CHANCE OF PRECIPITATION 20 PERCENT.<\/p>\n<p>&nbsp;<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSi) Jamestown Police Department detective involved in a false Jet Ski report was terminated from his position Wednesday.<\/p>\n<p>The letter of termination\u00a0 of\u00a0 Detective Sgt Tom Nagel, was signed by Jamestown City Administrator Jeff Fuchs and Jamestown Mayor Katie Andersen. Andersen and Fuchs hold the &#8220;appointing authority&#8221; under the Jamestown Civil Service ordinance and based their letter of termination and on Police Chief Scott Edinger&#8217;s and the review board&#8217;s recommendations.<\/p>\n<p>The review board, consisting of four police officers and one private citizen, recommended terminating Nagel for violating 19 policies. The policy violations were not individually listed in the letter from Jamestown Police Chief Scott Edinger to City Administrator Jeff Fuchs informing Fuchs of the review board&#8217;s findings and recommending that Nagel be terminated from his job.<\/p>\n<p>Nagel&#8217;s attorney, Joe Larson, said the termination will be appealed through a hearing before the Jamestown Civil Service Commission.<\/p>\n<p>No hearing date has been set.<\/p>\n<p>The request for the hearing must be made within five days of termination and the hearing must be held within 15 days of the request.<\/p>\n<p>The termination resulted from internal investigations conducted by the Jamestown Police Department and the Stutsman County Sheriff&#8217;s Office after an anonymous tip was made to the KVLY Valley News Live Whistleblower Hotline alleging a sheriff&#8217;s deputy and the son of the sheriff were improperly using a Jet Ski owned by Stutsman County. Stutsman County does not own a Jet Ski, and the allegations were proven to be false. The investigations attempted to ascertain who made the allegations and if any violations of department policy or of the North Dakota Peace Officer&#8217;s Code of Conduct occurred.<\/p>\n<p>Larson says, &#8220;Tom Nagel is an honest cop. He is a victim of a witch hunt. What they are doing to him is shameful and disgusting. He will be vindicated.&#8221;<\/p>\n<p>In documents released by the department, Police Detective Sgt. Thomas Nagel had worked for the department since 1989.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown City Council and Public Works Committee met in Special Session, Thursday at City Hall, at 3-p.m. to address issues regarding the Jamestown Sanitation Utility operation Analysis and Report, and recycling.<\/p>\n<p>All members were present.<\/p>\n<p>The City Council meeting recessed to allow the Public Works Committee to convene, as Brent Erickson of HDR, Inc., gave details of the new Jamestown Sanitation Utility and Operational Analysis and Report, a 74 page draft document.<\/p>\n<p>The breakdown consists of financials, assessments, the feasibility for residential recycling, and a rate projection.<\/p>\n<p>The report included the &#8220;enterprize utility,&#8221; consisting of the landfill for disposal and collections at residence.<\/p>\n<p>He said a rate increase will be needed in those areas, for operational increases.<\/p>\n<p>The tipping fees would increase to generate sufficient revenues for the future, plus regulations.<\/p>\n<p>A deficit is also projected in collections, with rate increases recommended, specifically with commercial collections.<\/p>\n<p>A cart provided by the city would be in conjunction with a can provided by the city, which allows automated collections, with one person the driver, operating the system. It would reduce the number of trucks from three to two, and reduces the labor numbers and possibility for injuries. The customer is charged based on volume collected.<\/p>\n<p>With recycling he said the cost projections are lower than the figures he presented last November. Additional drop off sites are NOT recommended.<\/p>\n<p>Mandatory yard waste collections will be added, if approved. The process would be in conjunction with automated curbside collection.<\/p>\n<p>Dual stream collection where residents sort the items by type, or single stream where all recyclables are put into one container by customers are option.<\/p>\n<p>Weekly or biweekly recycling collections are also options.<\/p>\n<p>He said recycling will not save dollars for garbage collection.<\/p>\n<p>12 years of recycling will save one year of less garbage collected at the landfill.<\/p>\n<p>A new landfill cell will be needed by 2017, or 2018.<\/p>\n<p>The Study recommends using single stream curbside recycling at a cost of $350,000 to $400,000 per year. Privatized contractors to perform the collections is also an option including all phases of collection.<\/p>\n<p>Rate projections are based on the options of automated service, including yard waste collection at $12 to $14 per month, including one disposal cart, with more carts or larger carts an option at a higher rate.<\/p>\n<p>City Administrator Jeff Fuchs pointed out handling the internal costs to the city, including the logistics of distributing and maintaining the containers, and switching cart sizes. Erickson said an option is a middle size cart be distributed, and if more volume is needed, to add more carts.<\/p>\n<p>Erickson said a fee can be implemented in changing cart sizes, adding that the carts are longer lasting. He said the collection sites, alleys or curbside, would remain the same as present.<\/p>\n<p>The final report will be given to the city, for consideration to determine rate structures and other policies.<\/p>\n<p>From the audience Mike Neumiller said that the information provided to HDR consisted of assumptions, which will affect the date HDR had to use to make the study. Joan Morris from the City Beautification Committee questioned if the report contained input from a stakeholders meeting, concerning costs, and how the Request For Proposals was performed and if issues were included in the contract.<\/p>\n<p>The City Council reconvened to address the tabled Payments to HDR Engineering in the amount of $7,336.25 and $6,126.72. Any remaining costs from any additional work by HDR was not specifically known, based on hourly costs, as one more bill will be coming.<\/p>\n<p>Mayor Andersen suggested tabling payment until the scope of service is reviewed.<\/p>\n<p>Council Member Gumke moved to make payment of both bills, costs that been incurred, so far.<\/p>\n<p>The City Council voted to 4-1 to pay the bill with Mayor Andersen voting in opposition.<\/p>\n<p>The meeting was shown live on CSi 67 followed by replays.<\/p>\n<p>The video also posted on line at CSiNewsNow.com<\/p>\n<p>\u3000<\/p>\n<p>Jamestown (CSI) The Frontier Village board has approved the budget presented by FVA Secretary-Treasurer Tina Busche with a $4,075.15 operating balance. Eleven of 18 dedicated fund items will be reviewed at the next meeting.<\/p>\n<p>Also at the meeting Dakota Belt &amp; Moccasin Owner Tom Mueller, followed up on his offer to pay $10,000 toward repairs to the Village Trader building he leases in the summer.<\/p>\n<p>Mueller said that estimates to raise the corner of the Trader building, replace decking and build a wood foundation on gravel drainage was around $9,000. Mueller would advance $10,000 of his two-year lease, which amounts to a voluntary 35 percent increase.<\/p>\n<p>FVA Board President Charley Tanata said the matter would be put on the next meeting\u2019s agenda.<\/p>\n<p>In other business, the board approved a $500 White Cloud Days budget and directed staff to create activities designed to bring people to Frontier Village. The activities have moved to McElroy Park and have impacted vendors and activities at the Frontier Village.<\/p>\n<p>Tanata encouraged the board to seek out blacksmiths and other demonstrations for White Cloud Days.<\/p>\n<p>Wild West Players representative Jackie Schrader, read a letter of support for Frontier Village Manager Nichole Mosolf in response to the Jamestown Tourism board\u2019s decision to cut 50 percent funding to the FVA manager\u2019s position in February.<\/p>\n<p>Jamestown Tourism Executive Director Searle Swedlund said the cuts were about contracts. The FVA grant application did not update the manager\u2019s job description to reflect a vision of economic impact and a focus on providing positive visitor experiences.<\/p>\n<p>Board Vice President Nellie Degen said Mosolf is achieving goals more so than her predecessors and these efforts are contributing to the FVA mission. She credited Mosolf for motivating and managing 32 volunteers with 2,352 hours in 2015.<\/p>\n<p>&nbsp;<\/p>\n<p>Spiritwood (CSi) A new flagpole will be installed at the Spiritwood post office, after it was pointed out that the American flag at half-staff, is touching the roof of the building.<\/p>\n<p>George Quigley, of Spiritwood, says he noticed the problem on Monday, a day after President Barack Obama ordered flags at half-staff at all federal buildings until the burial of former first lady Nancy Reagan, who died on Sunday.<\/p>\n<p>Quigley, who serves as ride captain in the North Dakota Patriot Guard, said the post office, which operates on limited hours, was closed at noon and so he took the matter into his own hands. Quigley said he raised the flag up the 30-foot flagpole and lowered it to 10 feet from the top.<\/p>\n<p>The postal worker at Spiritwood,said it was very windy Monday and that may have caused the flag to touch the building in the half-staff situation. When Quigley complained, the employee referred him to the Jamestown postmaster.<\/p>\n<p>Jamestown Postmaster, Gerard Bercier, says, &#8220;The situation just came up yesterday and we took care of it yesterday, &#8221; adding that a new flag pole will be installed.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) District 24 Republicans and Democrats have nominated state house and senate candidates for the 2016 elections.<\/p>\n<p>Republicans nominated Eldred Knutson to run for the state Senate. (AP) &#8211; A corrections officer in Mercer County has been charged with attempted murder for firing a rifle and wounding two people at an apartment in Beulah.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court records show that 26-year-old Hazen resident Michael Peterson is also charged with reckless endangerment.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0The \u00a0severity of the victims&#8217; injuries is unknown. Court records show Peterson shot the rifle over 30 times from the apartment and some bullets were found at an adjacent motel.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The case stemming from the Feb. 27 incident was turned over to the state Bureau of Criminal Investigation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 No current phone number could be found for Peterson.
