Valley City (CSi) The Valley City Commission Wednesday, in Special Session approved a Resolution, officially declaring an emergency to allow the City to contract for the construction a public improvement.
City Attorney Russell Myhre outlined the procedure, adding that the situation qualifies for the City to install a knife valve at the Master Sewage Lift Station, without seeking bids.
KLJ reports that Swanberg Construction will be supplied with information, for the design phase, with materials then ordered, and replacement work to start within a week or two, which includes the installation of two man-holes.
City Administrator, David Schelkoph added that the knife valve will permanently enable the city to maintain the Master Lift Station, a critical piece of infrastructure.
He said the project cost, estimated at $150,000 will come from funds available.
The City Commission then approved appropriating the funds.

RESOLUTION DECLARING EMERGENCY TO INSTALL
A KNIFE VALVE AT THE MASTER LIFT STATION
WHEREAS, due to the failure of a plug in the sewer main during maintenance of the Master Lift Station, the City Commission of the City of Valley City has declared a state of emergency to install a knife valve in the Master Lift Station; and
WHEREAS, it is in the interest of time and safety of the Public Works employees and private property of the residents of the City of Valley City to install the knife valve before the onset of weather conditions that would make the installation unadvisable; and
WHEREAS, NDCC Section 48-01.2-04 allows the governing body of the city to contract for the construction of a public improvement without seeking bids if a governing body declares an emergency situation.
NOW THEREFORE, BE IT HEREBY RESOLVED, by the City Commission of the City of Valley City, Barnes County, North Dakota, to declare emergency to install a knife valve at the Master Lift Station by contracting for the installation of the knife valve without seeking bids.
