Recreation spoke as well as the building architect and construction manager.<\/p>\n<p>The facility will include an aquatics center, child care center, individual cardio and weight training equipment, group fitness classrooms, multi-use courts, indoor field<\/p>\n<p>turf, walking\/jogging track, locker rooms and party rooms.<\/p>\n<p>TRAC is owned and operated by the Jamestown Parks &amp; Due to recent widespread and heavy rainfall, what<\/p>\n<p>had been seasonally below normal probabilities for flooding are<\/p>\n<p>now much closer to normal as recent rains now occupy a good<\/p>\n<p>portion of the soil column&#8217;s capacity to hold water.<\/p>\n<p>&#8230;Current Conditions&#8230;<\/p>\n<p>Despite recent widespread and heavy rains, rivers tend to remain near<\/p>\n<p>the low end of normal. A fairly dry soil profile coming into April<\/p>\n<p>absorbed the vast majority of that rain. At this point, soil moisture<\/p>\n<p>levels are much closer to normal levels and any heavy rains in the near<\/p>\n<p>term should be expected to produce greater runoff.<\/p>\n<p>&#8230;Weather Outlook&#8230;<\/p>\n<p>The month of April has generally been very wet across the James and<\/p>\n<p>Missouri River basins of North Dakota. This transitions into an above<\/p>\n<p>normal chance for above normal temperatures and an equal chance for<\/p>\n<p>above normal, near normal, or below normal precipitation pattern in<\/p>\n<p>the one and three month outlooks.<\/p>\n<p>These long-range probabilistic outlooks contain forecast values that<\/p>\n<p>are calculated using multiple season scenarios from 30 or more years<\/p>\n<p>of climatological data&#8230;including current conditions of the<\/p>\n<p>river&#8230;soil moisture&#8230;snow cover&#8230;and 30 to 90 day long-range<\/p>\n<p>outlooks of temperature and precipitation. (AP) &#8211; A one-vehicle crash in Ramsey County over the weekend killed a Devils Lake man.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says 29-year-old Cale Goodwill lost control of his sport utility vehicle on state Highway 20 and it rolled several times in the ditch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Goodwill died at the scene near Garske. He was alone in the SUV.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The wreckage was discovered about 8:45 a.m. Sunday. The time of the crash wasn&#8217;t immediately determined.<\/p>\n<p>&nbsp;<\/p>\n<p>FORT TOTTEN, N.D. (AP) &#8211; A toddler is fine after spending the night alone in a car that was towed after a traffic stop in Fort Totten.<\/p>\n<p>Tow truck driver Cliff Reeves says he was called out to tow the car about 2 a.m. Sunday. Reeves&#8217; son went to unhook the car from the wrecker at about 10 a.m. and spotted the little girl in the back seat.<\/p>\n<p>Social service officials took the child into protective custody.<\/p>\n<p>Authorities confirmed the incident to WDAY but gave no details about the circumstances.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; A Minnesota man who walked away from a Fargo halfway house has reached a plea agreement with prosecutors.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Chad Sumner is charged in federal court with escape. Authorities say he was serving the last few months of a three-year sentence for child endangerment when he fled from Centre, Inc. on Jan 16. He was scheduled to be released from custody on March 2.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Court documents show that Sumner cut the strap from his electronic monitoring device and threw it in a garbage bin at a Fargo gas station. He was arrested in Red Lake, Minnesota, on Feb. 8.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The charge carries a maximum penalty of five years in prison. The plea deal calls for the government to recommend a sentence at the low end of the guideline range.<\/p>\n<p>&nbsp;<\/p>\n<p>OMAHA, Neb. (AP) &#8211; Figures from a survey of supply managers in nine Midwest and Plains states have dropped slightly after rising for three months, but they still point to economic growth.<\/p>\n<p>A report issued Monday says the Mid-American Business Conditions Index declined to 50.1 in April from 50.6 in March.<\/p>\n<p>The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests economic growth. A score below that suggests decline.<\/p>\n<p>Creighton University economist Ernie Goss oversees the survey, and he says &#8220;continuing weakness in the region&#8217;s agriculture and energy sectors remains an obstacle to improving overall growth.&#8221;<\/p>\n<p>The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; The city of Minot is taking initial steps to obtain 10 properties through eminent domain for the city&#8217;s flood protection project.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The \u00a0city&#8217;s finance and improvements committee voted last week to advance a resolution authorizing eminent domain.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Joe Stenvold owns property in southwest Minot on the resolution&#8217;s list. He says he&#8217;s been renovating the house on the property and is ready to take his property valuation dispute to the court.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenvold says the city offered him half the price of other properties in the area that have a smaller square footage. (AP) &#8211; A quarterly state auction for oil drilling rights on North Dakota state land will be held online.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The\u00a0 auction will be held on Tuesday at <a href=\"http:\/\/www.energynet.com\/\">www.energynet.com<\/a> .<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 State Land Commissioner Lance Gaebe says the department has dabbled in online auctions in-between the quarterly auctions. (AP) &#8211; Williston&#8217;s historic Old Armory is celebrating its centennial.<br \/>\n\u00a0The \u00a0armory&#8217;s primary purpose back in 1916 was to be the home and training facility for company E of the North Dakota National Guard, first North Dakota infantry.<br \/>\n\u00a0The armory was officially retired from military service in the late 1950s. Since then, it has served as the home for many organizations. It hosts plays and is a rehearsal hall for the Miss North Dakota scholarship pageant.<br \/>\n\u00a0Diane Hagen is a historic Old Armory board member. (AP) &#8211; An Arizona State University law student has been crowned Miss Indian World.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Pageant officials say 25-year-old Danielle Ta&#8217;Sheena Finn was announced the winner Saturday night at the 33rd Annual Gathering of Nations at the University of New Mexico arena in Albuquerque.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Finn, of Porcupine, North Dakota, and a member of the Standing Rock Sioux tribe, was chosen from among 24 Native American women from different tribes and traditions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 As Miss Indian World, Finn will travel around the world to native and indigenous communities for a year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The pageant closed three days of festivities at what&#8217;s considered North America&#8217;s largest powwow.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The event draws more than 100,000 competitive dancers and spectators from across the U.S. and parts of Canada and Mexico.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Nineteen-year-old Chezney Martin, of Six Nations Reserve, Ontario, was first runner-up.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>Valley City (VCSU-CSi)\u00a0 Valley City State University volleyball coach Adam Longmore has announced the signing of junior college transfer Polette Medina for the 2016-17 season.<\/p>\n<p>A talented 5-foot-9 outside hitter, Medina recently signed a letter of intent to continue her education and volleyball career at VCSU this fall. She played the last two seasons at Coffeyville Community College (Kansas), where she helped the Red Ravens to a 58-25 overall record.<\/p>\n<p>Longmore says, \u201cPolette is a player I have been watching for a long time.\u00a0\u00a0 I knew about her years ago before she went to Coffeyville. It\u2019s been fun to keep an eye on her, and it has been an exciting time throughout the recruiting process with her.\u201d<\/p>\n<p>Medina is a native of Ponce, Puerto Rico, and graduated from Radians High School before starting her college career at Coffeyville.<\/p>\n<p>As a freshman at Coffeyville, Medina earned First Team All Conference and First Team District M All-Region. She was also named an Academic All Conference Athlete. She tallied 441 total kills for a 3.53 kills per set average, which was third best in the conference. She averaged 0.45 service aces per set \u2013 which was second in the conference \u2013 and tallied 477 total digs, or 3.82 per set. Medina also earned a conference player of the week award, along with being named MVP of the Neosho County Tournament during her freshman year.<\/p>\n<p>As a sophomore, Medina tallied 246 kills, or 1.81 per set for Coffeyville. She had 45 services aces, good for 0.33 per set, and 33 blocks. Medina also recorded 548 digs for a 4.03 per set average.<\/p>\n<p>Longmore adds,\u00a0 \u201cPolette makes an immediate impact for us on the outside. said\u00a0\u00a0 She has some great playing experience and is such a nice all-around athlete. We can rely on her to score points in the front row; and to pass, play defense, and serve. Perhaps her best quality is her attitude. She is exactly what we need for our team and VCSU. She is an exceptional young lady who will compliment our program, the conference, the University, and the community.\u201d<\/p>\n<p>Medina is the daughter of Ruben Medina and Niurka Cintron. She plans to study psychology while attending VCSU.<\/p>\n<p>Medina joins 5-foot-10 hitter Megan Johnson (Enderlin, N.D.\/North Dakota State College of Science), 5-foot-6 setter Meagan Schwarzrock (Hutchinson, Minn.) and 5-foot-4 defensive specialist Charlotte Huschka (Valley City, N.D.) as VCSU\u2019s signed recruits for the 2016 season.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi)\u00a0\u00a0 Dakota Anglers 40th Annual Walleye\/Northern Tournament is scheduled for May 21-22 at the Jamestown Reservoir.<\/p>\n<p>The tournament is open to the first 76 two-partner teams to enter. Tournament pays the first 20 places. First place is $2,000. Total payback based on 76 teams is $9,190.<\/p>\n<p>Entry fee is $160 and includes conservation fee. Openings remain for the tournament. Dakota Angler $20 membership is required\u2014family or single membership age 18 and over.<\/p>\n<p>First place Saturday pays $200, most improved team from Saturday to Sunday pays $200. Most walleye pounds for both days pays $400 for first and $200 for second.<\/p>\n<p>There will be largest specie prizes on Saturday and Sunday. Largest walleye and northern pay $100 each day. (AP) &#8211; Two more underclassmen on the national champion University of North Dakota men&#8217;s hockey team are leaving for the professional ranks. Junior center Luke Johnson has signed a contract with the NHL&#8217;s Chicago Blackhawks, and junior defenseman Paul LaDue has signed with the Los Angeles Kings. Defenseman Troy Stecher signed earlier with the Vancouver Canucks, and defenseman Keaton Thompson signed with the Anaheim Ducks.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Most hunters who went in search of pronghorn in North Dakota last year found success. The state Game and Fish Department says success during the fall pronghorn hunt was 81 percent. Officials say 385 hunters took 312 pronghorn.
