Kaiser is in his second term as Stutsman County sheriff and would not face a re-election challenge until 2018.<\/p>\n<p>Recall committee, Chairman, Tom Greshik says his group was prompted to act by what he called &#8220;corruption&#8221; in the Stutsman County Sheriff&#8217;s Office when Deputy Elizabeth Kapp was terminated in February.<\/p>\n<p>Greshik said the recall process is an attempt to restore trust in the Sheriff&#8217;s Office.<\/p>\n<p>Kapp had accused Deputy Falk of using a Sheriff&#8217;s Office vehicle to pull a personal boat verbally in October and in writing through her attorney in January. A review of the accusations by Fritz Fremgen, Stutsman County state&#8217;s attorney, resulted in no criminal charges.<\/p>\n<p>Kapp&#8217;s letter of termination, signed by Kaiser, said she was terminated for violations of the Peace Officer&#8217;s Code of Conduct and Stutsman County policy.<\/p>\n<p>Greshik said Kapp was not associated with the recall effort.<\/p>\n<p>Lee Ann Oliver, the election specialist for the North Dakota Secretary of State&#8217;s Office, said the office had received a proposed petition Wednesday and was reviewing the document.<\/p>\n<p>If the review finds no problems with the wording of the petition, it would be approved for the collection of signatures sometime between March 21 and March 27. The petition committee has one year to gather 2,330 signatures which amounts to 25 percent of the 9,332 people who voted in the governor&#8217;s race in Stutsman County during the last election.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Park Board has approved a joint powers agreement with the city of Jamestown with the $28.6 million Dougherty bond sale to build the Two Rivers Activity Center.<\/p>\n<p>Jamestown Parks and Recreation, Director Doug Hogan said the project\u2019s bond attorney recommended that the commission approve the joint powers agreement. The city is still revising provisions to ensure protection of the buyer\u2019s investment and that it would show a return.<\/p>\n<p>The Park Board directed Hogan, commission Chair Mike Landscoot and Bonnie Ukestad, newly appointed business manager, to approve the joint powers agreement with any changes reviewed by the bond consultant.<\/p>\n<p>In his report, Hogan said the TRAC project is less than 5 percent over budget, but the contractor, McGuff and Zerr Berg Architects, is confident the project will be at or under budget and will make every effort to use local subcontractors. Easement issues might require reductions to the swimming pool lanes from 75 to 71 feet unless a variance is approved.\u3000<\/p>\n<p>The commission also voted 4-1 to renew a one-year bar contract to sell alcohol at Hillcrest Municipal Golf Course. Commission Vice Chair Ron Olson and Commissioners Larry Knoblich, Richard Ryan and Mark Ukestad voted to approve the renewal of a one-year bar contract, while Landscoot voted no.<\/p>\n<p>In other business the Park Board declined to increase ice-time rates at the winter sports building. The rates remain $50 for non-prime hours and $55 for prime hours.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Regional Airport Authority is reviewing information concerning two airlines bidding to provide commercial airline passenger service for 2016-2018 under the Federal Aviation Administration\u2019s Essential Air Service program.<\/p>\n<p>The current carrier, SkyWest Airlines is one of the bidders for the 2016-2018 EAS contract. The other bidder is Great Lakes Aviation, the airline that used to provide commercial passenger service between Jamestown to Minneapolis before suspending its service in late January 2014 due to a lack of pilots.<\/p>\n<p>SkyWest Airlines&#8217; 2016-2018 bid would offer 12 flights a week using the CRJ-200 jet airplane that sits 50 passengers, with flights from Denver International Airport to Jamestown and Devils Lake regional airports. The airline would continue to contract with United Express to provide commercial passenger jet service and provide codeshare with United and receive $2.79 million annually to fly into Jamestown and $3.99 million annually to fly into Devils Lake for a total of $6.78 million annually.<\/p>\n<p>The Great Lakes Aviation bid would offer 18 flights a week to Jamestown Regional Airport and 14 flights per week to Devils Lake Regional Airport using a Beech 1900D 19-passenger airplane, with service to Minneapolis International Airport. Great Lakes Aviation would offer codeshare with Delta Airlines, meaning people could participate in Delta&#8217;s flyer miles program and reap other benefits. Great Lakes would receive $3.25 million annually for flying into Jamestown and receive $2.88 million for flying into Devils Lake annually for a total of $6.13 million annually.<\/p>\n<p>The current EAS contract, which is administered by the U.S. Department of Transportation, expires on June 30. The Airport Authority\u2019s Commercial Air Service Committee, made up of Chairman Jim Boyd, member Brent Harris and Mayor Katie Andersen, reviewed the two bids received by the USDOT.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The South Central Dakota Regional Council Board of Directors Wednesday heard an update on the issue with the Stutsman County Commission.<\/p>\n<p>In September the County Commission voted to not include the dues in its 2016 budget.<\/p>\n<p>Members of the Stutsman County Commission and the South Central Dakota Regional Council will meet at 1 p.m. Tuesday in the Stutsman County Commission meeting room in the Stutsman County Courthouse to begin the process of resolving any disagreements between the two entities.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p align=\"justify\">Jamestown (CSi) The Jamestown Area Grief Support Team is offering a grief support group for anyone who is grieving the loss of someone important to them, whether the loss is recent or from years past. He has also been a business teacher at Milnor Public Schools.<\/p>\n<p>Steinhoff is a graduate of Northern State University in Aberdeen, South Dakota with a bachelors degree in business and also has Masters in Educational Leadership from North Dakota State University. (AP) &#8211; A new team of lawyers could be taking over the federal death penalty appeal of a man convicted of killing a University of North Dakota student in 2003.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Two specially appointed death penalty experts along with the Minnesota public defender&#8217;s office are asking a judge to transfer Alfonso Rodriguez Jr.&#8217;s case to a federal defender in Pennsylvania.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The change could lengthen an appeal that has already run nearly a decade.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The motion says the switch is needed because of staffing changes in both the federal system and the Minnesota office. (AP) &#8211; A South Dakota man is accused of sexually abusing two girls while he was living at Minot Air Force Base in North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0 39-year-old Thad Richard, of Manderson, South Dakota, allegedly abused the girls between 2007 and 2009 at a residence on base. He is accused of having sex with one of the children and fondling the other.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the girls are from South Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents do not list an attorney for Richard, and a home telephone listing for him could not be found. He could enter pleas to three counts of felony gross sexual imposition at an April 21 court hearing. He could face life in prison without parole if convicted.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; State Insurance Commissioner Adam Hamm says his agency recovered or saved $3.4 million for North Dakotans last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hamm says the number represents money recovered though the Insurance Department&#8217;s investigations against insurance companies, agents and health and prescription drug benefits.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hamm says his department received 189 fraud referrals last year, totaling more than $1 million in losses.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A North Dakota National Guard unit based in Devils Lake has been notified that it might be called to duty in Afghanistan. About 60 members of the 136th Combat Sustainment Support Battalion have been placed on alert status. (AP) &#8211; The Highway Patrol has identified the victim of a one-vehicle crash on a rural Golden Valley County road. Authorities say 55-year-old Karla Bohn of Sentinel Butte lost control of her car shortly before 8 p.m. Monday, and it rolled about a mile southeast of the town. Bohn was alone in the car. She died at the scene.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 FARG0, N.D. (AP) &#8211; North Dakota University System Chancellor Mark Hagerott is scheduled to kick off a statewide cybersecurity conference in Fargo that will feature more than 20 speakers.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Hagerott formerly served as deputy director of the Center for Cyber Security Studies at the Naval Academy.
