through HUD&#8217;s Capital Fund Program, which gives money each year to about 3,100 public housing authorities across the country.<br \/>\n\u00a0<\/p>\n<p>In sports&#8230;<\/p>\n<p>GRAND FORKS, N.D. He told Iowa radio reporters Tuesday that he supports Majority Leader Mitch McConnell&#8217;s view that Obama&#8217;s successor should nominate someone to fill the seat of the late Justice Antonin Scalia. But Grassley says he won&#8217;t make any decision on that until there&#8217;s a nominee. As for whether the controversy might threaten his own re-election chances, Grassley says he has to do his job as a senator.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NEW YORK (AP) &#8211; If the Rev. Al Sharpton plans to make an endorsement in the 2016 Democratic primaries, he isn&#8217;t talking. And as for any endorsement, Sharpton says only he and Clinton know, but they aren&#8217;t telling. According to the league&#8217;s tax filing, released today, Commissioner Roger Goodell earned just over $34 million for 2014. It&#8217;s actually down a bit from the previous year, and from 2012 &#8212; when Goodell collected $44 million.
