Jamestown, ND (KCSi-T.V. News Feb 6, 2013) — The Jamestown/Stutsman Development Corporation Board of Directors has voted unanimously to have Champ Industries to repay a $45,000 in a grant it received in 2009.

The reason is because of hiring stipulations that haven’t been fulfilled.

On Wednesday’s (Feb 6, 2013) Wayne Byers Show, on CSi Cable 2, JSDC’s DeAnn Brunner said, the original grant helped cover Champ’s relocation and expansion costs and was based on $5,000 in grant money for each of 32 full-time equivalent employees.

Champ was found to be nine employees short of the goal of 32 employees on Dec. 31, 2012.

The JSDC had extended Champ Industries one year of extra time to add the required employees.

She said, the money collected from Champ will be held in escrow and the JSDC will return $5,000 for each new hire made before the end of 2013.

It was noted at the board meeting that the loan documents on the Cherry Berry store had been signed.

Kal Patel has purchased the building on Highway 281 South, and the Cherry Berry franchise.

Patel is looking at options for another business venture within the building.

A tentative spring opening date is planned, at the former Master Bread Store location on Highway 281 South.

Patel received a Flex Pace interest buy down incentive plan for the Cherry Berry operation in September 2012.

 

Bismarck, ND (KCSi-T.V. News Feb 6, 2013) — A bill in the North Dakota Senate is designed to assist individuals with special needs find jobs.

District 12 Democratic Senator, John Grabinger of Jamestown

Senate Bill 2182 would provide the South Central Human Service Center in Jamstown with up to $308,000 for the next biennium, to provide transitional employment for those with mental illness or chemical dependency, to help train or partially employ those individiuals.

Grabinger says, the funding, provided previously is no longer in the budget for South Central Human Services, and is looking at being restored.

Meanwhile, a bill introduced by Grabinger, has been withdrawn by the senator, which would fund county roads with a portion of the sales tax proceeds.

It would have transferred 1.5 percent of the 5 percent sales tax collected by the state to the county where it was collected.

The county could have only use the money for infrastructure.

Grabinger says he could not find bi-partisan support for the bill.

 

WASHINGTON (AP) – The U.S. Postal Service isn’t waiting any longer for permission from Congress to quit delivering mail on Saturdays. It says it’s going ahead with plans to start five-day-a-week delivery in August.

Postmaster General Patrick Donahoe (DAHN’-uh-hoo) says the agency’s financial condition is urgent, and the change will save about $2 billion a year.

Under the plan, letters would be delivered to homes and businesses only from Monday through Friday. Packages would continue to be delivered on Saturdays.

Mail would still be delivered to post office boxes on Saturdays, and post offices now open on Saturdays would remain open.

The newspaper and magazine industry may feel the impact most as it relies on the Postal Service for Saturday delivery.

North Dakota Newspaper Association Executive Director Roger Bailey said he has already contacted U.S. Senator, John Hoeven, and Heidi Heitkamp, and Representative Kevin Cramer, about stopping the plan.

Bailey said othe main concern is eliminating Saturday delivery of mail will create a backlog of mail that postal workers will have to deal with on Monday.

　

GRAND FORKS, N.D. (AP) – A Grand Forks man has been sentenced to 14 years in prison for having sex with two mentally disabled girls over a period of two years.
 
     Fifty-six-year-old Gregory Frohlich could have faced life in prison because the victims were younger than 15.
 
     U.S. Attorney Timothy Purdon says Frohlich transported the girls from Grand Forks to Thief River Falls, Minn., to have sex with them, beginning when they were 13 years old. He pleaded guilty last October.

 

 BISMARCK, N.D. (AP) – Officials in Burleigh and Morton counties who seized 157 horses from a New Salem man because of alleged neglect have requested a court hearing on whether the man can adequately care for the animals.
 
     The horses were seized after authorities found 99 dead horses on the man’s property in the two counties. Two of the rescued horses have since died.
 
     The man has not been criminally charged.
 
  If a judge deems the man incapable of caring for the horses they will be sold, adopted or euthanized.

 

 BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem (STEHN’-juhm) has obtained arrest warrants for two Utah men he says were unlicensed contractors working at a Dickinson construction site where a fatality occurred.
 
     Stenehjem says Kevin Parkin and Clint Petersen, both of Salt Lake City, have failed to cooperate with officials investigating the December 2011 worker death that occurred when a water and sewer pipe trench caved in at a home construction job site. The victim was identified as Casimiro Medina, also of Utah.
 
     Stenehjem says a third contractor, from Idaho, cooperated with the investigation and paid a $2,000 fine for operating without a license.

 

 FARGO, N.D. (AP) – A former sheriff’s deputy in Arizona accused of driving to North Dakota to beat up a man who had an affair with his wife is to stand trial late this winter. The jury trial for Timothy Abrahamson has been scheduled for March 12th in a Fargo state court. Abrahamson is a former detective for the Maricopa County Sheriff’s Department in Arizona.

 

  BISMARCK, N.D. (AP) – The North Dakota Senate is considering bipartisan legislation that would require the reporting of abuse or neglect of senior citizens and other vulnerable adults. Senator Phil Murphy says North Dakota is one of only two states that don’t require the reporting of abuse to vulnerable adults. The Senate Judiciary Committee took no action on the bill yesterday.

 

  BISMARCK, N.D. (AP) – A state lawmaker says North Dakota University System Chancellor Ham Shirvani has told some legislators that five of the 11 public college presidents in the state are unqualified or insubordinate and likely will be relieved of duty.
 
     Shirvani saya  he never made the statement.
 
     Bismarck Rep. Bob Martinson says the alleged comment is an example of Shirvani’s overbearing style of leadership that has rankled some state lawmakers.
 
     Fargo Sen. Tony Grindberg says he plans to introduce an amendment to the higher education budget bill that would provide funding for the state Board of Higher Education to buy out Shirvani’s contract. Board President Duaine Espegard says the board supports Shirvani.
 
     Shirvani says he is “under absolute microscopic examination.”

 

GRAND FORKS, N.D. (AP) – A federal survey team is to visit Grand Forks Air Force Base later this month to assess its potential to host an air refueling tanker mission.
 
     The base is one of four being considered for the new active-duty KC-46a tanker mission. The others are in Oklahoma, Washington state and Kansas. The Air Force plans an announcement in the spring after on-site surveys.
 
   Local officials plan to tout the Grand Forks base’s many assets, including its previous history with flying tankers and its new mission with unmanned aircraft.

 

FARGO, N.D. (AP) – North Dakota’s sheep and lamb industry continues to see record-low numbers.
 
     The federal Agriculture Department says in a new report that the sheep and lamb inventory on Jan. 1 totaled 74,000 animals, up 1,000 from the previous year’s record low.
 
     Breeding sheep were still a record low, at 55,000 head. Market sheep and lambs totaled 19,000, up 3,000 from a year ago.
 
     The 2012 lamb crop also was a record low, at 60,000 head, and wool production was a record low 520,000 pounds, down 20,000 pounds from 2011.

 

GRAND FORKS, N.D. (AP) – A group of business and education leaders is investing $500,000 to look into economic growth opportunities in the Red River Valley of North Dakota.
 
     The Valley Prosperity Partnership includes leaders from 23 entities, including retailers, bankers, university presidents, and economic development officials.
 
     The group was started with a $100,000 donation by William Marcil, chairman of Forum Communications Co.
 
     Other members of the partnership have chipped in $20,000 to the initiative.
 
     The group has hired a New Jersey consultant to analyze the region’s economic and demographic data.

FARGO, N.D. (AP) – Two-time defending national champion North Dakota State has added 21 scholarship football players to its roster for next season.
 
     Bison coach Craig Bohl announced his newest class Wednesday, which was national signing day for several college sports.
 
     The Bison signed six players from Wisconsin, three from Minnesota, three from Florida, two from North Dakota, two from South Dakota, two from Nebraska, and one each from Illinois, Missouri and Kansas.
 
     Bohl says it’s difficult to predict how the class will pan out, but says recruiting exceeded the coaching staff’s expectations.
 
     The NDSU coach says the team put a priority on finding linebackers. Five of the new signees are slated to play that position.
 
     The Bison have won back-to-back Football Championship Subdivision titles.
 

     GRAND FORKS, N.D. (AP) – The University of North Dakota has added a lot of Illinois to its football roster for next season.
 
     Coach Chris Mussman announced Wednesday that 20 high school seniors have signed national letters of intent to attend UND. That includes eight players from Illinois.
 
     Mussman also announced that two mid-year transfers have joined the squad, including offensive lineman Dustin Adams of Minot. Adams comes to UND from Northern Illinois.
 
     UND signed one high school player from North Dakota, fullback Dustin Iverson of Elgin.
 
     The team notched a pair of quarterbacks, Kurt Palandech of Plainfield, Illinois outside Chicago and Sam Riddle of Hillsboro, Oregon.
 
     UND was 5-6 overall last season and 3-5 in its first year of Big Sky Conference play.

 MINNEAPOLIS (AP) – Danny Green scored a career-high 28 points last night to help the San Antonio Spurs beat the Minnesota Timberwolves 104-94. Tony Parker added 31 points and Kawhi Leonard had 19 for the Spurs, who won their 11th straight. Nikola Pekovic and Derrick Williams both recorded double-doubles for the Timberwolves.

 EL SEGUNDO, Calif. (AP) – Pau Gasol (pow gah-SOHL’) was diagnosed with a torn plantar fascia in his right foot yesterday. The L.A. Lakers forward is sidelined indefinitely and the 7-foot Spaniard will fly to Los Angeles today to be examined by a foot specialist and could be out four to six weeks.

NBA Commissioner David Stern says the group that has reached agreement to purchase the Sacramento Kings has formally filed to relocate the franchise to Seattle. Stern called the Seattle group, led by Chris Hansen and Steve Ballmer, “very strong.”

Third baseman Albert Callaspo and the Los Angeles Angels have finalized a two-year contract worth $8. 9 million. The deal calls for Callaspo to receive $4.1 million this year and $4.8 million in 2014. Callaspo hit .252 last year with 10 home runs and 53 RBIs.

Reliever Kyle Farnsworth and second baseman-outfielder Kelly Johnson have finalized one-year contracts with the Tampa Bay Rays. Farnsworth missed much of last season with an elbow strain sustained during spring training and wound up going 1-6 with a 4.00 ERA in 34 appearances for the Rays. Johnson batted .225 with 16 homers and 55 RBI for the Blue Jays in 2012.

 

BIDDEFORD, Maine (AP) – A rare 148-year-old baseball card discovered at a rural Maine yard sale has been auctioned for $92,000.

The card depicting the Brooklyn Atlantics amateur baseball club drew plenty of interest Wednesday night, starting with an opening bid of $10,000 and quickly rising to $92,000, which included an 18-percent premium.

Winning bidder Jason LeBlanc of Newburyport, Mass., said he bought the card as an investment for his young son.

The card isn’t the same as a modern-day baseball card, which became common in the 1880s. Rather, it’s an original photograph from 1865 mounted on a card, showing nine players and a manager.

The Library of Congress said last month it was aware of only two copies of the photo. The other is in the institution’s collection.

 

In world and national news…

TEHRAN, Iran (AP) – Iran’s supreme leader is rejecting proposals for direct talks with the United States, saying Washington is “holding a gun” to Iran — an apparent reference to international sanctions which have cut Iran’s oil revenue by 45 percent. The statement by Ayatollah Ali Khamenei (hah-meh-neh-EE’) echoes previous remarks opposing bilateral talks in addition to negotiations with world powers over Tehran’s nuclear program, which are scheduled to resume later this month.
 
     WASHINGTON (AP) – The U.S. drone program is expected to be a focus of questioning today when President Barack Obama’s choice to head the CIA goes before the Senate Intelligence Committee for his confirmation hearing. Lawmakers are expected to receive a classified report this morning providing the rationale for drone strikes targeting Americans working with al-Qaida overseas. John Brennan is the White House counterterrorism chief and helped manage the drone program. 
 
     WASHINGTON (AP) – Ahead of his State of the Union address next week, President Barack Obama continues efforts to unify Democratic lawmakers around his second-term agenda. He’s meeting with House Democrats today at their retreat in Virginia. A unified Democratic caucus in the House is critical on issues that might divide Republicans, such as an overhaul of immigration laws and some fiscal policies. White House officials say job creation is Obama’s top priority, and he will make a case for fiscal policies that encourage economic growth. 
 
     BOSTON (AP) – Forecasters say another big storm is brewing for the Northeast. The National Weather Service is describing the storm as potentially dangerous, especially for New England, where as much as 2 feet of snow could fall. The snow is expected to start tomorrow morning. 

 
     SYDNEY (AP) – Disaster officials are still trying to reach remote villages in the Solomon Islands that were hit by a tsunami after a magnitude 8.0 earthquake yesterday. The death toll has risen to at least nine people, as workers find more bodies in wrecked homes and debris in the South Pacific island chain. The prime minister’s office says several people remain missing while dozens of strong aftershocks are keeping frightened villagers from returning to the coast.
