Valley City (CSi)  The Valley City Commission met in Regular Session Tuesday evening at City Hall.  Commissioner Ross was not present.

APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:

Approval of  Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.

Approval of Monthly Bills for the City and Public Works in the Amount of $3,332,618.67.

Approval of a Raffle Permit for the Student Nurse Organization, Art Club – Valley City High School

Approval Electricians License for Alpha Electric, Inc.

PUBLIC FORUM:  No one spoke

ORDINANCES:

An Ordinance was approved, amending Title 9, Zoning for the City of Valley City, North Dakota.

Changes included set backs, under zoning..

NEW BUSINESS:

City Commissioners accepted the 2015 Water Fluoridation Quality Award from ND Department of Health     City Administrator Schelkoph read the award, including how fluoridation says dollars in terms of costs of dental treatment.

He recognized the Valley City Water Treatment Department Staff, and presented Wade Hesch with a plaque.

The City Commission approved appointing Mayor Carlsrud to replace Commission Ross on the Planning & Zoning Board.

Consideration was given to the purchase of 460 3rd St. SE for the appraised value of $53,000, in the Phase Three Permanent Flood Control area .

The City Commission unanimously approved.

The city Commission approved  a Master Lift Valve Installation Contract with Swanberg Construction for $161,300.  The City Commission previously approved funding under an Emergency Declaration.

Swanberg Construction will start work next week, to take about two weeks to complete.

Commissioners approved  funding the replacement costs for Paving 111, with the option selected of $107,000 to be paid for out of the R&R Fund.

The Mill and Overlay includes 6th Avenue Northeast, and 2nd Avenue Northwest.

Mayor Carlsrud declared a conflict of interest.

The Commissioner voted to not allow him to vote.

The Commission then voted to approve the funding.

 

Approved was the purchase of Street Roller in the amount of $31,203.

Adminsrator Schelkoph explained that the roller in the present machine malfunctioned.

The city leased a street roller last summer.

The cost of the new Street Roller was reduced by 25 percent, with the leased machine going toward the new purchase as a trade in, as supplied by the lessee.

 

CITY ADMINISTRATORS REPORT

David Schelkoph reported that the city’s Public Works 2017 preliminary budget has been established, with meetings set, and the mid-December City Commission meeting to address the Final Approval.

Plans are still on hold for a storage building to keep flood control items.

 

CITY UPDATES & COMMISSION REPORTS

City Attorney Myhre reported on updates to the City Code, one item includes residents parking vehicles in their yards.

Dave Andersen reported that tree earmarked for removal have been removed, and sidewalk cuttings are concluding.

 

City Assessor Hansen gave a report on reassessments of  residential property valuations.

City Fire Chief Retterath reminds residents to check their carbon monoxide detectors. His office has more information.

Mayor  Carlsrud thanked fire fighters for volunteering with trick or treaters on Halloween night, and encouraged consideration of volunteering for the fire department.

He added that Coffee with the Mayor will be next Wednesday at 5-p.m. at City Hall, with the public invited.
