VCcommPixsValley City, ND (KCSi-T.V. News) — The Valley City Commission met in Regular Session Monday evening (Jul 15, 2013) at City Hall.

All members were present.

Approval of Consent Agenda items included:

An Annual Street Block Off for Crazy Days on July 24, 2013 from 6 am to 5:30 p.m.

Ordinances :

The City Commission approved the Second and Final Reading of an Ordinance rezoning property at Auditor’s Lot 4 of the NE ¼ of Section 27 in township 140, Range 58 of the Fifth Principal Meridian, from R1 – Single Family District to R4 C– Multiple Family limited to 12 units.The City Planning Commission previously approved the rezoning.

Approved the Second and Final reading of an Ordinance relating to Driving or Being in Actual Physical Control of a Motor Vehicle while Under the Influence of Alcoholic Beverages or Drugs.City Attorney Russell Myhre said the Ordinance is in line with the State Legislature’s House Bill 1302, which has become law. He said cases will be heard in Municipal Court, and fees and fines paid to the state, instead of the city.

Approved a Resolution to promote an agreement between Sanford Health and Mercy Hospital. Commissioner Luke, an employee of Sanford Health was allowed to vote as she is not affiliated directly with issue in the agreement.

New Business:

Kim Franklin, the Barnes County Emergency Operation Director, update information regarding the flash flood on June 20, 2013.She said while the city and Barnes County declared an emergency, there were not enough damage reports officially received to be eligible for FEMA funding. (at least 100 homes would have had to suffered major damage, or be destroyed.)206 varying damage reports were received, including five businesses.She added this may be a good time to review and update flood mitigation plans for Valley City.

Approved Urban Road Projects.  KLJ’s Chad Petersen outlined the city’s share of the costs, and projects listed, and the type of work to be done.

City Commissioners approved the request of St. Pauls’ Lutheran Church to block off the  street on July 24, 2013 for Family Fun Night at 3rd St NW, between 2nd Ave NW to Alleyway between church and Dacotah Bank, from 4:00 p.m. to 7:00 p.m.

Discussion concerned the Neighborhood Block Party.Commissioner Nielson pointed out that the purpose is to allow neighborhoods block off areas of town, at a fee of $25 per street. She added that the police department, and City Commissioners will be available to speak at the block parties. She said “On The Move.” and “Where in the World,” are participating.

City Administrator David Schelkoph Report…he said he had no information to pass along.

 

City Updates & Commission Comments

City Attorney Myhre said he will be sending the City Commissioners information on the city’s re-codification for consideration.

Police Chief Thompson said the clean up of the flood damaged basement of the Police Station’s evidence room is about completed.

KLJ provided an update on current street projects.

City Auditor Avis Richter said the city budgeting will be occurring soon.

 

It was discussed the city’s blight ordinance will being viewed for updates, to address unslightly areas of Valley City, concerning trash and unkempt yards.

Commissioner Magnuson said he recently attended a state conference on recycling and landfill issues, and that he will be meeting with local recycles on information from the conference.

Commissioner Luke indicated a delay on installation of the automated meter systems, following a meeting with AMI and Cooper Power.

Mayor Werkhoven noted the fact that four physician have indicated that they are leaving Mercy Hospital, which he has concerns about, specifically with economic development issues, to attract new business and jobs to Valley City.
