This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender. (AP) &#8211; Formal charges are pending against a Minot man accused of intentionally hitting another man with his car.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The motive for the alleged attack wasn&#8217;t immediately clear, though the Ward County Sheriff&#8217;s Office says the suspect had been waiting for a female that the 41-year-old victim was talking to before he was struck about 8 p.m. Tuesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The victim was attended to by paramedics and later went to a hospital on his own. The nature and extent of his injuries aren&#8217;t known.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 38-year-old suspect was arrested later for reckless endangerment and jailed pending a court appearance.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; A former oil company worker in Minot who pleaded not guilty to murder in 2012 due to mental illness is seeking a release from state supervision on the grounds that he no longer presents a risk.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Charles Davis II has appealed to the North Dakota Supreme Court for a full release from the State Hospital in Jamestown. A hearing is set for March 22.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Davis is originally from Texas. He was charged with stabbing to death co-worker Donald Flowers, also of Texas, in a hotel conference room in Minot in March 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Davis was later committed to the State Hospital. He was granted conditional release in 2013, and denied full release a year ago. He appealed to the Supreme Court last September.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota Secretary of State Al Jaeger has approved for circulation a petition to put legalizing marijuana use up to a statewide vote.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Jaeger on Wednesday said the measure&#8217;s backers must gather about 13,500 qualified signatures by July 11 to put it to a statewide vote in the November general election.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The petition seeks to make it legal to grow, possess, use and distribute marijuana for people 21 and older.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The petition is separate from an effort to legalize medical marijuana in North Dakota. With voters&#8217; approval, that initiative would make it legal for North Dakotans to possess up to 3 ounces of marijuana for medical purposes. It says those who qualify could obtain the drug from a state-licensed dispensary or grow a limited supply for personal use.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Public Service Commission says a track inspector for the state&#8217;s new rail safety program has been certified by federal regulators.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 PSC Chairwoman Julie Fedorchak says Karl Carson was certified this week by the Federal Railroad Administration after six months of training.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Carson is a former BNSF Railway manager.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Legislature last year established the state-run rail safety pilot program that includes two rail safety inspectors to supplement inspections by the Federal Railroad Administration.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fedorchak says a second state inspector was hired in December and has yet to be certified by the federal agency.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0 WILLISTON, N.D. (AP) &#8211; Williston&#8217;s City Commission has rejected a proposal to slowly phase out oil field crew camps within city limits rather than eliminate them this summer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The commission late last year set a July 1 deadline for the camps to shut down, but oil industry officials said some temporary housing is still needed despite the current oil slump.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Commissioner Deanette Piesik proposed reducing the number of crew camp beds 25 percent annually for the next two years, with the complete elimination of the camps by 2020. (AP) &#8211; Xcel Energy customers in North Dakota will get a refund as part of an ongoing settlement in the utility&#8217;s dispute with the federal government over the storage of spent nuclear fuel.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota Public Service Commission on Wednesday approved the refund, which totals about $700,000 and will average about $3 per customer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Minneapolis-based utility had extra costs because the U.S. Department of Energy did not remove spent fuel from two Minnesota nuclear plants by a 1998 deadline.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Xcel reached a $100 million settlement in 2011 with the federal government over costs the company incurred.
