Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Thursday (Jan 31, 2013) afternoon at the offices of Stutsman Rural Water District, with SRWD Board Members and Manager.

Attending from the City of Jamestown were: Mayor Andersen, City Council Members Kourajian, Gumke, Brubakken, and Buchanan, along with City Administrator Jeff Fuchs (for the majority of the meeting) City Attorney Ken Dalsted, City Engineer Reed Schwartzkopf, and City Fire Chief Jim Reuther.

The joint meeting of the City Council and the SRWD Board of Directors, continued with discussions of water service territories.

 

At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.

　

Thursday’s meeting this week, comes after the City Council and Stutsman Rural Water Users met jointly last Friday to negotiate issues.

Following the joint meeting with the City Council and Stutsman Rural Water District, Board, Friday, the Water District met to discuss topics brought up at the joint meeting, and the Jamestown City Council met in Executive Session this past Monday, discussing issues, being brought forward to Thursday’s meeting.

At this Thursday’s meeting, the city and SRWD picked up on issues, that came from the Rural Water District Thursday morning meeting, and the Jamestown City Council meeting from Monday this week, in Executive Session, with legal counsel.

Thursday, Stutsman Rural Water District re-emphasized that they did not want to give up existing territory, with any future land annexed into the city of Jamestown having the customers remaining with Stutsman Rural Water District.

SRWD’s latest proposal includes Stutsman Rural Water District providing water service to Titan Machinery, for a minimum of 40-years.

There is no provisions concerning fire protection at Titan.

Stutman Rural Water District asked the city to provide them with future areas of annexation.

Discussion also included the possibility of the Jamestown Regional Medical Center’s exsisting water service agreement being “grandfathered,” into any future agreements between the city and SRWD.

Also left on the table was the amount to be charged per thousand gallons of water.

The city’s previous plan had included a royalty of $1.02 per 1,000 gallons, and allow Rural Water to serve larger areas and purchase water from the city.

Rural Water’s counter proposal is a royalty of $1.41 per 1,000 gallons of water.

　

When the two entities meet again, boundary map issues will be discussed, and outlined, with quarter sections of land to be determined.

Also at Thursday’s meeting via telephone conference call was outside legal counsel hired by SRWD.

The City Council will meet in Executive Session on Friday morning (Feb 1, 2013) to further discuss issues in the negotiations with SRWD.

 

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Fire Department was called to a car fire, located in the Unison Bank parking lot, about 12:55-p.m., on Thursday (Jan 31, 2013).

Lt. Sheldon Mohr said a bank employee went to start the vehicle when it caught fire.

He added the fire was confined to the car’s engine compartment, with no injuries reported.

Four City Fire Department Units were on the scene just under an hour, including 30 city fire fighters.

 

Jamestown, ND (KCSi-T.V. News Feb 1, 2013) — The 82nd Annual Award Banquet of the Jamestown Chamber of Commerce the 2012 Community Award Recipients, were honored, at the Quality Inn and Suites Banquet Rooms, in Jamestown.

The recipients are individuals and businesses in the community that, through many different projects, channels, and efforts, strive to better Jamestown, its citizens and its business climate.

Corey and Jodi Bayer, received the of the Above and Beyond Award, for volunteerism.

Not being able to be attendance they were recognized at a recent Business After Hours.

Bison 6 Cinema, is recipient of the Business of the Year award and Fran Romsdal, recipient of the Outstanding Citizen of the Year Award.

Announced Thursday night was the Young Professional of the Year, Quincy Backen.

Also honored were the monthly winners of the Customer Service Awards: Bonnie DeWald, Randy Martin, Donna Peterson, Lisa Church, Ashley Frenzel, Marlene Meilke, Monte Leno, Levi Serfoss, Joyce Diede, Sue Haas, Mary Jo Baker and Hailey Borseth.

Jamestown, ND (KCSi-T.V. News) – Jamestown Police wants to warn Jamestown residents regarding a convicted sex offender living in Jamestown who has changed his address.

This notification was issued twice this week (Jan 31, 2013) for another change of residence.

William Humphrey Kysar now lives at 311 8th Street Northeast, Jamestown, ND.

Earlier this week police notifed the public that he moved to 409 4th Street Northeast, Apt. #1, Jamestown, ND.

His last previous address was 119 5th Street Northwest, Apt.#14, Jamestown, ND.

The report says he has no vehicle.

Kysar is a 52 year old white male, 6 feet tall, weighing 250 pounds with brown eyes, and gray hair.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Kysar has been convicted of Gross Sexual Imposition, solicit of a child for sex, and child abuse.

Kysar is currently not on probation with North Dakota Parole and Probation.

Kysar is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant ofr public safety and not to increase fear in the community, nor should this notification be used to theaten, assault or intimidate the offender.

Attempts to harass, intimidate or threaten these offenders, or their families, landlords or employers will be turned over for prosecution.

Jamestown, ND (KCSi-T.V. News) — A Great Lakes Airline’s representative, in Jamestown Wednesday (Jan 30, 2013) said, her visit is informational, while taking back suggestions and concerns of the Jamestown area flying public.

Monica Taylor-Lee said, her visit in Jamestown was two-fold, to visit with Jamestown residents, and to gather input, and to honor the Jamestown Area Chamber of Commerce, “Outstanding Citizen of the Year,” Fran Romsdahl, at the annual banquet, Thursday evening (Jan 31, 2013.)

Great Lakes management from Cheyenne, Wyoming will also attend the banquet, and offer ticket giveaways.

She added that Great Lakes Airlines wants the public to know that they are part of the Jamestown community, as shown with the Food Drive in September of 2012, in conjunction with Jamestown Regional Airport.

Ms Taylor-Lee pointed out that booking flights departing Jamestown has become more convenient through travel agents, in addition to Great Lakes having ticket agreements with other airlines, where a single ticket will allow the passenger to reach their final destination along with their luggage, without the need for additional ticketing.

She added that Great Lakes Airlines continues to work out arrangements with Delta to re-implement the Sky Miles program, which she hopes will happen soon.

She added that the airline’s web site www.flygreatlakes.com is also available to book flights, along with on line booking engines.

Jamestown Regional Airport Manager, Matthew Leitner said, the local airport web site www.flyjamestown.net is also handy to obtain more information and to aid in booking flights, and has the present Jamestown schedule posted.

Leitner pointed out that Jamestown boardings are again going up, as he expects the January final numbers to be over 200.

He added that weather concerns not withstanding, Great Lakes on-time performance is 85% within 5-10 minutes of departure.

Ms Taylor-Lee added that when Jamestown boardings show a continued significant increase, Great Lakes will likely look at servicing Jamestown with the larger 30-seat aircraft.

Leitner said the present aircraft the 19 seat Beachcraft has the latest state of the art equipment and the planes are relatively new.

Jamestown, ND (KCSi-T.V. News Jan 31, 2013) — The Jamestown Dairy Queen on Business Loop West reopens for full service, including Orange Julius this Saturday (Feb 2, 2013.)

On Thursday’s Wayne Byers Show on CSi Cable 2, Owner, Manger Mark Wolf said, the store will open at 11-a.m, with full service and the Orange Julius drinks.

Orange Julius ordering is at the front counter.

He added that the remodeling stared on January 7, 2013, and the Drive Thru opened first on January 19th.

He pointed out that most Dairy Queen locations now have Orange Julius’s which is owned by Dairy Queen.

The Jamestown Dairy Queen remodeling included gutting the interior with new a new floor, ceiling, window, lighting and seating.

The newly remodeling lobby greets customers and the ordering area is separated from the eating area, by a wall.

He said Hillerud Construction in Jamestown was the primary contractor with sub-contractors from the Jamestown area as well.

Wolf said the Dairy Queen/Orange Julius winter hours are 11-a.m., to 10-p.m., Sunday through Thursday, and 11-a.m.,to 10:30-p.m., Fridays and Saturdays.

 

　WATFORD CITY, N.D. (AP) – A worker in the western North Dakota oil patch has died of injuries suffered in an incident at a well north of Watford City.
 
     McKenzie County Sheriff Ron Rankin did not immediately identify the worker, who was pronounced dead at an area hospital Thursday. Rankin also did not immediately have details of what happened.
 
     The sheriff says  the Occupational Safety and Health Administration will be investigating.

 

GRAND FORKS, N.D. (AP) – A Grand Forks educator accused of trying to lure a 12-year-old girl from his former school over the Internet has been fired. Twenty-eight-year-old Jeremy Thompson had been working as a paraprofessional and coach in Grand Forks schools when he was charged in early January with luring minors by computer. Superintendent Larry Nybladh says this week that Thompson was fired after a school district investigation.

 

FARGO, N.D. (AP) – Federal prosecutors say a Texas man charged in a synthetic drug case continued to sell controlled substances after he heard about two overdose deaths from the hallucinogens in North Dakota.
 
     The government made that assertion Thursday in a detention hearing for 28-year-old Charles Carlton. He’s accused of selling substances over the Internet that eventually left two teenagers dead and others hospitalized.
 
     Assistant U.S. Attorney Chris Myers said in court that Carlton’s decision to keep dealing when he knew the drugs made people sick shows he’s a danger to the community and should not be released.
 
     U.S. District Judge Ralph Erickson ordered that Carlton be released before his March trial. That came after defense attorney Alex Reichert said his client doesn’t have a passport and would not abandon his family.

 

 BISMARCK, N.D. (AP) – Fire officials say a dog alerted its owner to an attic fire, allowing him to put out the flames with a dry chemical extinguisher. The Bismarck Tribune reports the dog started barking yesterday morning and the resident heard a loud bang. After putting out the flames, he then alerted other occupants and called 911.

 

 MINOT, N.D. (AP) – Three people who attended a Job Corps center with a Somali man accused of murdering four people in Minot two years ago say Omar Mohamed Kalmio sought their help in buying a gun. Former student Rosy Bautista also testified during Kalmio’s trial on Wednesday that she once saw a gun in his vehicle. However, no weapon was recovered in the January 28th, 2011, shooting deaths of 19-year-old Sabrina Zephier, the mother of Kalmio’s child, and three other people.
 
     FARGO, N.D. (AP) – Police in Fargo are warning residents about a telephone scam with someone posing as a local utility company representative. A resident told officers that he was contacted by someone claiming to be a collection agent with a local utility company demanding money for payment on a current account.

 

 FARGO, N.D. (AP) – The U.S. Agriculture Department says spring wheat prices for January are averaging $8.05 per bushel, a decrease of 34 cents from the previous month.
 
     The North Dakota office of the National Agriculture Statistics Service says Durum wheat prices dropped 10 cents per bushel to $8.16, and winter wheat is down 42 cents to $7.75 per bushel.
 
     The preliminary January feed barley price, at $5.80 per bushel, is up 14 cents from last month, and the malting barley price, at $6.35, is down 17 cents from last month.
 
     The Ag Department says preliminary January all sunflowers price, at $25.30 per hundredweight, is down 80 cents from last month. Canola and soybeans are each down 30 cents per bushel.

 

 BISMARCK, N.D. (AP) – North Dakota Democrats are blasting a Republican-backed plan to restructure oil taxes in the state. Senate Democratic minority leader Mac Schneider calls the plan radical and reckless. Republican Senator Dwight Cook says the bill attempts to bring certainty and stability to the oil industry and the state.

 

 FARGO, N.D. (AP) – A documentary produced by Prairie Public Broadcasting in cooperation with a North Dakota State University collection on Germans from Russia has been honored in an independent television competition.
 
     NDSU officials say the video “At Home in Russia, at Home on the Prairie” is one of 27 documentaries in the country to receive an Aurora Award. It received Platinum Best of Show in the historical category.
 
     Michael Miller, director of the NDSU Libraries’ Germans from Russia Heritage Collection, says the documentary shows the lives of Germans from Russia after their journey to the Northern Plains, including North Dakota.
 
     Miller and Bob Dambach, director of television at Prairie Public Broadcasting, produced the documentary.

 

　BISMARCK, N.D. (AP) – A midwinter waterfowl survey in North Dakota found about 159,000 birds still hanging around the state, much lower than last year’s record count of 279,000.
 
     Game and Fish Department migratory bird biologist Mike Szymanski (shuh’-MAN’-skee) says conditions for this year’s survey were more normal, in stark contrast to last year’s extremely mild conditions. He says a strong winter storm on Veterans Day weekend pushed most waterfowl out of the state.
 
     The midwinter count found about 32,000 mallard ducks and 127,000 Canada geese. Szymanski says the numbers are somewhat surprising given some of the harsh weather so far this winter. But he says a relatively shallow snow cover has enabled the birds to feed without too much trouble.

 

BISMARCK, N.D. (AP) – A bill drafted at the request of North Dakota Secretary of State Al Jaeger would greatly increase the punishment for petition fraud in the state.
 
     The bill is prompted by an election scandal last year involving 10 North Dakota State University football players. The petition fraud kept two measures off the November ballot, including one dealing with the proposed legalization of medical marijuana.
 
Jaeger’s proposal would raise the penalty for falsifying names and information on a ballot measure petition from a Class A misdemeanor to a Class C felony. The maximum punishment would go from a year in jail and a $2,000 fine to five years in jail and a $5,000 fine.
 
     Lawmakers have not taken any action on the bill.

MINNEAPOLIS (AP) – Minnesota Timberwolves guard Brandon Roy has suffered a setback with his surgically repaired right knee. Roy says he was feeling close to trying to play for the first time this season, but felt more pain last Saturday and had to slow things down. The former Portland All-Star retired before last season because of chronic knee issues.

 MINNEAPOLIS (AP) – Aaron Hicks is in line to start in center field this season for the Minnesota Twins. Manager Ron Gardenhire has told general manager Terry Ryan he hopes Hicks wins the job, despite the fact that the 23-year-old hasn’t played above the Double-A level. The Twins need a new outfielder after trading both Denard Span and Ben Revere.

 

 UNDATED (AP) – The Arizona Diamondbacks have agreed to a $40 million, four-year contract with Martin Prado (mahr-TEEN’ PRAH’-doh) just a week after acquiring the former All-Star infielder in a trade that sent Justin Upton to Atlanta. Prado had been headed to arbitration and could have become a free agent after this season.
 Prado made the All-Star team as the Braves’ second baseman in 2010 but is slated to play at third base for the Diamondbacks.

 

The Cleveland Indians have signed free agent pitcher Matt Capps to a minor-league contract that includes a non-roster invitation to spring training camp. The 29-year Capps has pitched for Minnesota and Washington out of the bullpen.
 
     – The New York Mets have signed right-hander LaTroy Hawkins to a minor league contract with an invitation to spring training. The 40-year-old went 2-3 with one save and a 3.64 ERA last season in 48 games for the Los Angeles Angels.

 GREEN BAY, Wis. (AP) – Green Bay Packers receiver Donald Driver says he is retiring. Driver finishes as the Packers all-time leader in yards receiving, 10,137 yards, and catches, 743. He is third behind Don Hutson and Sterling Sharpe with 61 touchdown receptions.

 SCOTTSDALE, Ariz. (AP) – Phil Mickelson will have a sizeable lead when the first round of the Phoenix Open resumes this morning. Mickelson came within a fraction of an inch of becoming the sixth player in PGA Tour history to shoot a 59, firing a 11-under 60 that puts him four shots ahead of Jeff Maggert, Padraig Harrington, Brandt Snedeker and two others. Lefty just missed sinking a 25-foot birdie putt on his final hole.

DENVER (AP) – Caleb Moore, a freestyle snowmobile rider who was hurt in a crash at the Winter X Games in Colorado, died yesterday morning. He was 25. Moore was attempting a backflip last Thursday in the freestyle event when the skis on his 450-pound snowmobile caught the lip of the landing area, sending him flying over the handlebars. Moore landed face first into the snow with his snowmobile rolling over him.

ANKARA, Turkey (AP) – A police official says at least two people have died in a suicide bombing at the entrance of the U.S. Embassy in the Turkish capital, Ankara. Private NTV television says two security guards at the entrance to the heavily protected building were killed.
 
     NEW YORK (AP) – The famously combative mayor who rescued New York City from near-financial ruin during a three-term City Hall run has died. Ed Koch was 88. Koch was admitted to the hospital on Monday with shortness of breath, and was moved to intensive care on Thursday for closer monitoring of fluid in his lungs and legs.
 
     WASHINGTON (AP) – Economists interviewed by FactSet are looking for steady job growth and an unchanged unemployment rate when the government reports data for January this morning. Economists forecast that the economy added 155,000 jobs in January and that the unemployment rate stayed at 7.8 percent for a third straight month.
 
     PESHAWAR, Pakistan (AP) – At least 22 people died in a suicide bombing at a Shiite mosque in northwestern Pakistan today. The bomb blew up as worshippers were leaving Friday prayers and officials say more than 30 were wounded. Shiite Muslims in Pakistan have increasingly been targeted by radical Sunnis.
 
     CAIRO (AP) – Egypt’s opposition has called for rallies today to pressure President Mohammed Morsi to accept their demands to form a national unity government and amend the constitution. The opposition says the moves would prevent the Islamist president from governing solely in the interest of his Muslim Brotherhood group. Thousands of Egyptians are marching in protest in the restive Suez Canal city of Port Said.
