
Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. All members were present.
Sharon Buhr represented On The Move, with a proclamation promoting Block Parties in Valley City, this summer.
APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:
Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.
Monthly Bills for the City and Public Works in the Amount of $2,218,133.75
Game of Chance Raffle Permit for North American Game Warden Museum.
PUBLIC FORUM: No one spoke.
ORDINANCES
Approved the first reading of Ordinance No. 1013, an ordinance rezoning from R-4 Multi Family District to B-1 Central Business District for real property legally described as the East 39.95 feet of Lot 3, all of Lots 4, 5, and 6, Block 34, Original Townsite to the City of Valley City, Barnes County, North Dakota. The rezoning will allow the former Auditorium to be used as a daycare facility.
NEW BUSINESS
Approved Insured Cash Sweep for public funds as presented by Dacotah Bank and Deputy Auditor Brenda Klein.
Commissioners considered purchasing a truck for Public Works from Nelson Auto Center, Inc. in the amount of $116,472. City Administrator Schelkoph said the dollar amount was adjusted from the original request for purchase in 2014. Due to budget shortfalls, the purchase was delayed to this year. He added the new equipment will have a higher reaching boom, which is necessary when installing flood walls. He said the amount requested is within budget limitations.
The City commission approved the purchase.
Approved a beer and liquor license for Vicki’s Viking Room.
Approved installing a stand pipe water mixer for the Water Treatment Plant.
City Administrator Schelkoph said the cost came in at $45,325.
Considered the installation cost from Electro Watchman for the panic buttons for City Hall and Municipal Court in the amount of $3,805.96. Dave Schelkoph said four panic buttons will be installed in public buildings including City Hall.
The Commissioners approved the costs and installation.
Considered a Special Alcohol Beverage Event permit for The Labor Club on July 15 and 16, 2016, for a class reunion.
Approved the Community Forestry Council grant in the amount of $10,000 for the Valley City Beautification Committee, to assist with tree planting, including the pollinator garden.
Approved Preliminary and Design and Engineering Agreement for Hot Mix Asphalt Mill and Overlay and Patch, Level, and Seal Coat project for paving project in an amount not to exceed $140,500.
CITY ADMINISTRATORS REPORT
Dave Schelkoph reported on the force main from the main lift station that failed on Friday July 1st.
He explained the procedure and that it was handled in a professional way.
The pipe sleeve failed and was repaired, and normal water usage was approved before midnight Friday. He thanked the public in reducing water use, and said KLJ and the contractor acted quickly.
The State Health Department approved temporarily dumping the raw sewage in the river.
CITY UPDATE & COMMISSION REPORTS
Fire Chief Retterath reported no calls over the 4th of July weekend.
