William Jay Biloff, allegedly 63, despite ever acting that old, of either Jamestown, ND or Mars, his family was never quite sure – died at Sanford Hospital, in Fargo, ND on April 5, 2025.

William “Jay” Biloff was born in Jamestown, ND on August 13th, 1961, to Virgil Biloff and Lillian (Harr) Dixon. William “Jay” Biloff attended Jamestown High School before going to work in his mother’s pizza restaurant, known as Lil’s Pizza/ The Continental, as a cook. Jay briefly laid carpet and did other odd jobs all of which amazed his family, who were certain Jay would run away to be a rockstar. He had the hair of one and he sure loved to party like one. Jay had a hangout spot below his mother’s restaurant known as The Ditch. This is where he played the drums in a band called The Ditch Rats. Jay never was predictable and always did things his way or no way. Jay was a man of many talents and always had big dreams.

Jay was loved by many, and he loved many people but good luck getting him to tell you that. He would leave surprises instead, or so you thought, then he’d show back up and thank you for letting him store whatever it was for him there.

Jay is survived by his children – Dylan Biloff, Lindsey Rowell, and Jade (Kyle) Biloff; one sister – Melody (Dave) Kemmet, six grandchildren – Ethan, Kenadee, Aubrey, Oaklee, Oliver, and Silas; and many nieces, nephews, cousins, and other family members who are all still convinced this is one big prank.

Jay was preceded in death by his parents, his brother, his grandparents, aunts and uncles, and other family members. Who we all know will be thrilled to deal with his antics in the afterlife.

A Celebration of Life will be held on Saturday, April 19th, @ 1pm @ Hidden River Acres. Though Jay would have liked for everyone to send a Pot Plant, please do not send flowers. Please join the family for food, stories, and music.
