Jamestown, ND (KCSi-T.V. News) — The Jamestown City Fire Department was called to a car fire, located in the Unison Bank parking lot, about 12:55-p.m., on Thursday (Jan 31, 2013).

Lt. Sheldon Mohr said a bank employee went to start the vehicle when it caught fire.

He added the fire was confined to the car’s engine compartment, with no injuries reported.

Four City Fire Department Units were on the scene just under an hour, including 30 city fire fighters.

 

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Thursday (Jan 31, 2013) afternoon at the offices of Stutsman Rural Water District, with SRWD Board Members and Manager.

Attending from the City of Jamestown were: Mayor Andersen, City Council Members Kourajian, Gumke, Brubakken, and Buchanan, along with City Administrator Jeff Fuchs (for the majority of the meeting) City Attorney Ken Dalsted, City Engineer Reed Schwartzkopf, and City Fire Chief Jim Reuther.

 

The joint meeting of the City Council and the SRWD Board of Directors, continued with discussions of water service territories.

 

At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.

Thursday’s meeting this week, comes after the City Council and Stutsman Rural Water Users met jointly last Friday to negotiate issues.

Following the joint meeting with the City Council and Stutsman Rural Water District, Board, Friday, the Water District met to discuss topics brought up at the joint meeting, and the Jamestown City Council met in Executive Session this past Monday, discussing issues, being brought forward to Thursday’s meeting.

At this Thursday’s meeting, the city and SRWD picked up on issues, that came from the Rural Water District Thursday morning meeting, and the Jamestown City Council meeting from Monday this week, in Executive Session, with legal counsel.

Thursday, Stutsman Rural Water District re-emphasized that they did not want to give up existing territory, with any future land annexed into the city of Jamestown having the customers remaining with Stutsman Rural Water District.

SRWD’s latest proposal includes Stutsman Rural Water District providing water service to Titan Machinery, for a minimum of 40-years.

There is no provisions concerning fire protection at Titan.

Stutman Rural Water District asked the city provide them with future areas of annexation.

Discussion also included the possibility of the Jamestown Regional Medical Center’s exsisting water service agreement being “grandfathered,” into any future agreements between the city and SRWD.

Also left on the table was the amount to be charged per thousand gallons of water.

When the two entities meet again, boundary map issues will be discussed, and outlined, with quarter sections of land to be determined.

Also at Thursday’s meeting via telephone conference call was outside legal counsel hired by SRWD, Steven Harris from Oklahoma.

Later Thursday afternoon the city notifed the media that the city council will meet Friday morning (Feb 1, 2013), at 10-O’Clock at City Hall in Executive Session, to further discuss territorial issues, concerning SRWD.

On a related note…

The North Dakota House of Representatives Appropriation Committee on an 18-2 vote, has passed House Bill 1269, that would allow funding for Stutsman Rural Water District’s planned expansion, between Woodworth and Streeter.

The House Bill was sponsored by committee member, District 29 Republican Representative Chet Pollert, of Carrington.

Representatives from Grand Forks, and Bismarck voted against the measure, which contains $9.97 million in grants for SRWD.

Jamestown Mayor Katie Andersen has testified that she could not support the bill, without language to facilitate territory transfers from rural water groups to cities.

 

Another update..

Jamestown, ND (KCSi-T.V. News) – Jamestown Police wants to warn Jamestown residents regarding a convicted sex offender living in Jamestown who has changed his address.

This notification was issued twice this week (Jan 31, 2013) for another change of residence.

William Humphrey Kysar now lives at 311 8th Street Northeast, Jamestown, ND.

Earlier this week police notifed the public that he moved to 409 4th Street Northeast, Apt. #1, Jamestown, ND.

His last previous address was 119 5th Street Northwest, Apt.#14, Jamestown, ND.

The report says he has no vehicle.

Kysar is a 52 year old white male, 6 feet tall, weighing 250 pounds with brown eyes, and gray hair.

 

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Kysar has been convicted of Gross Sexual Imposition, solicit of a child for sex, and child abuse.

Kysar is currently not on probation with North Dakota Parole and Probation.

Kysar is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant ofr public safety and not to increase fear in the community, nor should this notification be used to theaten, assault or intimidate the offender.

Attempts to harass, intimidate or threaten these offenders, or their families, landlords or employers will be turned over for prosecution.

Jamestown, ND (KCSi-T.V. News) — A Great Lakes Airline’s representative, in Jamestown Wednesday (Jan 30, 2013) said, her visit is informational, while taking back suggestions and concerns of the Jamestown area flying public.

Monica Taylor-Lee said, her visit in Jamestown was two-fold, to visit with Jamestown residents, and to gather input, and to honor the Jamestown Area Chamber of Commerce, “Outstanding Citizen of the Year,” Fran Romsdahl, at the annual banquet, Thursday evening (Jan 31, 2013.)

Great Lakes management from Cheyenne, Wyoming will also attend the banquet, and offer ticket giveaways.

She added that Great Lakes Airlines wants the public to know that they are part of the Jamestown community, as shown with the Food Drive in September of 2012, in conjunction with Jamestown Regional Airport.

Ms Taylor-Lee pointed out that booking flights departing Jamestown has become more convenient through travel agents, in addition to Great Lakes having ticket agreements with other airlines, where a single ticket will allow the passenger to reach their final destination along with their luggage, without the need for additional ticketing.

 

She added that Great Lakes Airlines continues to work out arrangements with Delta to re-implement the Sky Miles program, which she hopes will happen soon.

She added that the airline’s web site www.flygreatlakes.com is also available to book flights, along with on line booking engines.

Jamestown Regional Airport Manager, Matthew Leitner said, the local airport web site  www.flyjamestown.net  is also handy to obtain more information and to aid in booking flights, and has the present Jamestown schedule posted.

Leitner pointed out that Jamestown boardings are again going up, as he expects the January final numbers to be over 200.

He added that weather concerns not withstanding, Great Lakes on-time performance is 85% within 5-10 minutes of departure.

Ms Taylor-Lee added that when Jamestown boardings show a continued significant increase, Great Lakes will likely look at servicing Jamestown with the larger 30-seat aircraft.

Leitner said the present aircraft the 19 seat Beachcraft has the latest state of the art equipment and the planes are relatively new.

 

Jamestown, ND (KCSi-T.V. News Jan 31, 2013) — The Jamestown Dairy Queen on Business Loop West reopens for full service, including Orange Julius this Saturday (Feb 2, 2013.)

On Thursday’s Wayne Byers Show on CSi Cable 2, Owner, Manger Mark Wolf said, the store will open at 11-a.m, with full service and the Orange Julius drinks.

Orange Julius ordering is at the front counter.

He added that the remodeling stared on January 7, 2013, and the Drive Thru opened first on January 19th.

He pointed out that most Dairy Queen locations now have Orange Julius’s which is owned by Dairy Queen.

The Jamestown Dairy Queen remodeling included gutting the interior with new a new floor, ceiling, window, lighting and seating.

The newly remodeling lobby greets customers and the ordering area is separated from the eating area, by a wall.

He said Hillerud Construction in Jamestown was the primary contractor with sub-contractors from the Jamestown area as well.

Wolf said the Dairy Queen/Orange Julius winter hours are 11-a.m., to 10-p.m., Sunday through Thursday, and 11-a.m.,to 10:30-p.m., Fridays and Saturdays.

 

 BISMARCK, N.D. (AP) – Fire officials say a dog alerted its owner to an early morning attic fire, allowing him to put out the flames with a dry chemical extinguisher.
 
     The  dog started barking about 3:20 a.m. Thursday and the resident heard a loud bang. The access door to the attic had blown out, and the resident grabbed an extinguisher and put out the flames.
 
     He then alerted the other occupants and called 911. Firefighters encountered light smoke in the house and extinguished a small fire smoldering in the attic.
 
     No injuries were reported, and damage was estimated at $10,000. The fire appears to be caused by electrical wiring in the attic.

 

  GRAND FORKS, N.D. (AP) – A Grand Forks educator accused of trying to lure a 12-year-old girl from his former school over the Internet has been fired.
 
     Twenty-eight-year-old Jeremy Thompson had been working as a paraprofessional and coach in Grand Forks schools when he was charged in early January with luring minors by computer. Superintendent Larry Nybladh says Thompson was fired after a school district investigation.
 
     Thompson resigned from the Adams-Edmore school in December 2010, citing personal reasons. The superintendent there at the time has said he asked Thompson to resign after Thompson allegedly was caught passing inappropriate notes to a student.
 
     Thompson is scheduled to enter pleas next month. His attorney declined comment to The Associated Press on Thursday, saying he had only recently been assigned the case.

 

FARGO, N.D. (AP) – A West Fargo landlord who was convicted of running over a former tenant with a Hummer and lost his appeal to the state Supreme Court is headed to prison.
 
75-year-old Alois Vetter on Wednesday asked the court not to take him into custody until Feb. 14 so he could finish some personal business. Judge Steven McCullough refused.
 
     Prosecutors had sought to revoke Vetter’s bail and take him into custody after Vetter told The Forum following the recent Supreme Court decision that he wasn’t going to jail. His attorney said Vetter’s comment was misunderstood and that Vetter wasn’t threatening to leave the area.
 
     McCullough said he wasn’t satisfied with the explanation and ordered Vetter to begin serving a two-year sentence for aggravated assault with a dangerous weapon.

 

 MINOT, N.D. (AP) – Three people who attended a Job Corps center with a man accused of murdering four people in Minot two years ago say Omar Mohamed Kalmio sought their help in buying a gun.
 
     Former student Rosy Bautista also testified during Kalmio’s trial on Wednesday that she once saw a gun in his vehicle. Defense attorney Thomas Glass questioned the recollection because Bautista initially told police the vehicle was a car but in court she said it was a sport utility vehicle.
 
     No weapon was recovered in the Jan. 28, 2011, shooting deaths of 19-year-old Sabrina Zephier, the mother of Kalmio’s child, and her mother, brother and mother’s boyfriend.
 
     Kalmio is a Somali national who says he is in the U.S. under political asylum.

 

 GRAND FORKS, N.D. (AP) – A former Grand Forks police officer accused of holding an unloaded gun to another man’s head during a party has pleaded not guilty to terrorizing.
 
     Authorities allege that 27-year-old Jace Prelip invited several people to his apartment after they had been at a bar last Aug. 29, and during the party held the handgun against the head of another man.
 
     Prelip resigned from the police force a few days after the alleged incident.  He faces at least two years in prison if convicted.

 

 FARGO, N.D. (AP) – Police in Fargo are warning residents about a telephone scam with someone posing as a local utility company representative.
 
     A resident told officers that he was contacted by someone claiming to be a collection agent with a local utility company demanding money for payment on a current account.
 
     Police say the caller told the resident to buy a pre-paid money card and turn over the card’s number so the money could be transferred from the card. The person complied with the demands and lost about $500.
 
     Police say they’ve seen similar frauds in the past and they’re reminding residents to be cautious.

 

  FARGO, N.D. (AP) – The U.S. Agriculture Department says spring wheat prices for January are averaging $8.05 per bushel, a decrease of 34 cents from the previous month.
 
     The North Dakota office of the National Agriculture Statistics Service says Durum wheat prices dropped 10 cents per bushel to $8.16, and winter wheat is down 42 cents to $7.75 per bushel.
 
     The preliminary January feed barley price, at $5.80 per bushel, is up 14 cents from last month, and the malting barley price, at $6.35, is down 17 cents from last month.
 
     The Ag Department says preliminary January all sunflowers price, at $25.30 per hundredweight, is down 80 cents from last month. Canola and soybeans are each down 30 cents per bushel.

 

BISMARCK, N.D. (AP) – The Bureau of Land Management says its most recent sale of oil and gas leases in North Dakota totaled more than $11.4 million.
 
     BLM says Slawson Exploration Co. Inc. of Wichita, Kan., had the highest bid in Wednesday’s sale. The company bid nearly $1.6 million for an 80-acre parcel in Mountrail county.
 
     The agency says 25 parcels totaling 2,831 acres were offered and all received bids.
 
     Competitive oil and gas lease sales are conducted at the BLM’s Montana state office in Billings. Money from the sales is shared with states and counties. All leases are issued for a 10-year term.

 

 LINCOLN, Neb. (AP) – The state of Nebraska has responded to a lawsuit filed by three opponents of the Keystone XL pipeline that would carry Canadian tar sands oil south through Nebraska and other states to Gulf coast refineries.
 
     The lawsuit says the law that established the review process is unconstitutional because it doesn’t allow for judicial review and doesn’t spell out what criteria should be considered when a pipeline project is being evaluated.
 
     The response echoes points made in September when the state argued unsuccessfully for the lawsuit to be dismissed. The Attorney General’s Office contends the legislation is constitutional and that the three opponents have no rights to assert as taxpayers because no tax money is being spent. TransCanada is required to reimburse the state for the cost of its review.

ATLANTA (AP) – Authorities say a 14-year-old has been wounded in a shooting at an Atlanta middle school and a suspect has been taken into custody.
 
     Atlanta police spokesman Carlos Campos says the wounded student has been taken “alert, conscious and breathing” to Grady Hospital.
 
     He says the suspect has been tentatively identified as a student and all other students at the school are safe. Campos says the teen was shot outside of the school building.
 
     Atlanta Fire Cpt. Marian McDaniel says the teen was shot in the head. McDaniel says a teacher suffered minor cuts and bruises, but was treated on the scene about 2 miles south of downtown. 
 

 PHOENIX (AP) – Phoenix police say they’ve found a body that matches the description of the man wanted for an office shooting that killed a man and critically wounded another. Authorities say the vehicle that Arthur Harmon was likely driving was found Thursday in a Mesa parking lot. Police say a body matching Harmon’s description was found nearby. The person died of an apparent self-inflicted gunshot wound. Police say Harmon shot and killed the CEO of a company he had a dispute with and wounded the company’s attorney, as well as another person.
 
     WASHINGTON (AP) – Republican Sen. John McCain is tangling with Chuck Hagel over his past statements about the Iraq war. The Arizona Republican says his dissatisfaction with Hagel’s answers could affect whether he votes for or against the former Republican senator who is President Barack Obama’s choice for secretary of defense. McCain, a strong backer of the 2007 troop surge, Thursday pressed Hagel at his confirmation hearing on whether he was right or wrong in his opposition to the influx of 30,000 troops. Hagel declined to give a simple answer, saying instead that Iraq took the U.S. focus off Afghanistan.
 
     NEW YORK (AP) – Even though the Dow was drifting lower Thursday, it’s still on track for its best January performance in more than two decades. The index has gained 6 percent so far this month. The January rally slowed yesterday after a report showed that the economy contracted in the fourth quarter of last year.
 
     DETROIT (AP) – Authorities say at least two people have been killed and about 20 injured in a massive freeway crash in Detroit involving at least two dozen vehicles in icy, snowy conditions. A police spokesman tells a TV station  that the deaths and injuries happened in a chain-reaction crash on a mile-long stretch of Interstate 75 on the southwest side of the city. Witnesses describe white-out conditions and slippery roads.
 
     WASHINGTON (AP) – The Justice Department is challenging the proposed purchase by Anheuser-Busch of the Mexican brewer Grupo Modelo, which would unite the ownership of popular beers like Budweiser and Corona. The government says the deal would substantially reduce competition in the U.S. beer market, particularly in 26 metropolitan areas. Bud Light is the best-selling beer in the nation, and Corona Extra is the best-selling import.
