Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. Commissioner Magunson joined by phone.

APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:
Monthly Reports from the Fire Chief, Electrical Superintendent, Building Inspector Finance Director and Municipal Judge.
Approved a Raffle Permit for the Valley City USBC Assn.
Approve a Raffle Permit for the Art Club Valley City High School.
Approve a Raffle Permit for SHINE.
Approved a Raffle Permit for VCSU Student Chapter of the Wildlife Society.

ORDINANCE
Approved was a First Reading of Ordinance 1090, an Ordinance to Amend and Reenact section 15-02-03 of the Valley City Municipal Code relating to new electric service installation. City Attorney Martineck said owner responsibility was included.
NEW BUSINESS
Approved Monthly Bills for the City and Public Works in the Amount of $1,780.769.92
Approved for Signatures was the 2021 Barnes County ND Multi-Jurisdictional Multi Hazard mitigation Plan, once the Plan is approved by the ND Department of Emergency Services.
RESOLUTIONS
Approved a Resolution to Enroll In and Offer the NDPERS Defined Benefit Hybrid Retirement Plan to all Eligible Employees.
Approved a Resolution to Enroll in And Offer NDPERS Public Safety Retirement Plan to all Eligible City Employees Classified as Peace Officers, or Firefighters.
Also approved was a Resolution to Enroll and Offer NDPERS 457 Deferred Compensation Plan to all Eligible City Employees.
Approved a Resolution Authorizing the Issuance and Sale of $250,000 Wastewater Treatment Assessment warrant, Series 2021.

CITY ADMINISTRATOR’S REPORT HIGHLIGHTS:
Gwen Crawford said budgets were gone over with portfolio holders concerning capital improvement projects.
There has been final approval of the pavement aprons at Love’s Travel Center, with the cold weather pushing the installation of the concrete until spring.
She attended the ND Water Resource District meeting in Bismarck with discussions on Valley City projects concerning changes with the in town dams.
HIGHLIGHTS FROM THE CITY UPDATES & COMMISSION REPORTS:
City Attorney Martineck said he has been reworking the City Code items based on state legislative changes that were approved at the last session.
Commissioner Gulmon said the city budget is in line with the reserve funds available.
