It jumped the BNSF tracks near the Civic Center entrance and crashed into a fence along Zonta Park.<\/p>\n<p>PHOTOS POSTED ON LINE AT CSINEWSNOW.COM<\/p>\n<p>Lt. Robert Opp said the chase started after Stutsman County Communications received a call that there was a &#8220;suspicious person&#8221; in the parking lot next to the S &amp; R Truck Stop on the east side of Jamestown.<\/p>\n<p>Officers approached the white male \u2013 later identified as 32 year-old Wesley Alan Cody \u2013 who then quickly got into a red 2001 GMC pickup truck. Opp said the truck was reported stolen out of Bismarck. No formal charges have been filed against Cody as of Tuesday afternoon. He said Cody is wanted on a warrant out of Wisconsin.<\/p>\n<p>The man had led police and sheriff\u2019s deputies on a chase through Jamestown that included going north on 1st Avenue.<\/p>\n<p>The vehicle headed the wrong way past the Civic Center entrance, going south from 3rd Street, then crossed 2nd St NE, left the roadway, entered the north side of Centennial Park, crossed the railroad tracks, hit the fence and stopped on the grass of Zonta Park, on the east side of the copula.<\/p>\n<p>Some damage was reported to the rail tracks and a large section of fencing. (see photos on line at CSiNewsNow.com)<\/p>\n<p>Opp said Cody then fled on foot and was apprehended in the parking lot of Otter Tail Power Co. in the 300 block of 2nd Street Southeast.<\/p>\n<p>The investigation is continuing .<\/p>\n<p>The Stutsman County Jail Roster lists Wesley Alan Cody being booked on 04\/19\/2016 for:<\/p>\n<p><dir><dir>DUI DUS<\/dir><\/dir>Fleeing\/ Attempting to Elude Law Enforcement<\/p>\n<p>Possession of Stolen Vehicle<\/p>\n<p>Unauthorized Use of Motor Vehicle<\/p>\n<p>Reckless Endangerment<\/p>\n<p>False Information to Law Enforcement<\/p>\n<p>Shoplifting\/Theft<\/p>\n<p>Hindering Law Enforcement<\/p>\n<p>Failure to Halt<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents about a convicted sex offender who has changed addresses with the city of Jamestown.<\/p>\n<div class=\"column column-double column-last widget single\">\n<div class=\"post-content\">\n<p>Garrett Alan Loy now resides at 1213 11<sup>th<\/sup> Street Southeast Apt # 8, Jamestown, ND.<\/p>\n<p>His vehicle is a red 1997 Pontiac Sunfire, ND License, 210ANW.<\/p>\n<p>Loy is a 31 year old white male six feet one inch tall, weighing 186 pounds with brown eyes and hair.<\/p>\n<p>He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the Attorney General\u2019s Office.<\/p>\n<p>In November 200e Loy was convicted of Gross Sexual Imposition in Grand Forks County, District Court.<\/p>\n<p>Disposition was 10 years, five years suspended, three years supervised probation.<\/p>\n<p>In May of 2004 Loy was convicted in Grand Forks County District Court of Gross Sexual Imposition.<\/p>\n<p>Disposition was 18 months, 12 months suspended, three years supervised probation.<\/p>\n<p>He is currently on probation with North Dakota Parole and Probation.<\/p>\n<p>He is on GPS monitoring.<\/p>\n<p>Loy is not wanted by police at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender. Attempts to harass, intimidate or threaten these offenders, or their families, landlords, or employers will be turned over for prosecution.<\/p>\n<p>Printed handouts of Loy\u2019s demographic are available at the Jamestown Police Department.<\/p>\n<p>More information on registered offenders on line at www.sexoffender.nd.gov<\/p>\n<p>Jamestown (CSi) The Stutsman County Commission, on Tuesday upheld the termination of former Sheriff\u2019s Deputy, Sgt., Elizabeth Kapp, by Stutsman County Sheriff, Chad Kaiser.<\/p>\n<p>Commissioner Dale Marks voted in opposition.<\/p>\n<p>At the outset of the meeting, Stutsman County States Attorney Fritz Fremgen said any new evidence would not be accepted, beyond the evidence available to the department head at the time of decision making.<\/p>\n<p>A number of Kapp\u2019s supporters were at the meeting.<\/p>\n<p>One said the taxpayers are paying for the rash decision to fire Kapp.<\/p>\n<p>Commissioner Schwartz said that it was not a rash decision made by the commission, saying he spent nine hours reviewing all the information given before making a decision. Schwartz added that the decision was only based off the information, and had nothing to do with Kapp as a person.<\/p>\n<p>Earlier this month, the Stutsman County Grievance Committee unanimously ruled to uphold the termination of the former Stutsman County Sheriff\u2019s Office Sgt.<\/p>\n<p>Stutsman County Sheriff Chad Kaiser terminated Elizabeth Kapp on February, 27, 2016, and according to Kapp\u2019s termination letter she was terminated for violating the Peace Officer Code of Conduct, violating the Peace Officer Oath and the Employee Code of Conduct per the Stutsman County Personnel Police. Kapp also allegedly was insubordinate and used offensive language and conduct.<\/p>\n<p>If Kapp is to continue her appeal, it would be at the state level.<\/p>\n<p>Jamestown (CSi) The Jamestown City Council\u2019s Finance and Legal, Building Planning and Zoning, and Civic Center and Promotion Committees met Wednesday afternoon at City Hall. Council Member Gumke was not present.<\/p>\n<p>FINANCE &amp; LEGAL COMMITTEE:<\/p>\n<p>The committee heard a presentation by Shawn Gaddie, AE2S regarding the Storm Water Utility Feasibility Study. He said Tuesday\u2019s meeting included the thought process, and next month following feedback, another presentation will be held.<\/p>\n<p>Included in Tuesday\u2019s meeting was rate structures, and user fee methods.<\/p>\n<p>Labor costs and time studies of the workforce were noted.<\/p>\n<p>Included was a look at street sweeping and storm sewer cleaning and costs of equipment rates, along with capital projects, new equipment and repair work.<\/p>\n<p>Depreciation of vehicles in the departments was noted.<\/p>\n<p>The total annual costs to operate the utility was put at $430,000, including labor, vehicle fleets and miscellaneous.<\/p>\n<p>Trunk line improvements were pointed out in various areas of the city, and drainage deficiencies.<\/p>\n<p>State Water Commission funding may be possible for projects.<\/p>\n<p>Mayor Andersen said the public needs to be aware of possible user fees adjustments that may be necessary, especially as the city and demands grow. She wants a percentage of existing trunk line improvements considered.<\/p>\n<p>Council Member Buchanan said a revenue source needs to be considered and to stick with it.<\/p>\n<p>In other business, the committee recommends for approval the request from JSDC to provide $75,000.00 in matching funds from the Economic Development Fund for the New Energy Spirit Biomass Refinery, LLC, contingent upon approval of the APUC request, with the City Share to be $67,500.00. JSDC CEO Connie Ova said the request is to update and fund in part a feasibility study.<\/p>\n<p>The committee recommends for approval the request from JSDC for $25,000.00 from the Economic Development Fund for continuing matching funds for the North Dakota Trade Office for the 2016-2018 biennium, with the City Share to be $20,000.00.<\/p>\n<p>The committee recommends approval of the request from JSDC for $34,824.00 from the Economic Development Fund to pay South Central Dakota Regional Council dues for 2016 with the City Share to be $21,939.00.<\/p>\n<p>The committee moved to the May City Council without recommendation the request of Jon Goplen to purchase Lot 6, Block 1, I-94 Business Park Addition, for $70,000.00.<\/p>\n<p>The committee received an update on the Joint Powers Agreement with the Jamestown Park District relative to the 1% City Sales Tax for the construction of the TRAC Facility.<\/p>\n<p>City Attorney Leo Ryan said the Park Board will meet this week, and should have information to present back to the city. Located near interstate in conjunction with the PetroServe project.<\/p>\n<p>Approved the second and final reading of an Ordinance repealing, amending and reenacting Title 2, Administration, of the revised ordinances of the City of Valley City.<\/p>\n<p>Approved the second and final reading of Ordinance No. 1008, an ordinance repealing, amending, and reenacting Title 8, Business &amp; Occupations of the revised ordinances of the City of Valley City.<\/p>\n<p>Attorney Myhre said ordinance changes includes language concerning the number of tobacco licenses in the city and includes language concerning E-cigarettes.<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>Approved a Resolution Accepting Bid and Awarding Contract for Paving Improvement District to Border State\u2019s Engineering.<\/p>\n<p>NEW BUSINESS:<\/p>\n<p>Commissioners heard a presentation by Barr Engineering regarding Mill Dam Safety and maintenance. The City of Valley City owns the Dam.<\/p>\n<p>The report said the Dam has two cracks, stemming from previous flooding and causing seepage.<\/p>\n<p>A 40-percent cost share for repairs is available, from the State Water Commission. Game and Fish and USDA may also be available for funding sources.<\/p>\n<p>An option includes eliminating the Dam. Rapids would be created, with no spillway.<\/p>\n<p>The project would be done in three phases.<\/p>\n<p>Phase One, is a feasibility study, including costs.<\/p>\n<p>Phase Two, is the design.<\/p>\n<p>Phase Three is permitting and construction.<\/p>\n<p>No action was taken by the Commission.<\/p>\n<p>The City Commission review the &#8220;Fresh Pursuit&#8221; video and review the 2015 Annual Report. from Police Chief Thompson. He said the present pursuit policy in force is the best and safest option.<\/p>\n<p>City Commissioners approved proceeding with the second and final part of Northwest Sidewalk Repair, and to proceed with starting the bid process for Northeast Sidewalk Repair project.<\/p>\n<p>Approved was a Special Event Beverage Permit for City Lights for the Chamber and Development Corporation Annual Banquet on April 29, from 5:30 to 8:00 pm at the VCSU Student Center<\/p>\n<p>Approved the Special Alcoholic Event Beverage Permit for the Eagles at the ND Winter Show building on April 23-24, Wrangler Team Roping, and also June 3-4, Rough Riders Rodeo. Eagles<\/p>\n<p>The Commission approved sending the 2017-19 Project Information and Planning Form to the State Water Commission for Valley City water improvements, flood control, dam safety (Mill Dam) riverbank erosion and west main storm sewer projects.<\/p>\n<p>Commissioners discussed putting a moratorium on Devils Lake Outlet pumping.<\/p>\n<p>Commissioner Luke talked about the current lake levels, adding at this point there is not a chance of the Lake overflowing based on information from NOAA.<\/p>\n<p>She said the sulfate levels remain a concern with the downstream flows.<\/p>\n<p>The Commission took no action on the issue.<\/p>\n<p>CITY ADMINISTRATORS REPORT<\/p>\n<p>He said alley maintenance will begin when the water dissipates.<\/p>\n<p>A computer server will be replaced. In the meantime a bypass to the server is being looked at. The down time affects the public\u2019s ability to access certain services.<\/p>\n<p>CITY UPDATE &amp; COMMISSION REPORTS<\/p>\n<p>Police Chief Thompson indicated a petition to legalize marijuana will be available.\u00a0 \u00a0A rally to legalize marijuana will be at the Barnes County Courthouse lawn at\u00a04: 20-p.m., on Wednesday.<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi Cable 68, followed by replays.<\/p>\n<p>Jamestown (CSi) Jamestown Tourism and the James River Valley Library System is attempting to re-connect with Mrs. Louis L\u2019Amour and family, re-establishing Louis L\u2019Amour\u2019s Jamestown roots.<\/p>\n<p>On Tuesday\u2019s Wayne Byers Show on CSi Cable 2, Jamestown Tourism Director, Searle Swedlund pointed out that Louis L\u2019Amour\u2019s Jamestown connection will enhance tourism efforts to attract more visitors to Jamestown.<\/p>\n<p>He said, the effort is part of the on-going tourism strategic plan, offering the opportunity of telling the Louis L\u2019Amour story to visitors.<\/p>\n<p>Swedlund pointed out Louis L\u2019Amour\u2019s life-long attraction to learning, and that libraries played an import part of that effort. (AP) &#8211; Authorities in northeastern Montana are searching for a 1-year-old girl who may have been abducted from her residence in Poplar.<\/p>\n<p>The Roosevelt County sheriff&#8217;s office reports the girl was last seen at 9 a.m. Tuesday. An Amber Alert was issued early Wednesday, but officials later determined the two North Dakota residents being sought for questioning were not involved.<\/p>\n<p><strong>Officials are still looking for Kenzley Olson. CHI Market President Mariann Doeling.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>(CSi) Kensal and Midkota school boards have reached a merger agreement that will have Kensal secondary school students attending Midkota next school term.<\/p>\n<p>Kensal Public School, Superintendent,Tom Tracy says,the merger was approved by the Kensal School Board on March 31, and Midkota approved the merger on March 29.<\/p>\n<p>Tracy adds cooperation between the two school boards has been good and the process has been positive. A sentencing date was not immediately set.<\/p>\n<p>Had Soper been convicted of the most serious charge against him, he could have faced life in prison without parole.<\/p>\n<p>Soper was accused of sexually abusing three teenage boys and possessing child pornography. (AP) &#8211; A Minot Air Force Base woman who caused a fatal accident in Minot nearly three years ago will spend another 10 months in jail.<\/p>\n<p>Thirty-five-year-old Maria Sutton was accused of driving her car in the wrong lane in June 2013 and striking a vehicle driven by 49-year-old Robert Morrison head-on, killing the Westhope man.<\/p>\n<p>Sutton was convicted of negligent homicide in January. She was sentenced on Tuesday to 13 months in jail but has already served three of them.<\/p>\n<p>Sutton went through two trials.
