(AP) &#8211; National Weather Service offices in more than a dozen states are surveying the public online about possible changes to how the agency delivers winter weather hazard messages.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Warning coordinator John Paul Martin in North Dakota tells The Bismarck Tribune that people might not understand the distinction between terms such as &#8220;watch,&#8221; &#8220;warning,&#8221; and &#8220;advisory.&#8221; The weather service wants to know whether its headline messages could be simplified.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The online survey provides side-by-side comparisons of actual weather headlines. During heavy snowfall in western South Dakota on Wednesday, the official headline on the Rapid City weather service website notified the public of a winter weather advisory while an alternative advised caution for snow and blowing snow.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Twenty-six weather service offices in 15 states are taking part in the project through March.<\/p>\n<p>\u00a0SIOUX FALLS, S.D. (AP) &#8211; The new year hasn&#8217;t brought any changes to drought conditions in the Dakotas. The latest U.S. Drought Monitor map shows just over half of North Dakota remaining in some form of drought. Another third of North Dakota remains classified as abnormally dry.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. News) &#8212; Valley City Police is asking for the public\u2019s assistance, for additional information into the investigation of a stand off that occurred on New Year\u2019s Day (2013) in Valley City.<\/p>\n<p>Police were called to 636 Valley Avenue, Southeast in Valley City on January 1<sup>st<\/sup> about 2-a.m., responding to a call of an armed male, that was apparently suicidal, barricaded in the home.<\/p>\n<p>Neighboring residents were evacuated from their homes, or to seek a safe place in their homes during the stand off as a safety precaution.<\/p>\n<p>The stand off lasted about six hours when 45 year old Douglas Boppre left the home at about 7:40-a.m., without incident.<\/p>\n<p>Valley City Police Chief Fred Thompson says during the stand off, authorities were unable to contact Boppre, either by phone, or response from a sound system.<\/p>\n<p>Also called to the scene to assist Valley City Police were the Barnes County Sheriff\u2019s Office, the James Valley Special Operations Swat Team, and the Valley City Fire Department. Also responding were Montana Dakota Utilities.<\/p>\n<p>No injuries were reported.<\/p>\n<p>After the standoff, recovered from the home were a rifle and ammunition.<\/p>\n<p>Boppre is charged with terrorizing, and felon in possession of a fire arm felonies.<\/p>\n<p>He&#8217;s also charge with preventing arrest or discharge of other duties, a Class A misdemeanor.<\/p>\n<p>Those with additional information about the incident are asked to call Valley City Police at 701-845-3110.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; Jamestown Regional Airport is seeing increases in boardings.<\/p>\n<p>On Thursday\u2019s (Jan 3, 2013) Wayne Byers Show on CSi Cable 2, Jamestown Regional Airport Manger, Matthew Leitner said, in December of 2012, Jamestown boardings were 300, a 20 percent increase over boardings in November of 2012.<\/p>\n<p>He said that 300 figure, is comparable to average Jamestown boardings in 2010.<\/p>\n<p>Leitner says the last three months of 2012, saw the numbers increasing from earlier in the year, since Great Lake Airlines took over Jamestown air service from Delta.<\/p>\n<p>He pointed out that local officials are still working with Great Lakes Airlines to restart the Sky Miles program, previously with Delta Airlines.<\/p>\n<p>He added that Jamestown passengers are able to work on reservations between the two airlines from a partial co-share program.<\/p>\n<p>Leitner said the airport\u2019s web site: flyjamestown.net has more information, including the revised flight schedule that was implemented on December 1, 2012, between Jamestown and the Twin Cities, plus additional information on making reservations, and getting in touch with local travel agencies.<\/p>\n<p>Leitner said the Jamestown Regional Airport Authority Strategic Planning Session will be held on Saturday January 12, 2013, at 9-a.m., at the Administration Office.<\/p>\n<p>He noted some of topics are expected to include, developing land adjacent to the airport, and hangar development.<\/p>\n<p>In 2013 the airport will look at securing funds for a new beacon, with 90-percent federal funding.<\/p>\n<p>\u3000<\/p>\n<p>\u3000\u00a0DICKINSON, N.D. (AP) &#8211; An out-of-state man faces an attempted murder charge after a New Year&#8217;s Eve shooting outside a bar in the western North Dakota oil patch town of Gladstone.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A judge has set bond for 44-year-old Robert York at $250,000. Court documents do not list an attorney for him. Documents list his home as being in Hedrick, Iowa, but authorities say he came to North Dakota from the Phoenix area in Arizona.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stark County State&#8217;s Attorney Tom Henning says York allegedly tried to shoot Gladstone resident Justin Willis in the face with a sawed-off shotgun after an apparent bar fight. Two brothers from Iowa are charged as accomplices. Henning says the three had been doing concrete work in the area.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The prosecutor says Willis suffered only minor injuries and was not hospitalized.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0 FARGO, N.D. (AP) &#8211; Police in Fargo say a group of men forced their way into a home with guns and demanded money. Witnesses said one of the men knocked on the door Wednesday night and asked for someone who didn&#8217;t live there before pushing his way inside the house. Three more men followed. (AP) &#8211; The commander of a North Dakota National Guard training center is retiring.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Col. Dave Rickford has been in charge of the Camp Grafton Training Center for the last two years. He has served with the Guard for 36 years.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prior to taking over duties at the camp, Rickford served as director of operations and training, director of manpower and personnel, and mobilization readiness officer.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Camp Grafton has multiple training operations, including cook school, demolition ranges and weapons qualification ranges. (AP) &#8211; The search for diamonds in northeastern North Dakota has come up dry. But geologists remain optimistic about the potential for mining the precious stones in the state. Kennecott Exploration searched for kimberlites in Pembina County in 2010 but found none.
