HIGHS SATURDAY WILL REACH THE MID TO UPPER 60S<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi) Starting Monday April 11, 2016, Valley City motorists will experience a detour on 8th Avenue Southwest starting on Monday, April 11, 2016.<\/p>\n<p>KLJ reports that, the Valley City Parks and Recreation Wellness, Health and Physical Education Facility project will require working in the intersection of Viking Drive and 8th Avenue Southwest .<\/p>\n<p>8th Avenue Southwest will be closed to all through traffic starting Monday, April 11th. A detour will be in place during the closure. Once construction activities have concluded the road will be opened again to traffic.<\/p>\n<p>Other closures, include Viking Drive and College Street because of the permanent flood protection project.<\/p>\n<p>Updated maps for all road closures will be posted on the City of Valley City\u2019s website (http:\/\/www.valleycity.us\/). Contact KLJ with any questions, at 845-4980.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Fargo (CSi) Senator John Hoeven has announced that the U.S. Department of Veterans Affairs (VA) has agreed to develop and start to implement a pilot project over the next 30 days at the Fargo VA Medical Center to address scheduling and service with the <b>Veterans Choice Program<\/b>.<\/p>\n<p>The senator\u2019s announcement follows a roundtable he hosted on Friday with officials he invited to North Dakota from the VA and Health Net. The pilot program will serve as an administrative remedy to the bureaucratic delays and confusion that veterans have experienced in North Dakota when trying to schedule appointments.<\/p>\n<p>Stutsman County Veterans Service Officer, David Bratton has more information at his office, located at the LEC lower level.<\/p>\n<p>On the Wayne Byers Show, Wednesday, on CSi Cable 2, Bratton also pointed out that Hoeven and his Senate colleagues <a href=\"http:\/\/www.hoeven.senate.gov\/public\/index.cfm\/news-releases?ID=8A1915E2-4C02-4D31-B5D1-15E98B824A76\">introduced<\/a> the Veterans Choice Improvement Act, which would make needed reforms to the Veterans Choice Program to simplify and streamline the process for veterans who need to go outside of the VA to receive care from private providers. It would also improve the provider reimbursement challenges on a national level.<\/p>\n<p>Specifically, the bill achieves two important objectives:<\/p>\n<p>\u00b7 Consolidates redundant and overlapping programs into a single program, the Veterans Choice Program, and<\/p>\n<p>\u00b7 Streamlines the process by creating one funding source for all non-VA care programs.<\/p>\n<p>A summary of the legislation is available<\/p>\n<p><a href=\"http:\/\/www.hoeven.senate.gov\/public\/index.cfm?a=files.serve&amp;File_id=D19A76DF-E2A0-4C63-B70B-806615C261FE\"><span style=\"font-size: large;\">here<\/span><\/a><span style=\"font-size: large;\">.<\/span><\/p>\n<p>The provision is similar to Hoeven\u2019s <b>Veterans Access to Long Term Care and Health Services Act<\/b>, which was<\/p>\n<p><a href=\"http:\/\/www.hoeven.senate.gov\/public\/index.cfm\/news-releases?ID=E4071C4E-5703-413B-9F24-EFF34F0BA83B\"><span style=\"font-size: large;\">approved<\/span><\/a><span style=\"font-size: large;\"> by the Senate Veterans Affairs Committee in December.<\/span><\/p>\n<p>The legislation would enable skilled nursing homes and in-home care providers to accept veteran patients without having to comply with burdensome and oftentimes expensive federal contracting requirements.<\/p>\n<p>Also on our show, Bratton said veterans may also work directly with the VA to resolve debt collection issues resulting from inappropriate or delayed Choice Program billing. The potential use of other portions of the building as a gathering\/event space is another consideration.<\/p>\n<p>The memo says based on a review of the three commercial districts, the existing C-2 District is appropriate for the development of a massage therapy and aroma therapy retail business and single family dwelling within the existing Masonic Temple structure.<\/p>\n<p>Residential use within the structure will become nonconforming if no primary commercial use allowed within the C-2 District resides in the structure. Additionally, an event center business could be established within the structure.<\/p>\n<p>The Planning Commission <span style=\"font-family: Calibri,Calibri; font-size: medium;\"><span style=\"font-family: Calibri,Calibri; font-size: medium;\">meeting is Monday <\/span><\/span><span style=\"font-family: Calibri,Calibri;\">April 11, 2016 at 8:00 a.m. at City Hall.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>WASHINGTON \u2013 During a hearing of the U.S. Senate Agriculture Rural Development Subcommittee Wednesday, Senator John Hoeven cited the work of Dakota Turbines, a small-wind turbine company based in Cooperstown, as a good example of the rural entrepreneurship needed to grow the economy and create good jobs.<\/p>\n<p>Cris Somerville, President of Dakota Turbines, testified at the hearing about the work of the family-owned and operated company, which manufactures blades, alternator and power electronics for single-phase small wind systems. The company, which is ten years old, has a small fleet of 40 wind turbines across the Upper Midwest.<\/p>\n<p>Hoeven says, &#8220;Dakota Turbines has a great story and is good example of the entrepreneurship we need in North Dakota and across the nation.&#8221;In prepared testimony, Somerville cited the importance of the U.S. Department of Agriculture\u2019s (USDA) Rural Energy for America Program (REAP), which helps rural small businesses and producers make energy efficiency improvements or install renewable energy systems.<\/p>\n<p>As a member of the farm bill conference committee, Senator Hoeven worked to support the REAP provisions to help rural communities. The farm bill reauthorized the program, which was started in 2008.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0NEW TOWN, N.D. (AP) &#8211; Minot police have arrested two people after recovering counterfeit money and equipment used to make it during a search of a residence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say they also uncovered drugs and drug paraphernalia in the home on Wednesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the fake money is linked to some recent cases in which bogus bills have been passed at businesses.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officers arrested a 23-year-old woman on felony drug and counterfeiting charges, and a 29-year-old man on a felony drug charge. (AP) &#8211; A federal judge has refused to throw out a lawsuit alleging that North Dakota&#8217;s voter identification laws are unfair and unconstitutional.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The complaint was filed in January by seven members of the Turtle Mountain Band of Chippewa. It alleges that the voter ID requirements violate the U.S. Voting Rights Act.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The plaintiffs say some tribal members can&#8217;t afford the required identification.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state said in its motion to dismiss that the plaintiffs failed to state a valid claim in the complaint. U.S. District Judge Daniel Hovland disagreed and said tribal members have properly outlined their claims with personal stories of each plaintiff and their experience with the state&#8217;s voting laws.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota is the only state without voter registration, but state law has required voters to provide ID since 2004.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota Governor Jack Dalrymple (DAHL&#8217;-rimp-ul) says the state&#8217;s economic strength and diversified economy is helping to weather fluctuations in the energy and agriculture industries. Dalrymple spoke Wednesday at the state&#8217;s first demographic conference, noting that North Dakota is one of just a handful of states whose populations are getting younger.<\/p>\n<p>&nbsp;<\/p>\n<p>DEVILS LAKE, N.D. (AP) &#8211; The regional jail in Devils Lake is turning to a federal organization for help after a slew of problems in recent years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lake Region Law Enforcement Center Director Tom Rime says the National Institute of Corrections will send three inspectors to go through the jail &#8220;with a fine-tooth comb.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Rime also says he thinks the city and the five area counties that house prisoners at the jail need to address budget woes at the facility.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Problems began in 2014, when a guard at the jail was accused of having sexual contact with an inmate. That and other problems including staff shortages and resignations led to the firing of the jail&#8217;s administer.
